RULE I GENERAL RULES a. No profanity, regardless if you are playing in a game or not. Profanity will not be tolerated. You will get ONE WARNING then a YELLOW card and then a RED card. b. No fighting. Fighting will lead to player ejection. Second fighting offense from the same team results in team ejection without a refund. c. No balls are to be brought into the facility. The league will provide balls. Only FUTSAL balls will be used. d. Games will start promptly. There will be no warm up time. Stretch before you start play. e. Games will last 30 minutes. 15 minute half s and 1 minute half time. f. Players must be at least 18 years of age by the start of the league. No exceptions. g. Goal keepers are NOT ALLOWED to have the ball passed back to them so that they may play the balls with their hands. Both Feet and the ball must be in the box in order to pick the ball up. This is a rule change from previous years. h. The ball is dead once it hits the ceiling. An indirect free kick is awarded to the opposite team. i. Teams must wear the same color jerseys. j. Each team must have at least 1 female on the court at all times. If you have a female present she must be on the field unless she is serving a Yellow Card suspension.(updated 1-16-15) You may play down a player if no female is present. You must have at least 3 players to start a game. 1 goal keeper and 2 field players. k. 10 players max per roster. You may add players to your team as long as you have room on your roster. You must give a 3 day notice when adding a player to your roster. Players may only play for one team during a season. l. Shin guards are mandatory. No guards no play. They will be covered by socks. m. Jewelry maybe worn if the Ref allows it.. (updated 1-16-15) n. No offsides. RULE II THE PLAYERS a. Number - A team may start a game with as few as 3 players (two on the floor and a Goalie) and can play with up to 5 players (four on the floor and a goalie). If a team cannot field the minimum amount of players at anytime during the game the game will be forfeited by the team without enough players. The score will be recorded as a 3-0 loss. (updated 2014-15 season) b. Substitutions - Teams may substitute on the fly similar to ice hockey. A new player cannot enter the playing field until his/her teammate has completely exited. Players will substitute on and off the field at the half way line on the players side of the field. (updated 2014-15 season) c. Goalkeeper Change the goalkeeper may change with anyone, but proper authorization from the official must be given prior to the next live ball. Please have your goal keeper ready to change places. We do not want this to be a delay of game. d. Captain A speaking captain must be designated for each team. She/he alone may appeal to the official, and then only on interpretations of the rules. Judgment calls may not be protested. There will be no protests allowed. RULE III EQUIPMENT a. Ball Will be a adult size Futsal ball provided by the league. b. Dress A player is required to wear a shirt, shorts and footwear. The officials have the right to declare shoes unsafe or inappropriate. SHINGUARDS ARE MANDATORY. c. Jerseys All members of a team must wear jerseys of the same color. Goalkeepers need to wear a shirt/jersey with contrasting colors from teammates and opponents that easily distinguishes them. Pinnies will be available for team team use. d. Illegal Equipment A player shall not wear anything that is construed as dangerous by the official. Examples of this are: 1. All jewelry (i.e. rings, string bracelets, chains, etc.) 2. Headwear (i.e. caps, bandannas, clips, etc.) 3. A guard, cast, or brace made of a hard substance, not covered by proper padding e. At the discretion of the official: 2

1. Restrictive material (i.e. jeans, snap pants/shorts, etc.) First warning of illegal equipment is at the captain s meeting prior to kick off. The official has the authority to issue yellow cards on any instances once the game has started. RULE IV THE OFFICIAL a. Pre Game Conference The official shall conduct a pre game conference approximately three minutes prior to game with both team captains to review pertinent rules. b. Duties: 1. Enforce the Rules 2. Apply the advantage rule 3. Keep record of all events before, during and after the game 4. Stop game when deemed necessary 5. Caution or expel players guilty of misconduct or violent conduct 6. Allow no others to enter the field of play 7. Stop game to have injured players removed 8. Signal for game to be restarted after each stoppage, and decide on the game ball. c. Discretion The official uses his/her discretion to adhere to the RULE and intent of the game. RULE V TIME a. Game Time Each half will consist of 15 minutes running time with a 1 minute half time. Adding or subtracting game time will be at the official s discretion. b. Regular Season No overtime will be played in the regular season. RULE VI THE START OF PLAY a. The home team will have the first kick off. b. Kick Off The official will place the ball at the midfield mark of the field of play. The defending team must be outside the center circle (officials discretion) and the attacking team must be behind the midfield line before play can start. The official will blow the whistle for play to start. NOTE: A KICKOFF IS AN INDIRECT KICK AND CAN BE PLAYED BACKWARDS. c. Halftime After halftime, the teams shall change ends and the kickoff shall be taken by the visiting team. RULE VII BALL IN AND OUT OF PLAY a. Out of Play The ball is out of play when: 1. It has wholly crossed the goal line AND a goal is scored. (Kickoff) 2. The ball is stuck behind the goal or netting. (Goal kick or Corner) 3. Superstructure violation : 4. The game is stopped by the official. (Official's discretion) 5. If the ball hit the basketball goal or basketball net at anytime it will be a corner kick or goal based on which team last touched the ball. b. In Play The ball is in play at all other times including: 1. A rebound off a goalpost or crossbar. 