WHY TRAFFIC CALMING? Most pedestrian fatalities occur in urban areas (73%) at non intersection locations (77%) in normal weather conditions (90%) and at night (67%). (NHTSA, 2007) A five year study found that children with speed humps in their neighborhoods had 50% lower odds of being hurt or injured in a vehicle accident. (American Journal of Public Health, 2004) A study conducted in Portland, OR found that streets with traffic calming experienced a 39% decrease in crash frequency. (2008)

WHAT IS TRAFFIC CALMING? Traffic Calming is a term used to describe various methods of altering motorists behavior to be more appropriate with the area in which they are traveling.

TRAFFIC CALMING OBJECTIVES Encourage safe vehicle speeds Reduce crashes Increase the safety and the perception of safety for pedestrians Reduce the need for police enforcement Enhance the street environment Increase access for all modes of transportation Reduce cut-through traffic

LOCAL RESIDENTIAL STREETS Local Streets in West Jordan City include curb and gutter, parkstrip, 25-ft. of asphalt, and 5-ft. sidewalks. Posted speed is always 25 MPH.

NEIGHBORHOOD COLLECTOR STREETS Neighborhood Collector

SPEED HUMPS Speed humps are the most common form of traffic calming requested. Their low cost, simple construction, and effectiveness in lowering speeds make them an attractive option. However, speed humps can be a controversial strategy to implement. While they have been proven effective in reducing speeds along some streets on which they are placed, they may divert traffic to previously quiet streets, thus creating the need for even more traffic calming!

WHAT ABOUT STOP SIGNS? While it may seem intuitive that putting in more stop signs would help reduce speeds, studies of installation of stop signs in neighborhoods have shown that they have little effect on vehicle speeds. Furthermore, the installation of unwarranted stop signs increases the likelihood of motorists disregarding stop signs at that location and in other locations around the City. It can also result in increased speeds between the stop signs as motorists try to make up for lost time. Unlike stop signs, traffic-calming devices such as speed tables been shown to decrease vehicle speeds, decrease accidents, and reduce traffic volumes without stopping traffic. Specific "warrants" for volume and other factors must be met before installing a stop sign will be considered.

SPEED ENFORCEMENT

RIVERDALE, UTAH: COLLECTOR STREET

CURB EXTENSIONS Each corner has an extended crosswalk. Distance to cross is shorter Mid-block flare used to improve visibility of midblock crossing

BULB OUTS Advantages: Visual traffic calming effects and point speed reductions. Highlights intersections for motorists. Reduces length of crossings for pedestrians. Provides opportunities for landscaping. No adverse effect on emergency vehicle access. Disadvantages: Storm drain, street lighting, sewer, and other utilities may be affected. Forces bicyclists into the travel lane with motorized vehicles.

BULB OUTS ASHEVILLE, NC

MID-BLOCK BULBS ASHEVILLE, NC

BIKE LANE STRIPING/NARROWING Description: Striping is used to create narrow, 10-foot wide lanes. This gives drivers the feel of a narrow street that does not lend itself to high speeds. Advantages: Easily implemented. (Cheap!) The striping can be easily modified if paint is used. Speed may decrease and safety is improved through the provision of positive guidance to drivers. Disadvantages: Increases regular maintenance. Residents do not always perceive striping as an effective tool for speed reduction.

RESIDENTIAL NEIGHBORHOOD GATEWAYS Residential neighborhood gateway treatments convert the undistinguished entrances of residential areas into welldefined gateways which alert the driver that they are entering a special place. Gateways can be implemented by means of an entry structure or signing or other aesthetic features that emphasize the residential neighborhood.
