Species at Risk Provincial Government Overview September 13 rd, 2017 Kendra Morgan, R.P.Bio. Environmental Biologist Fish & Aquatic Wildlife Resources Resource Management, MFLNRO (South Coast)
Outline Who does what at FLNRORD? How does FLNRORD manage their work? Example: Northern Goshawk Example: Oregon Spotted Frog Example: Stewardship Baseline Objectives Tool What is the South Coast region working on?
Aquatic Terrestrial FLNRO Responsibilities &Values Forests & Lands Authorizations Terrestrial Wildlife RM Forest/Land Tenures (FRPA, Land Act, etc.) Biodiversity Seral Stage Dist n Old Growth Forest Ungulates Carnivores Forest Birds Small Mammals Reptiles Amphibians Water Authorizations Fish & Aquatic Wildlife RM Water Tenures (Water Act) Watershed Health Water Quality Water Quantity Riparian Mgmt Fish Reptiles (turtles) Amphibians Small Mammals
Management of Natural Resources Set Objectives Legal objectives & policy Land-use plans Management Objectives Manage Assess Statutory decisions Authorizations/permits etc. Government actions Partnership actions Inventory Cumulative Effects Compliance Effectiveness Assessments
Example: Northern Goshawk Set Objectives Recovery Plan objective to manage and, where necessary, conserve and recovery habitat that meets the needs of A. gentilis laingi through its annual cycle Provincial Management Approach: by 2020, protect 95 new NOGO breeding areas in BC) Manage Assess Use FRPA to establish WHAs - Inventory Work (location breeding habitat) - Habitat suitability modelling and ground truthing
Example: Oregon Spotted Frog Set Objectives Recovery Plan 10 year objective to restore, maintain and where feasible expand extant Oregon Spotted Frog populations, and establish six or more additional self-sustaining populations in B.C. Manage Assess Wildlife Act Permits Water Sustainability Act authorizations for work in key OSF habitat. Captive Breeding/Releases Inventory Work edna surveys
Assessments - inventory
Assessments edna/exploratory surveys 2016 Results - 215 water samples - 74 sites - 10 waterbodies with OSF detections
Oregon Spotted Frog Populations OSF Canadian Range and Population Status Current June 2017 edna Detection 2016
Management Initiatives
Management: Telemetry Studies Providing Information for WSA decisions

What species are current priorities for SC Region? Northern Goshawk (WHA establishment) Marbled Murrelet (WHA establishment) Spotted Owl (captive breeding/re-introductions) Tall Bugbane (propagation/planting) Western Screech Owl (habitat restoration) Grizzly Bear (cumulative effects assessment) Mountain Goat (cumulative effects assessment) Phantom Orchid (cumulative effects assessment) Roosevelt Elk (cumulative effects assessment) Western Painted turtle (captive breeding) Oregon Spotted Frog (captive breeding/recovery) Coastal Giant Salamander (habitat restoration, inventory, effectiveness monitoring) Steelhead (barrier removal, inventory) Pacific Tailed frog (cumulative effects assessment) Pacific water shrew (inventory) Lower Fraser White Sturgeon (inventory, regulations, etc) Etc.
Where do we need help? Key Issue: protecting species & habitats evenly across the land base Habitat protection is key to recovering species or keeping species off endangered species lists Most species face threats from numerous sectors Residential & commercial development is the most common threat to species in BC A high proportion of species at risk occur on private land (e.g. 38% of known plants at risk) Consider species-at-risk needs early in decision-making processes to avoid or minimize potentially harmful effects Shared stewardship
