INTRODUCTION The purpose of this is to ensure that safety eyewashes and showers supply clean, potable water and are in proper working order. This program defines guidelines for inspection, testing and maintenance of emergency eyewash and shower equipment. Definitions American National Standards Institute (ANSI) : is a non-profit organization that coordinates the standardization and conformity assessment systems in the United States. Emergency Shower : a unit that cascades water over the whole body. Emergency Units or Equipment : general term for emergency eyewash, eye/face wash, shower, drench hose and combination units. Eyewash : a unit that flushes water specifically to the eyes. Eye/Face Wash : device that flushes both eyes and face. Combination Units : or Safety Stations, units that consist of both the emergency shower and an eye/face wash. Drench Hose Units : are hand-held units that reach to areas of the face and body that are inaccessible to fixed emergency units. Stay-Open Valve : a valve that manually opens and closes the emergency units. Responsibilities FACILITIES MAINTENANCE Perform monthly flush and verify proper operation of emergency eyewash and shower units throughout the university. Conduct annual flow rate testing and compliance assessment for each emergency unit on campus. Eyewash statins in the chemical storage building and in the hazardous waste transfer station are to be flushed monthly by the plumbing shop. Strive to ensure that each unit is appropriately tagged for documentation of location and testing requirements. Documentation of all testing will be maintained by Facilities Maintenance. Work with EH&S to maintain an accurate inventory of these units. All shut-off valves between the sanitary water supply and the eyewash and/or safety shower are secured in the open position. Coordinates immediate modifications, maintenance, repair and replacement of equipment as deemed necessary to meet current standards. Informs Environmental Health and Safety of any new installations and current repair status of existing equipment. Environmental Health and Safety Ensures that each department is aware of their responsibilities under this standard. Reviews the standard periodically and updates as necessary. Verifies inspection records and locations of all emergency units/equipment. Page 1 of 15

Assists with plan review and placement of new equipment during new construction or major renovation. Provides consultation and guidance concerning the operations and testing of eyewash units to Principal Investigators and Supervisors. Work with Facilities Maintenance to maintain an accurate inventory of these units. Principal Investigators (PI s)/supervisors Each has the following responsibility under this guidance to: Ensure that any individual under the supervisor s purview understand their responsibilities and comply with this guidance. Ensure that all employees, students and volunteers have received instruction in the proper use and operation of the emergency unit/equipment provided for the area. Ensure that procedures, equipment and materials appropriate for the specific work locations are provided to protect the health and safety of all employees, students and volunteers. Prior to assigning work involving the potential for hazardous materials to splash onto the skin or into the eyes, PI s/supervisors must verify that: Emergency Units/Equipment i.e.-emergency showers, eyewash equipment, eye/face wash equipment, or combination shower and eyewash or eye/face wash equipment are provided in the work place and are accessible and operable. Any individual working in the area is comfortable with their use. Performs and or assigns weekly/monthly testing and documentation of plumbed eyewash units for their areas. Know which eyewash stations are on an alarm. Those are to be tested by Facilities Maintenance. Routes to the shower/eyewash station and the area around the equipment are kept clear. Promptly submit a work order to Facilities Maintenance when any unit is not functioning properly. Clearly tag the unit- DO NOT USE -Out of Service. Employees, Students and Volunteers Each employee and student is responsible for knowing the following when working in an area where emergency units/equipment is required: How to properly use emergency units/equipment. The location of the nearest emergency units/equipment. The routes to the emergency units/equipment and the area around them are kept clear of obstructions at all times. The equipment is operable and has passed the required inspection/maintenance test. When any unit is not functioning properly notify the supervisor immediately and clearly tag the unit- DO NOT USE -Out of Service APPLICATIONS Where the eyes or body of any person may be exposed to hazardous, injurious or corrosive materials, suitable emergency units or equipment for quick drenching or flushing of the eyes and body shall be provided within the work area for immediate emergency use. Some area examples would be: Page 2 of 15

