OVERVIEW USA Cycling is the national governing body for competitive cycling in the United States, a member of the United States Olympic Committee, and is recognized by the International Cycling Union (UCI) as the sole sanctioning body in the United States. USA Cycling owns the rights to the USA Cycling National Championships. The official names for the events will be the USA Cycling Track National Championships and the USA Cycling Collegiate Track National Championships. The USA Cycling Track National Championship will include Elite, Masters and Junior categories. USA Cycling retains the rights to various media and sponsorship categories as listed below. Who Can Bid? USA Cycling endeavors to create event relationships with organizations like Convention and Visitors Bureaus, City Sports Commissions and/or venue operators, such as a resort or a velodrome association, to ensure the Local Organizing Committee (LOC) has all of the necessary support, involvement, and promotion in the local community. The LOC may need an experienced race/operations director or event operations company that can help develop the bid, as well as help market and organize the event from start to finish. However this is not required; the LOC and USA Cycling may choose an operations director company together during or after the bid process. Bid Process. This document is a detailed overview of the requirements for hosting a USA Cycling National Championship. All bids must acknowledge and accept responsibility for the requirements listed within this document. Completed bids must be received by their respective deadlines. USA Cycling will review and follow up with questions or discussion. The decision-making process may include a site visit by one or two USA Cycling staff members, with reasonable travel costs for that visit being the responsibility of the potential LOC. Event Success! The 2016 USA Cycling Track National Championships can expect over 700 unique participants and the 2016 USA Cycling Collegiate Track National Championships can expect over 200 unique participants and countless additional family, friends, and spectators attend these two events. Please submit proposed date(s) for the event in which you are applying. The dates should not conflict with other major races such as UCI events, USA Cycling top-tier calendar events (NRC/NCC), intercollegiate races (for Collegiate Track), other National Championships, etc. The bid for this event is a 1-year contract for 2016. The dates for Collegiate Track Nationals are the 3 rd week in September and the traditional date for Elite/Jr./Masters Nationals is in July or early August. BUDGETARY REQUIREMENTS All entry fees, government grants and sponsorships are retained by USA Cycling to pay for the event. A detailed list of LOC responsibilities is in Appendix A. USA Cycling retains the rights to all sponsorship categories, but may, at their discretion, release some rights to the LOC if specifically requested up front by the LOC. Event-specific cash sponsorships in categories that USA Cycling has released and are sold by the LOC (not including grants) will be split 50/50 between the LOC and USAC with both splitting the responsibilities delivering the sponsor inventory. USAC owns the exclusive rights to all radio, television, film, video, and other media form for the Races and the exclusive right to sell USAC logoed merchandise and event-specific merchandise at the Races. 2 P a g e

HOTEL ACCOMMODATIONS FOR STAFF It is not a requirement for an LOC to provide hotel accommodations for USAC staff. However, the inclusion of hotel accommodations for USAC staff can significantly enhance a bid and will be strongly considered during USAC s selection process. Should hotel accommodations be included, below are the specifications: STAFF ROOMS: USA Cycling Track National Championship: up to 12 (twelve) double rooms for the duration of the event (up to 100 room nights) to be used from 3 days before the event to one day after. USA Cycling Collegiate Track National Championship: up to 12 (twelve) double rooms for the duration of the event (up to 55 room nights) to be used from 3 days before the event to one day after. These rooms will be used for USA Cycling staff, officials, announcers, and photofinish technicians. Hotel requirements: May utilize more than one hotel property if approved by USA Cycling Hotel(s) must be a minimum of a 3-star hotel property Hotel(s) must be within close proximity to the venue Hotel property(s) must be pre-approved by USA CYCLING LOC keeps all rebates and incentives offered by the hotel to offset the above responsibilities 3 P a g e

Appendix A LOC REQUIREMENTS: USA Cycling Track National Championships As a partner of the USA Cycling National Championships, the Local Organizing Committee (LOC) is responsible for providing the following support and assuming all related costs: RACE OPERATIONS POLICE SERVICES: Provide any local (city/county/state) police services and related costs. EMT/EMS SERVICES: Provide EMT/EMS services for the participants and general public on the days of the event. A minimum of two (2) EMT/EMS personnel are required on site whenever competition is in progress. TRACK AVAILABLITY: Provide a complete and groomed National Championship-worthy cycling venue and track that meets USAC specifications. Track surface should be free of defects, deformities, holes, debris, etc. At this time, USA Cycling is only considering tracks that are 250 meters or larger for National Championships. PERMIT SERVICES: Obtain and pay all fees associated with permits required to operate the event. Such permits include, but are not limited to: City and county permits for stages, tents, electrical, health, alcohol, encroachment, and sound Construction permits - Includes permits for construction of staging, tents, wiring and electrical, portable generators, and power equipment Parking - both on and off site if necessary as agreed upon by LOC and USAC Alcoholic beverages - consumption in public, from cups, bottles and cans, in a private VIP area Special and ancillary events - pre-event and race day(s) Banners and signs - hanging and display of pre-event, race day advertising and sponsor banners Concession sales - on-site merchandise and concession stands as requested by USAC Please list any special permitting/restrictions that the event should be aware of, including alcohol, merchandise sales, signage and sound amplification. This may affect the event layout. WASTE MANAGEMENT: Provide waste management/trash removal services during and at the conclusion of the event. Necessary supplies and services include: trash containers, dumpsters, recycling containers, and the crews to remove full containers of liners and replace them with fresh liners. Also needed are crews to restore the venue to its original beauty. EVENT EQUIPMENT: The LOC is responsible for providing the following race equipment for the duration of the event: Restrooms sufficient for spectators and participants (either permanent facility-based or rentals) Start gates (if deemed necessary for the event by USAC standard for Elite events) Public address (PA) system with ability to play music 4 P a g e

