General Information The Lee s Summit Junior Basketball Association (LSJBA) is a non-profit organization formed entirely by volunteers. An elected Board of Directors will manage the organization to meet defined objectives. The following rules, supplemented by the Missouri State High School Basketball Rules latest edition, shall govern the play and conduct of the teams and team officials in all division games played under the supervision of the LSJBA. The order of precedence for the rulebook is: 1. Lee s Summit Junior Basketball Association Official Rules & Guidelines. 2. NFHS (National Federation of High Schools) Basketball rules. These rules have been drawn up in accordance with the purposes and ideals of the Lee s Summit Junior Basketball Association, and shall have as their basis, the development and teaching of good sportsmanship and fair play. Rules contained herein shall be in effect until such time as they have been revised and adopted by the Board of Directors. Objectives The LSJBA is formed: 1) to promote and provide a means of basketball competition for R-7 School District boys; 2) to encourage and promote the display of sportsmanship by child and adult alike and to further the development of mental and moral character of participants; and, 3) to elevate the standard of basketball play leading to potential participation for school district teams. It is emphasized that the program has been instituted for the development of all youth participating therein and not for the aggrandizement of any individual or team. SECTION I Organization A. The Lee s Summit Junior Basketball Association shall hereinafter be referred to as LSJBA within this document. B. LSJBA shall be governed by a Board of Directors which includes a President, Vice-President, Secretary, Treasurer, Schedule Coordinator, and at least two at large committee chairpersons. C. Division Reps shall be appointed by the Board of Directors to coordinate the affairs of LSJBA. D. LSJBA shall be governed by the official rules and guidelines approved by the Board of Directors. E. Any situation not covered in this text or the NFHS rules shall be presented to the LSJBA Board of Directors and their decision shall be final. F. Election to a position on the Board of Directors requires a majority of the existing Board. Annual elections will be held prior to June 1 for all Board positions. G. The Board shall set participation fees to cover all costs to run the league. Page 2

