SSC INVITATIONAL FESTIVAL U11-U12 (JUNE 18-19, 2016) ~ FINAL RULES AND REGULATIONS ~ Outdoor (9v9) rules will follow OSA Development Matrix and FIFA with the OSA's Playing Rules Of Indoor Soccer Field of Play: 60-80 yards x 45-55 yards (approx.) Goal Area: 6 yards Penalty Area: 14 yards Centre Circle: Radius 8 yards. Penalty Mark: 10 yards. Retreat Line: 25-30 yards (1/3 field approx.). Goals: 16 x 6 feet to 21 x 7 feet. 1. Ball Home team is to provide the game ball. Size 4 for 9v11. 2. Team Officials, Players & Team Rosters All players must be registered with their club and enrol in the tournament as a team and be on the team roster prior to playing. All teams must be registered with their District Association for the 2016 Outdoor Season and players will be required to show their OSA Player Registration books on tournament day with signature and approved by the District official stamp. Each team playing in the tournament from outside of the Hamilton & District Soccer Association must obtain Permission to Travel (ATF) from its District Association and present it by tournament day. Failure to present an approved Travel Permit will result in forfeiture of all scheduled games without refund. Players may only be registered and play with one team.
For 9 v 9 festivals, Eight (8) players plus a goalie on the field at any time. Teams will play on a half field (200 x 140ft). Team Roster is 16 maximum. Teams may use call up players that are registered with their club from an equal or younger age group, however, these players must be registered and have their OSA Player registration books present and stamped for Outdoor 2016 season or a stamped trial permit and book for this festival. Only signed players to the team playing may be on the field and sit on the bench. Players that are not registered to the team will be asked to leave the field and if they refuse to do so will result in the team automatically forfeiting the game. Team Officials- coaches/managers must be registered with the OSA to the team that is playing on the field. Coaches must wear a coach s shirt that is clearly identified. Team. Officials will not be allowed to smoke, swear or use inappropriate behavior while coaching their teams. The Hamilton & District Soccer Association discipline committee will deal with inappropriate conduct. A maximum of four team officials will be allowed on the bench. Team officials will coach within 1 meter of their bench and are not permitted to walk up and down the sideline. 3. Substitutions & Game Duration Substitutions are allowed for either team on any throw in, goal kick or goal. Player entering the field must wait until player exiting has stepped off the field. If any team pulls its goalkeeper, the player coming in must wear a jersey of a different colour to distinguish him/herself. Substitutions CANNOT be done while the ball is in play. All teams have to be ready to kick-off on time. Any team not turning up for kick off ontime shall forfeit the game. All 9v9 games are 2 x 35 mins halves (70 min games). Half time interval will be 5 minutes. Teams will change sides at the midway point of the game. Minimum 6 players to start and continue a game. If at any time during the game the number of players on a team drops below 6, the game will be stopped and that team will forfeit the game. The referee will endeavor to start each game at the scheduled time. An allowance of not more than 15 minutes from the scheduled time shall be made if either team has less than 6 players in attendance. All games require Game sheets to be completed and handed in to the tournament convenor, and must be signed by team coach/manager and referee, and include the necessary OSA numbers. 4. Players Equipment & Uniforms
Mandatory shin pads, stockings and outdoor cleats (preferred) or indoor shoes. NO METAL CLEATS ALLOWED. All players must wear a unique, legible numbered jersey (min size 8 ) on back. Goalkeepers uniforms must be distinguishable from that of the game officials and all out field players. In the event that both teams are wearing the same color jersey, the HOME team will change. No jewellery is permitted by any player. Eyewear must be protective quality and designed for active sport. Players asked to leave the field for equipment reasons may not re-enter until the Referee is satisfied the equipment is permissible 5. Ball out of Play Ball is out of play when it has wholly crossed the line on the ground or in the air. For 11v11 and 9v9 games, players must conduct regular throw-ins. 6. Ball in Play Ball must be returned to play from the nearest point to where it left the field. Ball must be stationary when it is put back into play. If a Ball hits the ceiling it will become a Drop Ball. 7. Penalty Kick Penalty mark 10 yards. Players other than the kicker and the defending goalkeeper must be at least 8 yards from the penalty mark until the ball is kicked. 8. Free Kick Opponents of the team taking the free kick must be at least 8 yards from the ball until it is play. 9. Ball into Touch Re-start with a throw-in; no re-takes. A goal may note be scored directly from a throw-in. 10. Corner Kick
