TOURNAMENT RULES The FIFA/USYSA rules of play will apply with the following rule Modifications: ELIGIBIILTY 1) All traveling teams must be duly registered with their state association 2) U11 thru U18 travel teams - 3 guest players 3) U8 thru U10 travel teams - 3 guest players 4) All Recreational players must be members of their club, present copies of their birth certificates and have notarized medical release form. *No guest players are allowed* 5) Travel guest players must present a player pass, including medical release form and birth certificate from their current team. 6) Players may play with only one team during the tournament. 7) All Roster changes must be made prior to or at the time of registration. 8) Rosters are frozen upon initial tournament site check-in. 9) Each coach must show a copy of a Medical Release Form for each player, including guest players for travel teams. CONFERENCES 1) Every effort will be made to align teams as to their competitive ability 2) Conference assignments are determined in part by the information included in your application. It is important that you report your team's record accurately. 3) The Tournament Committee will make the final decision if there are enough teams to fill a conference. 4) Upon the discretion of the Tournament Committee, conferences with too few teams will be cancelled or combined/merged with other conferences. 5) The team's record will determine whether the team will be place in an older division or conference depending on eligibility. 6) If a suitable merge cannot be made, a full refund will be given to the teams included in this cancelled conference. 7) U10 and younger teams are not allowed to play up. PLAYER EQUIPMENT 9) No metal cleats are allowed.
10) No jewelry may be worn (this includes rubber wristbands (Cancer Foundation, Heart Association bracelets). 11) Shin guards and socks that must fully cover shin guards. 12) No hard casts are allowed. 13) The home team is listed first on the schedule and must change jerseys when a conflict exists. SUBSTITUTIONS With the referee's permission, unlimited subs are allowed on: 1) Your throw in. 2) Goal kick. 3) After a goal is scored. 4) Half-time. 5) After an injury stops play, substitutions may be made on a one-for-one basis for the injured player. The opposing team may substitute one player if the injured player is substituted. 6) A cautioned player should be substituted for. The opposing team may also substitute one player. ALL SUBSTITUTES MAY BE UP AND READY AT THE MID-FIELD LINE PRIOR TO THE SUBSTITUTION REQUEST. FIELDS AND SIDELINES 1) Field positions will be announced at the time of registration. 2) The Tournament Committee reserves the right to change field location during the tournament. 3) Coaches and players for both teams will share the same side of the field, on opposite sides of the midfield line. 4) Only authorized team members, coaches, trainers, and tournament staff are allowed in the team area during matches. 5) Coaches and players should remain in their technical area. 6) All spectators will take up a position on the opposite side of the field during the time that the match is in progress. 7) No one is allowed behind goals during the match. 8) If field positions cause a field to be perpendicular to another field, all personnel will remain at least 10 feet from the back of the goal. GAME 1) All teams are required to present to the referee or field coordinator at the beginning of each game. 2) Length of Game:
a. Small sided, U-7 thru U-10, 25 minute halves b. Full sided, U-11 through 19, 30 minute halves 3) Each team will play two (2) games. 4) Each coach is responsible for the conduct of the players, parents and spectators of their team. 5) All teams must report to the designated fields a minimum of ten (15) minutes prior to the start of each game. 6) There will be a fifteen (15) minute grace period for a team to arrive for each game. 7) For U11 thru U19, a minimum of seven (7) players must be present to begin the game. 8) For U7 thru U10, a minimum of five (5) players must be present to begin the game. 9) If not designated, the first team listed is considered the home team. 10) The official match report for each completed match must be verified (i.e. score, cautions, ejections) immediately after the game by the team coach or manager. Match reports that are not verified, stand as submitted and may not be contested or appealed. CONDUCT 1) All team personnel and spectators will conduct themselves in a responsible manner. 2) Displays of offensive language, temper, or dissent are cause for ejection from the game and field of play. 3) Team personnel ejected from a game by the referee shall be automatically suspended for the following game and, depending on the violation, may be suspended for more games as determined by the Tournament Director(s). 4) Any spectator ejected as a result of unsportsmanlike behavior by a referee or a member of the Tournament Committee, will not be allowed to be present during all subsequent games and must leave the field area immediately. 5) Any team personnel or spectator ejected due to fighting will be barred from further participation in the tournament, and their State Association will be informed, in writing, or the infraction. 6) Coaches are responsible for the conduct of their team players, the team parents and other team supporters. 7) Unruly spectators: a. Referees are instructed to issue a caution (yellow card) to the bench for unruly or abusive behavior on the part of the spectators. b. A second caution (yellow card) to the same bench for the same reason will automatically terminate play.