Where corrosive or injurious chemicals are used, such as: Solutions of inorganic/organic acids or bases with a ph of 6.0 or less, or 9.0 or more, Other organic or inorganic materials that is corrosive or irritating to eyes or skin (with methylene chloride and phenol as just two examples.) Organic or inorganic materials that is significantly toxic by skin absorption (e.g. phenol.) Areas where operations involve the use of air or water reactive liquids or solids. All work areas where formaldehyde solutions in concentrations greater than or equal to 0.1% are handled. Other materials to include irritants, sensitizers, carcinogens, highly toxic materials, any (neurotoxins, hepatotoxins, nephrotoxins), biological and radioactive materials. Storage areas where breakable containers of injurious or corrosive materials (1 gal or more) are handled outside their original shipping cartons. Waste accumulation areas that could contain corrosive waste materials. Where cryogenic materials are dispensed. Areas where corrosive chemicals are used in a closed or pressurized systems that can catastrophically fail and cause the chemicals to leak. OPERATIONS AND PROCEDURES The American National Standards Institute (ANSI) Standard for Emergency Eyewash and Shower Equipment (ANSI Z358.1-2009) recommends that the affected body part must be flushed immediately and thoroughly for at least 15 minutes using a large supply of clean fluid under low pressure. Water does not neutralize contaminants -- it only dilutes and washes them away. Begin flushing as quickly as possible after the eye comes in contact with a harmful substance as the first 10 seconds are critical. Toxic substances, when coming in contact with the eye, immediately begin to damage sensitive eye tissues. The longer they remain in contact, the greater the damage to the eye. Besides tissue damage, acids and alkali can change the ph in the eye itself. When the ph of the eye begins to get out of the narrow tolerable range, severe eye damage, including blindness, may result. However, other references recommend a minimum 20-minute flushing period if the nature of the contaminant is not known. The flushing or rinsing time can be modified if the identity and properties of the chemical are known. For example: A minimum 5-minute flushing time is recommended for mildly irritating chemicals, At least 20 minutes for moderate-to-severe irritants, 20 minutes for non-penetrating corrosives, and At least 60 minutes for penetrating corrosives. Non-penetrating corrosives are chemicals which react with human tissue to form a protective layer which limits the extent of damage. Most acids are non-penetrating corrosives. Penetrating corrosives, such as most alkalies, hydrofluoric acid and phenol, enter the skin or eyes deeply. Penetrating corrosives require longer water flushing (a minimum of 60 minutes) than non- Page 3 of 15

penetrating corrosives (a minimum of 20 minutes). In all cases, if irritation persists, repeat the flushing procedure. It is important to get medical attention as soon as possible. General checklist to use for chemical exposures In case of chemical exposure, flush skin or eyes with cool water for at least 15 minutes-or more and if possible until medical assistance arrives. DO NOT RUB! Contact Public Safety dial 911 in order to get medical assistance as soon as possible. Provide Materials Safety Data Sheets (MSDSs)/Safety Data Sheets, (SDSs) to medical personnel. If the chemical is a mixture provide the chemical information and concentrations to medical personnel. Know the effects of chemicals with which you are working. Read, ask questions about, and understand MSDSs/SDSs for each chemical with which you work. Always wear personal protective equipment to include eye, face, body and foot protection. Learn the location and use of all emergency equipment, even if you are working in a new area for only a brief time. Know how to help others reach showers or eyewashes and how to help them get medical assistance. Hold your eyes open with your hands while using eyewash to be sure water reaches the eyes. While assisting injured person provide clean cover for privacy while removing contaminated clothing after the shower has been activated. Do not touch the chemically contaminated clothing with you bear hands. Chemicals will collect in the elastic of socks and underwear. Remember a little redness from embarrassment is better than skin grafts. If the victim is unconscious it will be up to those helping to flush the chemical contaminated area and where apocopate disrobe the victim to remove contamination. Use caution and proper protection. Immediately wash off even small amounts of chemicals. Some chemicals are extremely toxic (Example, hydrofluoric acid, methyl mercury) emergency treatment is required. Notify supervisor as soon as emergency has subsided. Supervisor should immediately notify EH&S Program Components General Requirements Application: Emergency eyewash and shower units must be installed in work areas where there is high potential for accidents involving corrosive, irritant or toxic substance absorption through skin and eyes. Location and Placement: The emergency eyewash and shower unit must be placed in a location no more than a maximum of 10 seconds travel time (approximately 50 feet) for an injured person through an unobstructed pathway. Specific placement requirements are listed below: Eyewash and eye/face wash units: Nozzles must be positioned between 33-45 inches from the floor. Also, a minimum distance of 6 inches from the nearest obstruction is required. Page 4 of 15

