OHIO STATE CYO HIGH SCHOOL BOYS AND GIRLS BASKETBALL TOURNAMENT BY-LAWS Amended 6/6/2011

BY-LAWS ARTICLE I NAME The name shall be the Ohio State CYO High School Boys & Girls Basketball Tournament. ARTICLEII PURPOSE It shall be the purpose of the tournament to promote under Catholic Youth Organization auspices, basketball competition among the various Dioceses in Ohio on the High School Division level. ARTICLE III MEMBERSHIP Section 1 Any diocese properly affiliated with an Ohio Catholic Youth Organization may participate in the tournament. The number of teams from a given diocese will be determined by June. The host diocese has the authority of filling the tournament slots to the maximum allowed after June. A maximum of sixteen (16) boys' teams and eight (8) girls' teams and a minimum of eight (8) boys' teams and four (4) girls' teams will participate in the tournament. ARTICLE IV MANDATORY COACHES' MEETING A meeting for the tournament coaches, or their designated representatives with the Board of Directors, will be held on the Friday evening the weekend of the tournament. The meeting is to be held at Tournament Headquarters. ARTICLE V TOURNAMENT Section 1 The tournament is to be conducted on single elimination basis. There will be a consolation tournament for the teams eliminated in the first round. Section 3 Section 4 Teams participating in the annual tournament must be established representatives of their Diocese in the State of Ohio. The players and their parents must meet the eligibility requirement of the diocese that they participate in during the regular season. To be eligible, a team must provide proof (schedules) that they have participated in a sanctioned CYO league and play at least six games. Combining two teams from the same parish into one team for the State Tournament is not permissible.* The June Board of Directors meeting is optional at the discretion of the Tournament Director. If a meeting is not held, information concerning the tournament will be submitted to each diocese in June. Rosters A. Rosters of certified tournament entries shall be given to the Tournament Director before the mandatory coaches meeting. Once a team officially qualifies for the tournament, the

Tournament Director must be notified. B. It is mandatory that all team rosters and schedules of parishes participating in Diocesan or Region sponsored CYO leagues are submitted to the current Tournament Director on or before January 15th of the current season. If the roster is not submitted and completely approved, the team is ineligible to participate in the tournament under any circumstances. No change may be made in the team roster once it has been submitted to the Tournament Director for participation in the State Tournament. Section 5 Section 6 Section 7 Players listed on their high school basketball roster (freshman, reserve, junior varsity, varsity) are prohibited from participation in the annual Ohio State CYO Tournament during the basketball year in which they enjoy the above high school status. Age Limit A. A participant must be at least fifteen (15) years of age or have attained the freshman year of high school. B. A participant who reaches his nineteenth (19th) birthday on or before August 1 is ineligible to play Ohio State CYO Basketball. C. A player may not participate if he/she has completed his/her senior year of high school. This does not include students who graduate in January of their senior year in high school. D. If not in school, a player may not participate if his/her class has graduated from high school. The games will be conducted under the Ohio High School Athletic Association Rules. A. Uniforms worn by participants in the Ohio State High School Boys & Girls Basketball Tournament must conform to the regulations adopted by the OHSAA. All jerseys must have legal numbers (digits of 0, 1, 2, 3, 4,or 5) with all seams hemmed and all players must wear matching shorts. The responsibility of compliance lies at the regional level. Coaches shall verify with the head official prior to each contest that all players on the team are legally equipped. If a team arrives to play in unofficial uniforms, the players will be issued pinnies and the team will receive two indirect bench technical fouls and loss of the ball. The coach will also lose the right to stand during the game. Inappropriate attire by coaches or players is not permitted. Examples of inappropriate attire include advertisements for the use of alcohol or any attire deemed inappropriate in a Catholic environment. This will be enforced and interpreted by the Tournament Director, his or her staff and any Board of Directors member. B. Half time will be eight minutes. C. Blood Rule: Any player who is bleeding must come out of the game as soon as the blood is seen and/or pointed out to the referee. This player may not return to the game until the bleeding has completely stopped and the area has been

