We strive to provide a fun, yet safe environment for our youth, coaches, volunteers and parents. We offer developmentally appropriate programming for children of all ages and skill levels and we believe every child has the right to participate regardless of skill or ability. We want our youth to win more than games. GENERAL PROGRAM INFORMATION: COPIES OF RULES: Additional copies of these rules are available for download on the MWR website. AGING-UP: Aging up requires a waiver (to be filled out at Parent Central) and submitted for approval. With proper justification a child may not age up more than one division. By aging up your child you accept that there are inherent risks associated with aging up your child, as the level of play may be more extreme, players at that level may be more mature, skillful in the fundamentals of the sport and are older by age. ELIGIBILITY: Co-ed, open to youth 8* - 15 years old, must be have at least one year competitive wrestling experience to enroll. *May accept some 6-7 year olds with competitive experience. Please call the Youth Sports Office to discuss 706-545-1853/3582. Must be minimum age by first practice. COMPETITION & PRACTICE LOCATION: Location of competitions will vary. Primary practice location is Briant Wells Gym. PRACTICES: Practice times are decided by the Coach. As volunteers they decide practice times based on their free time. Practices are Mon, Tue and Thu from 1800-2000. o COACHES: if you need to cancel a practice please notify ALL parents and CYSS Sports Office (706-545-1853/3582). DURATION OF COMPETITION: Three (3), two (2) minute periods with a 30-. NOTE: Competitive participants will be expected to fund their own travel and competition expenses and competitive participants will be responsible for funding their own USA Wrestling membership fee (approx. $35). 1
TEAM PHOTOS: Date will be given to the coach. RETURN OF UNIFORMS will take place immediately following the conclusion of the season. EQUIPMENT: Equipment must be returned to CYSS NLT 14 days after last competition. It is mandatory that each athlete has their own wrestling shoes, and it is recommended that each athlete purchase head gear. JEWELRY: No jewelry (earrings, necklaces, bracelets, silly bands, watches, hair beads, etc.) will be worn during practices or games. This is to help ensure the safety of all participants. No taping over earrings. AWARDS POLICY: Our program emphasizes fun, teamwork and skill building by all players. It is not about trophies and other awards. At the end of the season CYSS Youth Sports issues coaches certificates of participation to give to each player. CYSS Youth Sports will not permit any parent or child to be pressured to contribute to a collection for any purpose. PARENTS, VOLUNTEER COACHES & SPECTATORS: PARENTS: Are required to watch the PAYS video and sign a Code of Ethics. Are required to attend the Parents Meeting prior to the first practice. You are not allowed to approach the coach and team s area during the game. If you need to speak to the coach please wait until after the match is over. If the coach feels you are acting out of line then they may direct you and your complaint to the CYSS Assistant Sports Director or Director. Parents/Spectators are not to address other parents, athletes, coaches, officials or CYSS Staff in a disrespectful or aggressive manner. If any of the above feel harassed they are advised to call the MPs at 706-545-5222. At least one parent MUST BE ON-SITE with their children as part of the CYSS policy. Please do not leave your child too early or too late before/after their scheduled competition or practice. We appreciate your help in this matter. Lead by example, teach respect by being respectful. VOLUNTEER COACHES: Are required to complete a background check and NAYS Certification. Please cooperate with the CYSS Sports Staff in creating and maintaining an environment in which each participant may have fun, is positive and can learn the game and be a good sport. Will refrain from using alcohol and tobacco before and during practices and matches Agree to support and influence good sportsmanship, high moral standards and be responsible for the conduct of their players and spectators. This includes, but is not limited to, unsportsmanlike disagreements with officials or insubordinate acts against supervisory staff. The CYSS Staff reserves the right to, and will, send home anyone (coaches, players & spectators) who are in violation of the rules and regulations set by the program for health, safety, and welfare of all participants. Are required to sign the Coaches Code of Ethics. Lead by example, teach respect by being respectful. Coaches may be dismissed indefinitely if CYSS Staff feels they are not adhering to mission and policies of program. COACHES GAME CONDUCT: May only travel within the assigned area. 2
Any comments made to the referee or the staff should be made before or after the match. Referees: The referees are in charge of the competition and their decisions are FINAL. Coaches are not to address other coaches, players, parents, officials or CYSS Staff in a disrespectful or aggressive manner. If any of the above feel harassed they are advised to call the MPs at 706-545-5222. Coaches are not to address athletes from other teams; issues should be brought directly to their coaches attention. DISCIPLINARY MEASURES BY COACHES: Coaches can bench a wrestler at any time if they have just cause (lack of sportsmanship, not coming to practices without calling the coach, bullying other players, spitting, hitting, throwing equipment at other teammates/people, etc. o Notify parents immediately of issues and ask them for help in resolving them. o Inform the parents of the child that they are being benched for one match or sitting in timeout, etc. Any