IPC PRESIDENT S MESSAGE Dear Friends Here is a brief rundown on the major IPC events so far.:- World Games Cali, Columbia 2013 29 July to 5 August 2013 This was a very successful event for Canopy Piloting, with tickets for all days of competition sold out. The presentation of the event was enhanced by the use of an excellent commentating team. The combination of presentation with Paragliding Accuracy provided an interesting variation. There are always improvements that can be made, and we will have 4 years to improve presentation for the next World Games in Poland, 2018. Banja Luka 13-19 August 2013 Competitors enjoyed friendly hospitality and a congenial atmosphere at the European Championships and World Cup of FS and AE in Banja Luka. The small parachute club had prepared well, bringing in expertise where needed, and with good weather the event was completed easily within time. This experience has given the club a good background for preparing for the World Championships in Freefall Style and Accuracy Landing in 2014. Cheboksary 23 27 August 2013 Nineteen countries attended the World Cup and European championships in Cheboksary Russia, and again a friendly atmosphere prevailed among the competitors. Scoring delays and the lack of a scoreboard to show event progress both contributed to a less than optimal use of the generally good weather that prevailed, and little understanding of event progress and competitor ranking. As time for the closing ceremony passed, and results were still being compiled, competitors were transported back to the Hotel where a grand presentation night was interspersed into the evening s entertainment. During the course of the presentation, I promised that IPC would review the Freefall Style and Accuracy Landing rules and procedures so that long delays in getting results were eliminated at future events. Kolomna, 26 31 August 2013 The World Cup and European Championships in Canopy Piloting in Kolomna was off to a quick start with the use of the T410 aircraft, for the 80 competitors from 19 nations. The use of social media by some of the participants ensured that unofficial scores were quickly available, as the scoring system did not include an electronic scoreboard and official scores were slow to come out. This is not a reflection on the excellent judging team, but a pointer towards the need for IPC to ensure that scoring systems that can quickly present results to the public and competitors are in use. During the final round (Zone Accuracy) with a few hours and two days left, weather interrupted the event. The weather cleared on the final day, but over limit winds and rain prevented completion of the final round, so medals and the $15,000 in cash prizes were awarded on the basis of an 8 round event. IPC Plenary Review The events above bring to an end the First Category program for 2013. I will be looking forward to the reviews by the IPC Competition committees in the lead up to the next Plenary meeting, so that IPC can bring its competitions even more into line with the IPC Strategic Plan of providing dynamic and attractive events, with instant scoring, and a format that is easily understood. Coming events The focus is now moving towards Asia and the Middle East. China will be next to provide major events. The Asiania Championships will be held from Oct 3 to 13 at Wuhan City, Hubei Province, and will be immediately followed by the CISM Military Parachute Championships at Qionglai City, from 14 to 25 October. A bulletin is already on the FAI web site for the 4 th Dubai International Parachute Championships. Over $400,000 in prize money is on offer. FAI General Conference This will take place in Kuala Lumpur 1-5 October. The ASC President s meeting with the EB will take place in the lead up, followed by the CASI (General Air Sports Commission) Meeting, where changes to the General Section of the Sporting Code will be considered. Following the resignation of Secretary-General Jean-Marc Badan, with effect from 30 November 2013, FAI President Grubbstrom has signalled a major review of the FAI goals, structure and priorities, including the role of the Secretary- General and office staff. This is a welcome statement from the FAI President, and we can look forward with anticipation to the adoption of concepts and ideas that can assist other air sports and the NAC members to achieve their strategic objectives within the FAI family. Submissions have already been delivered recently to the Executive Board