c. The Tournament Director(s) will decide if the game is to be replayed, continued from the point of disruption or declared a forfeit. 8) Referee assault or abuse, after being determined by the Tournament Director(s), will result in the team's expulsion from the tournament. 9) Any expulsion will result in the forfeit of entrance fees and awards. 10) Any severe or gross misconduct will be reported to the NJYSA 11) The Tournament Director(s) reserve(s) the right to suspend any player, coach, or team, form the tournament for unruly conduct. 12) Parents must sit on opposite side of players in designated areas. POINT SYSTEM The following point system will be used to determine division winners of U11 and older: 1) Three points for a win. 2) One point for a tie. 3) Zero points for a loss. A forfeit gets a 1-0 score and three points for a winning team. In the event of a tie, the following will be used to determine the winner for U11 and older: 1) Total number of wins 2) Head to head 3) Goals against 4) Bonus points 1) One bonus point for a shut-out victory. 2) One bonus point for each goal differential (GF minus GA) up to a maximum of three bonus points in a game. For example: 2-1 score = 1 bonus point 3-1 score = 2 bonus points 4-1 score = 3 bonus points 3-0 score = 4 bonus points 3) Two bonus points are given for a forfeit win. The game score for a forfeit will be 1-0.
4) In light of sportsmanship, any team winning by more than six (6) goals for tournament teams and seven (7) goals for travel teams will have one (1) point removed from their team for each goal over six (6) or seven (7). 5) If after the bonus point determination there is still a tie, the tiebreakers will be as follows: a) Head to head competition, provided only two teams are tied. b) Most wins. c) Least number of goals allowed. d) Most goals scored. e) Penalty kicks. (The caption will pick five (5) players and after five (5) penalty kicks, if the score remains tied, then the caption picks one (1) extra player from the remaining players until the tie is broken) **** IN THE EVENT OF A THREE (3) WAY TIE HEAD TO HEAD DOES NOT APPLY IF HEAD TO HEAD CANNOT DETERMINE THE WINNER***** AWARDS 1) A team that has a forfeit in their tournament record will be excluded from receiving any award. 2) First and second place awards will be given to U11 thru U18 conferences that include five or less teams. 3) Third place awards will be given to U11-U18 conferences that include six or more teams 4) U7 thru U10 are all participating - no shootouts - ties stand, and all teams received participation awards CANCELLATION POLICY 1) INCLEMENT WEATHER. In case of severe weather that begins after the start of play, tournament officials (after speaking with the referees) may reduce the length, postpone, conclude, reschedule, relocate or cancel any game. Games terminated after the first half is completed will be considered an official game and the score will stand. Games terminated during the 1st half will be considered a 0-0 regardless of the current score. Games not played because of bad weather or unplayable field conditions will be considered a 0-0 tie. 1) Should the tournament be cancelled for any reason before the start of the tournament, 80% of your entry fee will be refunded. Reasons for cancellation may include weather, field usage, or sponsoring organization management decision.
2) Refunds will not be given as a result of the cancellation of any individual game after the start of the tournament. 3) DISCLAIMER. The Sayreville Soccer Association, its league officers and tournament directors shall not be responsible for any expenses incurred by any team in the event the tournament is cancelled in whole or part or the event games are discontinued or cancelled due to forfeit, inclement weather or unplayable field conditions, and absolutely no refunds will be made. MISC. REGULATIONS 1) Golf cart policy -- You must have a valid New Jersey Drivers License to operate a Golf cart. 2) PROTESTS. There are no protests. The decisions of the Tournament Director(s) are final. 3) No refunds will be given to a team who withdraws after acceptances for the tournament have been e-mailed to the team contact. 4) Situations and/or issues not covered by these rules and regulations, which occur prior to or during the tournament, may be brought to the attention of the Tournament Committee by the manager or coach of any registered team. The Tournament Committee will meet to evaluate the situation and/or issue, and will make a determination as expeditiously as possible. Decisions of the Tournament Committee in all matters will be final. 5) It is the responsibility of each team to check the final schedule the day before each tournament day in case any changes are made to the tentative schedule. 6) Kicks from the mark will be used in all full sided flights of four (4) teams for tied scores at the end of regulation time in preliminary & championship games. Consolation games may end in ties. Kicks from the mark will not be used in three (3) team flights. Kicks from the mark will not be used in small sided games.