2. A rebound off the official. 3. A drop ball touches the ground. c. Drop Ball A drop ball occurs: 1. When opponents simultaneously strike the ball out of bounds. 2. When the ball is becoming deflated. 3. Following temporary suspension of play for injury or unusual situations and no team has clear possession of the ball. RULE VIII METHOD OF SCORING a. Legal Goal A goal shall be legal, when the WHOLE of the ball has crossed the plane of the goal line, between the goalposts and the crossbar, provided it has not been thrown, carried, drop kicked by the 3

goalkeeper, kicked directly into the goal on an INDIRECT free kick, or intentionally propelled by the hand or arm by a player of the attacking side. b. A Goal May be Scored: 1. During regular play. 2. Drop Ball. c. A Goal May Not be Scored From: 1. Indirect free kick. 2. Kick in. 3. Kickoff. RULE IX FOULS AND MISCONDUCTS a. Indirect All fouls and misconduct shall be INDIRECT kicks. The following offenses shall be indirect free kicks: 1. Kicks or attempts to kick an opponent 2. Tripping an opponent 3. Jumping at an opponent 4. Charging at an opponent in a dangerous or violent manner The above offenses (1 4) will result in an indirect free kick for the opposing team, outside of the penalty area, and at the nearest point to where the offense occurred. (Officials decision is final) 5. Striking or attempting to strike an opponent 6. Spitting at an opponent 7. Holding or pushing an opponent 8. Slide tackling or any intentional slide towards an opponent 9. Handling the ball 10. Third person violation against the walls 11. Contacting an opponent against the walls 12. Dangerous play 13. Obstruction 14. Charging at the Goalkeeper 15. If the defending team intentionally commits one of the above offenses within the penalty area, he shall be penalized by a PENALTY KICK (Kick to be taken from the top of the 3 point arc), regardless of the position of the ball as long as it is in play. 16. Goalkeeper taking more than five seconds. 17. Handling the ball outside of the box. 18. Punting the ball. RULE X YELLOW CARDS & TWO MINUTE PENALTIES a. Two Minute Penalty A 2 minute penalty will require the assessed participant to leave the playing area for two minutes. When a player receives a 2 minute penalty they will come to the scorekeeping table. At that time the clock will start for their 2 minute penalty. At the end of that two Minutes they player that received the yellow card may return to the field of play. The player issued the card will have to sit out. This will include the goal keeper. You may bring in another player to play keeper at this point. (updated 1-16-15) That team will be required to play a player short for the duration of the penalty or until the OPPOSING team scores a goal. The penalty time will be kept by the official and will ONLY start when play is resumed after the foul or misconduct. Below is a list of 2 minute penalties: 1. Illegal Substitution (Goalie) 2. Illegal equipment b. Yellow Card Fouls Two minute penalties will be assessed at the official's discretion for the following: 1. RULE IX offenses for which the official feels a yellow card is warranted. 2. Fans that disrupt play. (Assessed against captain) 3. Use of vulgar or profane language 4. Taunting 5. Deliberate handball to stop an attack 4

6. Slide Tackling (THERE WILL BE NO SLIDE TACKLING) c. Situations Situations that may occur resulting from two minute yellow card penalties: 1. If there are five (5) players against four (4) and the team with the larger number scores a goal, the team with the only four (4) players may be completed 2. If both teams are playing with four (4) players and a goal is scored, both teams shall be completed 3. If there are five (5) players playing against three (3), or four (4) players and the team with the larger number of players scores, the team with three (3) players may be increased by one more player only. 4. If both teams are playing with three (3) players and a goal is scored, both teams may add one (1) more player each. 5. If a goal is scored by the team with fewer players, the game shall continue without changing the number of players. d. Two Card Rule If a PLAYER receives two yellow cards during the course of game, the said player will be shown a yellow and red card and removed from the facility. However, the team will be permitted a substitute for this player. 