Manitoba Aboriginal Sports & Recreation Council 2018 INDIGENOUS MINOR HOCKEY TOURNAMENT April 13-15, 2018 Jonathon Toews Arena (formerly Dakota Community Centre) DAILY ADMISSION ADULTS: $10.00 per day STUDENTS and YOUTH (6-17): $5.00 per day Children (5 and Under) and Elders (65+): FREE Players and coaches with wristbands do not pay daily admission

ELIGIBILITY AGE DIVISIONS are determined by year of birth and are as follows: Squirt 2011 and later Novice 2009-2010 Atom 2007-2008 Pee Wee 2005-2006 Bantam 2003-2004 All Hockey Manitoba/Hockey Canada rules apply, with the following exceptions listed below: Players are permitted to play up one (1) division only. Individual (not teams) Midget female players (born 2002 only) are permitted to play on a Bantam male team (maximum 2 per team). All other female players MUST play in the division they are born in. The MASRC tournament is open to all Aboriginal (Métis, First Nation, Inuit) athletes. Teams may bring up to 3 non-aboriginal athletes. All Aboriginal (Métis, First Nation or Inuit) players must provide proof of Aboriginal ancestry prior to the event (Indian or Inuit status card, Métis card or parent s card). They must have these documents available for the entire tournament. All non-aboriginal players must be identified on the submitted roster and on each game sheet with the letters (NA). Players may play in one (1) division for one (1) team only. If a formal protest is received about a player playing for more than one team - and it is found to be the case the most recent game for ALL teams the player has been playing on (if won) will be forfeited. The player AND COACHES will be suspended for the duration of the tournament. ROSTER Maximum roster of twenty (20) players must be submitted to Tournament staff at the registration table at least one (1) hour prior to the team s first game. No additions/deletions to the roster will be accepted after this time. A player s name must appear on the first game sheet to be eligible to participate in the tournament. Maximum of 4 team officials (this includes coaches, trainers and managers per team.) A maximum of eighteen (18) players plus two (2) goaltenders are entitled to dress for games. All coaches must be certified through the Hockey Canada certification program. 2018 IMHT Rules & Regulations Page 2

WRISTBANDS Rostered players and coaches will receive official tournament wristbands when their roster is submitted and checked. Maximum of 24 per team. Players and coaches wearing wristbands will receive free admission to the tournament All players and coaches must be wearing an official tournament wristband to be eligible to participate in the tournament. It is the responsibility of the managers and/or coaches to ensure that their athletes are wearing their bracelets at all times. We will not be reissuing wristbands if lost or removed- they will be required to pay the daily admission no exceptions! If a wristband becomes too loose, too tight or otherwise damaged, the player should report to the registration table for a replacement. Valid ID is required to receive a replacement wristband and players are eligible for ONE (1) replacement only. ENTRY FEE Entry Fee for the 2018 MASRC Indigenous Minor Hockey Tournament is $550 per team. Payment must be received by April 6, 2018 No team registration will be confirmed without the entry fee. Payment may be made by cash, certified cheque, money order, e-transfer or direct deposit The first teams paid per division, will be accepted and confirmed; the rest will go on a waiting list and be called if one of the paid teams cancels. No entry fee will be reimbursed after April 6, 2018. ADMISSION Daily admission will be charged to all spectators as well as players and coaches who fail to provide their wristband. Players/Coaches wearing wristbands Adults (18-64) Youth (6-17) Children (5 & under) and Elders (65+) FREE $10 per day $5 per day FREE TIME OF GAMES Teams must be ready to play 15 minutes prior to their scheduled time to keep the tournament on schedule. All time slots are one hour (to stay on schedule this time must be adhered to). Games will start no later than 5 minutes from scheduled time. After 5 minutes, the clock will start, signifying the start of the game. If a team is late icing a team of at least six (6) players, one goal will be awarded every 5 minutes to the team that is on the ice. A no show will result in a win for the opposing team. A no show will occur after 15 minutes (end of the 1 st period). All games will be 3 periods of fifteen (15) minute straight (running) time. The last 3 minutes of the 3 rd period will be stop time if there is a goal spread of 3 or fewer goals. 2018 IMHT Rules & Regulations Page 3

