5th Annual West Eurasia Roadmap Meeting, Astana (Kazakhstan) 23-24 April 2014 The 5th Regional Meeting was organized to review the progress of the West Eurasia FMD. Earlier meetings of the Roadmap included Istanbul 2009, 2010, 2012; Baku 2013. The founding meeting was held in 2008 in Shiraz, when the subregional Vision was discussed and agreed: West Eurasia region free of clinical FMD by 2020. The Vision timeline was expanded to 2025 during the 2013 Baku meeting. 5

Objectives of the meeting Share the information on FMD virus circulation within the West Eurasia FMDV ecosystem Review the progress of each country along the Regional Roadmap Assist countries preparing national control programs, and submissions to the OIE for control programs endorsement and possible FMD status recognition for countries and zones; On the OIE side, emphasize the role of the newly established OIE Sub - Regional FMD Coordination Office in Astana 6

West Eurasia FMD control roadmap to 2025, after Baku meeting in 2013 ǂ - no roadmap meeting was held, therefore 2010 stages maintained * - to move to Stage 2 pending receipt of Control Strategy ** - will be changed to Stage 1 unless copy of control strategy received by end May 2013 7

Recommendations of the 5th Annual West Eurasia Roadmap Meeting (1) For a bettter implementation of the Global FMD Control Strategy at regional level: Continue the Roadmap process for West Eurasia countries, with an annual survey (based on the self-assessment questionnaires) and meeting to monitor progress (if funding available); Countries which have a provisional PCP-FMD stage 2 submit the revised control plans for review no later than October 2014 with evidence of the programme feasibility for implementation; control plans be submitted to the GF-TADs FMD Working Group; Further develop the guidance on PCP-FMD project proposals that could assist national authorities to obtain national and international investment on FMD control; Each country should identify a specialist for PCP-FMD, a specialist for laboratory and a specialist for epidemiology for readily communication and coordination in matters related to PCP questionnaires, national control plans and laboratory and epidemiology networks; 9

Recommendations of the 5th Annual West Eurasia Roadmap Meeting (2) Countries should be actively involved in the OIE PVS Pathway to improve their compliance with the OIE international standards on quality of Veterinary Services and that Governmental Authorities support the development of an Enabling Environment, of which the reinforcement of Veterinary Services is an integral component; Countries should consider reciprocal and regular communications with neighbouring countries to assess and mitigate risk across borders, and can seek assistance from FAO and OIE to facilitate if deems necessary; Greater use should be made of the vaccine matching services offered by the World Reference Laboratory at Pirbright and other FAO/OIE Reference Centres; Countries should receive technical support and assistance from FAO, OIE and EuFMD in the design of serosurveillance, identification of risk hotspots, effective vaccination strategy and post vaccination monitoring, when requested. 10

Recommendations of the 5th Annual West Eurasia Roadmap Meeting (3) Vaccines used by countries in the region should comply with the OIE Manual of Diagnostic Tests and Vaccines for Terrestrial Animals and in particular, the potency of the vaccines should be selected based on a consideration of the level of protection required against the main circulating viruses; Countries should receive technical support and assistance from FAO, OIE and EuFMD in the design of serosurveillance, identification of risk hotspots, effective vaccination strategy and post vaccination monitoring, when requested; The West EurAsia Region Roadmap programmes should be well articulated with other regional control programmes such as in the Middle East; The Epi-Network should encourage countries to harmonise their animal health information system and support the interoperability among existing national and regional systems (such as the West Eurasia FMD database) and with WAHIS, to facilitate country s obligation for disease reporting; West EurAsia FMD Lab Network (WELNET) should develop guidelines on selection of samples for further characterization by genotyping and vaccine matching, review minimum potency requirements for vaccines for use in West EurAsia. 11

FMD situation in the Sub-Region No new FMD outbreaks were detected in 2014 in the countries of Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan. In Kyrgyzstan, one outbreak (cattle) was reported to the OIE on 26/08/2014. there had not been FMD outbreaks since 2012. 12

Kazakhstan FMD outbreaks & surveillance: 3 outbreaks reported in 2013, in the Eastern part of the country caused by Serotype A /SEA-97 Serosurvey results from 2013 and 2014 shows NSP positivity varied by region from 0-47%, with areas in North and West free of FMD FMD Control Measures: Mass vaccination in the buffer zone Zoning: creation of free zone (where FMD has not been detected for at least 3 years) and buffer zones On-going monitoring, with specific protocols developed for each zone Other notes and priorities for the future: Important risks to manage include late detection of cases; insufficient postvaccination immunity; introduction from neighbouring countries and wild animals 126 laboratories recently built, with diagnosis of brucellosis and FMD as priority 14

Kyrgyzstan FMD outbreaks & surveillance: 37 outbreaks in 2012 No outbreaks reported in 2013 or first 3 months of 2014 State veterinary services carries out monitoring activities to detect FMD FMD Control Measures: Vaccination in cattle with trivalent vaccine (A/O/ Asia1) Kyrgystan is divided into 2 zones according to the risk of introduction of FMDV (high risk and medium risk) Other notes and priorities for the future: FMD outbreaks attributed to incursion from neighbouring countries, due to illegal importation of animals and animal products from neighbouring countries, as well as contact on common pastures Country program was prepared in accordance with the decision of the Intergovernmental Council for Cooperation in the field of veterinary CIS from April 17, 2002 Plan to implement animal identification and registration in 2014 Laboratory capacity to detect NSP and SP antibodies, and to type the virus 16

Turkmenistan is at stage I of the PCP-FMD 2008 2009 2010 2011ǂ 2012 2013 2014 2015 2016 2017 2018 2019 2020 2021 2022 2023 2024 2025 Turkmenia 0 0 0 1 1 1 1? Turkmenistan has developed a plan of preventive immunization of animals in areas of high risk and spread of FMD of skidding. The main activities are to create FMD buffer zone on the border of Afghanistan and neighboring Iran. The last outbreaks of FMD reported in 2000 in the Balkan region Etrap Garrygala (now Mahtumkuli). With the support of the OIE a prevention plan against FMD was developed, which was provided for the following controls - create headquarters of local authorities for rapid response to outbreaks and eliminate infectious diseases. 21

Conclusions and next steps (1) Overall, the 2014 PCP-FMD Stage Acceptance shows that the roadmap remains fully on track to achieving the regional vision by 2025 While significant progress is being made, some challenges however remain and priority areas where further investment is merited The Astana meeting was a key milestone for the West Eurasia region that is likely to progress to the PCP-FMD Stage 2: most of the countries of the Roadmap (>70%) are intending to implement risk based control measures such that the impact of FMD is reduced in one or more livestock sectors and/or in one or more zones 22

Conclusions and next steps (2) The aim of OIE capacity - building activities is to support Member Countries in their efforts to ensure that their Veterinary Services comply with international standards and achieve the goal of eradication of FMD in the country It is expected that the OIE Sub-Regional FMD Coordination Office in Astana will play a crucial coordination role for FMD control in the sub-region The next meeting of the West Eurasia FMD Control Roadmap for the Central Asian Region is tentatively scheduled April 2014, in Astana. A meeting of the RAG will take place before the end of 2014 in Astana to grant countries (8) with a FINAL stage 23
