Special thanks to Jerry Schlabs and East High for helping to host this year s regional tournament. Please review the following information and contact me with any questions. TOURNAMENT SCHEDULE Tournament games will be played at South and East High Schools on Thursday and at South on Friday and Saturday. The reason for using East HS is so we don t have to start as early on Thursday and can keep students in class longer and to assist with travel. Thursday schedules will be determined following the conclusion of the regular season. Game times and sites may be adjusted slightly depending on how the South teams finish, as we will play all South games at SHS. I believe anyone traveling here on Friday could be here in time for a 1 pm start, but if any of you have concerns about this, let me know. An official bracket will be provided on Tuesday, May 9 th. PRACTICE SCHEDULE Fields will be available for practice at South High on Thursday, Friday, and Saturday and at East High on Thursday. Please call Mark Puev at 307-771-2410 to schedule a practice time at South or Jerry Schlabs at 307-286-1663 to schedule a practice time at East. The game field will be for competition only. AWARDS Regional plates will be presented to the first, second, and third place teams. 20 first place medals will be presented immediately following each championship game. TEAM PICTURES AND ROSTERS Pictures and rosters must be emailed to tietjenc@laramie1.org by Tuesday, May 2, 2017. The official roster form (R4) can be found in the Forms section of the WHSAA website (www.whsaa.org). COACHES PACKETS Coach s information packets will be available upon arrival. Coaches passes, player passes, and bus driver passes will be included in the coaches packet. LOCKER ROOMS Once the brackets are put together, I will contact each team to see if you will need a locker room or if you plan to come already dressed and we can make arrangements. Locker rooms will be available at East High school on Thursday. South and East are not responsible for lost valuables. Towels will not be provided. WATER We will provide water and cups for the tournament matches. ATHLETIC TRAINIER A licensed athletic trainer will be available at both sites. BUSSES Bus parking will be available using the gate at the northwest corner of the stadium. This will allow easy access to the locker rooms at the stadium. (See attached map). Please do not use parking area at the west end of the school (by the tennis courts). This area needs to be kept clear for our school transportation. Team drop off and bus parking at East is at the loop on the south side of the stadium as indicated on the diagram of Okie Blanchard. GAME MANAGEMENT Administrators will be assigned for supervision during each game.
WARM-UP PERIOD A minimum of 15 minutes will be provided for warm-up prior to your scheduled game. WHSAA TICKET PRICES Adult Student Thursday $4.00 $3.00 Friday $4.00 $3.00 Saturday $4.00 $3.00 All Session Pass $10.00 $7.00 High School students must present their WHSAA identification card or high school ID card in order to purchase tickets at the student price. If no ID card is presented, adult prices will be charged. High school graduates and older are considered adults. Please pass this information onto your student body and fans. ALL CONFERENCE COACHES MEETING The head coaches meeting will be Friday morning at 10 am at SHS in the Auditorium West and East Pods. The agenda will include: 1) Select all-conference team, 2) Select Conference COY, 3) Other business as needed. The all- conference selection will be determined in accordance with the following guidelines: 1. Please fax or email your All-Conference nominations to Mark Puev (puevm@laramie1.org) by Monday May 8th. 2. The Head Coach may nominate his own players, but may not vote for them. 3. Positions selected for the All-Conference team shall be as follows: a. 3 Goal Keepers b. 6 Forwards c. 8 Midfielders d. 8 Defenders 4. Any player nominated for All-Conference must have played that position sometime during the season. The All-State selection meeting will be on Tuesday May 23rd in Casper at the WHSAA offices. **Please see the by-laws listed at the end of this document for more information. WHSAA RULE 7.11.41.5 WHSAA REGIONAL/STATE SOCCER TIE GAME PROCEDURE When the score is tied at the end of the regulation time, the referee will instruct both teams to return to their respective team boxes. There will be five minutes during which both teams may confer with their coaches. The head referee will instruct both teams as to proper procedure: 1. There shall be two full ten-minute overtime periods (note not sudden victory). a. A coin toss shall be held as in Rule 5.2.2 (e). b. At the end of the first ten-minute overtime period, teams shall change ends.
