General information regarding policies and procedures can be obtained in the Recreational Sports office, located at the Student Life Center, Room 1201 or online at www.cortland.edu/recsports. REGISTRATION: Captains must submit completed entry forms online via the Event Registration & Free Agents page on the Intramural Sports website by Tuesday, September 19 th no later than 3:00 p.m. Additionally, at least one listed member of each team must attend the mandatory captain s meeting on Tuesday, September 19 th at 3 p.m. in the Student Life Center, Room 1104. Teams who do not send a representative to attend this meeting must pay a $15.00 fee before they are scheduled for competition. COMPETITION: All players must present a current, valid SUNY Cortland Photo I.D. card prior to each game in order to participate. Competition will be offered for men and women on two levels: All-School (highly competitive) and Recreational (just for fun). Recreational Sports reserves the right to move a team up to the All-School division if their performance against other teams indicates that they are an All-School caliber team. ROSTER: A minimum of 5 and a maximum of 10 players will be allowed on the roster. Individuals may participate on more than one team according to the one-night waiver rule (see below). The Drop/Add deadline for this league is Monday, October 23 rd. ELIGIBILITY: Certain restrictions apply to members of the men s and women s varsity and club ice hockey teams, varsity and club field hockey teams, and the roller hockey club. Floor Hockey teams may have no more than two students who are listed members of the aforementioned teams. Those individuals may be in any combination (i.e. 1 ice hockey club member and 1 roller hockey club member, etc.). However, teams that have two of these individuals in any combination are required to play in the All-School division. Teams that only have one of these individuals will not be required to play in the All-School division, but may choose to do so. ONE-NIGHT WAIVERS: Team captains can elect to add any eligible SUNY Cortland student, faculty or staff member to their team immediately prior to the start of any league game, regardless of their roster status with the team or any other team in the league. Team captains must work with the individual to complete the waiver request form and the individual must present a current, valid SUNY Cortland photo I.D. card prior to participation. The following restrictions apply: Only one non-roster individual may be added to a team per night. That individual may participate in all scheduled games for that team on the night the waiver is completed. Each individual may only participate on one additional team per night of competition. One-night waivers do not affect the roster status of the individual. Captains who wish to make changes to their rosters must still do so using the regular drop/add procedure. Teams may only add players if existing team members are not present at game time OR if a team has empty spots on their roster (of the required gender, where applicable). Once a game has started, all late players may only sign in if the maximum number of players allowed on the roster (and/or gender, where applicable) has not been reached. Players must be in compliance with all existing eligibility restrictions in order to be added to a team. Players are only allowed to use one-night waivers during the designated drop/add period. At the conclusion of the drop/add period, individuals will be locked onto whatever roster they are listed on. A legal uniform consists of numbered T-shirts or jerseys. Numbers on the front of the shirt must be at least 4 high. Numbers on the back of the shirt must be at least 6 high. Numbers may only be screen printed or ironed onto the shirt. Each member must have a different number. Team members must wear the same color shirt. If you choose not to purchase jerseys or if you are waiting for your order, a limited number of jerseys are available for rent at $1.00 each per day at the Equipment Checkout Desk in the Student Life Center. NO REFUNDS on jerseys, for forfeits or any other reason. EQUIPMENT: All floor hockey equipment (sticks, pucks, goalie pads, a blocker, helmets, a chest protector) will be provided by Recreational Sports. Individuals may choose to use their own equipment, including sticks and helmets, provided that they meet the required specifications described in the rules section of this packet. AWARDS: Championship T-shirts will be provided for the winners of the men s and women s All-School and Recreational divisions. SCHEDULES: Teams will only be officially scheduled to play in one game per week. If teams wish to participate in additional games, there are two options available: using the open games feature on the Event Registration and Free Agents page; or following the instructions in the opt-in emails captains receive every Tuesday during the regular season. Each option will be explained in further detail at the captain s meeting. Schedules are posted on Fridays by 2:00 p.m. on the Intramural Sports website online at www.cortland.edu/imts. Participants will also receive a reminder email on the business day prior to each scheduled game, when possible. These reminders are a courtesy, and participants should not rely on the reminder emails as the first notification of a scheduled game. It is solely the responsibility of the participants to find out when they are scheduled to compete. The schedule will consist of several weeks of round-robin play, followed (in most cases) by a single-elimination tournament for each level of