WELCOME The National Basketball Association (NBA) and SINGULAIR would like to thank you for participating in the inaugural Jr. NBA/Jr. WNBA Skills Challenge, sponsored by SINGULAIR. This national skills program provides boys and girls, ages 7 to 14, the opportunity to showcase their shooting, dribbling and passing skills in the sport of basketball. Jr. NBA/Jr. WNBA Skills Challenge, sponsored by SINGULAIR, is an easily administered program in which boys and girls compete separately and may compete in three (3) levels of competition, including the National Finals in Orlando, Florida. To educate your participants more about our sponsor, encourage them to pick up a brochure at the registration desk. *Please use the above 'welcome' to address your participants prior to competition, while mentioning SINGULAIR as the presenting sponsor of the Jr. NBA/Jr. WNBA Skills Challenge. 2

PROGRAM GOAL Jr. NBA/Jr. WNBA Skills Challenge, sponsored by SINGULAIR To provide youngsters across the country with an opportunity to participate, free of charge, in an exciting basketball skills competition; to provide youth organizations with an easily administered program that communicates effectively, supplies consistent and timely information, and delivers all materials on schedule in an effort to provide the highest quality program of its kind. Jr. NBA/Jr. WNBA Skills Challenge, sponsored by SINGULAIR, is intended to encourage youth participation and emphasize the "FUN" element of basketball competition. Since there is no registration fee for this program, every boy and girl, ages 7 to 14, will have a chance to compete while emphasizing the core basketball skills of shooting, dribbling and passing. PROGRAM OVERVIEW Participants All participants must have a parent and/or guardian fill out a registration/waiver form obtained from selected civic and youth organizations. Boys and girls, ages 7 to 14, must provide a copy of a valid birth certificate or baptismal record for age verification. Any participant who competes in more than one (1) Local Competition will be disqualified from the competition. Age Groups The four (4) age groups are: 7-8, 9-10, 11-12, and 13-14 with boys and girls competing separately (age is determined as of May 16, 2008). See age verification chart below. Age Verification Chart To determine the appropriate age group of each participant, refer to the chart below. Participants must be born between the dates shown to be eligible to participate in their respective age group. Age classifications are based upon the participant's age as of May 16, 2008. Age Groups Born Between Ages 7-8 May 17, 1999 to May 16, 2001 Ages 9-10 May 17, 1997 to May 16, 1999 Ages 11-12 May 17, 1995 to May 16, 1997 Ages 13-14 May 17, 1993 to May 16, 1995 Structure Jr. NBA/Jr. WNBA Skills Challenge, sponsored by SINGULAIR, is established in geographic regions around 25 NBA team markets. The regions encompass neighboring states, when necessary, to ensure the availability of the program to young basketball players within 75 miles of the selected NBA team markets. Youngsters have the opportunity to compete in three (3) levels of competition: Local Competitions, Regional Competitions and National Finals. 3

LEVELS OF COMPETITION There are two (2) levels of competition that a youngster has the opportunity to advance through to participate in the National Finals. The levels are: Local Competitions, Regional Competitions and National Finals. Local Competition December 1, 2007 - March 1, 2008 Each host organization may conduct as many Local Competitions as they would like provided that no participant competes twice. It is recommended that a Local Competition consist of a minimum of 100 youngsters. It is also recommended that Local Competitions be held from December 1, 2007 to March 1, 2008. IMPORTANT NOTE: In order to have a youngster advance to the subsequent levels, your Local Competition must be registered with and all registration/waiver forms must be on file at the Jr. NBA/Jr. WNBA Skills Challenge Headquarters in order to deem your Local Competition "official." Regional Competition March 1, 2008 - mid April* 2008 This level of competition will be hosted in 25 pre-selected NBA cities. National Finals May 15 - May 18, 2008 The final level of competition concludes in Orlando, Florida. The top 24 Regional Competition Champions (three (3) per age and gender group) will compete at the National Finals. *The dates listed above are "suggested dates". The competition begins nationwide on December 1, 2007. The date of the Regional Competition in each NBA market will determine how late a corresponding Local Competition may be scheduled. 4