2. If the score still remains tied, a representative from the coaching staff of each team, officials, and team captain shall assemble at the halfway line to review the procedure as outlined below: a. The head referee shall choose the goal at which all of the kicks from the penalty line shall be taken. b. Each coach will select and identify to the officials any five players, including the goalkeeper, on or off the field (except those who may have been disqualified) to take the kicks. c. A coin toss shall be held as in Rule 5.2.2 (e). The team winning the coin toss shall have the choice of kicking first or second. d. Teams will alternate kickers. There is no follow-up on the kick. e. The defending team may change the goal keeper prior to each penalty kick. f. Following five kicks for each team, the team scoring on the greatest number of these kicks shall be declared the winner. g. Add one goal to the winning team score and credit the team with a victory. An asterisk (*) may be placed by the team advancing to indicate the advancement was the result of a tie-breaker system. 3. If the score remains tied after each team has had five kicks: a. Each coach will select five different players than the first five who already kicked to take the kicks in a sudden victory situation, wherein, if one team scores and the other team does not score, the game is ended without more kicks being taken. b. If the score remains tied, continue the sudden victory kicks with the coach selecting any five players other than the previous five to take the next set of alternating kicks. If a tie still remains, repeat 3-a. WHSAA RULE 7.11.42 CONFERENCE STANDINGS The following criteria will be used to determine conference standings: a. 3 points will be given for each win, 1 point for each tie, and 0 points for each loss in division play. 1 point will be given for a team that loses in overtime. b. If two teams tie, the team with the better head to head record is declared the winner. If a tie still exists, compare the records of the tied teams against the record of the highest-ranking non-tied team. Continue through the Division Standings until the tie is broken. If a tie still exists, compare the tied teams records against nondivision opponents. This criteria is to be used only if the site of the competition was at home for all tied teams or at the common opponent s home site for all tied teams. If a tie still exists, the team with the fewest goals allowed during divisional play will gain the advantage. Should the tie remain after this consideration, the WHSAA Commissioner will flip a coin. c. If three teams tie in the league standings and one did not lose to the other two teams, it would be given the advantage. If one team lost to both of the other teams involved, it would lose the advantage. At this point, apply the tie breaking procedures outlined in b above. d. If any other multiple tie exists, the WHSAA Commissioner will resolve the conflict.
**By-laws for 4A Soccer All-Conference/All-state meetings j. The coaches will select an All-Conference team at the Regional Tournament. This meeting will be at 1:00 p.m. on Friday of the Regional Tournament. The coaches will select an All-State team the Tuesday following the state tournament. The meeting will be held in Casper and will be run by the commissioner of that sport. The all-conference selection will be determined in accordance with the following guidelines: 1. All Conference nominations shall be submitted to the commissioner by Wednesday prior to the State Tournament. 2. The Head Coach may nominate his own players, but may not vote for them. 3. Positions selected for the All-Conference team shall be as follows: a. 3 Goal Keepers b. 6 Forwards c. 8 Midfielders d. 8 Defenders 4. Any player nominated for All Conference must have played that position sometime during the season. 5. At the selection meeting lots will be drawn to determine the order in which nominees are presented. Each coach will then, in turn, present their nominees. This will be done for each position. 6. There will be only one (1) ballot. Each head coach shall vote for 25 nominees. Coaches may not vote for their own players. Roll call voting for All Conference and All State will take place on a rotational basis by school. If there are three positions to be selected, voting will be 4-3-2-1. If there are six positions to be selected, voting will be 7-6-5-4-3-2-1. If there are eight positions to be selected, voting will be 9-8-7-6-5-4-3-2-1. Point totals will be tabulated with the highest total being First Team and all other point recipients being Second Team. 7. A press release of All Conference and All State players shall be made on the Wednesday following the State Tournament. Coaches will distribute medals to their All Conference players after the press release. k. Coaches will select a Coach of the Year by ballot, which will be voted on at the All Conference/All State meeting. l. Conference standings and tiebreaking procedures will follow WHSAA Rule 7.11.42. m. The Regional Tournament will follow WHSAA Rule 7.11.0.