Covered officials stand or stage (at finish line) Sponges (30 cm by 10 cm by 10 cm, weighted to keep them from moving) for marking the measurement line in timed events Awards backdrop structure and 5-deep (3-deep for Elite) podium blocks (USAC to provide awards backdrop 12 H x 15 W) Video camera, operator, and playback monitor (at least 12 screen) for massed start events, sprints, and keirin (if deemed necessary for the event by USAC) Large Screen TV monitor for displaying intermediate and final results to spectators and infield participants (if deemed necessary for the event by USAC) Motorcycle or derny and experienced driver for leading the keirins RADIO PLAN: USA Cycling will provide a limited number of radios for staff, but this may not be sufficient depending on the scope of the event. LOC will work with USAC to create a radio plan for staff, officials, and medical personnel. WEBSITE LANDING PAGE: Create a landing page for local information for participants and spectators. This page should include lodging information, information about the area, and other activities that travelers can make plans to participate in. This page will be linked to from the USAC event page. Page must NOT include race specific information like race schedule, registration information, rules etc., but may link back to the USAC page for that information. EXPO AREA/FESTIVAL: Support the event s expo area by managing the following: Allocation of a suitable area for the tech expo and/or festival Handle all festival permits and associated fees Electricity and waste management Parking for vendors USAC sponsors have rights to any space needed in the expo at no charge LOC keeps all revenue associated with the selling of space in this area AUXILIARY SPACES The LOC is responsible for providing the following auxiliary spaces 48 hours leading up to the event start to 1 day after the event finish: REGISTRATION/PACKET PICK-UP ROOM: Area open 1 day before the start of the event (set up 2 days before the event) for participants to pick up number plates and register for the event. Requires approximately 1,000 square feet. Below are the elements that the Registration Room must have: Ten (10) chairs Six (6) 6-foot skirted tables Ten (10) 110V outlets and power strips One (1) high speed copier which can collate. Copier will be delivered and installed and should print a minimum of 30-50 pages per minute. Copier should come with a service agreement that includes on-site maintenance, if necessary (this copier can double as the media room copier needs to be available to both groups during the event) 5 P a g e

Wireless internet capability equal to one T1 line or capacity to accommodate 50 users Sufficient trash and recyclable cans OPERATIONS OFFICE/COMMISSAIRES MEETING ROOM: A conference room for 10-12 people (may use the same room as registration if approved by USAC). VIP AREA: If deemed necessary by USAC, LOC may be asked to provide a VIP area for both USAC VIP s and LOC VIP s. This area may be near the start/finish area and may include food and drink (cost of food and drink will be part of sponsor servicing by the LOC or USAC, as appropriate). WEBCAST PRODUCION ROOM AND SERVICES: If USAC elects to do a webcast of the event, a space for the production crew may be required. Access to internet at finish line preferably one T1 Line established at the finish line for a webcast of the event. A T1 line can handle a high speed Internet connection speed of 1.544 Mbps (total of 3 Mbps download speed). MEDICAL CONTROL FACILITY: Provide a drug control facility that meets United States Anti-Doping Agency (USADA) specifications. The area must provide the following (subject to change per USADA s changing regulations): A separate medical control facility (including a men s and women s restroom that is not public) Comfortable waiting area with chairs for athletes Separate room or partition for paperwork formalities Separate bathroom facility with shower and sink Clean, private and secure, with no access by public or press Access to a telephone On the venue grounds Temperature controlled Four six-foot table, 16 chairs, and full sized trash cans Coolers with ice or a refrigerator 6-10 sealed drinks (juice, water, and electrolyte drinks no alcohol or caffeine) per athlete tested Sealed snack food PARKING REQUIREMENTS The LOC is to provide the following parking and suggested directions to each parking area: EVENT PARKING: Requires a sizable lot at or near the track venue for approximately 150 vehicles. Some teams can travel with a motor coach, trailer and support vehicle. MEDIA PARKING: Parking for 10 local and visiting media within close proximity of the press work room/press conference. Additional parking for television trucks to accommodate live shots at the track. STAFF PARKING: Requires parking for approximated 10 vehicles adjacent to the track. 6 P a g e

