TOWN OF BURLINGTON HUNTING POLICY The Town of Burlington will open a 2013 Archery Season for Deer on the Landlocked Forest. The Landlocked Forest will not be for the sole purpose of archery hunting. The Burlington season will follow the Commonwealth of Massachusetts laws 1 and regulations 2 for deer archery hunting plus additional restrictions as described in the Town of Burlington Hunting Regulations. The dates for Archery Hunting for the 2013 season are October 21, 2013 to December 31, 2013, with no hunting on Sundays. The Landlocked Forest may be hunted only by those persons who have been issued a lawful Burlington Archery Hunting Permit by the Town of Burlington. Applications are due to the Conservation Department by September 30 th, 2013. No late applications will be accepted. The Town of Burlington will limit the number of Burlington Archery Hunting Permits to 30 permits, with 20 reserved for Burlington residents and 10 for nonresidents. Permits will be issued via a lottery system, administered by the Conservation Department or designated volunteer coordinators. If not all of an entire group of permits (resident and non-resident) are used, remaining permits may be used for the other group. The Town of Burlington Conservation Department, with help from volunteers appointed by the Board of Selectmen, will coordinate the program to ensure public safety and compliance with land management goals. Hunters will be issued a log along with their permit, in which hunters will record their take as well as other information regarding days hunted and observations about other hunters and wildlife. TOWN OF BURLINGTON HUNTING REGULATIONS ARCHERY SEASON FOR DEER IN THE LANDLOCKED FOREST I. Permit Requirements a. A Burlington Archery Hunting Permit is valid only during the year in which it is issued. b. The total number of Burlington Archery Hunting Permits issued is not to exceed thirty (30). Twenty (20) Burlington Archery Hunting Permits are reserved for Burlington residents. Ten (10) Burlington Archery Hunting Permits are available to non-burlington residents. If not all of an entire group of permits (resident and non-resident) are used, remaining permits may be used for the other group. c. All hunters seeking a Burlington Archery Hunting Permit must hold a current Massachusetts state hunting license. d. All hunters seeking a Burlington Archery Hunting Permit must hold a valid Bow Hunting education certificate. e. All hunters seeking a Burlington Archery Hunting Permit must pass an annual proficiency test administered by the Town of Burlington. f. Permit applications must contain the applicant s name, address, date of birth, email address, telephone numbers (home, cell), vehicle description and registration number, number of years bow hunting, emergency contact information, and a check box indicating resident or non-resident status. In addition, the applicant must provide a copy of their state issued identification, a copy of their current hunting license and archery stamp, a copy of their bow hunter education certificate, and a copy of their passed proficiency test. g. The Town of Burlington reserves the right to revoke Burlington Archery Hunting Permits at any time, without cause. II. Access Requirements a. Archery hunting is limited to the Landlocked Forest only. No other municipally-owned property is affected by these policies or regulations. b. All permittees must adhere to all current Massachusetts hunting rules and regulations. c. All permittees must obey the date and time restrictions set forth in the Massachusetts hunting rules and regulations for archery hunting for deer, unless further restrictions are deemed necessary and imposed by the Town of Burlington. d. The Town of Burlington reserves the right to close the Landlocked Forest to hunting at any time for any reason. III. Hunting Requirements a. All permittees must have their Burlington Archery Hunting Permit visibly displayed on their person at all times while hunting in the Landlocked Forest. b. Strap-on steps or ladder steps only are permitted. c. A maximum of two stand locations per hunter are allowed. Town of Burlington Hunting Regulations 1
d. The Burlington Archery Hunting Permit number, issued by the Town of Burlington, must be visible on the permittee s tree stand(s) or blind(s) at all times. Any unidentified tree stands will be removed and will become the property of the Town of Burlington. e. Stands may only be installed after a Burlington Archery Hunting permit is issued and all stands must be removed within two weeks of the end of the archery hunting season for deer. Any tree stands that remain after the close of the season will be removed and will become the property of the Town of Burlington. f. The Burlington Archery Hunting Permit is valid for archery hunting only with all restrictions and regulations contained herein. No firearms of any kind are allowed. g. Hunting is to be allowed for deer only. No other forms of wildlife may be taken. h. All deer taken must be reported to the Town of Burlington Conservation Department as specified within the permit conditions (hunter s log). i. Harvested deer must be removed by hand without damage to the area. j. All entrails removed from the deer must be covered at least 100 feet from any trail or taken off of the property and disposed of in a legal manner. IV. Administrative Requirements a. Permitting will be administered by the Conservation Department. b. Permittees must bring a Town official or appointed volunteer to their stand location if requested. c. The Town of Burlington reserves the right to cancel hunting at any time, for any reason. V. Public Safety Requirements a. Entrances to the Landlocked Forest will be clearly marked with signage indicating when hunting is permitted on the property. Signs will include, at a minimum, the dates of the current archery hunting season, daily hunting hours (including reaffirmation of prohibition of hunting on Sundays), the web address of Town of Burlington Landlocked Forest Archery Hunting for Deer Regulations, contact information for the Massachusetts environmental police and other details as deemed necessary by the Conservation Department.