competition to determine champions. All teams that maintain at least a 2.5 overall sportsmanship rating average during the regular season (see below) and that have played the minimum number of games required will qualify for playoffs. For this league, the minimum number of games to be played in order to qualify for post-season competition is 4. ASSUMPTION OF RISK: Inherent risks are associated with every recreational activity. Participants assume these risks when they agree to participate. All participants are strongly advised to secure health insurance coverage and to visit their physician for a physical examination prior to registration or participation. SPORTSMANSHIP RATING SYSTEM: At the conclusion of each contest, the officials and scorekeeper will assign a score to each team based on the behavior, actions, and attitudes exhibited during the course of play. In all cases, Intramural Sports Supervisors and the Intramural Sports staff may provide input which could raise or lower an assigned rating. Captains must acknowledge their team s rating by signing the score sheet before exiting the contest venue. Teams may also view their sportsmanship ratings in the intramural sports office during regular business hours or online by visiting the Team Schedules page on the intramural sports website. Behavior before, during, and after an intramural contest will be factored into each team s rating. It is the responsibility of the team captain to inform his/her teammates and spectators about the rating system. Ratings will be given in whole numbers on a scale of 0-4. Teams must maintain a minimum 2.5 rating in order to qualify for post-season competition. Teams must also maintain this rating during playoffs in order to advance. FORFEIT/CANCELLATION POLICY: Cancellations and forfeits are considered events. Any combination of 2 events shall result in the cancellation of all future scheduled games and immediate removal of a team from the league. Rescheduling for this activity will not be allowed. If teams wish to cancel a scheduled game they must provide at least 24 hours business notice (i.e., by 5 p.m. on the weekday prior to the scheduled competition) to the intramural sports office in person or via email/voicemail. The cancellation will be counted as the team s first event, no fine will be issued, and the team will remain eligible for continued participation in the league.

Participation in this league is free of charge. However, by registering for this league, team captains must understand that a fine will be assessed to his/her account following the forfeiture of an intramural sports contest without following the cancellation procedure described above. The amount of the fine shall be equal to the wages paid to our intramural employees for the time of the forfeited game. For this league, the fine is $31.00. Fines are mandatory and shall be enforced by way of putting the team captain s records on hold until the fee is paid. Forfeit fines can be paid by cash or check only in the Recreational Sports office in Room 1201 of the Student Life Center. Upon payment, teams will be given the option of continuing to participate in the league or removing their team from further competition. Should the team elect the continue participating in the league, the team captain assumes the risk for an additional fine if his/her team forfeits again. For teams who do wish to continue in the league, the forfeit fine must be paid by 1:00 p.m. on the day before the next scheduled game, or that game will be offered to other teams and your team will be dropped from further competition until the forfeit fine has been paid. Teams paying forfeit fines after 1 p.m. on Thursdays will not be guaranteed a scheduled competition during the following week of play. During playoffs, forfeit fines will not be assessed to teams who are scheduled for games outside of their indicated team availability. Lastly, teams who wish to request to not be scheduled on one or more specific days to avoid known conflicts must submit the request to Recreational Sports by Wednesday of the week before the date of the request. Please keep in mind that our weekly schedules run from Monday through the following Sunday. Recreational Sports will accommodate all requests received in a timely manner, but we respectfully ask that teams keep their availability up to date. Changes to team availability may be made in the Recreational Sports office during regular business hours. GRACE PERIOD: Please note that game time is forfeit time. However, in an effort to reduce the number of forfeited competitions and to accommodate the busy schedules of our students, Recreational Sports will be implementing the following policy for weekly scheduled league competitions: If the minimum number of participants are not present and ready to participate at the time of their scheduled competition, the game clock will be started and the late team will be given a 3-minute grace period to arrive. Of course, all team members must then check in with the scorekeeper and the captains meeting must be held before play can begin. The game clock shall not stop during this process and extra time shall not be added to the game clock to make up for lost time. If the minimum number of participants has still not arrived by the end of the 3-minute grace period, the contest shall be declared a forfeit and the aforementioned forfeit fine will be assessed to the team captain. Recreational Sports respectfully asks that teams do not take advantage of this grace period and instead arrive at least 5 minutes before the scheduled time of competition.

