2018 Adult Softball Leagues The City of Fridley will begin registration for summer softball in February. If you had a team participate in our 2017 Summer Softball Program your team will be considered a Returning Team. Only returning Fridley teams are guaranteed securing their 2018 league if they register on the dates advertised. Teams will be playing doubleheaders with most leagues playing 22 games for the regular season. All entry fees include softballs and umpires. Teams that have no more than 4 outside players who do not live or work full-time in Fridley are considered a Fridley Team. Teams that have more than 4 players who do not live or work full-time in Fridley are considered an Outside Team. REGISTRATION DATES Thursday, February 1, 2018 Returning Fridley teams securing 2016 league registration who follow the eligibility guidelines and want to be considered a Fridley Team (for Rec leagues no more than 4 outside players) for the 2017 season may register. League entry fees will be accepted on a first-come, first-serve basis. Returning teams that cannot fall under the eligibility guidelines for Fridley Teams will be required to register on February 1st as a Returning Outside Team. Monday, February 5, 2018 Returning Fridley teams requesting a league transfer and New Fridley teams that follow the eligibility guidelines and want to be considered a Fridley Team may register. League entry fees will be accepted on a first-come, first-serve basis. NOTE: TEAMS THAT REGISTER AS A FRIDLEY TEAM WILL BE REQUIRED TO HAVE ALL PLAYERS WHO CLAIM ELIGIBILITY BY LIVING OR WORKING IN FRIDLEY STOP BY THE RECREATION OFFICE PRIOR TO THE START OF THE SEASON TO VERIFY THEIR ELIGIBILITY. Teams who may be looking for additional players may call the Recreation office to obtain names of persons interested in participating in one of our leagues but who do not know of a team to play with. EQUIPMENT: Softballs The Fridley Recreation Department will be providing one new game ball for each game. All leagues will be using the Dudley Blue Thunder, synthetic leather.40 core ball and.44 core advanced Thunder. Bats For 2018, the performance standard for all bats will be a Bat Performance Factor (BPF) of 1.2 or less. Any double or triple walled bat must have the BPF of 1.2 or less permanently marked on the bat. Check the USSSA web site for illegal bat in 2011.

Eligibility/Damage/Forfeit Fees Eligibility: Any team using a player who is not on the roster will be assessed a $50 eligibility violation fee, payable by their next scheduled game. Any team registered as a Fridley team which is found to have more than 4 outside players will be assessed a $50 eligibility fee and may be subjected to removal from the league. NOTE: Teams that register as a Fridley Team must remain a Fridley Team throughout the season. You may not add a player or players to your roster which would change your residency status. Damage: Any team or player that damages any part of the facility will be liable for the cost to repair the damage prior to their next game. Forfeit Policy: Teams must start with at least eight (8) players. Teams may finish with 8 players. Additional players may be added to the line-up upon checking in with the umpire at any time, and will be added at the end of the batting order. For teams first scheduled game of the evening, a 10 minute grace period will be allowed. This time will count toward the 60 minute time limit. The game must begin when a team has 8 players. If a team is scheduled to play a double-header, a forfeit for the second game will be declared if they do not have enough players 30 minutes after their first scheduled game s start time. Forfeit Fee: This fee must be paid prior to the team s next scheduled game or that game also becomes a forfeit. Three nights of forfeits constitutes removal from the league. Double Header Leagues: Teams that play double-headers will be required to submit $25 or $50 prior to their next scheduled double header depending on if they forfeit one or both games. Single Games League: A $25 fee will be charged to teams that forfeit a scheduled game. This fee must be paid prior to the team s next scheduled game or that game becomes a forfeit. Classifications Corporate Teams Corporate teams consist of players who all work at the same company. Teams that are entirely composed of players who are employed full time in Fridley at a company located within the City of Fridley will be considered a Fridley Team. A Fridley Team may have up to 3 players that work for the company, but not at the Fridley location. These player(s) must be noted on the roster. Teams whose companies are located outside of Fridley will be considered an Outside Team. Corporate Fridley Teams would not be subject to any outside team fees. However, Corporate teams that are not within the Fridley city limits would be subject to the outside team entry fee. Corporate teams will be required to submit a letter from their personnel department on company letterhead stating that all players on the roster work at that company. Church Teams Church teams are made up of players who attend the same church. Teams who's church is located in Fridley are not subject to the outside team entry fee. However, Church teams that are not within the Fridley city limits would be considered an Outside Team and would have to pay the outside team entry fee. Church teams will be required to submit a letter from the church on church letterhead stating that all players on the roster are current members of that church. Rec Teams A Rec team is made up of players who do not fall under one of the above classifications. Rec teams who have four or less players who do not live or work in Fridley full-time can be considered a "Fridley Team". If a Rec team has more than four players who do not live or work in Fridley full-time they will be considered an "Outside Team". Teams that register as a "Fridley Team" will be required to have all players who claim eligibility by living or working in Fridley provide proof of residency (drivers license), or proof of employment (pay stub).