SECTION II Sportsmanship A. All Sportsmanship Rules as outlined in the current National Federation of High School (NFHS) Basketball Rules book will be enforced. All Sportsmanship Rulings will be made at the official s discretion and cannot be protested. B. Any team charged with two unsporting technical fouls during a single game will forfeit that game. These two fouls can be a mix of any of the following: two to the same player, one each to different players, directly to the head coach and a player, or both directly to the head coach. C. Any player displaying unsporting behavior covered under NFHS Rules 10-4-6 through 10-4-8 will be charged with an unsporting technical foul and disqualified for ten (10) consecutive minutes. The participation rule for the player charged is waived. D. Players charged with an unsporting technical foul must remain at the bench and conform with rules governing bench decorum. Officials have discretion to ask that players leave the confines of the gym if they remain disruptive. ANY player leaving the gym prior to the end of the game must be accompanied by a parent or guardian, or LSJBA staff member (coach / league rep / board member, etc...) E. A second technical foul charged to a single player will result in a forfeit for his/her team, and a one week suspension from LSJBA activities (practice and game.) F. The head coach is responsible for his/her own conduct and behavior, as well as substitutes, and all other bench personnel as outlined in NFHS Rule 10-5-1. Violations of Rule 10-5-1 will result in a technical foul charged directly to the coach. Coaches are also responsible for spectator & fan behavior and can be charged directly with a technical foul for refusing to help officials maintain order inside the gym. G. Officials have discretion to remove unruly game participants / spectators from sight and sound of the gym directly without notifying the coach. If asked by the officials, coaches must assist in the removal of unruly spectators associated with their team. Failure to comply with the official s request will result in an unsporting technical foul charged directly to the head coach. H. Individuals removed from the gym MUST leave sight and sound of the gym per NFHS Rules. Players removed from the game, or other individuals removed from the gym will serve a one week suspension from all LSJBA activities (including practices.) I. Any individual removed for a second time during the season will be given an indefinite suspension from the league with no future consideration given to that individual to play or coach in the LSJBA. J. No coach, assistant coach, player and/or fan shall confront an official before or after a game. Violation of this rule will result in a minimum one game suspension with the potential permanent suspension for the season, depending on the severity. Without variance, a second offense will result in a minimum suspension for the remainder of the season. The Board will investigate the circumstances and has discretion to impose further sanctions up to an indefinite suspension from league activities. K. Participant Safety Rule Allegations of direct physical threats or antagonistic physical contact by any LSJBA staff, player, bench personnel or spectator toward anyone associated with the league (including spectators) at any LSJBA sanctioned event (practice, games, meetings, etc ) will result in an investigation by the Board of Directors of LSJBA. If the Board of Directors finds the allegations are substantiated the individual(s) will be indefinitely suspended from the league with no future consideration given to participate in any future LSJBA activities. SECTION III Leagues A. Recreation leagues, in grades one (1) through eight (8), ensure participation as defined for the age group and league. B. Competitive leagues in grades three (3) through seven (7), allow coaches to submit a team roster consisting of players meeting the guidelines outlined in Section IV. C. Recreation leagues, in grades seven (7) through twelve (12), allow participants to register in accordance with guidelines outlined under the buddy system rules. SECTION IV- Players A. Child must be enrolled in the Lee s Summit R-7 school district, residing within the city limits of Lee s Summit, or enrolled at a private school within the city limits to be eligible to be rostered to either a recreational or competitive team. B. Child must have obtained the legal age of six (6) by September 1 of the current year and enrolled in first grade, through the age of eighteen (18) and enrolled in twelfth (12) grade to be eligible to play. C. All league players must submit a completed registration form along with the current year s league fees, during the registration period D. Competitive coaches must submit a LSJBA Team Roster Form, completed and signed with a minimum of eight (8) players, and a maximum of ten (10) players by the Friday night prior to the recreational player draft. E. Players are only eligible to play for only one LSJBA team per season. SECTION V: Coaches & Assistant Coaches A. Sit Rule COACHES MUST REMAIN SEATED DURING GAME PLAY. Exceptions include: End-of-quarter / half-time / official or team time-outs. NFHS 10-5-4d to spontaneously react to an outstanding play by a team member. Head Coach may stand BRIEFLY to give instruction or encouragement to players. All bench personnel are to remain seated when the ball is in play. B. If a coach (or bench personnel) is asked to sit by the official and does not heed instruction, an unsporting technical foul may be assessed. C. All coaches are subject to Board approval for the current basketball season. D. Coaches for grades one (1) thru eight (8) must be at least one year removed from High School, and approved by the Board of Directors. E. Coaches for grades nine (9) thru twelve (12) must be at least 30 years of age, or have approval from the Board of Directors if younger. F. Coaches are encouraged to act as civil, positive adults and consider themselves as leaders of our community s youth. G. Coaches shall insist that their players be responsible and respectful of others, and the property of others, while utilizing practice and game day facilities. Page 4

