Athletes participating in Poomsae (male/female) 12 Maximum Size of Mission: 37 NOTE : CISM Taekwondo Committee members will be included as part of their nation s mission, but will not count against the nation's maximum mission size. No additional member(s) may be included in the mission without prior approval of the Organizers. 4. ACCESS TO THE LOCATION OF THE COMPETITION. a. The competition will take place at Fort Bliss, located in the metropolitan city of El Paso, Texas, USA. b. The cost of travel to and from the host country will be the responsibility of the participating missions. c. Teams shall arrive at the El Paso International Airport (ELP). Airport information can be found at www.elpasointernationalairport.com. Delegations will be welcomed at the El Paso International Airport by the host site coordinators and be transported to Fort Bliss, the site of the competition and accommodations. 5. CONDITIONS OF STAY. a. Board and lodging will be provided for all participants, as well as transport for all CISM related events. b. Participants will be required to pay extra expenses such as telephone calls, laundry, additional food and beverages. c. Nations arriving before 14 October 2013 and departing after 21 October, 2013 will be responsible for all expenses incurred during the period outside the official competition dates. d. In accordance with the Statues and traditions of CISM, any political or and religious action during the competition, in particular the dissemination of propaganda documents, pictures, clothing, brochures,

reviews etc, is strictly forbidden. Any contravention will result in immediate exclusion and deportation of such nation. e. Additional persons will not be accepted without official written permission of the Organizers. f. Medical support for the duration of the event will be provided by the host. The Organizers will cover costs for basic emergency treatment only. In case of additional treatment, hospitalization and or routine medical care, participating nations will be responsible for the payment thereof. 6. REGULATIONS OF THE 22ND CISM WORLD MILITARY TAEKWONDO CHAMPIONSHIP IN 2013. a. Rules. The CISM Taekwondo Regulations, revised November 2012 (as amended), in conjunction with the World Taekwondo (WTF) Rules, the CISM Regulations edition 15 November 2011, as well as local rules as discussed in the Preliminary Meeting will apply throughout. The chest protectors used in the competition will be electronic (DAEDO) b. Eligibility. All athletes must be military personnel on full active duty in the Armed Forces of their respective nations (art. 7.21 of the CISM Regulations). Participation of inactive member nations is not authorized (art.7.24 of the CISM Regulations). All of the participants are asked to present the following documents upon registration: Military identification card; Kukkiwon/WMTF Dan Certificate WTF Global Athlete License (GAL) 7. CHAMPIONSHIP FORMAT. a. Sparring. MALE DIVISION Under 54 kg Over 54 kg and under 58 kg Over 58 kg and under 63 kg Over 63 kg and under 68 kg Over 68 kg and under 74 kg Over 74 kg and under 80 kg Over 80 kg and under 87 kg Over 87 kg FEMALE DIVISION Under 46 kg Over 46 kg and under 49 kg Over 49 kg and under 53 kg Over 53 kg and under 57 kg Over 57 kg and under 62 kg Over 62 kg and under 67 kg Over 67 kg and under 73 kg Over 73 kg Note: Each mission is authorized only ONE athlete per weight class b. 2nd World Military Poomsae Events Information. WTF Men s Individual WTF Women s Individual WTF Pairs (must include one male and one female) WTF Men s Team (3 male team members) WTF Women s Team (3 female team members) Creative/Open Male Creative/Open Female Notes: Poomsae Divisions will consist of WTF and Open. WTF Poomsae Competition will consist only of WTF/Kukkiwon approved Poomsae. Uniform for WTF Poomsae is the WTF Regulations Poomsae Uniform.

Scoring for WTF Poomsae will be done in accordance with WTF Poomsae International Poomsae Scoring guidelines using Computer Scoring. Open Division Poomsae may consist of Creative Poomsae, non-wtf Poomsae, Musical Poomsae, Poomsae with or without Weapons. There will be a 2-minute time limit for Poomsae in the Open Division. Uniform for Open Division Poomsae is optional. Scoring for Open Division Poomsae will be done by scorecards from 5.0-9.9. WTF Mandatory Poomsae will be selected during the Drawing of Lots Meeting from among the following Poomsae: o Individual Competition: Taeguk 6, 7, 8 Jang, Koryo, Keumgang, Taebek, Pyongwon, Shipjin o Pair/ Team Competition: Taegeuk 8 Jang, Koryo, Keumgang, Taeback, Pyongwon, Shipjin, Jitae, Chonkwon. POOMSAE AWARDS: o WTF Poomsae Singles: 1 gold, 1 silver, 1 bronze awarded in the Men s and Women s categories. Each medal counts toward team standings in Poomsae. o WTF Poomsae Pairs: 2 gold, 2 silver, and 2 bronze awarded in the Pairs categories. One male and one female medal per country will count toward overall Poomsae standings for each gender. o WTF Team Poomsae: Maximum of 3 gold, 3 silver, 3 bronze awarded in the Men s and Women s Team categories. One medal per country will count toward overall Poomsae standings. o Open Poomsae: 1 trophy for 1 st, 2 nd, and 3 rd place male and female. Open Poomsae trophies do not count towards overall Poomsae standings. Poomsae medals awarded will determine the Individual, Team, and Pairs Poomsae medalists and, except as noted above, the final Poomsae Team Standings ONLY. They will not count toward sparring team standings. 8. ANTI-DOPING. a. Anti-Doping Tests will be conducted in accordance with, CISM Regulations edition 15 November 2011, Chapter IX - Anti-Doping Regulations. b. The number of tests shall be determined by the CISM Anti-Doping Commission established during the Preliminary meeting, according to the CISM Regulations. c. Tests will be performed according to the latest WADA Anti-Doping Code and Procedures and administered by the United States Anti-Doping Agency (USADA). 9. UNIFORM. a. Uniforms are mandatory for opening and closing ceremonies. b. Uniforms shall be summer dress. 10. CUSTOMS AND VISA PROCEDURES. It is highly recommended that each participating nation contacts the United States Embassy in their respective country for specific information regarding to entry procedures and VISA information into the United States of America. Failure to do so may cause refused entry into the United States.

11. WEATHER. The anticipated weather for October in El Paso is hot with occasional rain showers. Very rare colder weather can prevail after thunder storms. Umbrellas and raincoats are recommended. Please note and comply with the following deadlines: a. Preliminary agreement of participation. Annex 1 to be submitted before 15 June 2013 b. Final agreement of participation. Annex 2a to be submitted not later than 15 July 2013. Late submissions may result in denied participation c. Final entry-composition of the Mission Annex 2b to be submitted by 15 August 2013. Commitment by the Chief of Mission Annex 2c by 15 August 2013. d. Any nation withdrawing from participation after submitting Annex B and fails to notify the Organizing Committee accordingly will be held responsible for all related costs incurred by the Organizers. 14. 15. ADDITIONAL ITEMS AND INFORMATION. Chiefs of Missions are kindly requested to bring along the following items: a. One CD with National anthem b. One national flag (1.5m x 2.5m) c. Gift (optional) for Chief of Mission Gift exchange. d. Any special dietary needs should be conveyed in advance in order to ensure that it is catered for. e. Water from taps in El Paso is safe for human consumption.