COMPETITION RULES Eligibility The competition is free for all participants. All boys and girls, ages 7 to 14, are welcome to participate. - see age verification chart on page 3. All participants must provide a copy of a valid birth certificate or baptismal record for age verification. Failure to provide proof of age may result in disqualification. All participants must submit a signed registration/waiver form to the Local Administrator. Any participant who competes in more than one (1) Local Competition will be disqualified. Tiebreakers If a tie for 1st Place occurs at ANY level of competition, each youngster involved in the tie must repeat the competition to determine the Champion. The best time will be used as the final Champion's time. If a tiebreaker cannot be held due to participants exiting after competition, then each youngster involved in the tie will be deemed Co-champion. Important Notes The NBA, SINGULAIR, LEJ & Associates, Inc., regional and local coordinators/organizers of Jr. NBA/Jr. WNBA Skills Challenge, sponsored by SINGULAIR, reserve the right to make rulings and recommendations regarding the competition determined to be in the best interest of the program. All rulings and recommendations are final. In the event of cancellations, rescheduling will be determined by Jr. NBA/Jr. WNBA officials at the competition site. At the Local Level, the League Director/Local Administrator will be the determining official. Participation in the Jr. NBA/Jr. WNBA Skills Challenge, sponsored by SINGULAIR, authorizes the NBA, SINGULAIR, and other Jr. NBA/Jr. WNBA Associate Sponsors to use a participant's name and likeness for promotional use for the Jr. NBA/Jr. WNBA program without compensation. NOTE: The Official Registration/Waiver Release Form includes more detailed information on eligibility, participation, etc. NOTE: Research has shown that it will take each participant less than 90 seconds to complete the competition. Considering this time allotment, it will take one (1) hour to run 40 kids on a half-court. Since two (2) sets of equipment have been provided in the Administrative Kit for set-up on two (2) half-court basketball courts, you will be able to run a competition on each end of the basketball court. If time permits, we recommend a practice for each participant. 5

WHO IS AWARDED & WHO ADVANCES Jr. NBA/Jr. WNBA Skills Challenge, sponsored by SINGULAIR, consists of three (3) levels of competition: Local Competitions, Regional Competitions and National Finals. Below is a list of who receives awards and who has the opportunity to advance to the next level of competition. Local Competition Each Local Administrator will declare a Champion in each age and gender group. Since there are eight (8) different competition groups, there will be eight (8) 1st Place Champions per Local Competition. The youngsters that have the opportunity to advance to the Regional Competition are the 1st Place winners in each of the age and gender groups. THE 1ST PLACE LOCAL CHAMPIONS DO NOT AUTOMATICALLY ADVANCE TO THE REGIONAL COMPETITION. His/her time must first be compared to the other Local Champions in that specific NBA team market in order to determine the top four (4) finishers in each age and gender group competing at the Regional Competition. All Local Champions will be notified by the Jr. NBA/Jr. WNBA Skills Challenge Headquarters as to their advancement. Remember, at the Local Level, a youngster MUST be the 1st Place Local Champion in his/her age and gender group in order to have the opportunity to advance to the Regional Competition. IMPORTANT NOTE: All registration/waiver forms must be on file at the Jr. NBA/Jr. WNBA Skills Challenge Headquarters to advance the qualifying youngsters to the subsequent levels of competition. Regional Competition All times are reset to zero (0.00). All participants will receive the following: Jr. NBA/Jr. WNBA Skills Challenge, sponsored by SINGULAIR, T-shirt Regional Competition Award Two (2) tickets to an NBA game If a tie involving the Regional Competition Champion occurs, then each youngster involved in the tie repeats the competition until a Champion is crowned. The best time will be used as the final Regional Competition Champion's time. The youngsters that have the opportunity to advance to the National Finals in each of the age and gender groups are the Regional Competition Champions. THE REGIONAL COMPETITION CHAMPIONS DO NOT AUTOMATICALLY ADVANCE TO THE NATIONAL FINALS. All Champions will have their times compared nationally to the other 24 NBA team market Regional Competition Champions to determine the top three (3) finishers in each age and gender group advancing to the National Finals. All Regional Competition Champions will be notified by the Jr. NBA/Jr. WNBA Skills Challenge Headquarters as to their advancement. National Finals All times are again reset to zero (0.00). The 2008 Finals will be held in Orlando, Florida. The National Champions in each age and gender group will be honored during the weekend. 6