There is no Mercy Rule. Each team is allowed one (1) thirty (30) second timeout per game. If the game is tied at the conclusion of Period 3, a five (5) minute, straight time, sudden victory overtime period will be played. Play is 3 on 3 plus a goaltender. A penalty will allow the non-penalized team to add another player (4 on 3). The penalized player, at the expiration of the penalty will return to the ice. At the first whistle, teams will go back to playing 3 on 3 plus the goaltender. If still tied after overtime a three (3) player shoot-out will occur (any 3 different players from the roster may participate). Any player serving a penalty at the end of overtime time is not eligible to take part in the shoot out. If a tie still exists one (1) player per side will shoot until a winner is determined. Over the course of the shoot-out, no player can be reused until each skater has taken their turn excluding the player that received a penalty. All teams must vacate their respective dressing rooms within twenty (20) minutes of completing their game in a clean, respectable manner, so the next team may enter. PENALTIES Match Penalty/Deliberate Attempt to Injure/Gross Misconduct: Any player receiving a Match penalty or Gross Misconduct will be suspended for the balance of the tournament. The Tournament Committee may also suspend the player from future MASRC hockey tournaments. Major Penalties: Any player receiving one (1) major penalty in a game shall be ordered to the dressing room for the remainder of the game. If a 2 nd Major is awarded to the same player at any time, during the tournament they will be suspended for the balance of the tournament. Minor Penalties: In running time, minor penalties shall be three (3) minutes; in stop time, they will be two (2) minutes. Any team using delay tactics during a minor penalty or anytime during the games will be given a Delay of Game penalty at the discretion of the officials. Abusive Behaviour: Any physical or verbal abuse of on-ice or off-ice officials or tournament staff & volunteers by any team official or player (on or off the ice) will not be tolerated. It will result in suspension from the tournament and further review by the Tournament Committee for possible suspension from future MASRC events. All players must wear a CSA approved hockey helmet/mask with chin strap securely fastened under the chin, a BNQ throat protector and mouth guard. Refusal to so will result in ejection from the game. The referee s decisions are final in all matters pertaining to: rules interpretations, assessment of penalties and awarding of goals and assists. 2018 IMHT Rules & Regulations Page 4

PROTESTS Written protests (regarding eligibility only) may be made in writing and signed by the rostered Coach or Manager of the grieving team. They will be directed to the Tournament Committee accompanied by a fee of $300 cash. Protests must be presented by one individual ONLY and must be made prior to the end of the first period of the game in question. The Tournament Committee will allow the game to continue and render a decision immediately following the game. Referee decisions may NOT be contested. The items below that may be contested are: Age eligibility Aboriginal ancestry Player did not play by the teams second game False Identity (A player is playing under a different player s name) If the player is found ineligible, he/she will no longer be eligible to play in the tournament and the team will automatically lose the game in question. The $300 protest fee will be refunded. If the player is found to be eligible the $300 protest fee is forfeited. Identification is required at all times by coaches and athletes. The following cards may be used to prove age/identity of the Aboriginal athlete/coach: Indian or Inuit status card, Métis card, parent s card or birth certificate. Age/identity for non-aboriginal players may be confirmed by driver s licence, birth certificate, passport or health care card. OTHER NO BODY CHECKING is allowed in the following Divisions: SQUIRT, NOVICE, ATOM & PEEWEE. To ensure fair play is abided by in the squirts division, we will use the 2-minute horn. When the horn sounds, play will stop and the referee will position himself at the nearest faceoff dot for the drop of the puck. BOTH teams MUST CHANGE ALL OF THEIR PLAYERS ON THE ICE during the stoppage of play. The first/top team listed on the tournament draw is the home team and will wear white. Captains and alternates must be identified on the game sheet. Conduct: The coach(s)/manager are responsible for their team s (players/officials) conduct on and off the ice - at all times. 2018 IMHT Rules & Regulations Page 5

The MASRC or Tournament Committee are not responsible for any items, injuries, unpaid bills, damages, etc. that occur. Should the MASRC or the Tournament Committee be notified of any of the above, the team(s)/player(s) responsible will be contacted and could be denied participation in future MASRC events. The Tournament uses certified Hockey Manitoba referees. Draws are assigned by the Tournament Committee, Officials are assigned by the Head Referee/Assignor, and neither are to be altered. For loss prevention purposes, a deposit of $20 could be required for dressing room keys. The money will be returned when the key is returned to the registrations table. All decisions of the Tournament Committee are binding and final. MASRC is not responsible for any injuries, lost articles or thefts. REMEMBER WE ARE HERE TO HAVE FUN BEST OF LUCK TO ALL TEAMS!
