Preliminary Remarks The applicable IDSM 2014 Competition Rules are available on the Internet at www.deutschesheer.de/portal/a/10div or on the INTRANET through the homepage of 10. PzDiv (10 Armoured Division). They are complemented by the International Biathlon Union (IBU) Event and Competition Rules as amended; more information is available on the Internet at www.biathlonworld.com IBU/Downloads/3. Event and Competition Rules (Germanlanguage version also available, last update 2012). The following supplementary rules established by 10 Armoured Division for 2015 IDSM shall also apply: 2
Procedures for the Jury (1) Protests, Disciplinary Rules 1. The composition of the Competition Jury set up for the respective competitions is stipulated in the Competition Rules. 2. The Competition Jury will impose disciplinary measures following reports from the OICs of the respective stations on the basis of observations by its members or as a consequence of protests. 3. Before the Competition Jury can impose a penalty, the provisional results including intended penalties will be published and posted. 4. Any protests must be submitted within 15 minutes after the provisional results being posted. The competitor affected and/or his/her team captain must be given a hearing as far as possible and feasible within this 15-minute time limit. 5. Subsequently, following another jury meeting, the final results will be published. 6. If the Competition Jury does not allow a protest submitted in accordance with the Competition Rules, an appeal may be lodged. 3
Procedures for the Jury (2) 7. The time limit for lodging an appeal against the imposition of a disciplinary measure by the Competition Jury is one hour. The appeal is to be lodged in writing. This time limit will begin from the publication of the final results. 8. The Jury of Appeal (Div Cdr or his designated deputy, IDSM Project Officer 23 Mountain Infantry Brigade, Competition Chief) will meet immediately after this time limit and make its decision as soon as possible. 9. The Chairperson of the Competition Jury must present the reasons for its decision to the Jury of Appeal. 10.The Competition Jury and the Jury of Appeal are independent and will not be restricted in the admission and evaluation of evidence. 11.The decisions of the Jury of Appeal may not be challenged. 4
Safety Regulations Additional remarks regarding the G3 rifle 1. Additional cartridges must be loaded into the G 3 rifle one by one using a magazine. 2. Rifles must be unloaded after each shooting bout, which means: remove magazine, slide gun bolt back, look into the cartridge chamber to check whether it is empty, slide gun bolt forward, uncock and put rifle on safe. There must be no cartridge left in the cartridge chamber. 3. Leaving the shooting range: The competitor may leave the shooting range (blanket) only after having placed the unloaded rifle, put on safe, over his shoulders using both straps of the carrying harness and the muzzle upwards (see Chapter 3, paras 7.1.2 and 8, IBU, Safety Regulations) or after having stored the rifle on the rucksack and having put the rucksack and ist shoulder (applies only for the military patrol). 5
Time Penalties Time penalties will be imposed by the Jury for violations in accordance with the 2014 IDSM Competition Rules. 6

Eligibility to Compete Former members of Bundeswehr sports promotion sections are only eligible to participate if they have not been members of these teams since 1 July 2014. Soldiers assigned on TDY are not eligible to participate for the receiving unit. Except for the reservist and / or guest classes only active-duty personnel are eligible to participate. 10

Giant Slalom - General Remarks The giant slalom will consist of two runs; depending on the number of participants, one run may suffice (to be decided at short notice). The first run will count towards the triathlon score. The sum of the times for the two runs will be the total time for the giant slalom. The inspection of the course will take place the day of the competition, immediately before the competition. It is compulsory for giant slalom participants to wear a helmet! Each competitor is responsible for any civilian equipment used (skis, bindings, boots, suit, helmet etc.) He/She must make sure that the equipment used is functional and consistent with the general safety requirements. There are no special standards for the skis (as to length or radius). 12