VOLUNTEER PROGRAM The LOC is responsible for securing and organizing local volunteers for the event. Volunteers will assist USAC and the LOC with coordinating activities on the day of the event. The total number of volunteers is typically 20-50 (depending on schedule needs). Volunteers are used for (but not limited to) the following jobs: registration staff, auxiliary room staff, sponge technicians, credential check/infield access, results runners, awards coordinators, signage setup/takedown, parking marshals, and sponsor activation. USAC will provide a detailed volunteer needs document to the LOC before the event. If the LOC decides that volunteer check-in is at a location other than the venue, then the LOC is responsible for its own infrastructure (tents, tables, chairs, generators). If LOC cannot supply a sufficient number of volunteers, it is the LOC responsibility to supplement volunteers with hired labor/staff to meet event needs. REVENUE RIGHTS OF THE LOC The LOC has the following possible revenue streams to offset local costs: PARKING FEE: LOC may charge a parking fee to event attendees, including participants. Amount must be approved by USAC in advance. USAC staff, media, VIPs, and sponsors/vendors must have access to free parking close to the venue. FOOD/DRINK CONCESSIONS: LOC has right to sell food and drink concessions, but must adhere to sponsorship requirements of USAC food/drink sponsors (i.e. LOC will work with Sierra Nevada to stay sponsor compliant). MERCHANDISE: LOC may sell merchandise that is NOT event-specific to the National Championships. USAC may per their discretion give the LOC the rights to sell event-specific merchandise if USAC elects to defer this right. In this case, USAC will have final approval rights on all merchandise designs. EXPO FEE: LOC has the right to create an expo area and sell space and keep the revenue. Amount must be approved by USAC in advance. USAC sponsors/vendors must have rights to free space if requested by USAC. USAC must be kept notified of layout and vendors. GATE/SPECTATOR ADMISSION FEE: LOC may charge for spectator entry for all or any of the races. Amount must be approved by USAC in advance. Each participant in the event must get one free pass for themselves and one free pass for an additional person (family member, coach, etc.). No USAC employee, advisory committee member, board member, VIP, or sponsor/vendor will be charged for entry. INFIELD PASSES: LOC has the right to sell infield passes to non-competitors to control access to the infield. Amount must be approved by USAC in advance. USAC staff, VIPs, and sponsors/ vendors will have access to a free pass. 7 P a g e

Appendix B USA CYCLING RESPONSIBILITIES: USA Cycling Track National Championships USA Cycling is responsible for providing the following support and assuming all related costs: REGISTRATION AND WEBSITE: USA Cycling will provide registration for the event via its online registration system. USA Cycling will also provide a staff person to manage registration on site. EVENT STAFF LOGISTICS: Provide all flights, ground transportation, lodging (unless LOC has opted to provide USAC lodging in the bid), and food for USAC staff, officials, announcers, and timing staff (daily staff lunch may be requested to be provided by LOC, but USAC will reimburse). OFFICIAL RACE HOTEL: Identify and contract with a local hotel (or multiple hotels) to be the official hotel partner of the event. USAC may work with a local CVB or Sports Commission to finalize this. Any help from the LOC to identify these potential partners and make introductions is welcome. It is USAC s goal to find a hotel partner who can offset some of the cost of staff rooms. OFFICIALS: USA Cycling will assign and pay all of the assigned officials fees and expenses per the USA Cycling schedule of fees for National Championship events. TIMING/SCORING: Provide and compensate a timing staff and all related hardware (including cameras) and software for accurate timing, scoring, and results production for National Championship races. If the LOC feels they can help offset this cost through equipment or personnel on site, please list this in your bid information. ANNOUNCING: Provide and compensate a public address announcer. VOLUNTEER SHIRTS: Provide t-shirts for all event volunteers. RACE NUMBERS: Provide race numbers for all National Championship race participants. AWARDS: USA Cycling will provide all awards (jerseys, medals) to all National Championship races and additional categories of races, as appropriate. SIGNAGE: Provide hard coroplast trackside sponsor signage, vinyl USAC National Championships venue banners, windfeathers, etc. Provide USAC National Championship podium backdrop. 8 P a g e

SPONSOR SOLICITATION USA Cycling is responsible for procuring national and event-specific sponsorship sales. The LOC will be asked to work with USAC to also procure event specific sponsorship sales and to support the sales process in a way that maximizes revenue, while protecting the rights of existing sponsors. Any eventspecific sponsorship sales will be split 50/50 between USAC and the LOC after USA Cycling s hard costs have been covered.