properly cleaned and treated. A player will not be allowed to return to the game if there is blood saturated on the uniform. D. No dunking will be tolerated at any time. The penalty for dunking will be ejection from the game. A technical foul will be issued. Points scored on a dunk are not counted. This rule is in effect before, during and after the game. E. An unsportsmanlike technical foul by a player or coach will result in ejection from the game. A coach in violation must leave the gym. A player will be banished to the bench. If any other disruption occurs, the player must leave the gym with an adult. A second unsportsmanlike conduct technical foul during the Tournament will result in ejection from the Tournament. F. If an Ejection occurs during the 4 th quarter or overtime of a game, at the discretion of the Tournament Director policies could be announced at the Coach s Meeting that would require the athlete or coach to sit out part/all of the following game. G. It is recommended that all players participate in each game. H. The forfeit time is determined by the designated Tournament Director and will be announced at the coaches meeting. Section 8 Section 9 Section 10 Section 11 The date of the tournament will be at the discretion of the Board of Directors. A copy of rules, consent forms, and entry forms (in triplicate) must be sent to each Diocesan Athletic Director, or their designated representative to process the entries and forward them to the Tournament Director. In tournament play, an official shall not be permitted to officiate more than two (2) consecutive games on any given date. The Tournament Director will assign three (3) officials to every game. Any team using an ineligible player or players in this tournament shall be suspended immediately. If the violation is discovered after the tournament's completion, the suspended team shall return any trophies and awards received to the Tournament Director promptly and said trophies and awards shall be distributed to the proper team. If feasible, the last team defeated by a suspended team shall be reinstated to continue in the tournament. ARTICLE VI FINANCES Section 1 The entry fee shall be one hundred fifty dollars ($150.00) per team. One half (1/2) of the entry fee will be due with the entry form by October 1st. If at least (1/2) of the entry fee is not submitted by October 1st, the Tournament Director has the right to fill the unpaid spot. If the Tournament Director is notified by the Diocesan Athletic Director by December 1st that they will not fill one (or more) of their spots in the tournament, their money will be 100% refunded. All money after that will be forfeited. Each entrant is responsible for any expenses incurred while traveling to and from the tournament site. They are also responsible for expenses incurred while in the host-city. Each entrant will be responsible for its

own accommodations. The Diocese will be responsible for any damages caused by their teams' associates. Section 3 Section 4 The host-city is to provide trophies or awards from the tournament funds. Team trophies are to be awarded to the winner, runner-up, third, and fourth place finishers in the championship bracket. Team trophies will also be awarded to the winner and runner-up in the consolation bracket. Individual trophies are awarded to the state championship and runner up teams. This applies to both the boys' and girls' tournaments. A Sportsmanship Award will be presented to one recipient in both the boys and girls tournaments. A complete financial report, state tournament results, and the scores of all tournament games shall be submitted to each member of the Board of Directors by June. ARTICLE VII BOARD OF DIRECTORS Section 1 Each of the six (6) diocese in Ohio (Cleveland, Cincinnati, Columbus, Toledo, Steubenville, and Youngstown) shall be members of the Board of Directors and each diocese may be represented by three votes for both boys' and girls' tournaments. Section 3 Section 4 The business meeting that is held during the course of the tournament shall be a closed meeting for Board of Directors members and guests invited by the Tournament Director. The host-city for the next two years tournaments shall be determined at this meeting. The current Tournament Director is considered a voting member of the Board of Directors. Only the Board of Directors can establish policies, review and amend by-laws. No additions or deletions of these by-laws can be made without quorum. Fifty percent (50%) of the participating dioceses shall constitute a quorum. Each team must have a diocesan representative in attendance at the tournament. ARTICLE VIII CURFEW Section 1 There shall be a 12:00 midnight curfew for all players participating in the Ohio State CYO Basketball Tournament. All players must be in their own rooms by the curfew. It shall be the responsibility of the coach of each team to enforce this rule. The Board of Directors will take disciplinary action if this rule is violated. This action shall take place before the next scheduled tournament game of the team involved. Any player or coach guilty of acts of misconduct will be subject to elimination from the current tournament or any other state tournament. Any team that has been eliminated in the first or second game of the tournament must still abide by Section 1 of Article VIII of the by-laws until such time they leave the motel to return to their home city.

Section 3 NO ALCOHOLIC BEVERAGES OR ILLEGAL DRUGS ARE ALLOWED IN THE POSSESSION OF ANY PLAYER AT ANY TIME DURING THE TOURNAMENT (THIS INCLUDES MOTEL ROOMS). PENALTY FOR VIOLATION OF THIS RULE: Disciplinary action by the State Board of Directors and/or Tournament Director. ARTICLE IX STATE BOARD OF DIRECTORS The State Board of Directors will handle any infraction not specifically addressed in the bylaws. * Interpretation of Article V, : Some of the small diocesan programs do not have regular leagues; however they do sanction parish teams playing in church, YMCA, recreation department, etc. leagues. The Diocesan CYO Director will make the final decision as to whether or not their league program lives up to the spirit of the rule. The intent of the rule is that a diocese will not use "pick-up" teams to play in the tournament. Regardless of the type of league, CYO or others, there must be at least (6) regularly scheduled games.