SUNY Cortland Intramural Sports Floor Hockey Rules RULE 1 - THE GAME 1. The game shall be played by two teams of five players each. The playing team shall consist of a goalie and four other players. Each team must have a minimum of a goalie and three other players to start and continue a game. RULE 2 - THE PLAYING AREA 1. The floor is divided into an attacking zone and a defensive zone by a center line. Goals may be scored from either zone. Each team is required to keep at least one player in the defensive half of the court at all times. However, goaltenders may be counted toward this requirement. If a team does not keep at least one player in the defensive half at all times, the team is considered to be off-side, which would result in a face-off occurring at the designated spot on the offending team s half of the court. 2. Extra players must remain in the designated substitution area. 3. Substitution shall be allowed on the fly providing a substitution does not result in any advantage for the substituting team. 4. The penalty box area will also be specifically designated. Only players who are serving penalties may be in this area. RULE 3 - SCORING AND TIMING 1. A goal is scored when the entire puck crosses the goal line and the officials verify that a goal has been scored. All goals are worth one point. Goals will not be counted: a. If the goal has been scored off a stick that is raised above waist level at the time the puck is contacted. b. If the puck is kicked across the goal line. c. If the puck is batted in with the hand. d. If a player from the offensive team is in the goal crease at the time the puck crosses the goal line. 2. The game shall consist of three periods of 10 minutes each. a. There shall be a 2-minute break between periods. b. Play shall be running time, except for the final 2 minutes of the third period when the clock will be stopped each time the whistle blows. c. During the regular season, games that end in a tie will be recorded as a tie. During play-offs, if a game is completed with a tied score there will be consecutive 3-minute sudden-death overtime periods until one team scores a goal. d. Each team is entitled to 2 timeouts per game (one minute in length). They may be used at any time. During playoffs, each team is entitled to one time-out per overtime period. For any period of play, unused timeouts do not carry over into successive periods. 3. Mercy Rule: a. Automatic: None b. Elective: Team is trailing by 10+ goals at any point in the 3 rd period. c. For more information regarding automatic/elective forfeits, please visit the Policies and Procedures page on the Intramural Sports website. RULE 4 FACEOFF 1. A faceoff shall be utilized to begin each period and to resume play after the game has been stopped. a. Face-offs will begin with the ball being dropped by the official at the designated face-off location. Both players must have their sticks in contact with the ground until the ball is dropped. The first

contact with the ball must be made by a stick (i.e. it cannot be kicked or touched otherwise until it has contacted a stick). b. At the beginning of each period and following scores, the faceoff shall be at mid-court. In addition, if an official inadvertently blows a whistle, play shall be halted and resumed by a faceoff at midcourt. c. Following penalties, faceoffs should occur in the defensive half of the offending team. d. Others shall be at or near the normal locations of faceoff circles for ice hockey. e. No movement on faceoffs can occur until after the puck has been dropped. f. All players must be to the side of or behind the teammate facing off. EXCEPTION: If the faceoff is in the offensive end, the team s defensive player (typically the goalie) must remain beyond the midline (in the defensive zone). RULE 5 - PUCK MOVEMENT, ADVANCEMENT AND SHOOTING 1. The puck may be advanced by use of the stick or by kicking it. Additionally: a. The hands may be used to stop an airborne puck which must be dropped immediately with no advancement or directional placement. b. The hands may also be used to bat or redirect an airborne puck by any player in any position on the court provided the hand does not close on the puck. c. Shots may be taken only by shooting or deflection with the stick when said stick is being held below the waist. Shots which bounce off a player and into a goal shall be legal scores, as long as the contact with the person is accidental. 