LOCAL COMPETITION ADMINISTRATOR RESPONSIBILITIES Sign-Up Process (at least four weeks prior to competition) Register your Local Competition with the Jr. NBA/Jr. WNBA Skills Challenge Headquarters. Determine date, time and location of competition. Receive Local Competition Administrative Kit from the Jr. NBA/Jr. WNBA Skills Challenge Headquarters. Prior to Competition (at least two weeks prior to competition) Secure appropriate athletic facility to host competition. Write competition date, time and location on promotional posters (provided in kit) and display in facility. Fill in appropriate information and distribute the pre-event press release (pg. 16) to local media outlets. Recruit necessary staff and volunteers. Suggested staffing includes: - Two (2) staff members (Local Administrator; Facility Manager) - Four (4) additional volunteers (Court Official/Timer; Scorer; Starter/Line Control; Passing Coach). Receive Regional Competition information from the Jr. NBA/Jr. WNBA Skills Challenge Headquarters. Event Day Register all participants. Collect birth certificates/baptismal records and check for completed registration/waiver forms for all participants. Return registration/waiver form to each participant as this will double as his/her official scoresheet. Instruct each participant to hold onto his/her registration/waiver form and provide to scorer at time of competition. Conduct competition. Please Note: In the event of a cancellation, please reschedule the competition and communicate updated competition details to all participants. Collect and complete each participant's scoresheet (on bottom of each registration/waiver form). Complete Results Sheet (pg. 17). Make copies of Results Sheet for your records. Award participants and announce the following statement to all those awarded: Congratulations! All 1st Place winners in each age and gender group are now in the running to advance to the Regional Competition. Remember, first your times must be compared to the other Local Competition Champions in our NBA market and the top four (4) finishers in each age and gender group will advance to the Regional Competition. The Jr. NBA/Jr. WNBA Skills Challenge Headquarters will contact each 1st Place winner to notify you of your advancement. Once again, congratulations! The Next Business Day (after competition) Fill in appropriate information and distribute results press release (pg. 18) to local media outlets. Make copies of the Local Competition Results Sheet (pg. 17) and keep for your files. Fax Results Sheet to the Jr. NBA/Jr. WNBA Skills Challenge Headquarters, (770) 641-7596. JR. NBA/JR. WNBA SKILLS CHALLENGE, SPONSORED BY SINGULAIR OBJECTIVE To challenge participants to dribble, pass and shoot accurately as fast as possible. NECESSARY EQUIPMENT One (1) Half-Court Basketball Court Four (4) Basketballs - Two (2) of each size provided: Male 29.5 Female 28.5 (Basketball size requirements differ for each age and gender group. Our recommendations for basketball sizing are listed on pg. 12). NOTE: Participants may use their own basketball. If a participant brings his/her own basketball, it must be made available to all others competing. NOTE: Experience has shown that the above equipment listed is the minimum necessary to conduct a successful competition. It is important to have additional equipment in case of failures. SET-UP Use the Court Set-Up Diagram (pg. 9) to mark placement of all cones and spots. Using a tape measure, measure all distances from the center of basket to the center of each cone and each spot. NOTE: We recommend placing an x on the measured spot using tape so measurements do not have to be retaken at any point during competition (example: kicked over cone, etc.). Place the safety ball on the ball holder along the baseline as indicated in the Court Set-Up Diagram (pg. 9). Course measurements and the height of the basketball goal (10 feet high) must remain consistent for ALL ages and genders. When placing the starting and passing spot, peel back the adhesive and gently stick the spot on the court. 8

PROCEDURE Each participant competes one (1) at a time against the stopwatch. Each participant begins with one (1) basketball in-hand and both feet ON the designated start spot. Time the participant from the moment the starter yells GO (or blows the whistle) until the final lay-up is made or after the 3rd shot attempted on the final lay-up has been released from participant's hands. Each participant is allowed one (1) false start. If a participant false starts, the starter blows the whistle so the participant can return to the start spot. If a participant false starts a 2nd time, he/she continues the competition and two seconds (2.00) are added to his/her final time. Participants must follow the course outlined in the Competition Flow Diagram (pg. 11). Six (6) basketball skills will be performed in the following sequential order: 1) Opening Lay-Up 2) Foul Shot 3) Speed Dribble 4) Pass and Receive Basketball 5) Speed Dribble 6) Final Lay-Up Participants must dribble the ball throughout the challenge, including rebounding and returning to the foul line for a shot attempt. Participants will shoot a minimum of one (1) OR a maximum of three (3) shots at each shooting skill (opening lay-up, foul shot and final lay-up), advancing only after a made shot or after three (3) unsuccessful shot attempts. Participants must rebound their own shots. The second ball may be used as a safety ball (at the participant's discretion), instead of retrieving a rebound. The safety ball must be dribbled into play. Participants must shoot and release the ball from behind the foul line. Two seconds (2.00) will be added for EACH shot taken on or in front of the foul line. Participants must round both yellow cones to the right and continue weaving through the entire set of cones. A two second (2.00) penalty will be added for EACH of the following violations: Two (2) False Starts Traveling Palming/Carrying the ball Advancing from a shooting skill before a shot has been made or all three (3) shot attempts have been taken Shooting the foul shot on or in front of the foul line Missing an orange cone Passing AND receiving the basketball without at least one (1) foot on the passing spot For each violation, mark the number of penalties in the appropriate box on the scoresheet at the bottom of the participant registration/waiver form. Record times to the nearest one-hundredth of a second (example: 22.18). After each participant completes the challenge, calculate the total number of violations and add two seconds (2.00) for EACH violation (pg. 15). Determine his/her final time and keep all participant scoresheets. 10