Opponents of the team taking the corner kick must be at least 8 yards from the ball until it is play. 11. Offside 9v9 will include the offside rule as per FIFA. 12. Start and Restart of Play Opponents of the team taking the kick-off must be a least 8 yards from the ball until it is play. 13. Yellow Card Penalties A 2 nd Yellow card in a game will equal a red card. 14. Red Card Penalties Offending player must leave the field area entirely for the remainder of game and team must play short. Player will also miss the next game in the festival. Play is restarted at the referee s discretion. If a player receives a second Red Card during the festival, they will be eliminated from the festival. If the team is in any breach of this rule, the team will be eliminated. 15. Defaults Default games are recorded as 1-0 score. 16. Festival Standings Points will be awarded as follows: 3 points for a win, 1 point for a draw/tie, 0 points for a loss & 1 point for a shutout. 17. Festival Group Play Tie Breaker 1. Head to Head 2. Goal Differential (Goals for minus goals against) 3. Most Goals 4. Kicks from Penalty mark (5 kicks will be taken, more if necessary if there is a tie) 18. Festival Playoff/Final Ties
1. For playoff and final festival games Kicks from penalty marks as per FIFA (best of 5 penalty kicks) will commence following regular game time. 19. Facility Rules 1. For any issues not covered in the above, a decision will be made by the Festival Convenor, all decisions will be final. 2. No food, drinks (water only), gum or spitting is allowed on the field at any time. You will be asked to leave the field area immediately if found doing so and the facility staff has discretion of banning you if you do not comply. 3. Referee s Decisions are FINAL. Any abuse aimed towards any official will result in the expulsion of the individual and/or team from the festival. 4. Please show courtesy and respect to other spectators, players, and coaches by acting with good sportsmanship. This includes refraining from inappropriate or abusive language, dissent (verbally or through actions) to spectator, player, coach, official, or employee. Anyone taking such inappropriate action may be asked to leave the facility immediately. 5. There is to be no spectators allowed on the field. Only carded officials and players are to be admitted to these areas. 20. Penalties and Discipline 1. 1 st Yellow Card 2-minute penalty. 2. 2 nd Yellow Card game ejection and 1 game suspension. 3. Red Card (same as 2 nd Yellow Card) game ejection and 1 game suspension. 4. Serious foul play equals red card. 5. Assault on Referee Tournament ejection and assault reported to District office directly 6. Any team wishing to protest a game must do so in writing no later than 15 minutes after the game to the Festival Convenor. This letter must be accompanied with $100.00 cash. If the protest is upheld, the $100.00 will be refunded. If a player receives a red card or dismissal in a game, they will be disciplined in accordance with the OSA Policies and Procedures. 21. Weather Policy It is the intention of the SSC Invitational Festival Committee to complete all games in their entirety. Please be advised, however, that the fields used in this festival are leased by the Saltfleet Stoney Creek Soccer Club from the City of Hamilton. If in the opinion of these municipalities that further play will cause damage to these fields, for whatever reason, the SSC Invitational Festival Committee at their sole discretion may be required to move the game to another venue, shorten, postpone or cancel a game. Referees will be instructed to stop all games during a lightning storm at the venue and continue after lightning leaves the area. At the discretion of the SSC Invitational Festival Committee a game delayed by lightning may be shortened for scheduling reasons. Please note that it is the responsibility of each team to report to their designated field at
least thirty (30) minutes prior to each game regardless of weather conditions. Only a SSC Invitational Festival official or referee can cancel or change the start time and/or duration of a game. Any scenario not specifically covered by the above, will then be left to the discretion of the Tournament Director. All decisions by the Tournament Director are FINAL. No Digital Signatures The above Rules and Regulations must be read by all teams and clubs entering the SSC Invitational Festival.