2. When the goalie catches the puck, he/she may hold it no longer than 2 seconds to have it remain in play. If the puck is held longer than 2 seconds, a faceoff shall be called to the side of the net where the stoppage occurred. a. After catching the puck the goalie may keep play alive by throwing the puck to either side of his goal, but not forward toward the opposing goal. Or the goalie may drop the puck to the floor and hit it in any direction with the goalie s stick. b. A goalie can freeze the puck only when he/she is in the goal crease or if his/her body maintains contact with the goal crease. Any stoppage of play by the goalie while he/she is outside of the zone may be called as delay of game and the goalie shall be penalized accordingly. c. Goalies are subject to all penalties, which are to be served by a teammate except when the goalie is the recipient of a major penalty. d. There shall be no two-line pass, icing, or traditional offside violations (in this case, offside refers to the ice hockey rule in which the puck must enter the offensive zone prior to any offensive player). 3. An automatic goal shall be awarded if a defensive player (including the goalie) throws a stick to prevent a shot puck from entering an open net. NOTE: A penalty shot shall be awarded to a player who, in the judgment of the official, had a clear opportunity to score a goal and was prevented from doing so by an opponent tripping, throwing a stick, holding etc. 4. A Penalty Shot Explained: All players except the goalie and the player attempting the shot shall move to the opposite half of the floor. The puck shall be placed at the designated penalty shot spot with the shooter being permitted one shot on goal without an attack on the goalie. If the puck is moved from the line prior to the shot, a faceoff shall be called by the officials. When the shot is taken, play shall immediately be live and all players may return to the action. NOTE: For a penalty shot to be legal, it must travel forward towards the goal at the point of contact. RULE 6 - FOULS AND PENALTIES 1. Violations: all violations will be enforced by immediately stopping play (exception: delayed offside see explanation below), moving the puck to the appropriate restart position, and having a faceoff. Violations include, but are not limited to: a. Hand pass passing the puck directly to a teammate with your hand. Players may catch an airborne puck as long as they drop it directly to the floor

b. Playing the puck while kneeling/laying on the court the puck may only be played by a player who has two feet on the ground. c. Kicking the puck into the goal the puck may not be kicked directly into the goal. However, the puck may be played with the foot to another player. d. Offensive player entering the goal crease at no time should any offensive player have any part of his/her body break the plane of the crease. Defensive players are allowed to be in the crease. e. Goalie possessing the puck outside of the goal crease the goalie may not gain possession of the puck outside of the crease unless part of hi/her body is touching a portion of the crease. Likewise, a goalie may not gain possession of the puck inside the crease, bring the puck outside of the crease, then intentionally bring the puck back into the crease without another player first touching the puck. f. Offside at all times (excluding the opening faceoff), each team must keep at least one player (the goalie may count toward this requirement) in the defensive half of the court. i. If the team that is offside is also in possession of the puck, offside shall be whistled immediately and the ensuing faceoff shall be administered in the defensive half of the court of the offending team. ii. If the team that is offside is not in possession of the puck at the time a player is found to be offside, the official shall signal a delayed offside call and the offending team will have the opportunity to get back onside without penalty. If the offending team does not return a player to the onside position before his/her team gains possession of the puck, offside shall be whistled and the ensuing faceoff shall be administered in the defensive half of the court of the offending team 2. Minor Penalties: all minor penalties will be enforced by stopping play, administering the appropriate penalty, moving the puck to the appropriate restart position, and having a faceoff. In cases where the offended team maintains possession of the puck, play shall only be whistled dead when the offending team gains possession of the puck or the advantage for the offended team has been lost. All minor penalties are 2-minute releasable penalties. Minor penalties include, but are not limited to: a. Too many players on the floor having more than the legal number of players on the floor. This penalty may be served by any member of the offending team. b. Interference checking or making intentional contact with an opponent who is not in possession of the puck in an effort to impede them from getting to the puck c. Playing