RULES The basketball goal must be 10 feet in height. The participant must start with both feet ON the starting spot. Participants must start on starter's GO (or whistle). The starting procedure must remain consistent throughout the competition. One (1) false start will be permitted. A two second (2.00) penalty will be added for a 2nd false start. Participants must advance the basketball by dribbling. Participants may shoot using any technique desired. There is a one (1) shot minimum and a three (3) shot maximum on EACH shooting skill (opening lay-up, foul shot and final lay-up). Participants may ONLY advance to the next skill after a made shot or after three (3) unsuccessful shot attempts. Foul shot must be released from behind the foul line. Participants must rebound their own shots. Participants must round both yellow cones to the right. Failure to do so will result in participant repeating entire set of cones. The participant must have at least one (1) foot on the passing spot when he/she passes the ball to and receives the ball from the passing coach. A two second (2.00) violation will be added if at least one (1) foot does not remain on the passing spot during this skill. Participants may pass to the passing coach using either a bounce, chest or over-head pass. No out-of-bounds. Appropriate athletic footwear required. Only soft-soled shoes and/or shoes in accordance with the facility guidelines are permitted. NO open-toed shoes allowed. Each participant receives only ONE (1) attempt to complete the challenge. Recommended sizing for each age and gender group below. Sizes specified below will be used at all Regional Competitions and the National Finals. COURT OFFICIAL/TIMER (with stopwatch): Stand on the baseline (opposite the safety ball) in clear view of the participant (see Staffing Diagram, pg. 14). Start the stopwatch when the starter yells GO (or blows the whistle) and stop the stopwatch when the final lay-up is made or after the 3rd shot attempt on the final lay-up has been released from participant's hands. Ensure participant rounds yellow cones to the right. If this does not occur, instruct participant to repeat that specific set of cones. Make final determination on all violations. SCORER (with clipboard and participant scoresheet): Stand on the elbow of the key (same side as the starting spot), in clear view of the participant (see Staffing Diagram, pg. 14). Collect participant scoresheet. Record the number of violations for each participant and mark the number of penalties in the appropriate box on the scoresheet. After the participant is finished, discuss any violations with the Court Official and add two seconds (2.00) for EACH violation (pg. 15). Record the times for each participant to the nearest one-hundredth of a second (example: 22.18). 12

STARTER/LINE CONTROL (with whistle): Maintain an orderly line of participants. Stand near starting spot, in clear view of the participant (see Staffing Diagram, pg. 14). To begin, yell, Participant Ready? then GO (or blow the whistle). If a participant false starts, blow the whistle to signal the participant to return to the starting spot. If a 2nd false start occurs, let the participant continue and mark it as a violation. PASSING COACH: (outfitted in provided green T-shirt): Stand in the designated spot as determined on the Staffing Diagram (pg. 14). Once the participant completes his/her foul shot attempt(s), move to the center of the free throw line (see Staffing Diagram, pg. 14). Once the participant reaches the passing spot, accept one (1) pass from him/her and then pass the basketball back using a chest pass only. 13

SCORING At the end of the competition, record the participant's time to the nearest one-hundredth of a second (example: 22.18). Next, add two seconds (2.00) to his/her time for EACH violation. Calculate and record the final time in the appropriate box on the scoresheet. EXAMPLE: Participant's Time + (number of violations x 2.00 seconds) = Final Time Step 1 22.18 + (2 violations x 2.00 seconds) Step 2 22.18 + 4.00 = 26.18 Final Time 26.18 If a tie for 1st Place occurs at ANY level of competition, each youngster involved in the tie must repeat the competition to determine the Champion. The best time will be used as the final Champion's time. If a tiebreaker cannot be held due to participants exiting after competition, then each youngster involved in the tie will be deemed Co-champion. 15
