SkillsUSA DISTRICT 4/5 COMPETITION Rules, Points, Penalties January 15, 2018 (Snow Date January 22, 2018?) 1) Written Test Hershey Volunteer Fire Company, Hershey, PA Complete a 75 multiple question test based on IFSTA Essentials. Example topics include: Explain the principles of heat, heat transfer, and fire Explain the relationships between heat and fire Identify commonly referenced NFPA standards Describe each of the components of PPE Explain the use and care of PPE Describe the proper use of common firefighting equipment State general safety rules and principles. 2) Donning PPE Contestants will 1) don structural protective equipment within 60 seconds. In any safe order, don trousers and boots. Don coat. Adjust hood over the head. Don helmet, adjust chin strap. Ensure that all fasteners, snaps, buckles, etc. are securely fastened. Don gloves. PPE consists of the following provided by contestants: Helmet with face shield (or safety glasses) and chin strap Bunker coat and pants with liners Structure fire boots Nomex hood Structural Firefighting gloves 2) Time will begin when the contestant first touches his/her turn out gear and will end when the contestant signifies are done by a clap of their hands. Remain standing with your hands up until checked by a judge. 3a) 1-point deduction for each 1 second over 60 second time limit. 3b) Safety infractions: 10-point deduction for each skin exposure or other infraction: head, eyes, collar, chin strap, bunker gear. 3c) Deduct 10 points if fire company or personal name identification is visible. 3) MODIFIED CPAT COURSE Candidates wear the following PPE for the entire course: work shirt, pants, helmet with chin strap, ANSI approved safety glasses or helmet shield, structure firefighting gloves, sneakers and 50 lb. weighted vest (provided by Hershey). Candidates should walk and operate in a safe manner during the course. Team members should be supportive but are not allowed on the course or assist with the events. The contest will be held in a working fire station. In the event of an emergency incident, events may be suspended to allow responding fire crews to staff units needed. Candidates and guests will be escorted to a safe area and supervised until the response is resolved. When moving between course events, walk and step every tread on a stair. A support staff member will escort you to all events and remind you of the route and next event station. They cannot answer questions about the course or assist you in the event. 4) Stair Climb- Wear total of 75 lbs. of weight (vest plus simulated hose pack). Climb stair master for 3 2 minutes at a pace of 60 steps per minute (simulating 6 flights of stairs). The first 15 seconds the candidate will be allowed to adjust on the stair master by grabbing the rail. a. Grasping or touching the handrail (after the first 15 seconds) b. Stepping off the stair master before end of time. c. Missing a tread or stepping more than one riser at a time. b) Safety Infraction: 10-point deduction for each infraction a. 5) Hose Drag Extend an uncharged hose line and around obstacles. Grab the nozzle and no more than 8 feet of hose (marked) attached to 200 ft. of inch and ¾ hose. Drag the hose 75FT to a drum, make a 90-degree turn around the drum and continue for 25FT to the finish line. Drop to one knee and pull additional 50FT of hose (marked line coupling) using the hand over hand method. This is the only event you can run and only while dragging hose. a. Stepping outside marked boundaries b. Dropping the nozzle on the ground c. Grabbing more than 8 feet of hose at the start (minus 50 points) a. Slipping or falling b. Missing or removal of any PPE d) Max Score 85 points 6) Equipment Carry Remove two saws (simulated with kettle bells), one at a time, from their place on a simulated apparatus compartment and place them on the ground. Pick up a saw in each hand and carry them 75FT around the drum office cubicle and back to the starting point. Place both saws on the ground. Return the saw, one at a time to the shelf where you initially got them. a. Stepping outside marked boundaries a. Slipping or falling b. Dropping a saw. c. 7) Ladder raise and extension Walk to the end of a 24FT ladder and walk it up rung by rung until it is against the structure. Move to the second 24FT ladder. Extend the fly using the hand over hand method until fully extended and then lower the fly section hand over hand, not allowing the rope to slip through your hands. a. Missing a rung b. 11) Ceiling Breach/Pull (depends on equipment availability) Using a pike pole provided, place the tip of the pole on a designated mark and push up 10 ten five times. Tie Breaker Event: In the event of a tie between contestants, a knot tying event will commence. Points will be modified to ensure no tie exists in the competition. Ropes & Knots contestants, wearing full PPE including structural firefighting gloves will be presented with a section for rope and several pieces of firefighting equipment. The contestant shall exhibit the ability to 1) tie each piece for hoisting using proper firefighting knots (clove hitch, figure-8 on bite, bowline, overhand safety, as needed). The contestant will be 2) timed from the time he/she touches the first piece of equipment until the last piece of equipment is properly tied. Time will begin when contestant first touches a piece of equipment and will end when the contestant properly completes the final task by raising both hands in the air Required Equipment: Rope bags, Pick head Ax, Electric Exhaust Fan, Roof Ladder, Uncharged hose line (nozzle). a.