with a broken stick broken sticks must be dropped immediately d. Boarding ramming an opponent into a board, wall, or boundary, whether or not they have the puck e. Tripping using or attempting to use any part of your body or stick to cause an opponent to fall f. Holding grabbing an opponent or an opponent s stick/jersey with your hand, arm, or leg to gain an advantage g. Elbowing/Kicking/Kneeing hitting or attempting to hit an opponent with an elbow/leg/knee h. Roughing excessive body contact with another player i. Delay of game any action that hinders the completion of the game under its normal time. Delay of Game penalties will also be issued to players who shoot the ball out of the playing area while in their own defensive half of the court. j. Hooking using the stick to slow an opponent, usually from behind. When only the sticks come in contact, NO penalty shall be called. k. High sticking raising the stick above the waist at any point during play, including the backswing and the shot. Raising the stick of another player above their waist is also a penalty. l. Dangerous play/sliding no player shall intentionally leave his/her feet to stop a play or the puck. 3. A NOTE ON HIGH-STICKS: A player is responsible for his/her stick at all times. During live-game play, high sticking penalties may be called if the stick is lifted above the waist AND the infraction occurs within one stick length of the nearest opponent, regardless of whether or not contact is made with the opponent. Any contact of the player s stick with an opponent constitutes a high-sticking penalty. A delay of game penalty may also be issued to an opponent if, in the opinion of the referee, he/she intentionally makes contact with a player s high stick. It should also be noted that in most cases, while sticks may be brought above the waist without penalty, penalties will be issued for acts that are considered dangerous or excessive in nature (i.e., exaggerated follow-throughs, swinging a stick above the head, etc) regardless of the situation surrounding the dangerous act.

4. Major Penalties: any of the previously mentioned minor penalties may become major penalties if, in the discretion of the official, they were executed with intent to instigate or to injure another player. All major penalties shall result in an immediate ejection of the offending player, and the administration of a 5-minute non-releasable penalty to be served by any remaining member of the offending team. Additional acts that will result in the assessment of a major penalty if committed with intent to injure include, but are not limited to: a. Personal misconduct disrespect to an official, excessive profanity, abuse of the facility/equipment, etc. b. Spearing/Butt-Ending intentionally stabbing the blade or end of the stick at an opponent c. Cross Checking thrusting the shaft of the stick across an opponent with no part of the stick on the floor d. Slashing hitting or attempting to hit your opponent with your stick in a chopping/swinging motion e. Fighting any acts of aggressive or physical violence towards another player or official RULE 7 EQUIPMENT 1. Sneakers must be worn by all players. Please carry your sneakers to the gym so that the soles of the sneakers are clean. 2. It is recommended that sweat pants or other loose pants be worn, and all players must wear uniforms. Gloves and possibly shin guards are highly recommended. 3. Goalies shall be allowed to wear a regular glove or a blocker glove made for street hockey on their stick hand. Ice hockey gloves/blockers are not permitted. Blocker gloves may be provided for use by Recreational Sports. On the catching hand, or non-dominant hand, the goalie may wear a baseball or softball glove, not to be provided by the Recreational Sports Office. Goalies must wear the following protective equipment, all to be provided by the Recreational Sports Office: helmet with mask AND throat guard attached, chest protector and leg pads. 4. Any personal stick made of any material may be used so long as it is in good playing condition (i.e., free of defects). Recreational Sports is not responsible for any damage that occurs to personal sticks during intramural play. Players are advised to use their personal equipment at their own risk. 5. All players must wear a fastened helmet with mask attached. The Recreational Sports Office will provide all players with helmets; HOWEVER, the burden of reporting a faulty helmet rests with the player. Any players using a helmet without an attached mask or without the helmet securely fastened will be immediately disqualified from the game. Personal helmets (hockey or lacrosse) may be utilized as long as they have a fully attached face mask and a chin strap that can be fastened.
