WORDS OF WELCOME The International Judo Federation is very proud to organize the 2013 edition of the World Junior Championship in Ljubljana, Slovenia. This event is the last step before moving towards the top level of the senior category. Without a doubt, the medallists in Slovenia will soon end up on the podium of our World Judo Tour events and we will follow with great interest the results of the competition and of that new generation of champions, to identify the stars of tomorrow. Marius L. VIZER IJF President The Slovenian Judo Federation just celebrated its sixtieth anniversary and already counts several World medallists and an Olympic champion, Urska Zolnir (-63kg - London 2012). The Federation led by Mr. Gabrovec and his team has already put a lot of energy and competences in the organization of the World Junior Championship. We must thank and congratulate them for this tremendous work. On behalf of the IJF and myself, I wish good luck to all of the participants and I wish them to show what is best in judo, in the respect of the rules and the traditions of our sport. Distinguished members of our World Judo Family, Slovenian Judo Federation is going to proudly host the World Junior Championship 2013 in Ljubljana, Slovenia. On behalf of our federation and all of the Slovenian Judo family, it is of great honour to invite all distinguished members of the IJF to our country for this event. Hotel reservations must be made before 10th of September 2013. Full payment must be received before 18th of September 2013 (Bank transfer account please refer to the information below). To confirm the reservation, full payment must be made before the 18th of September 2013. According to the new IJF rule enacted on the 2nd of December 2012 in Tokyo the Organizing country should not request fee penalties for countries which cannot make bank transfers but can pay in cash money upon arrival. On the other hand, they should inform well in advance the organizing country and specify the number of participants before the deadline. Possible reservations of extra rooms at the check-in will also be surcharged with 10%. NO exceptions will be made. All bank fees and bank transfer costs are to be paid by the participation federation. Cancellation fees: up to 40 days before the arrival, full refund. From 40-20 days before the arrival 50% of the payment. After the 3rd of October 2013 any cancellation of rooms or no-show will result in 100% of the charge of the hotel costs. Cancellations of the rooms cannot be made at the check-in. Injuries, visa problems or sickness are not valid reasons for cancellation of rooms. IMPORTANT: Any damages to the property of hotels or venues resulting from the stay of a national delegation shall be charged to federation and paid in full. LAND TRANSPORT The Organizer will provide free of charge transportation for the competing delegations: transfer to and from airport Joze Pucnik, Ljubljana or train station Ljubljana from/to hotel, and bus service to and from competition venue. 6. INSURANCE Each National Federation is responsible for its competitors (the control of non-pregnancy as well as the gender control are placed under the responsibility of the National Federations) and must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials, during the Ljubljana Junior Judo World Championship. The organizer of the Ljubljana Junior Judo World Championship and the IJF will not be responsible for any insurance related to the above mentioned matters. Nevertheless the National Judo Federation staging the Ljubljana Junior Judo World Championship shall take all necessary actions to provide insurance coverage against civil liability for the entire duration. The organizer of the Ljubljana Junior Judo World Championship and the IJF has no liability for any claims of injury, illness or death arising out of the participation and traveling in connection with these events. 7. DEADLINE FOR APPLICATION First Entry (entry by number): 23.08.2013 Hotel Reservation: 10.09.2013 Visa request (MUST with Passport Copies): 31.08.2013 Hotel payment: 18.09.2013 Travel information: 03.10.2013 Final Entry (entry by names): The registration must be done using the IJF online registration system at https://www.judobase.org before 2nd of October 2013, 23:59 CET! Nations missing the registration deadline will not be allowed to start. No exceptions will be made! All competitors, coaches and officials must be entered on time. After the deadline no additional delegates can be added. NOTE: It will be allowed to replace already registered coaches or officials; competitors only in the case of an injury. For any support please contact registration@ijf.org before end of of the deadline. 8. CONTROL OF ENTRIES AND ACCREDITATION The control of entries and issuing of accreditation cards will take place at the Austrian Trend Hotel on 21st of October from 12:00 AM to 21:00 PM on 22nd of October from 09:00 AM to 11:59 AM At least one team official must attend on time to confirm the entries of all athletes and officials with his/her signature. A delayed appearance or no-show at the control of entries may result in the exclusion of all participants from the draw and the event. In case of unforeseen delay of arrival the Federation must contact immediately the organizer and the IJF registration team (registration@ijf.org). An accreditation card with photograph will be issued to competitors, officials and media. This accreditation card should be carried at all times. Passports or photocopy of passports from all competitors must be available on request.