Biathlon Sprint - Shooting Shooting distance: 50 m Competition targets: HoRa 2000 electronic - 115 mm in diameter Each competitor must complete 2 shooting bouts, the first in a prone position, the second in a standing position. The magazines with 5 rounds each will be provided upon reaching the shooting lane. A 150-m-penalty loop must be completed for each miss immediately after each shooting bout. 22
Biathlon Sprint - Weapon Participants from 10 th Armored Division G3 rifle with sub-calibre barrel Modifications to the weapon are prohibited. The trigger may not weigh less than 2.5 kg. A carrying harness and shooting sling may be used. External Guests Guests and reservists not designated for assignment who do not have a G3 rifle may compete with a 5.6 mm special rifle in the guest class only. Reservist class participants may compete with the G3 rifle only. Special rifles must be transported locked in rifle cases (with lock); the bolt assembly must be visible. (This rule applies for the competition and training) 23
Biathlon Sprint - Ammunition 5.6 mm AA 81 small-bore ammunition Competitors using the G3 rifle will not carry any ammunition or magazines during the competition. After the draw, the team captains must deposit two magazines at the shooting range for each member of their team, the magazines bearing the member s number. 24
Biathlon Sprint - Competition A rifle may be exchanged for a reserve rifle that has been inspected and marked. In the event of misfires, spare ammunition will be provided. Competitors must not move to another position with a partly or fully loaded weapon. It must be ensured that the weapons is safe after a competitor has shot. 25

Biathlon Relay - Execution A relay team will consist of 3 competitors, each of whom must race over a distance of 7.5 km (the 7.5 km requirement also applies to the women's class). Competitors are not allowed to race more than once. The hand-over must take place within the hand-over zone in such a way that the incoming competitor tags/touches any part of the body of the outgoing competitor. Triathlon - General Remarks In addition to the individual scorings in the giant slalom and biathlon sprint competitions, there will be a scoring in a triathlon competition. Only those competitors will be scored that have finished the giant slalom and the biathlon sprint. There will be a scoring in the individual age classes only if at least three competitors finish both events. Otherwise, the scoring will be made in the next lower age class. The winners will be determined according to the time difference scoring system used by the German Skiing Association. 43

Military Patrol - General Remarks The military patrol competition consists of: a cross-country skiing race, a hand grenade throwing bout, a shooting bout under stress and a CASEVAC bout. A Military Class patrol must consist solely of active-duty military personnel. 45
Military Patrol - Composition A military patrol consists of 6 soldiers, including at least - 1 officer (no exceptions) - 1 NCO (no exceptions) - 1 other rank - 1 substitute (The composition must not change if a substitute enters the competition!) 46
Military Patrol - Special Rules (1) Patrol leader s responsibilities The patrol leader is responsible for knowing and observing the competition rules, ensuring that his patrol reports for the start control (20 minutes before it is due to start), reporting the patrol's departure for the start to his commander, reporting back to his commander after his patrol has finished the race, ensuring that the whole patrol reports for the finish control, ensuring that the patrol's equipment is complete and serviceable, attending the inspection of the course the day before the competition. 47
Military Patrol - Special Rules (2) Behaviour on the Course Patrols are forbidden to impede a faster patrol that is about to overtake them. Competitors must not be accompanied by any team officials/support staff or any other persons; the exchange of unmarked equipment is forbidden. 48
Military Patrol - Equipment (1) In the Military Class, only military equipment may be used. Dress Military Class: snow camouflage suit service cap and gloves small field dressing, military ID card, identity disc rucksack G3 rifle with 5.56 mm small-bore (strapped to rucksack) P1 / P8 pistol (patrol leader) In the, only Bundeswehr (Bw) poles (Hagan [short] /Dynastar [long]) and skis (planning no. 8465-31106) may be used. The military alpine touring boots are mandatory for all Military Class competitors. This footware is the only option even in the event of special requirements specified in medical record 90/5. Guest and reservist teams may use their privately owned equipment (skis and boots). One rifle has to be carried at all times. Guests who don t have a G3 rifle, carry their one rifle and use the G3 with small-bore being provided at the shooting bout. 49
Military Patrol - Equipment (2) No modifications may be made to the equipment. The total weight of a team's rucksacks and weapons, excluding the UT-2000, must be at least 55 kg at the start and finish. The UT-2000 is to be used in a makeshift mountain rescue operation. 50
Military Patrol - Course The course to be covered by the ski mobile scout patrol is approx. 8.5 km long. The course is marked. Parts of the course must be negotiated by using climbing skins. Details will be specified during the briefing / course inspection the day before the competition. 51