from the IPC Bureau, including the establishment of an FAI Finance Expert Team and an ASC autonomy working group. On a personal note, I wish Jean-Marc all the best in whatever course he chooses after FAI. I trust that he will recover well from any health concerns he may developed and that he can enjoy a life with less stress. RIP I am sad to report that Barry McAuley died on August 30, 2013 having suffered from leiomyosarcoma cancer for quite some time. Barry had been Alternate Delegate for Canada for 20 years and an FAI Judge for almost 30 years. His contributions to our sport have been enormous and he will be sadly missed by all those who knew him. I am also sad to report the death of Harro Trempenau in a plane crash in Kenya on July 25, 2013. Harro had been the Delegate for Kenya and a Chair of the T&S Committee. He was also well known for organising the annual Kenya boogies by the Indian Ocean. He too will be sadly missed by all those who knew him. IPETA Work is progressing on establishing a professional CP tour. A positive response has been received to a proposal to a suitable tournament host and work continues on establishing tour details in consultation with the Canopy Piloting Competition Committee. At the same time, transfer of ownership of the IPETA company to FAI is complete apart from the regulatory formalities. Control of the company is vested in IPC, with the appointment of 5 of the 7 directors, while the FAI EB will appoint two. There will be an interim period in the lead up to the next Plenary, during which the IPC Bureau may appoint interim Directors should the need arise. It will be important to make sure the tour structure and plans are well in place before starting the first tour event of this very exciting professional tour, owned by the jumpers through FAI/IPC and not by a commercial promoter. 2. FAI NEWS Dear FAI News Readers, All the web services including the FAI website, the IGC Ranking List and the IPC Safety Tool were moved to a new FAI managed server on Wednesday. This is an important step in the implementation of the FAI IT service centre which aims at offering server space to Air Sports Commissions and Event Organisers. Other on-going IT projects FAI Sporting Licences Database The FAI is about to start the test phase of the new FAI Sporting Licences management applications together with a few selected FAI Members.

FAI Database All the Head Office database applications including record and membership management are being renewed. This project will last until Spring 2014. It is the biggest single IT project in the FAI history. The global objective is to simplify the database structure, renew the tools used by the Head Office staff and give the possibility to create new online services like self-registration for competitors and allow FAI Members to update information. TECHNICAL & SAFETY MATTERS From the 2011 Safety Report The slide, on right, from the 2011 Safety Report Presentation, shows the three largest groupings of fatalities, of the 52 reported for the year 2011 Fatalities Largest Groups 1 Fast Canopies 15-29% of 52 2 Canopy Collisions Entanglements after opening 11-21% of 52 3 No or low Main Activation 7 13% of 52 IPC Delegates are asked to assist in ensuring that their countries respond to the 2012 Safety Survey, the form for which has been sent to all Technical and Safety Officers. An Information Notice 5/2013 WN47, regarding Main Riser Locking Loop Wear on Velocity systems, has been published and sent to T&S Officers. It is also on the IPC web site.

5. PLENARY MEETING 2014 ITEMS FOR THE AGENDA The 2014 IPC Plenary Meeting will take place in Vienna, Austria, on 1 st and 2 nd February 2014. Full details will be sent to Delegates at a later date, and these details will also be available on the web site. They will also be available on the web site set up by the hosts at www.ipc2014.net Please note that the venue, the hotel, has been changed, due to renovations at the original hotel. The venue will now be the Hotel Bosei, Gutheil-Schoder-Gasse 7B, 1100 Vienna, Austria. The Extended Bureau Meeting will take place on Tuesday 28 th January and the Open Meetings will commence on Wednesday 29 th January. Please note that the latest date for receipt of items for inclusion in the agenda is 3 rd December 2013 (60 days before the Plenary Meeting, as per IPC Internal Regulations 3.7.3 Proposals) 3.7.3 Proposals Proposals or other items for discussion may only be included in the Agenda if submitted in writing to the IPC President or IPC Recording Secretary no later than 60 days before the date of the meeting by: (1) An FAI Member, signed by the President and/or Secretary thereof. Bureau Decision - The IPC Bureau 05 July 2013 2013/14/07 Subject - Bureau approval of Bulletin #2, 7th FAI World Cup of Canopy Piloting and 3rd FAI European Canopy Piloting Championships, to be held at Kolomna, Russia, 23 August 01 September 2013. Details Bulletin #2, having been approved by the Chief Judge, FAI Controller and Chair of the Canopy Piloting Committee, had been sent to the Bureau for approval. 