After the Control of Nations, under no condition shall refunds be given. 10. NUMBER OF PARTICIPANTS Each Country: maximum 2 (two) competitors per weight category. The composition of the delegations is maximum of 10 entries for men and maximum of 10 entries for women (total 20). Note: A. Competitor can only be entered in one weight category B. COMPETITION RULES a. Competition will be conducted in accordance with the latest IJF SOR, IJF Refereeing Rules and IJF Anti-Doping Rules. Especially refer to the New Uniform IJF Tournament System Quarterfinal (last 8 repechage). b. Weight categories: INDIVIDUALS Men: -55kg, -60kg, -66kg, -73kg, -81kg, -90kg, -100kg, +100kg Women: -44kg, -48kg, -52kg, -57kg, -63kg, -70kg, -78kg, +78kg TEAMS Men: -66 kg, -73 kg, -81 kg, -90 kg, +90kg Women: -52 kg, -57 kg, -63 kg, -70 kg, +70 kg. c. Duration of contest: MEN & WOMEN: Four (4) minutes (real time). Golden score with no time limit.

JUNIOR WORLD JUDO CHAMPIONSHIPS, LJUBLJANA 2013 12. REFEREES Referees are appointed by the IJF Refereeing Commission. 13. WEIGH-IN a. The weigh-in will be carried out in accordance with the IJF SOR, Article 16. b. The Weigh-in will be conducted on the day before Unofficial weigh-in: 18:30-19:00 Official weigh-in: 19:00-19:30 c. Weigh-in will be held in Austrian Trend Hotel, Hotel Plaza, M Hotel The weigh in time may be subject to change and National Federations will be informed after the Rio World Championships. $ 14. DRAW a. The draw will be conducted at Austrian Trend Hotel on 22nd of October 2013 at 14:00H b. Each National Federation must send a delegate to attend the Draw, a maximum of three (3) delegates per National Federation (2 officials and 1 athletes delegate) will be authorized. c. The top 8 among the entered competitors in each weight category will be seeded according to the World Ranking List. 15. JUDOGI CONTROL a. Approved judogi: Competitors should wear an IJF approved judogi supplied by one of the following manufacturers: Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, Fighting Film, Budo Sport AG, ESSIMO, MATSURU B.V. b. Judogi Control: It will be operated with a sokuteiki by IJF Education Commission prior to the contest. Judogi must have an IJF Official Label APPROVED JUDOGI with an optical code which cannot be falsified. The label will be controlled with an optical lamp. Each of the competition clothing articles (jacket, trousers and belt) must have an IJF official label. c. Reserve Judogi: The reserve judogi will be supplied only to replace any torn or blood stained judogi which may occur during a fight. d. Backnumber: Each competitor is obliged to have sewn on the back of his judogi a backnumber bearing his surname and his National Olympic Committee abbreviation. The backnumbers must be fixed horizontally and centered on the back of the judogi. They must be placed at a distance of 3cm from the bottom of the collar. The backnumber can only be ordered from www.ijfbacknumber.com or www. mybacknumber.com e. Advertising: Competitors should carry on the back of their jacket the IJF and organizer dedicated sponsors of the event. Advertising on the judogi must be in compliance with the IJF regulations. Refer to Guidance of Judogi Control Document published on 15.06.2011. f.national Emblem: Athletes can have their national emblem on the left front part of the jacket within a space of 100cm2. N.B It is the responsibility of the judoka to comply with the IJF regulation rules. 16. PARTICULAR RULES FOR WOMEN Female contestants shall wear under the jacket either, a plain white or off-white tee-shirt, with short sleeves, rather strong, long enough to be worn inside the trousers, or a plain white or off-white leotard with short sleeves. The white Tee-shirt should be round necked. No marking should be visible when the judogi is done up. All other regulations must be adhered to.

