The Bicycle Pedestrian Commission is inviting the public to attend our monthly meetings. On the 4 th Tuesday of each month. Located at the City Council Chambers 6:00pm. You can see our current agenda and minutes on the City of Gilroy website. We are seeking your input whether you are a BMX rider, trail runner, recreational bike rider, MTB rider, walker, and hiker! Support community programs to fight obesity via bicycle & pedestrian activities. Measure B will bring $39,000 annually for this education. Identify education needs for City Council and City Administrator. Implement City of Gilroy Complete Street Policy into every street project, get current Complete Streets policy added to General Plan 2040 during GPAC Bike to Work Day/Bike to School Day -More effort to get the word out about this annual May event. May 10 for School and May 11 for Work Update Gilroy Trails Master Plan, Bicycle Pedestrian Transportation Plan, Parks Master Plan, and Gilroy Sports Park Master plan to include BMX dirt track, dirt pump track, and asphalt pump track. First Street from Monterey Rd to Santa Teresa ensure that bike lanes are incorporated when repaved. Caltrans to make First Street into a Main Street project. Gavilan College Hold a regular meeting on campus. 3

Work closer with the Parks and Recreation Department. Promote more trails and trail running at Christmas Hill Park. Promote a trail building day and obtain a BPC Adopt a Spot. Work with any organization or group that hosts a bicycle or pedestrian event in Gilroy. Start green bicycle lane program in Gilroy, and start with the school zones. Create a city streets standard policy for green lanes. Encourage bicycle parking at all public events like First Fridays Downtown, Tamal Festival, Garlic Festival, and 5th Street Live Series. Embracing and advancing ideas and projects that promote the concept of free range people in the City of Gilroy. Addressing the safety issues at the Orchard/10th Street crossing by Gilroy High School and figuring out a solution to make it safer. Get Gilroy ranked in The League of American Bicyclists http://www.bikeleague.org/bfa/awards Walkability score for Gilroy 4

Action Plan Updated 11/28/2017 BMX Track Facility in Gilroy- Commissioner Zachary Hilton March 2017 we received a presentation from Garlic City BMX about the proposed BMX track facility in Gilroy. BPC voted unanimously to endorse and support Garlic City BMX and the building of a BMX track phase at the Gilroy Sports Park, requested budget item and submitted recommendation to Council and City Administrator, May 2017- Garlic City BMX needs to present city financial feasibility plan, business plan, and past successes including a succession plan for BMX Park. Update Parks Master Plan and Gilroy Sports Park Master Plan to include location of outdoor BMX dirt track, dirt pump track, and asphalt pump track. Safe Routes to School- All Commissioner s Continue to work with Santa Clara County Public Health, School PTA s, Gilroy Unified School District, Silicon Valley Bike Coalition and develop programs at every school in Gilroy. Help City Staff integrate SRTS concept into their staff reports to City Council when they are presenting development and transportation projects. Works with Planning Commission to have developers integrate SRTS into their plans and presentations. Gourmet Alley Pedestrian Walkway- Commissioner Zachary Hilton This plan follows the City of Gilroy s Downtown Specific Plan. Requested budget item and submitted recommendation to City Council and City Administrator. Bike Racks Downtown/Donation from Sunrise Rotary- Commissioner s Tony Marandos/Zachary Hilton 2016 Sunrise Rotary approached the BPAC with a $3,000 donation towards bike racks in Downtown Gilroy. February 2017 Met with GDBA design committee, conducted poll s on Facebook and NextDoor regarding bike racks that are wanted for Downtown. Small vs Large bike corrals were pretty much even. Zach received a quote for 3 bike racks; design presented to the Public Art s Committee on April 26 and they approved the design, May 2017 requested budget for additional bike racks throughout Downtown during City s budget process and project for racks was approved but needed to work with City Staff to develop a bike rack standard policy for Downtown Gilroy. Zach met with Gabe Gonzalez on July 5, 2017 regarding the bike racks for Downtown Gilroy. He said the bike racks were approved during the one-time budget funding requests. There were just some items that needed to be taken care of first, and the Bicycle Pedestrian Commission is currently working on it. Gabe is contacting Kristi Abrams from Planning to see when Sue O Strander can meet with him so we can iron out dimensions of the rack, design, placement locations, and develop a draft guideline for racks in Downtown Gilroy. Zach is working with Gary Walton and the Gilroy Downtown Business Association (GDBA) during this process as well. Gary will try to make the meeting with Sue when I schedule it. The GDBA and Gary are in support of this project. 5

Once we get a guideline drafted along with cost associated we will get it on the Bicycle Pedestrian Commission Agenda, Public Art Committee Agenda, run it by the GDBA for approval, and then it will come in front of City Council. We would like to request 10 bike racks. We hope to have this done by September. Met with Sue O Strander and Gary Walton on July 27 th and August 17 th. We developed a map of current and planned bike racks for Downtown along with a Bicycle Plan for Downtown that follows the Downtown Specific Plan. All Commission work completed and ready to present to City Council. Council approved a motion to have the bike racks project be added to a future agenda at their August Council meeting. Bicycle Parking maps for current Historic Downtown and planned Historic Downtown are complete thanks to Reid Lerner Architects of Downtown Gilroy. December 4 th bicycle racks project will be presented to City Council. Committee Formed for Re-Striping Crosswalks/Bike Lanes and Green Bike Lanes- Commissioner Zachary Hilton and Commissioner Chad Reeder Developed a list of faded bike lanes and crosswalks across the City and also identified several intersections for a green bike lane test program; the Re-Striping list was prioritized to the City Council Strategic Goals. Zach and Chad are working on drafting up a Green Bike Lane Design Standard Guideline for Gilroy. 6

GRANTS: Santa Clara County Water District Access to Trails Grants- We have contacted the SCC Water District grants program http://www.valleywater.org/services/trailsandopenspace.aspx Transportation Fund for Clean Airhttp://www.vta.org/projects-and-programs/call-for-projects TFCA. Call for projects next time in December 2017. We can get items bike storage lockers, bike share, and bike racks. VERBShttp://www.vta.org/projects-and-programs/call-for-projects The Metropolitan Transportation Commission (MTC) created a funding program Climate Initiative Safe Routes to School Program that focuses on reducing greenhouse gases (GHG) by promoting walking, biking, transit, and carpooling to school. They are expanding the program and looking for station locations. Several locations already suggested in South County. 7

LimeBike Bicycle Share http://www.limebike.com LimeBike aims to provide a sustainable solution to the first and last mile transportation problem by helping people move around their cities in an affordable and convenient way while eliminating their carbon footprint. Active Transportation Program http://www.dot.ca.gov/hq/localprograms/atp/ The purpose of the Caltrans ATP is to encourage increased use of active modes of transportation.