SECTION VI: Formation of Teams Page 5 A. Teams in grades one (1) and two (2) will be comprised of no more than ten (10) eligible players, constructed by the 1 st & 2 nd Grade League Representatives, utilizing school boundaries when possible. B. Coaches of teams in grades one (1) and two (2) are allowed to freeze the head coach s child, and that of an assistant to complete the team roster. C. Coaches of Recreation league teams in grades three (3) through six (6) will populate their rosters with a maximum of eight (8) players by participating in a player draft. D. Coaches of Recreation league teams in grades three (3) through six (6) are allowed to freeze the head coach s child and that of an assistant, to complete an eight (8) player roster. The frozen players will be subject to an evaluation by the LSJBA Board of Directors and Division Reps to assess placement during the draft process. E. Coaches of Competitive league teams, in grades three (3) through seven (7), will be responsible for recruiting their teams within the parameters set by LSJBA, and submit a LSJBA Team roster, with completed contact information, signatures, and personal check payable to LSJBA, for every player enlisted, by the Friday prior to recreational player draft. F. Coaches of Recreation league teams in grades seven (7) through twelve (12) will participate in the pre-season player draft and provide a player rating sheet to their league representative no later than one week after the season ends that will be made available to all coaches at the following years recreational player draft to assist in populating rosters. SECTION VII: Player Draft A. Each Recreation league coach will populate the remainder of their roster with players at the annual Coach s Draft Meeting. B. Recruited and or frozen players will be slotted according to assignment made by the evaluation committee. C. A team s drafting order and team number will be determined by blind draw. Team one (1) will draft first, provided a recruited/frozen player does not occupy the team s number one slot, continuing sequentially until all first-round slots are occupied. The second round of the draft begins with the highest numbered team selecting first, and continuing the serpentine course until all rosters are filled, or all registered participants are selected, whichever occurs first. SECTION VIII: Practice Facilities A. All teams in grades 2-8 will be scheduled for a minimum of one (1) hour per week, not to exceed two (2) hours per week, of practice time in a Lee s Summit R-7 School District Gymnasium. Grades 1 and 9-12 are only permitted to practice one (1) hour per week. B. Practice times and facilities will be requested in reverse draft order. All requests will be noted by the Schedule Coordinator prior to the master practice schedule construction. Members of the Board, Division Reps, and coaches of multiple teams have priority, regardless of draft position. C. All practice facilities are property of Lee s Summit R-7 School District, under the supervision of the Board of Directors. LSJBA reserves the right to restrict and/or deny facility usage to any player, team, and/or coach exhibiting behavior determined inappropriate or destructive, following a formal review by the Board of Directors.

SECTION IX: Schedules A. Schedules for regular season games will be randomly generated by the Schedule Coordinator, and approved by the Board of Directors. B. No team shall regularly be scheduled for more than one game per Saturday, unless otherwise approved by the Board of Directors. An exception to this is in Divisions that have an odd number or teams. In this instance, some teams will be required to have two (2) games on certain game days while also having a bye on other game days. SECTION X: Uniforms and Equipment A. LSJBA will provide each team with matching uniforms, unique in number, which must be neatly worn to participate in league games. Players in Grades 3-12 will be provided with a LSJBA branded jersey. Players in Grades 1-2 will be provided with a LSJBA branded T- Shirt. Players will be required to provide their own [predominately] black shorts, socks and gym shoes. B. LSJBA will provide game balls for league games. Practice balls to be provided by the teams coach and or players. C. No jewelry shall be worn by any player, except for medical identification purposes. D. Jerseys must be worn tucked in during the game. SECTION XI: Participation Rule (Recreational Leagues Grades 1 12) NOTE: This rule does not apply to teams that start AND finish the game six (6) or fewer players. A. All players in these divisions must play one (1) continuous quarter per half and sit one (1) continuous quarter per game. Ten minutes split between two quarters does not conform to this rule. B. Prior to the start of any game, coaches must notify the Division Rep, officials, scorekeepers, and opposing coaches, should any player not be able to meet the participation guidelines set forth, due to injury, illness, or disciplinary action. C. Violation of the Participation rule shall result in forfeiture of the game and may be identified after completion of the game. D. Foul out completes participation for that player, but other players on the same team must still abide by the rule. Foul outs / sitting for an unsporting violation can prevent a team from having five eligible players. E. A team must have five (5) players to start the game, but may finish a game with less than five (5) players on the court. F. If a player is injured, a substitution is allowed. The replacement player s time does not count against that player s participation. Injured players must return to the game as soon as they are able. Substitutions can be made provided the participation guidelines have been satisfied. Page 6

SECTION XII: Recreation League Timing REGULATION - Game Time shall consist of four (4) ten (10) minute quarters. A. A running clock will be maintained throughout the entire game except for team / official time outs (all grades) and the last two (2) minutes of the game (Grades 3-12 only.) B. A running clock will be maintained when one team has a lead of twenty (20) points or more. If the differential drops below fifteen (15) normal timing rules will resume. C. Time-Outs - Each team shall receive two (2), one (1) minute time-outs, per half. Time outs do not carry over to the next period. OVERTIME - In the event of a tie at the end of regulation, teams in Grade 3-12 shall play an additional two (2) minute overtime period. A jump ball will start the first overtime. A. A running clock will be maintained until the last thirty (30) seconds of the first overtime period when it will stop on each whistle and start on the proceeding live ball. B. Each team is given one thirty (30) second time out for the first overtime. C. In the event of a tie at the end of the first overtime period, a second, untimed sudden death overtime period will be played. A jump ball will be administered and the first team to score will be awarded the victory. No time outs are granted for the 2 nd overtime. Page 7