Drench hose units: The head of the hose must be placed 33-45 inches from the floor with a clearance of 6 inches from the wall. Emergency Showers: The distance of showerhead to the floor must be between 82-96 inches. Actuator height must be no higher than 69 inches from the floor. Also showers must have a clearance of 48 inches along the side and 30 inches across (creating a surface area of 10 square feet around the shower unit). Combination Units or Safety Stations: Refer to the dimensions above for distance and clearance of the eye/face wash and shower units. Correction of Deficiencies. If the emergency unit is not operating to specifications, employees in the area must initiate appropriate action. Notify your supervisor to implement appropriate tagging of unit as DO NOT USE, if applicable. The supervisor must notify Facilities Maintenance for repair or replacement. Inventory and Equipment Identification: A tag with identification must be placed on or near the emergency unit at all times. Testers must sign their initials and date on tags (indicate monthly testing dates with a black marker and annual testing date with a red marker). These tags will inform users of the most recent inspection and testing of the emergency units. Also, the tags will assure the user that the unit is safe and ready to use. Contact EH&S if your tag is missing to receive a replacement tag. Location of units will be identified with a highly visible sign. Failed tests will be corrected immediately. Immediate corrective action must be performed when deficiencies are noted. If deficiencies cannot be immediately corrected, FM must tag the unit DO NOT USE, if applicable. Testing by Facilities Maintenance Eyewash and Eye/Face wash units Six Month Flush Test Visual inspection of the unit. Look for leaks or pipe damage and proper placement of protective covers. This should be done prior to testing in order to avoid further damage to the unit and risk of injury to users. Ensure that the unit is free of any obstructions. Activate unit. Ensure that the water flow is continuous, evaluate that the unit can maintain flow for 15 minutes, and is not injurious to the user's eye or face. Valve actuator must activate water flow in one second or less. o Valve actuator must stay on unless manually turned off and must activate water flow in one second or less. o Controlled flow of flushing fluid must be provided to both eyes simultaneously. o The unit must be capable of delivering not less than 0.4 gallons per minute of flushing fluid for 15 minutes. Sanitize water supply through monthly flushing. In order to relieve the unit of any rust and other pipe build-up, flush the unit until the water runs clear. Document test with dates and initials on unit tag. Facilities Maintenance is responsible to ensure an appropriate tag is on all units. Page 5 of 15

Page 6 of 15 Annual Flow Test Flow rate of the device will be conducted annually. Following established procedures let the water run for one minute to collect at least 1.5 liters (0.4 gallon) of water for eyewash alone and 11.4 liters (3.0 gallons) for an eye/face wash unit. Document test with dates and initials on unit tag. Facilities Maintenance is responsible to ensure an appropriate tag is on all units. Drench Hose Units Monthly Flush Test Visual inspection of the unit. Look for leaks, hose damage, and proper placement of protective covers. Ensure that the unit is free of any obstructions. Activate unit. Ensure that the water flow is continuous, evaluate that the unit can maintain flow for 15 minutes, and is not injurious to the user's eye or face. Emergency Showers Six Month Flush Test Visual inspection of the unit. Look for leaks, pipe damage, and proper placement of protective covers. This should be done prior to testing in order to avoid further damage to the unit and risk of injury to users and yourself. Also inspect each shower if they are in compliance with the ANSI Z358.1 requirements. Ensure that the unit is free of any obstructions. Activate unit. Ensure that the water flow is continuous, evaluate that the unit can maintain flow for 15 minutes. o Valve actuator must stay on unless manually turned off and must activate water flow in one second or less. o Controlled flow of flushing fluid must be provided to both eyes simultaneously. o The unit must be capable of delivering not less than 20 gallons per minute of flushing fluid.

Sanitize water supply through six month flushing. In order to relieve the unit of any rust and other pipe build-up, flush the unit until the water runs clear. Document test with dates and initials on unit tag. Facilities Maintenance is responsible to ensure an appropriate tag is on all units. Annual Flow Test Flow rate of the device will be conducted annually. Let the water run for one minute to collect at least 75.7 liters (20 gallons) of water. Document test with dates and initials on unit tag. Facilities Maintenance is responsible to ensure an appropriate tag is on all units. Combination Units (Safety Stations) Conduct a separate inspection of the emergency shower and the eye/face wash units. Apply procedures for each unit in testing safety stations. Single documentation will apply to the eyewash and shower combination units. Reporting Requirements Emergency eyewash and shower testing log must be completed by Facilities Maintenance. A copy of the log will be delivered to EH&S for record keeping for a period of three years. Training Requirements and Competency Assessment Facilities Maintenance, Principal investigators, laboratory supervisors or their designates will receive work unit specific training on the proper procedure for maintaining minimum performance requirements for eyewash and shower equipment. The Americans with Disabilities Act (ADA) requires that employers provide accessible workplaces for all employees. These workplaces may therefore require emergency eyewash and shower equipment that is specially constructed to provide access to handicapped persons. Barrier-free emergency equipment must comply with the provisions of ANSI 117.1-1998 ( Accessible and Usable Buildings and Facilities ). These provisions include dimensions for minimum knee clearance, maximum height and reach, and minimum distance from obstructions. Barrier Free Eye/Face Wash Station From Guardian Page 13 of 15

Faucet Mounted Eyewashes Use Turn on cold water side of faucet. Important: use only cold water when eye safe unit is in operation. Hot water may cause scalding or other injury. Pull knob on the unit forward to activate the eye wash. The dust cover will pop off. Water pressure will hold the eye wash in operation, thus leaving the user s hands free. To return to normal faucet operation, push knob back to original position. When the faucet is turned off, the knob will return to original position automatically. Place dust covers back on. Maintenance Periodic cleaning of the eye wash aerators is advisable to assure proper water flow. Keep plastic float-off covers on outlet heads when the unit is not in use.