actions by athletes, coaches or parents harmful to the team/league will result in a game suspension or dismissal from the league. Implementation of 3-Strike policy if child/parent has been warned two times on the third time the child will be dismissed from the league and no refund will be given. Once warnings have been given the coach must provide documentation of the incident (date, time, party involved and incident description) and submit to CYSS Youth Sports after each incident. Cases and incidents can be brought to the Sports Advisory Council if needed, for decision. Sports Advisory Council consists of Soldiers/Parents/Coaches/Civilians In cases of serious incidents call the Fort Benning Military Police at 706-545-5222 and notify CYSS Youth Sports. DISCIPLINARY ACTIONS FOR COACHES: MINOR INFRACTIONS: First Offense: Verbal Warning Second Offense: Two week suspension Third Offense: Season removal MAJOR INFRACTIONS: (Ex. physical altercations, cursing, demeaning players, opposing coaches, spectators, parents and staff. Offender will be removed from all further involvement with CYSS sports. When the offender is a coach, NAYS will be notified revoking certifications and further coaching opportunities. Notification will be forwarded through proper chains of command to offender s commander (if active duty). Failure of any offender not leaving a facility or field when directed to by assigned CYSS staff or any member of Adult Advisory board in the absence of assigned staff will result in MP s being called to expedite the removal of offender. GLOSSARY OF TERMS: Breakdown: Getting an opponent to the mat on his stomach or side, usually from the offensive starting position. Defensive starting position: Wrestler who is on hands and knees in a par terre. From this position, the wrestler attempts to avoid being pinned, escape, or perform a reversal. Also called bottom position. Escape: Occurs when a wrestler who is being controlled by his opponent gains a neutral position, creates space, and faces the opponent. Standup and the sit-out are common escapes. Illegal hold: Anytime a wrestler pushes an opponent s body part past its regular range of motion, uses excessive force, or performs a hold that hampers breathing or circulation. Also called potentially dangerous. 3
Near fall: When one shoulder is touching the mat and the second shoulder is past a 45-degree angle, or if both shoulders are within four inches of the mat. Holding the position for two seconds receives two points, and maintaining the position for five seconds receives three points. One point is added if an injury timeout occurs during the near fall. Neutral position: Neither wrestler has control. From this position, wrestlers attempt to takedown their opponents. Offensive starting position: Wrestler on top of the par terre who kneels with at least one knee on the mat, one hand on the opponent s elbow, and the other hand around the opponent s body. From this position, a wrestler tries to breakdown his opponent. Also called top position. Pin: Forcing both of the opponent's shoulders to the mat. Par terre: Position when one wrestler is in the defensive starting position, on his hands and knees, and one is in the offensive starting position, kneeling beside his opponent. Also called referee s position. Reversal: Executing a move from underneath an opponent that shifts control from the opponent to the wrestler. Stalemate: When neither wrestler can improve his position, wrestling resumes from the starting lines. Stalling: Both wrestlers must constantly make an effort to be assertive (attempt a takedown, escape, pin, etc.) and remain within the 10-foot circle. A warning is given for the first offense, after which penalties are enforced. Technical violations: There are seven major technical violations, including incorrect starting position/false start (warning given), intentionally going out of bounds, grasping an opponent s clothing or equipment, interlocking/overlapping hands, leaving wrestling area without referee s permission, improper/illegal equipment, or applying a figure 4 from the neutral position. Takedown: Dropping the opponent down to the floor from a standing position and gaining control. Tie-up: Wrestler grabs the opponent's upper body while standing to gain control. Unnecessary roughness: Called for actions that are unreasonably aggressive. Unsportsmanlike conduct: Called for disobeying or arguing with a referee, or other acts of poor sportsmanship such as swearing, spitting, taunting, or throwing equipment. SCORING: Takedown = 2 Pts. From the neutral position, when one wrestler takes the other wrestler down to the mat and controls him from the top, a takedown is scored. Reversal = 2 Pts. When a wrestler is on the bottom in the referee s position and reverses his opponent to the top in the referees position, a reversal is scored. Escape = 1 Pt. When a wrestler is on the bottom in the referee s position and escapes to the neutral position without reversing the top man, an escape is scored. Near fall (back points/exposure) = 2 Pts. When the bottom wrestler has his back exposed to the mat on an angle of 45 degrees or less for a count of at least 2 seconds, but less than 5 seconds. Near fall (back points/exposure) = 3 Pts. When the bottom wrestler has his back exposed to the mat on an angle of 45 degrees or less for a count of 5 seconds or more. 4
Penalty Points can be awarded to the opponent of the wrestler in violation of certain rules and conduct. The following is a list of commonly awarded penalty points. Stalling (one or both wrestlers not initiating action or one wrestler being totally defensive and backing away from opponent) Initially a warning, followed by penalty of 1 Pt., with each additional incident incurring penalties of 1 Pt. 2 Pts. 2 Pts.