1. If a TEAM receives two yellow cards within two minutes the official has the discretion to declare the game a FORFEIT and the opposing team will receive a win. RULE XI RED CARDS a. Red Card If a red card is issued by an official the game shall be stopped and a report written. The player must also leave the facility and CANNOT BE REPLACED. Any red carded player (whether the card is issued on or off the field of play) will result in his/her team playing the remainder of the game a player down. b. Red Card Fouls: 1. Violent Conduct 2. Committing serious foul play 3. Deliberately handling a ball to prevent a goal 4. A foul on a opponent who has an obvious opportunity to score 5. Spitting at/on another person 6. Using foul or abusive language 7. Leaving the team area to enter the field of play where a fight or altercation is taking place unless summoned by the referee. 8. Slide tackling from behind. RULE XII FREE KICK a. Three feet The offensive player may request to have the defender moved at least three feet away from the ball. b. Indirect All free kicks are indirect unless it is a penalty kick. c. Stationary The ball must be stationary before kicked. d. Second Contact The player taking the free kick, after kicking the ball, CANNOT play it a second time until it has been touched or played by another player. If this occurs, the opposing team will receive an indirect kick from the spot of the infraction. e. Five Seconds The team taking the free kick has five seconds to play the ball. If time expires, the opposing team will receive an indirect kick from that spot. f. Whistle No second whistle is needed for play to resume after an indirect free kick. However, if an offensive player REQUESTS three feet they must WAIT for a second whistle from the official. RULE XIII KICK IN a. The ball should be placed behind the touchline or end line for an indirect free kick. It will then follow the same guidelines as RULE XII. 5

RULE XIV GOAL THROW a. Out of Bounds When the whole of the ball goes beyond the boards or gets stuck behind the goal and netting and was last touched by an attacking player, it shall be a goal throw. The ball maybe thrown in from anywhere inside the penalty box. It will then follow the same guidelines as RULE XII. RULE XV CORNER KICK a. Out of Bounds When the whole of the ball goes beyond the endline or gets stuck behind the goal and netting and was last touched by a defending player, the ball shall be placed at the corner kick spot. b. A goal CANNOT be directly scored from a corner kick. RULE XVII FACILITY a. Any person causing damage to the property of Emerald Isle Parks & Recreation shall be held accountable to reimburse Emerald Isle Parks & Recreation, in full, for all repair or replacement expenses arising from such conduct. b. No person (whether or not participating in an activity) may cause damage to the walls, insulation or any other structures or fixtures of Emerald Isle Parks & Recreation. See Rule a, above, as to responsibility for damages. c. Coaches/parents are responsible for the behavior and conduct of all minors accompanying them to Emerald Isle Parks & Recreation, whether (in the case of coaches) such responsibility relates to participants who are on their team and/or their own children (as the case may be), including respecting compliance with all rules and regulations of Emerald Isle Parks & Recreation. RULE XVIII - MISCELLANEOUS RULES a. Emerald Isle Parks & Recreation reserves the right to cancel or reschedule any league or tournament. b. To the extent possible, an update of all league schedules, inclusive of the start times, shall be posted on the web site. All coaches and players are responsible for reviewing the website to identify any changes in schedules. Emerald Isle Parks & Recreation reserves the right to revise schedules, and shall post such revisions on the web site, as circumstances require. c. The parking lot at Emerald Isle Parks & Recreation may not be utilized for anything other than parking vehicles (i.e. no ball playing, skateboarding, etc). Any person violating this regulation shall be personally and vicariously liable for any damage caused to persons or property. d. Any person who litters on the property of Emerald Isle Parks & Recreation, specifically including, but not limited to, the parking lot, shall be subject to all penalties and fines permitted by law and to denial of access to Emerald Isle Parks & Recreation for a period of ten (10) days. e. Emerald Isle Parks & Recreation assumes no responsibility whatsoever for any personal belongings that are lost or stolen from its premises. f. Emerald Isle Parks & Recreation reserves the right to assess and collect damages from any persons who violate any rules and/or regulations of the facility or cause damage to any person or property. Parents and/or guardians are responsible for the conduct of minors. g. Any person injured at Emerald Isle Parks & Recreation must file a report with Jeremy Maia before leaving the facility. h. Any person unwilling to comply with the rules and regulations of Emerald Isle Parks & Recreation may be denied access to, and shall not be entitled to any refunds from Emerald Isle Parks & Recreation. i. Any improper conduct shall subject the violator to the full consequences of the law and/or reasonable disciplinary action (ejection, suspension or denial of future access to Emerald Isle Parks & Recreation all of which shall occur without any refund to the violator(s)) as deemed necessary and appropriate by Emerald Isle Parks & Recreation. 6
