1. MEMBERSHIP a) Participant shall remain in good standing with the League b) Participant shall comply with the PVSL By-Laws and Constitution and Rules and Regulations c) All outstanding money owed shall be submitted to the PVSL within the timelines set by the Board of Directors. d) Each team or club shall submit with the Association District Office by the NSA deadline each year. Submit a membership fee as set out by the NSA. i. A copy of its current Constitution & By-Laws and any amendments. (Constitution on file with is the official copy). ii. iii. A list of all officers including their address, phone number, email address and position shall be provided to the NSA. A financial Statement (audited if club is Incorporated) A club contact person with mailing address, phone & fax number, email address and position. e) Directors/Officers/Team Managers/Team Contact is required to complete an Administration Registration Form that has been approved by the Board and pass the club's volunteer screening policy. This is a districted form from NSA. f) All participants associate with the club including but not limited to the coaches, trainers, and players shall complete the Ontario Soccer Association Waiver and Release of Liability form. g) All Players are required to complete a Player Registration Form that has been approved by the Board. h) OSA Insurance will not cover Team Officials and Player unless they are registered for the current season in the registration system. i) PVSL Membership Year is January 01 to December 31. j) Application for annual renewal of Membership must be submitted by no later than February 15. k) Membership terminates on February 15 if the organization fails to submit its application for renewal of Membership or fails to provide the required membership renewal criteria. l) The membership will vote each team into the PVSL by secret ballot at a separate meeting. This vote will determine the teams eligible for membership for the current season. Majority vote will be upheld. The voting teams will be based on the previous year s membership. Teams must be present for the vote or submit by proxy. m) Any new applicant teams must start with our league in the lowest division. n) Registration fees for the PVSL is $325 per team. Any team that does not provide the league with the registration fee on the required date as determined by the PVSL board shall be subject to an additional late registration fee of $200. o) Bounced Cheques (Non-suffucuent funds) submitted to the PVSL will be subject to a $50 fine. 2. Game officials must be paid fifteen minutes prior to the start of the game. Cash or cheque are acceptable methods of payment. 3. Each team may dress a maximum of twenty-one (21) but not less than seven players. 4. Only ten subs and three registered team officials shall be permitted to sit on the team bench. 5. All three team officials shall be in possession of a registration book as provided by The Association and must be in possession of the team officials during the tenure of the game. 6. PLAYER ELIGIBILITY Page 2

a. All participating players must be in possession of a Player Registration Book (PRB). b. The PRB s are to be checked by the opposing team prior to the kick off. If the books are not available prior to the game, then the game shall be forfeited by the team that does not have the books and shall pay for their portion of the referee fee and the opponent s field user fee up to a maximum of $100 that will be pay to the other team. Teams have the right to check any player s book at any point prior or during the game (during a stop in play). Any player who shows up late to a game must show his player book to the opposing team prior to entering the game. Note 1: Teams have the right to check a player s book even if it interferes with the start of the game. Note 2: Referees are to witness book checks if requested by the opposing team c. No protests regarding player eligibility shall be accepted if teams fail to check the opposing teams PRB s. d. The Board of Directors may act upon discovery of ineligible players where they witness the offence. e. Teams are not permitted call-ups. f. Players on Trial/Temporary Registration permits must be designated as such on the team sheet by placing the letters TP beside his name. g. A player can only be registered with one PVSL team at a time. 7. Players entering the game late must have their PRB checked by the opposing team before being allowed in the game. 8. If any irregularities occur pertaining to rules 5, 6 or 7, a protest must be lodged with the referee who in turn shall note on the game sheet in the check box allotted. 9. A number on their shirt must identify all players. Such numbers must be recorded against the players name on the team sheet. All numbers must be legible. Page 3

10. Each team must provide the referee a game ball fifteen minutes prior to the start of the game for inspection. 11. The league's official PVSL.ca website game sheet must be used and provided a minimum of 15 minutes prior to the start of the game to the official. A $25.00 fine will be assessed for not complying. See rule 52 alternatively. 12. The home team is responsible for field markings, nets and corner flags. If a team fails to provide a game nets, field markings or corner flags they will be subject to a fine of $50.00 for delay of game and will have 15 minutes to provide nets or the opposing team will be awarded three goals and the game points. 13. In the instance of a color clash of shirt s it will be the responsibility of the AWAY team to have alternate colours. (Use Primary & Alternate Colours vs. Home & Away) 14. If a team fails to provide the proper colour uniform they will be subject to a fine of $50 for delay of game and will have 15 minutes to obtain the proper coloured jerseys or the opposing team will be awarded three goals and the game points. 15. Goalkeepers must have shirts distinctive from both teams and the referee. 16. Teams who are charging admission must honor the cards of the Board of Directors of the PVSL and the NSA. 17. Teams using players on a Trial Permit or Temporary Registration Permit will submit the appropriate form signed by the District Administrator to the referee prior to the start of the game. The referee will send the permit form along with the team sheets to the secretary of the league within twentyfour hours of the conclusion of the game. 18. DISCIPLINE Page 4