COACHING Code of behavior of the coaches as defined in the Sports and Organization Rules, Annex 4 will be strictly observed, including the Dress Code. - Coaches are not allowed to give indications to the competitors while they are fighting. - Only during the pause time (after MATTE), coaches will be permitted to give indications to their athletes. - After the pause is finished, and the fight continues (hajime), coaches will have to keep silent again. - If a coach doesn t follow these rules, he can be expelled from the competition area. - If the coaches persist with this behavior from outside the competition area, they could be penalized. 18. ANTI-DOPING CONTROL The anti-doping control will include in each category: a. the winner of the category b. one of the three other medal winners As per draw (for b) carried out in accordance with the Anti-doping Rules and the Sport and Organization Rules of the IJF. The competitors have to report to the Doping Control Station not later than 60 min after they have signed the notification form, in writing by the Physician mandated by the IJF must follow the indications leading them to the check station. In that period of 60 min, it is allowed for the athletes to take part in the awarding ceremony and to fill their commitments to the press. They are constantly accompanied by persons from the organization from the time they receive their notice until they reach the check station. A person of their choice (team doctor, coach, trainer, delegation head...) may accompany them. The draw is made during the competition before the start of the finals block. 20. AWARDS AND PRIZES (US$ 100,000) INDIVIDUALS (US$ 80,000) The organizer shall provide a certificate of participation for each participant. TRAINING FACILITIES Planning and scheduling of the training sessions will be organized taking into consideration the request made by National Federation everyday on the basis first request done first served. If you are interested in booking training please send a request for a booking sheet to the Organizer. 22. VISA The Organizer is happy to help any country with obtaining visa for athletes and officials. For nations, who need VISA to enter SLOVENIA, please send the Organizer as soon as possible (latest 31ST of August 2013 ) a list of participants according to the visa application form with full names, passport numbers, date of birth, and positions (MUST send together with scanned Passport Copies according to the relevant updated requirement of SLOVENIAN Government). 25. FUNDAMENTAL PRINCIPLE All National Federations, officials, coaches and athletes participating in the Ljubljana Junior Judo World Championship have to respect and accept the authority of the IJF officials, the Statutes, the Sports and Organization Rules, the Refereeing Rules of the International Judo Federation, as well as the IJF Antidoping Rules. According to the IJF Rules and SOR Provisions (point 23.8), individuals deemed to have acted against the IJF, its principles or purposes shall be subject to suspension or expulsion from the event and/or cancellation of their accreditation cards. 26. ATTENTION VERY IMPORTANT The competitors wearing their white judogi (no shoes) will stand behind the podium according to the following order 2,1,3,3. Every competitor having won a medal has to attend the ceremony and receive his medal in person. If a competitor is absent during the awarding ceremony for no valid reasons he will lose the right for the medal. It is strictly forbidden for competitors on the podium to bring national flags or the similar identification other than the one represented in the regular manner on their equipment. TEAMS There will be 8 teams competing in the men s competition and 8 teams in the women s competition. 2 teams = Africa 4 teams = Asia 4 teams = Europe 2 teams = Pan America 1 team = Oceania 1 team = Organizing country (Slovenia) 2 teams = IJF Wild Cards Each team will consist of 5 (five) competitors for Men as well as for Women. If any of the qualified team(s) cancel their participation, then their Continental Union has the right to nominate a reserve team(s). Each competitor is entitled to compete in his own weight category or in the next higher category. One reserve is allowed for each weight category. A team has to consist of a minimum of 3 (three) competitors. 2. CONTROL OF THE RIGHT TO COMPETE During the control (based on the Sports and Organization Rules), identity and weight category in which the competitors have been entered will be checked. 2.1 NATIONALITY Competitors must be of the same nationality as the country enters them. Proof of identity will be established by production of a passport or an official document or its copy from the country for which the competitor has been entered and then the control card will be issued for the competitor. If a competitor has more than one nationality, such competitor can only represent one country and thereafter may not represent any other country, until after a period of three (3) years has elapsed. If the two federations concerned wish so, they can ask the IJF to reduce or even to suppress this delay in conformity with the Sport and Organization Rules of the IJF and the Olympic Chart, point 42. 2.2. AGE Minimum 15 years of age as defined in the SOR 3. WEIGH-IN a. The weigh-in will be carried out in accordance with the IJF SOR, Article 16. b. The Weigh-in will be conducted on the day before the team competition, on 31st August.

