pf plan G r AGENDA REPORT FLORID Q DATE 10 06 2008 TO FROM City Commission David R Sollenberger City Manager SUBJECT Action on Parade Safety Recommendations RECOMMENDATION That the City Commission Adopt a resolution endorsing the following recommendations developed by the Parade Safety Committee which are intended to enhance the safe conduct of parades in Plant City Ban the tossing and or passing out of all candy beads and other items during all parades Require the utilization of parade marshals during all parades held in Plant City to ensure that safety standards for floats and parade management are complied with by all participating units Maintain strict regulation of vendors along all parade routes by the Plant City Police Department Require utilization of the Incident Command System by all public safety agencies and parade organizers for all parades Require that all parade organizers develop and enforce float safety standards for the various parades that at a minimum prohibit the use of any float trailer or other conveyance that includes outrigger style or protruding wheels II MEETING OF October 13 2008 AGENDATI EM NO 4b III

Require parade organizers to institute a system of pre parade safety inspections and briefings for all parades Require parade organizers to limit or cap the number of units allowed in any parade at 100 units exclusive of governmental lead units including public safety and the vehicle or vehicles carrying members of the City Commission of the City of Plant City Require the organizers of the Christmas Pazade to reschedule that parade to a Saturday evening event instead of a Friday evening event as has been past practice EXECUTIVE SUMMARY Because there is no current funding for pedestrian barricades the City Manager is recommending that the City Commmission not take any action regarding pedestrian barricades at this time The proposed resolution adopts all the other recommendations Although some of the above items could be effectively enforced through an ordinance the police chief recommends that aresolution would be sufficient at this time If an ordinance is necessary in the future this item will come back to the City Commission for consideration It is recommended that the City Commission adopt the proposed resolution BACKGROUND In the wake of afatalin parade accident during the 2007 Christmas Parade Police ChiefBill McDaniel was tasked with organizing aparade Safety Committee This committee was specifically tasked with addressing the following issues Review the fatal in pazade incident that occurred during the 2007 Christmas Parade so as to identify contributing factors and identify reasonable and effective means of preventing future parade related accidents Establish standards for the conduct of all parades held in Plant City beginning with the 2008 Christmas Parade Provide a report and guidance to the City Commission regarding parade standards as developed by the committee The Pazade Safety Committee included representatives from each of the pazades that aze held in Plant City each year public safety personnel and one member of the community All members who were affiliated with aparade were individuals with decision making authority overthe parades that they represented on the Parade Safety Committee The members of the committee were Pat Pogue Strawberry Festival Youth Parade David Miles Strawberry Festival Grand Parade Liesta Sykes Martin Luther King Sharon Moody Black Heritage Parade Jr Parade Fran Neilsen Christmas Parade Lt Jerry Stwan Parade Coordinator for Plant City Police Department

Bill McDaniel Chief of Police Coleman Davis No parade affiliation At the first meeting of the Parade Safety Committee Coleman Davis was unanimously elected to serve as Chairman of the committee Chief McDaniel volunteered to serve as the committee s secretary The Parade Safety Committee agreed to examine each of the recommendations contained in the Christmas Parade incident report authored by Chief McDaniel as a starting point and as a structure for making progress The issues addressed by the Parade Safety Committee resulted in the recommendations that appear above in the RECOMMENDATION section of this agenda report FISCAL IMPACT The recommendation for utilizing the Incident Command System will result in additional deployments of City personnel particularly within the police and fire rescue departments However it is anticipated that these deployments can be managed within approved budgets without constituting an increased cost to overall operations The acquisition and deployment of pedestrian barricading to be utilized along all parade routes would result in initial an expenditure of approximately 150 000 for the purchase of the barricades and an additional 50 000 in expenditures for trailers and deployment costs for the various parades held each year in Plant City In subsequent years the deployment and maintenance of pedestrian barricades would represent approximately 20 000 25 000 in ongoing costs A source of funding for purchasing these barricades has not been identified Also unresolved is the issue of which entity or entities the responsibility to provide these barricades parade organizers City joint endeavor bears Respectfully Submitted DA D R SOLLEI BERGER Manager 1 Prepared by BiIYMcDaniel Chief of Police Reviewed by Reviewed by Kenneth Buchman City Attorney l Martin Wisgenc Finance Di