a. Discipline shall be handled by the NSA but the PVSL reserves the right to require a member to appear before them with not less than forty-eight hours notice. b. All discipline shall be handled under the Rules & Regulations of the OSA, the NSA and the PVSL. c. The accused s PRB and appearance fee are to be submitted to the NSA under the discipline procedures as set down by the NSA. 19. REFEREE ASSAULT a. Discipline in the case of referee assault shall be handled by the NSA on behalf of the OSA and the accused shall stand suspended from all soccer activities as per the OSA rules. b. The accused s club shall be required to pay the OSA administrative fee as set down under the OSA rules on discipline. 20. In the event of back to back games in Cup or League play-offs, if deemed necessary by the Board of Directors, discipline will be convened following the first game and prior to the start of the second game. Prior to League cup or play-off finals a discipline hearing shall be convened (no player shall play in any final with an outstanding red card). 21. League standings will be determined by teams receiving 3 points for a WIN, 1 point for a TIE and 0 points for a LOSS. 22. Ties in League standings will be decided in order See Rule 45 below 23. In the event a tie still exists, a one game playoff is to be used to decide the division winner then the game will include sudden death overtime (golden goal). If the game is still tied after overtime then penalty kicks will be taken as per FIFA to decide winner. 24. In the event of an altercation on the field of play and anyone from the bench entering the field of play during the altercation upon report from the referee of such an infraction there will be a fine assessed to the team and or any member of not less than one hundred and fifty ($150) dollars. 25. Teams must be on the field ready to play prior to the game or face a fine as determined by the Board of Directors. Page 5

26. PROTESTS a. Protests shall be dealt with the PVSL Board of Directors except in NSA and OSA cup competitions. b. The protest fee shall be one hundred ($100) dollars and shall accompany the written protest to be presented to the League Secretary within 2 days of the date of game to which it relates. A copy of the protest must be sent to the opposing team within the same time limit. 27. GAME FORFEITURE a. Game forfeited with less than 48 hours notice - fine TBD by the executive, ref fees, 3-0 recorded score and 3pts awarded to the opposing team. b. With more than 48 hours notice - no fine, 3-0 recorded score and 3pts awarded to the opposing team. c. Abandoned game - $200 fine dependent on NSA advisement. 28. If a team does not show up for a scheduled game, the opposing team will be awarded three goals and the game points. 29. Benches: this area is restricted to the named substitutes and registered team officials that are listed on the team sheet only. Spectators are not permitted to stand in the bench area. Exceptions may apply. 30. No player with professional status will be eligible for registration in the PVSL, no exceptions will be allowed. 31. If a player is playing for a semi-professional or professional team and his playing status is either amateur or professional, he will not be permitted to register with the PVSL until he retires or no longer plays at that higher level. Documentation stating the above will be required prior to acceptance of registration. 32. The game will be 90 minutes with 2 x 45 minute half. 33. All divisions will play as per PVSL (OSA) and published rules with the Exception of slide tackle. Games will be officiated by one referee and two assistant referees. Any additional costs needed to play match will be the responsibility of the teams involved. Page 6

34. NEW 2017 Trial: Sliding tackles are not permitted in our league. a. Sliding to get possession of the ball when no opposing player has a play on the ball is allowed. b. Note: Goalies are permitted to slide tackle. 35. Substitutes can be made at goal kicks, own teams throw-in s (Piggy Back changes must be agreed upon at beginning of game), after a goal, from the center of the field on the bench side at the discretion of the referee. 36. Signing of Players Deadline players must be registered no later than August 31 st (of the current year). 37. Players are eligible to play in the league when they have reached the age of 35 in the current season, prior to the signing deadline. 38. Indoor showers and change rooms are mandatory. 39. Any new team entering the league will be required to have lights, indoor showers and change rooms on their home field. 40. Game reports are to be submitted on the web site or to the administrator within 48 hours. Failure to do so will result in a $25 fine per occurrence. 41. Games postponed due to weather, the home team has 14 days to reschedule. In the event the home team does not comply, the away team will offer a date to the league within 48 hours or the league will assume responsibility of rescheduling the game. With the exception of postponements in September games, all other rescheduled games must take place prior to the 3 rd Sunday in September. 42. The deadline to enter teams into the league shall be the Registration Meeting held by March 15 of current year. 43. Relegation shall be two teams up and two teams down according to League standings. If teams fold or withdraw from the league, ten teams minimum will stay in the first division to allow new teams to enter the league. 44. One blackout date will be permitted for the season. This date must be submitted at the Registration Meeting to allow for scheduling. Page 7

