NORTHERN NSW FOOTBALL AMPCONTROL HERITAGE CUP REGULATIONS 1. NAME OF CUP The Cup shall be called the Ampcontrol Heritage Cup. 2. COMPETITION DATES The competition will be conducted on the weekend of 9 th, 10 th and 11 th March. 3. MATCH OFFICIAL FEES Not applicable. Sponsorship covers all match official fees. 4. MANAGEMENT OF THE COMPETITION The management of the competition shall be the responsibility of Northern NSW Football (NNSWF). NNSWF shall have the power to formulate the Rules of the Competition and to alter or add to these rules at any time, where deemed necessary. Clubs shall be bound by the competition regulations. NNSWF has the power to take such action and impose such penalties as it deems necessary for any matters not specifically mentioned in these regulations. 5. ELIGIBLE CLUBS The competition is open to senior men s Clubs that have been established for a minimum of 100 continuous years and: 5.1. Being Members of NNSWF Premier Competitions; 5.2. Being Members of a NNSWF Zone Competitions; 5.3. Clubs will be permitted to enter only one team per Club and 5.4. NNSWF reserves the right to offer a special Club invitation if deemed appropriate. 6. REGISTERED PLAYERS Clubs will be permitted to register a maximum of twenty five (25) players for the tournament. A minimum age of 15 years (2018) applies to all players. 7. DATES OF ENTRY HERITAGE CUP Each Club wishing to nominate shall complete an entry form and return it to NNSWF by the due date.
8. DRAW FORMAT The Competition shall be conducted in two pools with a minimum of three (3) Clubs per pool. The pool winners will progress to a final of the competition. Match points are awarded on the basis of three (3) points for a win, one (1) point for a draw and nil (0) points for a loss. Match points will be awarded for all matches against teams in the same pool. At the completion of the pool matches, rankings in each group will be determined by the following criteria: a) Greatest number of match points obtained in all pool matches If two or more teams are equal on the basis of the above criteria, their ranking shall be determined as follows: b) The result of the match played against each other in the group phase c) The team with the highest goal difference d) The team with the highest goals for e) The toss of the coin. Northern NSW Football reserves the right to adjust or alter the competition format subject to the number of nominations received. All Clubs will be placed into two (2) pools in order to create a balanced draw with consideration to venue availability and previous season league table standings. 9. HOME TEAM The first team nominated on the fixture draw shall be declared the HOME team with their opposition declared the AWAY team. 10. MATCH RULES 10.1. Duration All matches will be thirty (30) minutes duration each way. No stoppage time will be applied. 10.2. Interchanges Unlimited interchanges will be permitted throughout the fixture. The interchange players must be listed on the official team sheet prior to the commencement of the match. 10.3. Match Balls NNSWF shall supply three (3) first class footballs of the same brand, colour and weight for the match.
10.4. Club Playing Strip Clash of Colours In the event of a playing strip colour clash, the AWAY team (listed second on the draw) must provide an alternate strip consisting of shirts, shorts and socks. All Clubs competing must have an alternate playing strip available for all fixtures. The Referee shall be the arbiter on match day should there be a clash of colours. NNSWF will provide a list of Club Playing Strip Colours. 10.5. Drawn Final If the Heritage Cup Final is drawn at the conclusion of normal time, the result of the match shall be decided by the Penalty Kick as per FIFA Laws of the Game. No extra time shall be played. 11. DISCIPLINARY PROCEDURES All disciplinary matters shall be referred to the NNSWF Heritage Cup Administrator with provision for the following: 11.1. Yellow Cards A player who accumulates three (3) yellow cards during the NNSWF Heritage Cup competition shall receive an automatic one (1) match suspension to be served in the next Cup fixture. Should a player and his Club not progress to the next round of the Heritage Cup; the said player s yellow card infringements will be expunged. 11.2. Red Cards A player who receives a red card in a Heritage Cup fixture shall receive an automatic one (1) match suspension to be served in the next Heritage Cup fixture. Should a player and his Club not progress to the next round of the Heritage Cup; the following will apply for red card infringements: 11.2.1. Indirect Red Card - Infringement will be expunged 11.2.2. Direct Red Card NNSWF Competition Administrator will review infringement and determine any further action deemed necessary 12. CLUB OFFICIALS AT FIXTURES All Clubs must have a minimum of one (1) identifiable Club Official present during their Heritage Cup fixture.
13. TEAM SHEETS The team sheet must be completed in ink, in a legible manner by both teams and must contain the names of the players taking part in the match, including the names of the nominated interchange players. The original team sheet must be handed to the Referee at least fifteen (15) minutes prior to the scheduled kick off time. The numbers on the back of the shirts shall correspond to the numbers on the team sheet handed to the Referee prior to the commencement of the match. Should a match be forfeited, the referee shall endorse the team sheet accordingly. Any Team Manager, Team Coach or Club Official supplying false information shall be subject to disciplinary action as determined by NNSWF. 14. PLAYER ELIGIBILITY The following shall apply in defining player eligibility: 14.1. A qualified or bona-fide player is one who has registered on MyFootballClub with a NNSWF Club or with a NNSWF Member Zone Club. 14.2. No player shall be permitted to play for more than one (1) team in the Heritage Cup and can only represent the Club to which he is currently registered. 15. INELIGIBLE PLAYER A Club playing an Ineligible Player in any Heritage Cup fixture shall be ineligible for any points associated with the fixture and shall be fined a sum, as determined by NNSWF. The full points associated with the fixture shall be awarded to their opponents and the score recorded shall be three (3) goals by the team getting the points to nil (0) by the team which has infringed the competition rules. 16. MATCH OFFICIALS The appointment of Match Officials will be the responsibility of NNSWF. 17. WET WEATHER PROCEDURES In the event of any inclement weather which results in fixture(s) not being completed, the result of the match shall be recorded as a nil (0) nil (0) draw. Where multiple fixture(s) are not completed, NNSWF reserves the right to alter the format of the Heritage Cup. Should the amount of fixtures being effected by inclement weather result in an inability to clearly and fairly identify winners in each pool, NNSWF reserves the right to postpone the remainder of the tournament.
18. PROTEST PROCEDURES Provisions relating to protests are as follows: 18.1. All questions relating to qualifications of players or interpretation of the Rules, or any dispute or protest, shall be referred to the NNSWF, whose decision shall be final and binding on both Clubs.
