STATE LEAGUE DELEGATE S MEETING MINUTES 6:30-8:30pm, 24 January 2018 STATE VOLLEYBALL CENTRE Welcome Meeting Commenced: 6:34pm Attendance Ally Babbage (Eastside Hawks Women s), Barry Maguire, Bethany Major, John Dal Santo (Monash University), Chris Gordon, David Fuller (Croydon), David Berry (Phantoms), Jess Sanders, Tom Saario (South Gippsland), Kevin Nguyen (Mazenod), Mark Robertson (Eastside Hawks Men s), Mat Selleck (Dandenong), Mick Stevens (Yarra Ranges), Nic Ryan (Heidelberg) Apologies Brian Scott (Latrobe Valley), Janelle Cooley (Bluebelles), Michael Skalova, Phil De Salvo (McKinnon Volley), Nicole De Weerd (Mornington) Absentees Melbourne University Renegades, Southern Cross Cobras, Victoria University Review of 2017 season Survey results o The result of the review survey was outlined with the main concerns being: Provision of spectator seating Timely release of Fixture Ongoing Referee development across the entire competition Timely release and amendments to Finals fixture Feedback from 2017 season o Feedback by delegates regarding 2017 season, issues noted were: Clarification of Junior finals; timed or best of, provision of duty referee, and player qualification Referee allocations for regional matches must be given the same importance as metropolitan matches For matches held away from the State Volleyball Centre there must to be a stadium contact list to avoid issues from last season where it was not clear who was in charge when issues presented themselves Fixture requests in Finals o As a result of issues experienced in 2017, Volleyball Victoria will not take fixture requests for finals unless all impacted teams agree o Volleyball Victoria plans to release a template for all final times so teams can plan well in advance Minutes - Delegates Meeting 24 Jan, 2018 Page 1 of 5
Competition (Presentation & Promotion) Club home games & expectations o Volleyball Victoria encourage clubs to host home games if they meet the basic venue requirements o Games can be utilized to build community support and fundraising o Clubs will need to give Volleyball Victoria as much time as possible to fixture a home game on a requested date Feature Rounds o Proposed feature rounds were presented to the delegates and it was accepted that volleyball should continue to support initiatives and important community causes o The current proposals are: ANZAC Day Round held Round 4 or 5 (21 or 28/4) Pink Round held Round 7 (12/5/2018) Beyondblue held Round 11 (16/6/2018) Step Back Think held Round 15 (21/7/2018) o It was also requested that State League supports the following causes: Youth groups or causes Pride project o The proposed rounds will be taken to the Board for ratification and announced after that time Division 2 and 3 o A discussion was held around updating by-laws to ensure clubs have an even distribution of teams between division 2 and 3 (e.g. instead of 3 teams in division 2 and 1 in division 3 it would be 2 and 2) o Clubs would require advice as soon as practical o Discussion was held around possible conditions, e.g. a club must enter at least 1 team in Division 3, before entering a second team in Division 2 or clubs would be allowed 2 teams in a division up until 15 team entries then it would be capped o It was agreed that 17 teams in division 2 was too many but also that there is no hard and fast rule that can be implemented as teams and players change every year o A common-sense approach will be taken by Volleyball Victoria when it comes to multiple club team entries in division 2 and 3 o Clubs are encouraged to review all teams as soon as possible to ensure they are entered the correct division Minutes - Delegates Meeting 24 Jan, 2018 Page 2 of 5
Regional travel & Horsham double-header o Regional travel was accepted by all delegates as part of State League o It is envisaged that longer travel to places such as Mildura or Horsham would be on a rotating basis o Phantoms proposed that the match to be held in Horsham during Round 9 would be a double-header held on the Saturday afternoon and Sunday morning. All delegates accepted this proposal as long as there was enough notice given to the club that will be travelling. Oakleigh Recreation Centre o Monash City Council have asked for expressions of interest to access Oakleigh Recreation Centre. This has been advised to State League clubs. o Submissions must be made via Volleyball Victoria with submissions closing 2:00pm, Friday 23 February o Requirements and how to apply will be sent to State League clubs Volleyball Victoria 2018 Membership o All clubs are encouraged to renew memberships (2017 memberships end 31 March) as early as possible o As per last season Full U19 and Full Adult memberships are required for State League Junior State League Coaches Play by the Rules o Child safe standards that have been tightened so for 2018 it was decided that all State League Coaches will be required to complete all Play by the Rules modules regarding child safety and bullying o The exact child safe requirements will be clarified and sent to State League clubs but it was discussed that anyone that is not the same level as a junior player needs a Working with Children s check. o It was also noted that it was requested last year that teams seek permission to film matches from the opposition if junior players are on court. It will be clarified if this is a request from clubs or a rule of the competition Coach and Referee Accreditation o All coaching and referee accreditation is being overhauled by Volleyball Australia o It has been noted that experienced coaches or referees may no longer be properly accredited. o If you would like this to be checked please email our development coordinator who will be doing bulk checks through Volleyball Australia Minutes - Delegates Meeting 24 Jan, 2018 Page 3 of 5
Regional Competitions What period would attract the most entries from State League Clubs? Would you support a series across the regional tournaments? o These issues were discussed by delegates with the outcomes being that post-season is the preferred time for competitions and that a series is a great concept and would be supported depending on the format Proposals for 2018 Season Accepted proposals for 2018 season o Two proposals for the 2018 season were received and supported by the Board on the recommendation of the Volleyball Victoria office o The two proposals were that Phantoms will enter a Premier Women's side and Monash will have two Men s Reserves teams with strict guidelines in place o These guidelines can be found on the State League website o Dandenong Volleyball Club also provided feedback in regard the second Monash Reserves team and this was discussed as well as previously addressed via email by Geoff Rietschel. This email has been provided to all State League clubs o It was also noted that strategies need to be put in place to assist smaller clubs as they develop General Business Junior Competition o Discussion was around whether the initiatives for 2017 will stay the same with things such as no duties and the same start times across the board o At this stage there won t be major changes for the upcoming season but further discussions will be had with Club Delegates from teams that competed in the 2017 Junior State League Procedures around forfeits o Procedures around penalties for forfeits without notice was discussed o The consensus was that forfeits needed to occur from the bottom team up but the penalty could apply to the top team o There was no agreement in regard what the penalty should be at this stage so the by-laws will be reviewed and updated as required U17 players o The issue of U17 players playing multiple games over the day was discussed o The logic of the by-law needs to be further discussed and updated if required Minutes - Delegates Meeting 24 Jan, 2018 Page 4 of 5
Sports Trainer o Delegates outlined their concern in regard the lack of a sports trainer on match days o It was noted that basic first aid was not suitable for the possible injuries that occur o Volleyball Victoria will review and look to appoint a sports trainer if required Closure and date of next meeting Meeting Closed: 8:47pm The next meeting will be held before the season begins with the date to be sent out as soon as possible Minutes - Delegates Meeting 24 Jan, 2018 Page 5 of 5