45. In the event there are teams tied on points at the end of the season the tie will be broken by the team's head to head points (number of wins vs. losses in the games the teams were involved against each other). If the teams are still tied, the tie will be broken by the aggregate score on the games with the teams involved. If the tie still remains, the winning team will be determined by the team who has the least goals against. 46. Games may only be rescheduled as per approval of the board in only in extreme unforeseen circumstances. (Having not enough players to field a team is not an acceptable circumstance). 47. Any team playing an ineligible player, [under-age, suspended or improperly registered, etc.], (or dressed on the bench) will default the games that the player has played in (or attempted to play in) and the team manager MAY be suspended from the league FOR ONE YEAR. The team will be fined $500.00 plus additional fine as per the PVSL rules. The team playing ineligible players will lose the game and the opposing team will be awarded three goals and the game points. 48. TEAM BOND a. Each team shall pay a $500 bond at the beginning of the season to the league. b. The team bond shall be retained at the end of the season but may be required to be replenished during or at the end of the season due to but not limited to the following infractions: c. i. a) $200 fine for a team that assaults a referee; b) $25 fine for each time an official team representative is not present at any officially scheduled meeting and a $50 fine if a team representative is not present at the AGM. c) A team that plays ineligible players will be fined: 1. $200 for 1st offence. Multiple offences will be more severe. ii. d) Any team that is fined its entire $200 bond ($500 for new teams) will be up for league review at the end of the season. Page 8

iii. a) Any new team entering the league will be required to post a $500.00 Performance bond. The bond will be required to be posted for two years. b. It will be returned to the team at the end of the 2 nd season at the AGM if they so wish provided that the team has fulfilled its obligation to the league. 49. Left blank intentionally for future amendment 50. LEAGUE REVIEW a. Any team who has violated the following league rules including but not limited to the following will be up for a league review at the end of the season: i. Second offence for playing ineligible players. ii. Any team that has forfeited their entire $200 bond. ($500 for new teams). iii. Any team that has a total of 3 red cards in the first half of the season. iv. Any team that has a total of 3 red cards in the second half of the season (count starts over at mid-season). v. Any team that physically assaults a referee. vi. Any implied threats of legal actions against the Peninsula Veterans Soccer League which is in contradiction to the Ontario Soccer Association Waiver and Release of Liability form signed by each participant. vii. Verbally or physically abusive to any board member or in any way threatens any board member. viii. Any team that is on probation. 51. PROBATION REVIEW a. New teams accepted to the PVSL are subject to a 2 year probation period. Page 9

b. During this time teams can be subject to review by the PVSL board of directors at any point during or at the end of the season and subject to any reprimand necessary. 52. GAME SHEETS a. E2E game sheets are the official PVSL game sheets. Referees have been instructed not to accept any other form of game sheet and games will be forfeit if the sheets cannot be produced prior to kick off. In such circumstance where E2E is down or experiencing issues teams will be expected to have copies of their E2E sheets to be used. 53. In order for any member to run for the executive you must not be on probation and must be in good standing with the league for duration of two years. 54. Any implied threats of legal actions against the Peninsula Veterans Soccer League by any participant in the league shall be banned from coaching/managing any team in any capacity in the league for an imposed time to be determined by the executive. 55. Any team or participant that verbally or physically abuses a board member will be disciplined by the board and or removed from the league. Discipline may include fines and/or suspension from the league, which shall be determined by the board. 56. Any team's behaviour or misconduct that is seen as a threat to our club and the safety of the people involved, will be removed from any further league participation and must pay for all additional expenses incurred by the league relating to that incident, including additional expenses for the presence of security (or police) if required. Length of removal from league participation is at the discretion of the executive. 57. Notwithstanding discipline rendered by the PVSL, the executive has the authority to discipline a team, a team official or players for actions deemed to be detrimental to the game including the use of violence with intent to injure an opponent by a player. Penalties are to be at the discretion of the executive. 58. League game scheduling is to be created by two members of the executive appointed by the president. Format to be based on previous year's point standings & promotion or relegation by the PVSL (OSA). 59. The first two placed teams from the "B" divisions must move up to the "A" Division. The last two placed teams in the "A" division must move down to the "B" Division. Page 10

60. Any dispute not covered by these rules and regulations will follow OSA published rules. 61. Unforeseen Circumstances: Should an incident arise over the course of the season that is not covered in the rules and which requires immediate action, the PVSL executive members will act in order to make the appropriate decision.
