LINCOLN PARK 8 lane, 50 Meter outdoor pool, water depth 3 ½ feet and 13 feet, limited warm-up and cool down will be available. The competition course has not been certified in accordance with 104.2.2C (4). CMU 10 lane, 50 Meter indoor pool, water depth 7 ½ feet and 13 feet, limited warm-up and cool down area. Dependent upon the number of entrants, prelims competition may be conducted in 9 lanes with no buffer lane, or with dual ended starts. The competition Pool has been certified with USA Swimming in accordance with 104.2.2C (4). A copy of which is on file with USA Swimming. GENERAL MEETING: (MANDATORY) Thursday, July 21, 2016 at 7:00 PM. Location of meeting tbd., all coaches will be emailed prior to the meeting as to the location. Meet Referee will answer any questions about the meet format as well as any last minute changes or reminders from the Administrative Referee. CMU RULES: The pool deck is open to swimmers, credentialed coaches, credentialed officials and volunteers only. The lawn area outside the Rec Center desk, (southeast of the building), will be available for athletes to set up day camps. Pop up tents are welcome, however, due to underground utilities, stakes may not be used to secure the tents. All tents and personal items must be removed nightly due to lack of security and overnight sprinkling system operation. Areas to the west of the Natatorium (practice football field, and large side walk which is a fire lane) are NOT areas available for set up. The gym may be used as an athlete village. Parents and swimmers are welcome to set up day camp in the area located right off the locker rooms and main hallway of the rec center. Tents and chairs may remain set up all weekend, however, CMU and Maverick Aquatics are not responsible for any stolen or misplaced items. Spectator seating will be available in the viewing balcony that will hold 600. Camping like chairs are not allowed in the viewing area due to limited space. As guests of Colorado Mesa University, all must adhere to the CMU policies and rules. Only swimmers, coaches, and officials with current credentials and volunteers will be allowed on the pool deck. Parents must drop off their swimmers at the doors to the pool deck and then proceed to the upstairs observation gallery. There will be a limited number of chairs provided for swimmer and coach use. Swimmers cannot bring in any of their own chairs, coolers or other camping gear. No spectator viewing from the balcony rail. LINCOLN PARK RULES: Tents and lawn chairs are allowed and encouraged. Water buckets should be used instead of stakes to secure tents. Because the pool will be open to the public each afternoon equipment must be taken down and removed after each session. There is ample amounts of grass and deck space to set up camp. Water slide and splash pad will be open. Wrist bands may be purchased at the start of each session. Concessions will be offered at each pool. ELIGIBILITY: All athletes must hold a 2016 USA Swimming membership card issued by Colorado Swimming, Inc. Swimmers who are within the 120 day transfer rule must swim UNATTACHED. No deck registrations will be allowed. The meet will also be open to CSI physically impaired, visually impaired or intellectually impaired athletes who have met a U. S. Paralympics Can Am qualifying time for their respective sport class. SCORING: Long Course Championships will score through 16 places. All events will be scored according to age definition of the event. No split age group event scoring, except 800 and 1500 free which will be seeded by time and divided by 14 & under and Open for scoring. Individual: 20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1 Relays: 40-34-32-30-28-26-24-22-18-14-12-10-8-6-4-2 AWARDS: Individual: Medals - 1 st 8 th Ribbons - 9 th 16 th Relays: Medals 1 st 3 rd Ribbons 4 th 8 th Team: Top 6 teams HIGH POINT: Top Male and Female in each age group. FINALS: The top two (2) heats of prelim final events for 12& Under, 14 & Under and Open will compete in finals. All 10 & Under events will be swum as timed finals in the AM sessions at Mesa Pool. Places 9-16 will compete in the B Final and places 1-8 will compete in the A Final. B finalists

are to report behind the blocks and will be announced in the pool. All A Finalist are to report designated ready room area, 10 minutes prior to their swim. Alternates are to report to the starting area Chief Judge and Deck Ref; alternates will be used in the B heat only. SEEDING PROCEDURE & SCRATCH RULES: Scratch procedures will be enforced as per 207.11.6 of the USA Swimming Rules and Regulations. All scratches for the first day must be turned in to the scratch box, or emailed by 2:00 PM Thursday, July 21, 2016 to the Entry Chair, lseckinger@aol.com. The scratch deadline for all subsequent days shall be 30 minutes after the published starting time of the final session of each prior day s events. Swimmers who No-Show a prelim event will be barred from the meet for the rest of the day and must report to the Meet/Administrative Referee for subsequent days events. Swimmers who No-Show a final event will be barred from any further competition for the remainder of the meet. A swimmer not reporting to an event, in finals, for which the results were posted for his/her event, will be barred from the remainder of the meet. A $50.00 fine will be assessed for this failure to appear which must be paid before the swimmer can resume competition in any sanctioned event in Colorado. Refer to 207.11.6D. RELAYS: All relay only swimmers and relay alternates must be included in the entry file to be eligible to compete on a relay team. Declaration of the relay must include: (1) First and Last Names, (2) Ages, (3) Order of