Military Patrol - Competition Schedule Start inspection. Teams report their departure to their commander. Start (patrols start at 5-minute intervals). Teams ski designated part of the course with climbing skins on; at the end they take them off. They ski downhill (any skiing style, without climbing skins). Teams put on the climbing skins and throw the hand grenades. Teams ski to shooting bout, shooting. Teams ski designated part of the course with climbing skins on; at the end they take them off. Teams put on the climbing skins, UT-2000 station. They pull the UT-2000 bearing the casualty to the finish. They report back to their commander. Finish inspection. 53
Military Patrol - Hand Granate Throwing The patrol leader reports to the station, confirming that his team is complete. The patrol leader himself is not allowed to throw, all other team members are throwers (= 5 throwers). Each thrower receives 3 practice hand grenades; the patrol leader coordinates the throwing bout. The objective of the competition is achieved as soon as there are 12 practice hand grenades in the target area. Target: Target circle, funnel-shaped, 2 m in diameter, with a red flag in the middle; the perimeter is marked by an iron ring whose rim protrudes at least 2 cm out of the snow. A hit is scored when a hand grenade lands in the target circle. Target range: 15 m to the centre of the target circle Position: Kneeling, one competitor throwing at a time Requirement: 12 practice hand grenades must land in the target circle Penalties: A time penalty of 15 sec will be awarded for each miss 54
Military Patrol - Shouting Bout (1) The patrol leader reports to the range OIC with his entire team. He draws 5 magazines containing 5 rounds each and marked with the respective start number. On the patrol leader's orders, 5 members of the team fire 5 rounds at 5 biathlon targets. The patrol leader does not shoot. He directs the fire fight and acts as he would in battle. Position: Prone supported; rucksack serves as rifle rest Shooting distance: 50 m Target: HoRa 2000 electronic, each 115 mm in diameter Weapon: G3 with retractable shoulder stock and subcalibre barrel, Ammunition: Small-bore ammunition, 5.6 mm AA81 Patrols do not carry any ammunition and magazines during the competition. Requirement: 25 hits; for each miss, a time penalty of 30 seconds will be awarded. 55
Military Patrol - Shouting Bout (2) Competitors must not move to another position with a partly or fully loaded weapon. Teams are to leave the magazines at the range after shooting. After they have shot, competitors report that their weapons are safe by raising a hand. Military Patrol - Casevac Bout About 600 m from the finish line, the military patrol has to assemble a UT-2000 (the team must be complete!). The UT-2000 is then used to transport one member (not the patrol leader) to the finish line. The patrol may not start to assemble the UT-2000 until the patrol leader has reported to the station. The team must not continue the patrol until they have assembled the UT-2000 properly 57

Military Patrol - Finish The whole patrol must cross the finish line within a 30-second period. If a soldier loses a ski after crossing the "start of range" line, he does not have to put it on again and may carry it. 68

Military Patrol - Penalties The jury will impose time penalties for the following violations of the rules: gross violation of the safety rules, including failure to report or incorrect reporting (10 minutes), very unsportsmanlike behaviour, including taking shortcuts or not conducting the patrol with the whole team (disqualification), very unsportsmanlike behaviour, such as impeding other patrols (5 minutes), wilful damage to or modification of the equipment provided or incorrect construction of the UT 2000 (10 minutes), allowing soldiers who have not been entered to compete (disqualification), acceptance of active support from third parties (10 minutes), failure to cross the finish line within the 30-second period allowed (5 minutes). The jury may decide to impose additional time penalties. 71