Fridley Rules & Regulations 1. TIME LIMIT A game will consist of 7 innings. For teams playing a different team in their doubleheader: no new inning may start after 60 minutes for both games. For teams playing same team back to back: no new inning may start after 2 hours from the start of the 1 st game. If after 60 minutes of the 1 st game, game is still tied, teams may finish the 1 st game. However, the time it takes to finish the 1 st game will be imposed on your 2 nd game. Both teams must agree to this! If both teams cannot agree, 1 st game will end in a tie and 2 nd game will start. NOTE: If an unusual delay occurs or if the game starts late for some reason that is not under control of either team, this rule should be modified as appropriate. 2. 10 RUN RULE Any team having an advantage of ten (10) runs or more after 4-1/2 or 5 complete innings of play will automatically win the game and terminate the game. The Flip/Flop Rule may be used. 3. 3-2 COUNT a. The 3-ball, 2-strike count will be used. Batter will be awarded first base after 3-ball count. Batter will be out with 2 strikes. b. After one (1) strike, batter will get one courtesy foul ball. Batter is out after hitting second foul ball after one strike. c. If a batter is out as a result of the courtesy foul rule: 1. No runner may advance regardless if the ball is caught or not. 2. Play is stopped as in any other dead ball situation. 4. FREE SUBSTITUTION RULE A team may bat more than 10 players. Any 10 of these players may play in the field at any one time. If a player is unable to bat, (i.e., gets injured) the team can just skip over that player in the order with no penalties. Players unable to bat are considered injured or have left the park and will not be permitted to re-enter the game. If a player is ejected and the team cannot replace him/her an out will be declared every time his/her position comes to bat. 5. INTERFERENCE (League Rule) If a runner does not slide or get out of the way during a double play situation, the runner and batter will be declared out if the umpire feels a double play could have been made, regardless if the ball was thrown or not. NOTE: If another runner was originally on 2nd or 3rd base, the lead runner will be declared out rather than the batter. 6. DEAD BALL APPEAL On appeal plays, the defensive team needs to only vocally announce to the umpire what they are appealing. This should be done after the umpire declares time. 7. POSTPONED GAMES The Recreation Department will reschedule games postponed due to weather. Games that are suspended due to inclement weather prior to being an official game (at least 4 completed innings) will not count and will be played from the beginning. The guideline for this season will be to reschedule make-up games at the conclusion of the season on the same night of league play. If necessary, games will be re-scheduled for the weekend of July 30 th & 31 st. Managers will be notified by mail e-mail or by phone regarding all make-up dates. 8. HOME TEAM During the regular season, the 2 nd team listed on the game schedule will be home for the first game. The visiting team of the first game will be the home team for the second game when playing same team back to back. 9. WARM-UP FIELDS Teams are permitted to warm up on the field, which is scheduled for their upcoming games. Please do not warm up on the infield area. No batting practice on fields #2 & #3. 10. POSITION TIE POLICY For teams tied in the standings at the end of the regular season, the following will apply to determine first place: a. Win/loss record from head-to-head competition involving the tied teams. b. Run differential.

Fridley Rules (cont.) 11. RAIN OUT POLICY Team managers are to call the City of Fridley HOTLINE at 763-572-3578 after 4:00 p.m. on days where weather is a factor. Players are to call their managers, not the Recreation office, to find out whether or not the games will be played. In most cases, if a game is not called off by 4:00 p.m. the umpire or field supervisor will decide at the field, at game time whether or not to play. NOTE: IF YOU BELIEVE THERE IS THREATENING WEATHER OR INCLEMENT CONDITIONS ALWAYS CALL THE HOTLINE AT 763-572-3578 PRIOR TO YOUR FIRST GAME TO SEE IF IT WILL BE PLAYED. THE HOTLINE IS UPDATED AS NECESSARY AND IS AVAILABLE 24-HOURS PER DAY. 12. PARK REGULATIONS No alcohol or beer is permitted on park property (including parking lot) by city ordinance; profanity is not tolerated; and smoking is not allowed on playing fields or bench area. Teams will be held responsible for controlling the conduct of spectators watching their game. NOTE: By City ordinance, dogs are not allowed at Community Park. Please share this with players and spectators. 13. CAR PARKING Players must park all cars in appropriate parking lots. Cars are not allowed on park property. Failure to comply with this policy may result in a parking ticket from the Fridley Police Department, and possibly the towing of the car at the owner s expense. Casual Profanity/Family Atmosphere Rule Casual profanity pertains to expletives not directed at umpires or opposing players, but said by a player or manager to themselves, a teammate, or spectator. This type of casual profanity is penalized by outs declared against the offending team. The rationale for this rule is to provide a lesser penalty for the gray area between accepted conduct and those situations where the offender must be ejected. This rule is meant to sensitize players and discourage them from using words that are considered offensive/obscene. This rule will allow family and friends to come to the game and not be embarrassed or insulted by language used by players. The guideline for swearing is anything a rational parent wouldn t want a 2-year-old repeating. Penalty - If the offending player is at bat, he/she is declared out, unless the result of the play is an out in which case the next batter will be declared out. If the offending player is in the field, the first player to bat in their half of the inning will be declared out. It is possible for a team to come to bat with one or more outs. MRPA/USSSA POLICY: PLAYERS WHO PLAY ON TEAMS IN DIFFERENT CLASSES ARE ELIGIBLE FOR ONLY WEEKEND TOURNAMENTS WHICH THEIR HIGHEST CLASSIFIED TEAM ARE ELIGIBLE TO PARTICIPATE. FOR POST-SEASON TOURNAMENTS, PLAYERS MUST PLAY ON THEIR HIGHEST CLASSIFIED TEAM. Softball Equipment 1. Balls The umpire will provide one new game ball and one back-up ball for each game. 2. Bats Only official softball bats will be allowed. Bats must not be tampered with in any way. Bats with rubber knobs are illegal. For a list of legal and illegal bats visit the National USSSA Website at www.usssa.com. 3. Catcher s Mask It is recommended that all catchers wear protective masks. 4. First Aid Kits It is REQUIRED that each team have a well-equipped first aid kit at each game. 5. Uniforms It is recommended that all players on the team be uniformed alike. As a guideline, matching shirts should be the minimum requirement.