Swimming, (4) Alternate swimmers and USA Swimming ID s. RELAYS MUST BE POSTIVIELY CHECKED IN 30 MINUTES AFTER THE PUBLISHED START OF FINALS ON THE PREVIOUS DAY. Relays will be seeded after the established declarations deadline has passed, but the order of swimmers declared on the cards may be changed at any time prior to the start of the heat. Relays not meeting the qualifying time will not score points or receive awards. A maximum of two (2) relay teams per club per event will be permitted. No unattached swimmer may swim on a relay. All relays will swim as a timed final event. DISTANCE EVENTS: 800 FREESTYLE The 800 Freestyle event will be swum at the end of Friday s Prelim session at Lincoln Park The 800 Freestyle will be deck seeded by positive check-in on the day the event will be swum. Positive check-in will close at 9:30 AM Any swimmer not checked in for the 800 Freestyle will be scratched from the event. The 800 Freestyle will swim fastest to slowest alternating women and men. The 800 Freestyle may need to be swum two (2) per lane except for the fastest heat. Positive check in cannot be used as a substitute event for any swimmer waiting for the positioning into a finals event. A $50.00 fine will be assessed for this failure to appear which must be paid before the swimmer can resume competition in any sanctioned event in Colorado. A Declared False Start (DFS) will not be accepted from any swimmer that has positively check in for the 800 Freestyle. 800 FREESTYLE SWIMMERS MUST PROVIDE THEIR OWN TWO (2) TIMERS AND MAY APPOINT ONE (1) COUNTER TO CALL LENGTHS OR INDICATE LENGTHS BY VISUAL SIGN. 1500 FREESTYLE The 1500 Freestyle event will swim on Sunday, July 24, 2016 at Colorado Mesa University at the conclusion of Sunday s Prelim Session. The 1500 Freestyle will be deck seeded by positive check in. Positive Check in will close 30 minutes after the published start of finals the day before. 1500 Finals heat sheet will be available at the end of finals the night before. Any swimmer not positively checked in for the 1500 Freestyle will be scratched from the event. The 1500 Freestyle will swim fastest to slowest alternating women and men.

The 1500 Freestyle may need to be swum two (2) per lane except for the fastest heat. The fastest heat of men and women will swim in finals. Positive check in cannot be used as a substitute event for any swimmer waiting for the positioning into a finals event. A $50.00 fine will be assessed for this failure to appear which must be paid before the swimmer can resume competition in any sanctioned event in Colorado. A Declared False Start (DFS) will not be accepted from any swimmer that has positively checked in for the 1500 Freestyle. 1500 FREESTYLE SWIMMERS MUST PROVIDE TWO (2) TIMERS AND MAY APPOINT ONE (1) COUNTER TO CALL LENGTHS OR INDICATE LENGTHS BY VISUAL SIGN. RULES: 1. At the Referee s discretion, individual events may be combined by age, sex, and or distance, 2. 12 & Under distance events (200 Backstroke, 200 Breaststroke, 200 Butterfly and 400 IM) will swim in prelims as a timed final event. 3. Current 2016 USA Swimming Rules and Regulations will govern the meet, in conjunction with the following information from CSI. a. Age as of the first day of the Meet (July, 22, 2016) shall determine the swimmer s age group for competition. b. The MEET REFEREE will have the final authority on all conduct of the meet. c. No Exhibition swimming will be allowed. d. Times must have been achieved between July 1, 2015 and July 12, 2016. e. All prelim/final events will be contested in prelims and finals, even if there are fewer swimmers than are being brought back to finals. f. Events in finals will be swim with a minimum of ten (10) minutes between individual swims. g. All swimwear must conform to USA Swimming s Rules and Regulations Article 102.8 effective October 1, 2009. If you have any question on older suits check the 2012 FINA approved swim suit list. h. All team photographers must check-in with the Meet Referee prior to taking any photographs. No unaffiliated photographers allowed, unless otherwise approved by the Meet Referee. i. No photography allowed from behind the starting platforms. j. Use of Audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. k. Except where venue facilities require otherwise, changing into or out of swimwear, other than in locker rooms or other designated areas is not appropriate and is prohibited. Deck changing is prohibited. l. At a sanctioned competitive event, USA Swimming athlete members must be under the supervision of a USA Swimming member coach during warm-up, competition, and cool down. m. Any swimmer without a coach must report to the Meet Director or Meet Referee to make arrangements for such supervision. n. Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. o. The conduct of warm-up and competition will adhere to Colorado Swimming s policies and procedures. p. Any outstanding fees and or past due fees owed to Colorado Swimming must be paid in full in order to participate in the meet. 4. Participating teams will be required to provide timers for prelims, and finals. Notification of lane assignments for timing will be sent to each club and posted on the Colorado Swimming web site by Monday, July 18, 2016. These assignments will be posted at the pool as well. 5. Any damage to pool property will be grounds for dismissal from the remainder of the meet and offenders will be held liable to the fullest extent allowed by law. 6. All coaches, and persons acting in any coaching capacity and uniformed officials must display their USA/CSI membership cards when on deck. Current certification is mandatory. Coaches and officials that are in non-compliance will not be allowed on the deck.