Unofficial weigh-in: 18:30 to 19:00 Official weigh-in: 19:00 to 19:30 This may be subject to change and National Federations will be informed after the Rio World Championships. c. The competitors inscribed in the team lists in categories women over 70 kg and men over 90 kg competing in the individual competition women -78,+78 kg and men -100, +100kg on Saturday will not be required for the official weigh-in for the team competition on Saturday evening in case they participate in Individual Junior World Championships. d. The weigh-in will be held in the following places: Slovenian Federation to confirm 4. COMPETITION SYSTEM The method of competition will be the elimination system with a Quarter final repechage. 5. COMPOSITION OF THE TEAMS Before each round the team leader must present to the Sports Director the compositions of the team. At each round he/she has the right to replace one or several competitors by other(s) competitors of the corresponding weight category or of the next lower category (see point 1). All competitors presented for the team contest at the official bow on the mat have to compete. If one competitor does not compete the team will lose by disqualification! If one team does not arrive for a match, the other team will be declared the winner by 5-0. 6. DRAW 6.1 The draw will be held on Saturday 26th October 2013 in the competition venue before the final block. The time will be specified at the accreditation. 7. DURATION OF CONTESTS Each contest will be of four (4) minutes for both Women and Men Events (real time) and Golden Score without the time limit. 8. JUDOGI CONTROL The Judogi control will be under the supervision of the IJF. The same provisions will apply as for the individual World Junior Championships see the Regulations. 9. REFEREEING RULES Refereeing will be conducted by IJF International referees in accordance with the Refereeing Rules of the IJF. The same provisions will apply as for the individual World Junior Judo Championships see the Regulations. 10. DECISION If at the end of the contest there is not at least a difference of a Yuko or a Shido between the two competitors, the contest will continue according to Golden Score rule. The number of contests won will decide the winning team. In the case of a tight score, one category will be drawn for immediate golden score. Scores will be given as follows: a. Ippon Gachi / Sogo Gachi / Fusen Gachi / Kiken Gachi 100 points b. Waza-ari 10 points c. Yuko 1 point d. Win by Shido 0.5 point e. Win by Golden Score 0.5 point

11. ANTIDOPING CONTROL The Anti-Doping-Control will take place after the awarding ceremony. From each medal winning team two competitors, having participated in the last contest, determined by draw, will be submitted for the control. 12. ENTRY FEES National Federation will have to pay an entry fee of two hundred and fifty (250) US Dollars for each team before the event to the IJF General Treasurer. DEADLINE FOR TEAM CONFIRMATIONS The deadline for team confirmation is 23rd August 2013 jointly with the Entry Form by Number for the individual competition. The team confirmation form must be forwarded to the IJF General Secretary. The final list of a maximum 10 competitors per team will be confirmed at the control of nationality and entry of athletes for the World Junior Championships.
