On behalf of Chinese Taipei Skating Union, the Organizing Committee CTSU has the honor and pleasure to invite you to participate in the World Junior Short Track Speed Skating Championships 2 Taipei City, January 8 th -10 th, 2 which will be held at the Taipei Arena, Chinese Taipei. ENTRIES Each Member has the right to enter three (3) competitors in the category Ladies individual all round and three (3) competitors in the category Men individual all round. Members entering a relay team may enter four (4) competitors in the respective category (Rule 283) of which a maximum of three (3) may skate in the individual part of the championships. GENERAL REGULATIONS The ISU World Junior Short Track Speed Skating Championship 2 in Taipei City, Chinese Taipei, will be held in accordance with the 2008 ISU Regulations and relevant ISU Communications. All skaters, who belong to an ISU Member, can participate in the Championship. Registration is valid only if made by the respective country members. TRACK CONDITIONS The Taipei Arena ice rink has an artificial surface of 30 x 60m. Protective padding are provided according to Rule 280, paragraph 5 and ISU Communication n 1512. The standard track of 111.12 m. to the lap, with a curve of 8 m. will be used. Besides this track, there will be 4 (four) other tracks each 1 m apart from the standard track to preserve good ice conditions. For all tracks, one finish line will be used and the starting lines for the 500 and 1500 meters will be moved according to the track in use. Seven (7) marking blocks will be used in the curves. The altitude of the ice rink is 262 m. above sea level. LIABILITY AND MEDICAL INSURANCE In accordance with the Rule 119, the ISU, Chinese Taipei Skating Union, the City of Taipei and the OC, assume no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection with the Championship. Each member is responsible for insurance coverage for their athletes. DOPING CONTROL Anti-Doping test will be carried out in accordance with the valid ISU Anti Doping Code, (ISU Communications n 1520, 1546 & 1547 or any further update of these Communications). Members participating in the relay competition must use those Skaters that are entered for the individual competition. Final Entries must reach the Organizing Committee by letter, fax or electronic mail not later than January 2nd, 2 (see Rule 295, paragraph 4). Entries must be accompanied by the official "ISU Declaration Form as per Rule 131. Entries by fax or e-mail must be confirmed by a letter sent out simultaneously to the Organizers (Rule 115, paragraph 5). The completed Declaration Form must be signed by the competitors and also by all officials (including team officials) appointed by the Member serving at an ISU Event (Assistant Referees, Assistant Competitors Steward, Team Leaders, Coaches, Team Medical Doctors, Physiotherapists, Team Officials who are requesting accreditation for the Event). In case of competitors who are not full of age (under 18), such Declaration must be co-signed by at least one of the parents or other guardian at law. Each Entry Form and Declaration Form must be signed by an authorized ISU Member Representative such as President, General Secretary, Executive Director, CEO (Rule 104, paragraph 4). For more details please refer to Rules 115, 131, 295 and ISU Communication No. 1523 or any update of these Communications. Competitors must be present in Taipei City at the latest at 18:00 h on Thursday, January 7th, 2 or the Organizing Committee must received documented proof that the competitors are in transit and will arrive in due time for the Championships. Competitors who do not comply with these requirements will be excluded.
DRAWING AND SEEDING PROCEDURE The procedure for seeding and drawing will be made according to the Rule 296. ICE PRACTICE SESSIONS The Organizing Committee will arrange free ice practice sessions on January 7th, 2 for all participating teams. Teams will be assigned official practice session time when the final entries and arrival dates are received by the Organizing Committee. Team leaders will be notified about the official practice schedule upon their arrival. In addition practice session may be reserved from the afternoon of January 5th to January 6th, 2 included. The cost of one session (50 min.) is USD 100.00. Request for additional practice session should be sent to the Organizing Committee not later than January 2 nd, 2. Medical care will be provided for official and unofficial practice sessions in accordance with Rule 140. TRANSPORTATION The Organizing Committee will provide transport for all teams participating in the Championships from Taiwan Taoyuan International Airport to the official hotel and return will also be arranged (45 minutes travel time to the official hotel). All participating teams and all the people taking part in the competition must notify the Organizing Committee, as soon as possible but no later than January 2nd, 2 date and time of arrival, name of the airline, flight number and any other information concerning transport and arrivals. The travel information must be mentioned both in the preliminary and the final entry forms. ENTRY VISA REQUIREMENTS For nations, who require a Visa to enter Taiwan, please use the enclosed form and send us the information (including the copies of passport and flight details) as soon as possible (latest on 30 November, 2009) and we will issue a specific invitation. Landing Visa For those ISU Member Nations which do not have Taipei Representative Office in your country, the Organizer will assist in obtaining Landing Visa. ACCOMMODATION In accordance with Rule 137, the Organizing Committee will be responsible for board and lodging at the official hotels for 4 (four) nights beginning on January 7th, 2 and ending on January 11th, 2 at noon for the officially designated 4(four) Junior Ladies, 4 (four) Junior Men and 1 (one) team leader for each participating ISU Member. Meals tickets will be supplied to the competitors and officials at registration (Rule 137). During competitions days, lunch will be served directly at the ice rink with special meal coupons which will be delivered to the participating athletes and team leader upon their arrival. Additional meal coupons for other team members can be requested to the Organizing Committee for a single cost of USD 25.00 for Lunch and Dinner. BANQUET The organizing committee will hold a Banquet, for a price of 30$ USD per person, on Sunday evening January 10th at 20:00 pm.