OFFICIALS: A mandatory officials meeting will begin at the beginning of each session s warm-ups. This will be a National Certification Officials Qualifying Meet (OQM). Officials wishing to be evaluated for N2 or N3 advancement or recertification. Evaluations for the following positions will be offered. o N2 Level: Stroke & Turn, Starter, Chief Judge, Deck Referee and Administrative Referee. o N3 Level: Stroke & Turn, o Officials wishing to be evaluated must submit an Application to Officiate, to Mike Dilli mdilli@q.com no later than July 1, 2016 for assigned positions and July 20, 2016 for nonassigned positions. o Applications can be found on the Colorado Swimming web site at coloradoswimming.org/officials/applications. o A minimum of four (4) sessions must be worked during the prelim/final portion of the meet to apply for national certification. o o No trainees will be allowed on deck for the prelim/final portion of this meet. Officials uniforms: Prelims: White polo shirts over blue shorts, long pants or skirts/skorts. Finals: White polo shirts over blue long pants or skirts/skorts. No short pants at finals please. White socks and shoes at both sessions. ENTRIES: Swimmers may enter up to five (5) individual events per day, but must scratch down and swim a maximum of three (3) individual events per day by using the scratch box per USA Swimming Rules and Regulations Article 207.11.6. Swimmers may compete in a maximum of seven (7) individual events and two relays for the entire meet and must pay for all events entered with no refund for any scratched events. ENTRY FEES: Relay Events: $10.00 Individual Events: $ 5.00 ($1.00 of each individual event will go to the CSI Support Fund.) Pool Surcharge: $12.00 per swimmer. This includes all swimmers listed on the entry file for relays. ENTRY PROCEDURES: Entries must be emailed to the Entry Chair, (information is on the first page) using either Hy-Tek Team Manager export file and/or Team Unify export file. Please attach a.pdf or Word Document of the team entry report. DEADLINE: The State Entry Chair must receive emailed entries no later than 6:00 PM on Tuesday, July 12, 2016. Hand delivered or mailed entries with checks and hard copies included must be received by 6:00 PM. Final psych sheets will be posted on the Colorado Swimming web site at www.coloradoswimming.org. The team coach and/or entry chair will then have 48 hours from the time of posting to make corrections with the responsible individuals as listed below. Each correction will be subject to processing of double the entry fee. LAST CHANCE ENTRY EXCEPTIONS: Times achieved at approved Colorado Last Chance meets and any additional meets requested to lseckinger@aol.com before July 1, 2016. Last Chance exception only applies to swimmers who have not previously qualified in that event. No previous times will be adjusted. Last Chance entry procedure: New qualifications and payment must be submitted to the Meet Director at the last chance meets. The Meet Director will forward all last chance qualifications to the State Entry Chair. Entries will not be accepted from individuals or teams only from last chance host. SEPCIAL INFORMATION: There will be NO SMOKING anywhere in the facility or in areas frequented by swimmers. Spectators are asked to refrain from standing along the rail in front of the viewing area. NO spectators will be permitted on deck or in swimmer locker rooms at any time during the meet. Deck space is reserved for swimmers, officials, participating team affiliated coaches and working volunteers.