24 July 2013 2013/15/07 Subject - Bureau approval of Bulletin # 2, 9th FAI European Artistic Events Parachuting Championships, 12th FAI European Formation Skydiving Championships, 10th FAI World Cup of Artistic Events and19th FAI World Cup of Formation Skydiving, to be held at Banja Luka, Bosnia and Herzegovina, 13 th 19 th August 2013. Details - Bulletin #2 was submitted to the IPC Bureau, by 1 st Vice president Gillian Rayner who had overseen the Bulletin s completion, for approval. 21 Aug. 2013 2013/16/08 Subject - Return of Deposit and reimbursement of overpayment of Sanction Fees - 19 th FAI World Cup in Formation Skydiving, 12 th FAI European Formation Skydiving Championships, 10 th FAI World Cup in Artistic Events, 9 th FAI European Championships in Artistic Bureau Decision - The IPC Bureau the Organiser, the return of the application fee and the return of the overpayment of the Sanction Fee for

Events, held at Banja Luka, Bosnia and Herzegovina, 13 th 18 th August 2013. Details - The Jury for the event reported that all contractual commitments had been met by the Organiser. The Jury verified and approved the final results, as per GS 4.3.2.7.2, and confirmed that the event had been conducted in accordance with the Sporting Code and the rules for the events, as per SC5 4.7.2 (6). 05 Sept. 2013 2013/17/09 Subject - Return of Deposit - 13 th FAI World Cup & 7 th FAI European Championships in Freefall Style & Accuracy Landing, 1 st FAI Junior World Cup & 4 th FAI Junior European Championships in Freefall Style & Accuracy Landing, Held at Cheboksary, Russia, 23 26 August 2013. Details - The Jury for the event reported - 1. In our opinion the FCE has been conducted in accordance with the Sporting Code and the relevant Competition Rules. 2. In our opinion, the Organiser has not met all contractual commitments, due to late Provisional Sanction Fee payment note below*. 3. All protests have/have not been dealt with and all Jury reports have been made public. 4. The final results have been verified and are valid. *Late Provisional Sanction Fee Payment. The Provisional Sanction Fee was due to be paid on 15 August 2013. Payment was delayed and the Provisional Sanction Fee was paid by the Organiser s bank on 22 August, arrived at the FAI/IPC bank account on 23 August and receipt was acknowledged by FAI on 23 August 2013. 08 Sept. 2013 2013/18/09 Subject - Return of Deposit 7 th FAI World Cup & 3 rd FAI European Championships in Canopy Piloting, held at Kolomna, Russia, 27 th August - 1 st September 2013. Details - The Final Jury Report for the event was positive, as follows:- 1. In our opinion the FCE has been conducted from start to end in accordance with the Sporting Code and the relevant Competition Rules. 2. In our opinion and according to information provided by the FAI Controller, Henny Wiggers, the Organiser has met all contractual commitments prior to the start of the event and at the end of the event. 3. There were NO protests to be dealt with. All Jury reports have been made public. 4. The final results have been presented by the Chief Judge, Anders Berggren, to the Jury, they have been verified and have been declared to be valid. 09 Sept. 2013 2013/19/09 Subject - Approval of Bulletin from the Austrian Aero- Club, re hosting of the 65 th IPC Plenary Meeting, 2014, in Vienna Details - The Austrian Aero-Club, through the IPC Austrian Delegate, Johannes Gritsch, forwarded the Bulletin for the 2014 Plenary Meeting, to be held in Vienna, Austria, 01 02 February 2014, to the IPC Bureau for approval. The venue had been changed to the Hotel Bosei, as the original hotel had become unavailable, due to refurbishment work to be undertaken. 21 people (there had been a prepayment for 258 and 237 participated in the event). the Organiser., in light of the positive Jury Report, the Organiser. approved the change of venue and the release of the Bulletin.
