Subsequent yellow or red cards result in 2-man-down, 3- man-down, etc. Green/Red Card Combo (Delay of game) Note time on clock for 2 minute penalty. Time penalty. Most common errors in operating the clock: - The Clock is stopped after an invalid draw. (The official should have put their hands in an X over their head but this is often missed). This is usually because the ball did not go higher than the player s head during the draw or there was not a successful possession prior to the ball going out-of-bounds. In either case the clock is stopped, the draw is reset and the clock is restarted on the whistle of the next draw. (The clock does not stop when one team is award possession due to a draw violation by the opposing player) - Since the clock is normally not stopped after fouls, be aware of penalties that are carded (usually a yellow card). The official should have placed their arms over their heads to form an X but this is often missed. If you observe an official holding up a card, please insure that the clock has stopped.
Severe Weather / Lightning Policy 1. Leaving the field of play (game). During a game, CAPLAX puts the authority in the hands of the Host Site Administrator, and in their absence, the Game Day Administrator to make the call to seek shelter in the event of inclement weather. It is important that members of the coaching staff and officials give appropriate input to the Host Site Admin or GDA to seek safe shelter. 2. Local Forecast. The GDA should monitor the weather forecast during games and be familiar with the Host Site Weather Warning/Evacuation protocol. Every GDA and Coach is required to download and use a mobile device app to inform them of lightning strikes relative to their location. We encourage parents to do so as well. The mobile device apps can be such as the following. a. Spark from Weatherbug: http://weather.weatherbug.com/sparkalert.html?region=4®ion_name=asia&country=ja&country_name=japan&city=69159&city_name=tokyo&units=0&stat=rjtd 3. Guidelines for Evacuation.(In order of precedence) a. Follow the host site evacuation and resumption of play protocol. b. Follow WeatherBug guidance---seek Shelter Immediately when lighting is detected within 10 miles and suspend play for 30 minutes. Play should only resume 30 minutes after the last lightning within a 10 mile radius. c. In the absence of Host Site Protocol /Lightning Detection System or Weatherbug. The 30-30 Rule can be applied: When thunder is heard within 30 seconds of a visible lightning strike, or a cloud-to-ground lightning bolt is seen, the thunderstorm is close enough to strike your location with lightning. Suspend play for thirty minutes and take shelter immediately. Once activities have been suspended, wait at least thirty minutes following the last sound of thunder or lightning flash prior to resuming an activity or returning outdoors.
Severe Weather / Lightning Policy 4. Shelter. Safe shelter shall be inside a substantial building, away from doorways, windows. Baseball/Softball dugouts are not appropriate. The shelter shall be able to keep the athletes and fans comfortable for up to 1 hour or more. While less than ideal, an enclosed motor vehicle will suffice. Avoid contact with the steering wheel, ignition, keys and/or radio. If one cannot get inside to a safe shelter, go to a lower elevation to minimize the risk. Stay away from fields, bleachers, trees, poles, light posts. Avoid unprotected open shelters, metal fences and structures. If still trapped outside where there is imminent risk of being struck, there are steps one may take. Imminent risk may be noted by the hair on arms and neck standing straight up, skin tingling, hearing a crackling sound. Move several feet away from another person and use the "lightning crouch" to minimize one s risk. Put the feet together, squat down, tuck the head and cover the ears. When immediate threat of lightning has subsided go to a safe shelter. 5. Suspension of Play. CAPLAX adopts the recommendation of the NWS, the NATA and the NFHS that all athlete and fans shall remain in shelter for 30 minutes past the last lightning observed (which is also the waiting period advised by US Lacrosse) or until the host site weather systems give an all clear. Bottom line: know the protocol of the host facility, monitor WeatherBug, and watch the sky-- be ready to vacate the fields immediately should thunderstorms start to develop and avoid the threat of lightning strikes altogether.