SECTION XIII: First & Second Grade Recreation Division Game Rules NFHS Exceptions A. Ball size is Junior, which is approximately 27.5 inches. B. Goal height at eight (8) feet. C. Free throw line at nine (9) feet (lowest defensive players will occupy the space below the block on free throw attempts) D. Man to man defense is required. All players must attempt to stay within three (3) feet of their man. E. Full Court Press is never allowed. All players must retreat to half-court defense following rebounds, and or any change of possession. F. Zone Defenses are never allowed. Violation of zone defense rule will result in a single warning. Subsequent violations in the game will result in a bench technical foul resulting in two (2) free throws for the opposing team. These fouls will not count against any player, coach or team fouls. G. If an official feels a zone defense is being played, s/he will blow the whistle and instruct the players to freeze. S/he will then show the coach of the zone defense and give the coach of the defensive team a warning. H. Double Teams are never allowed. Players may not leave their man in an attempt to tie-up, or steal the ball from the ball handler. I. Help defense is allowed. The player providing the help must return to their assigned player once the original defender has returned to defend the ball handler. J. Offenses will not be allowed to execute clear-out plays. Interpretation of this rule will be left to the judgment of the officials. K. Steals are never allowed against a ball handler with control in first grade. The ball may be recovered by the defense if the ball handler loses control of the ball. L. Steals against a ball handler with control will be allowed in second grade in games played after the holiday break. M. Steals on passes are legal in both grades. N. Lane Violation A five (5) second rule will be enforced. Page 8

SECTION XIV: Third & Fourth Grade Recreation Division Game Rules NFHS Exceptions A. Ball size at 28.5 B. Goal height at nine (9) feet for 3rd grade and (10) feet for 4th grade. C. Free throw line at twelve (12) feet for both 3 rd and 4th grade (lowest defensive player will occupy the spot below the block on free throw attempts) D. Teams may double team, trap off screens, ½ court trap, play help side defense, etc. E. Full Court Press is allowed in only the 4th quarter. Any team with a lead greater than 15 points will forfeit the right to press. F. Full Court Exception: An individual player may apply one-on-one, back-court pressure to the ball handler following a defensive rebound only if the ball handler initiates a fast break by aggressively pressing the ball up court. They must retreat to half court once the fast break has been stopped. G. Zone Defense is not allowed. The Zone Defense rule will be enforced as follows: a defensive player may not stay inside the lane for more than 3 seconds. This rule does not apply when there is an offensive player (in or out of the lane) within 2 feet of the defensive player in the lane. H. Violation of zone defense rule will result in a single warning. Subsequent violations in the game will result in a bench technical foul resulting in two (2) free throws for the opposing team. These fouls will not count against any player, coach or team fouls. I. If an official feels a zone defense is being played, s/he will blow the whistle and instruct the players to freeze. S/he will then show the coach of the zone defense and give the coach of the defensive team a warning. J. Lane Violation A five (5) second rule will be enforced. Page 9

SECTION XV: Fifth & Sixth Grade Recreation Division Game Rules NFHS Exceptions A. Ball size at 28.5 B. Full Court Press and Double Teams are legal. C. Zone Defense is not allowed. The Zone Defense rule will be enforced as follows: a defensive player may not stay inside the lane for more than 3 seconds. This rule does not apply when there is an offensive player (in or out of the lane) within 2 feet of the defensive player in the lane. D. Violation of zone defense rule will result in a single warning. Subsequent violations in the game will result in a bench technical foul resulting in two (2) free throws for the opposing team. These fouls will not count against any player, coach or team fouls. E. If an official feels a zone defense is being played, s/he will blow the whistle and instruct the players to freeze. S/he will then show the coach of the zone defense and give the coach of the defensive team a warning. Page 10

SECTION XVI: Third / Seventh - Twelfth Grade Buddy System A. Players designate a buddy at the time of registration who becomes their draft partner. Players registered under the buddy system must be selected together during the player draft. B. EACH PLAYER MUST DESIGNATE THE OTHER AT THE TIME OF REGISTRATION TO BE DRAFTED TOGETHER. C. Coaches may recruit or freeze up to 2 sets of buddies for a maximum of four (4) players. Buddies are to include the head coach s child and buddy and the assistant coach s child and buddy, to complete an eight (8) player roster. D. If the Buddy System is being utilized, the first set of buddies will occupy draft positions one (1) and two (2) and the subsequent set of buddies will occupy draft positions three (3) and four (4). SECTION XVIII: Competitive Division Game Rules NFHS exceptions. A. Ball Size 28.5 for 3 rd - 6 th and 29.5 for 7 th. B. Goal height at nine (9) feet for 3 rd grade. C. Free throw line for 3 rd grade shall be twelve (12) feet. (lowest defensive player will occupy the spot below the block on free throw attempts) D. Game time shall consist of two 20-minute halves. D. The clock will only stop on officials whistle in the last 2 minutes of the 2 nd half, and for team and official time outs. A running clock will be maintained when one team has a lead of twenty (20) points or more. If the differential drops below fifteen (15) normal timing rules will resume. E. Each team is given two (2) thirty (30) second time outs per half that DO NOT carry over to subsequent periods. F. Each team is given one (1) 60 second time out per game. G. In the event of a tie at the end of regulation, teams shall play an additional two (2) minute overtime period. The clock will stop on all whistles in the last 30 seconds of overtime. H. Each team is given one (1) thirty (30) second time out that can be used in the first overtime period only. I. In the event of a tie at the end of the first overtime period a second, untimed sudden death overtime period will be played. The first team to score will be awarded the victory. There are no team time outs available in the sudden death period. J. A jump ball will start each overtime period. Page 12

SECTION XIV Bench Personnel Page 13 A. Only two (2) coaches are allowed on the bench during the game. B. Assistant coaches may not address officials and/or scorekeepers, except during time-outs. Violation of this rule will result in a technical foul charged indirectly to the head coach. This penalty counts towards the forfeit rule (Section II. Rule D.) C. If a team chooses to employ their own scorekeeper/statistician, that person shall be allowed to sit at the opposite end of the bench. as bench personnel and must adhere to the same sportsmanship guidelines established under Section II and Section V Rule C and D. SECTION XX Officials A. Officials have full authority to enforce the rules and guidelines established by the Board of Directors. This authority will include the right to eject any coach, player and fan/parent whose conduct is deemed detrimental or disruptive to the game and the LSJBA program. B. No division game shall be played without the attendance of at least one (1) referee. C. Referees shall require strict observance of the rules of play, as outlined by LSJBA and NFHS rules. SECTION XXI Protests A. Protests are not allowed on referee judgment calls. B. Protests must be made by the completion of the game at issue. C. At the time of the protest, the official scorebook must be signed by the referee and the head coach of the protesting team. These signatures must include date and time. D. All protests must be submitted in writing, to the Division Rep, within 48 hours of the conclusion of the game, thoroughly explaining the proposed rule infraction. E. All protests must be accompanied by a fee of $75.00. This fee would only be returned, should the protest be allowed by the Board of Directors. SECTION XXII End of Season Tournaments Following completion of the current years scheduled games, all teams in grades three (3) through twelve (12), will participate in single elimination, tournament play. Tournament seeding will be announced after all season games have been completed. Standings during the regular season are determined based on the following criteria: 1) Overall Win / Loss record 2) Head-to-Head competition 3) Cumulative won/loss record of teams played. 4) Virtual Coin Toss (based on table of random numbers)
