Liverpool Yacht Club Tranmere Sailing Club Notice of Race 2018 1. Preamble 1.1. This Notice of Race (NoR) refers to club races organised by LYC held on the Mersey river 1.2. Although races in the LYC Long Series, now renamed as the Liverpool Bay Championship & various Regattas are referred to in the included schedule of races they are covered by separate NoR s. 2. Organising Authority 2.1. The organising authority (OA) shall be Liverpool Yacht Club (LYC). 2.2. Official email: racing@lyc.org.uk 3. Rules 3.1. Racing shall be governed by the rules as defined in Word Sailing s Racing Rules of Sailing (RRS) 2017-2020, the RYA prescriptions and LYC sailing instructions (SI). Specific SI s maybe issued for a specific race or series 3.2. Between the Sunset and Sunrise 3.2.1. Navigation lights must be illuminated. These and any emergency navigation lights must conform to rule 22 of the International Rules for preventing collision at Sea (IRPCS). Yachts that are unable to comply, or no longer able to comply MUST retire 3.2.2. RRS Part 2 (when yachts meet) does not apply between sunset and sunrise, and is replaced by part D (Steering and Sailing Rules) of IRPCS 3.3. As a minimum competitors shall comply with World Sailing Offshore Special Regulations Category 4 4. RYA Racing Charter 4.1. LYC support and implement the RYA Racing Charter which requires both competitors to sail and organisers to provide racing in compliance with the Charter. The RYA website: http://www.rya.org.uk/racing/pages/racingcharter.aspx 5. Advertising 5.1. Boats may be required to display advertising chosen and supplied by the organising authority. 6. Eligibility 6.1. The LYC Liverpool Bay Championship series is open to vessels competing under IRC and RYA NHC, known locally as Venture. 6.2. Competitor yachts shall belong to members of LYC and be helmed by Full or Family members, or junior members (under the supervision of a Full or Family member of LYC). Social, Day or other forms of LYC membership are insufficient. This requirement may be waived for the Ladies or Novice Races 6.3. Skippers must ensure a safety form is completed; detailing crew names and Next of Kin contact details and enclose, or prepay the relevant entry fee BEFORE racing. Failure to do so may lead to disqualification 6.4. IRC entries 6.4.1. IRC entries must have a valid IRC certificates. Except that:-

6.4.1.1. To encourage skippers to go racing the Club permits vessels to sail on their previous years IRC rating (or class racing if racing under class rules) under the following prescriptions:- All vessels entering the Brass Monkey Series should have an IRC valid certificate but may race in the BMS on their previous years rating providing they submit a valid certificate BEFORE the end of the Brass Monkey series. Any change in TCC cannot be retrospectively applied. After the end of Brass Monkey, vessels may enter the current series but MUST have an IRC valid certificate by the end of the next LYC series. This would be applicable to a change of ownership or if the vessel has recently returned to racing commission, after a period of layup or non-racing in the current or previous year(s). The skipper must present a recent IRC certificate OR justification of their proposed number for approval by the sailing Committee PRIOR to racing. These prescriptions presume that the vessel has not been changed its sailplan or configuration which would lead to a higher TCC. This means larger sails cannot be used if they are not declared on the certificate you intend using. 6.4.2. Depending on entrants the IRC fleet may be split into classes based on IRC TCC. Currently the IRC fleet is split into two classes, the split being.940 (.940 and above are IRC 1) 6.5. NHC entries must be able to demonstrate their vessel is in the NHC base list managed by the RYA 7. Entry 7.1. In the event of a race being cancelled or postponed, entry fees will not be refunded 7.2. IRC certificates must be lodged with the club prior to the start of any series for the series to count, with the sole exception of the Brass Monkey Series. 8. Measurement 8.1. For IRC entrants 8.1.1. The boat shall be maintained to comply with the IRC certificate, World Sailing Offshore Special Regulations and measurement details, for the duration of the series. 8.1.2. IRC rule 22.4 (limitations on crew number or weight) shall not apply except for boats rated as one designs, and entered as such, which shall comply with IRC rule 22.4.1 8.2. For NHC entrants 8.2.1. A system of progressive handicapping shall be used for NHC class(es). Each vessels handicap is adjusted on the basis of performance in each race. See http://www.rya.org.uk/racing/pages/nhc.aspx for details. 8.2.2. The act of handicap adjustment or failure to adjust shall not be grounds for a request for redress. This changes RRS 62 9. Sailing Instructions, registration and skippers briefing 9.1. Sailing Instructions shall be available at registration or from the LYC website or by email, or other forms of electronic media 9.2. Changes to the Sailing Instructions shall be posted no less than 1 hour before the warning signal of any race on the official notice board. If you have registered an email address as part of the entry it may be repeated to that email address 9.3. There may be a skippers briefing before the start of any race or series, location and time to be announced. 10. Scoring 10.1. For all races except those in the Liverpool Bay Championship, where different rules may apply and will be advised in the NoR or SI s for that series 10.1.1. Scoring shall be in accordance with Appendix A of RRS

10.1.2. At least two races must be completed to form a series 10.1.3. If 5 or more races in a series are completed 1 discard will apply 11. Courses will be published in race specific SI s and or on the day of the race 12. Prizes 12.1. Trophy s may be awarded for specific races, specific classes in races and or positions. 12.2. An overall series prize may be awarded by classes. 12.3. Trophies are awarded for the year of completion, and it is a requirement that any trophy s won are returned to Liverpool Yacht Club in ample time to be re awarded next year. 13. Responsibility and Disclaimer of liability 13.1. RRS rule 4 states The responsibility for a boat s decision to participate in a race or to continue racing is theirs, and theirs alone. 13.2. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: 13.2.1. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; 13.2.2. They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; 13.2.3. They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission; 13.2.4. Their boat is in good order, equipped to sail in the event and they are fit to participate; 13.2.5. The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; 13.2.6. The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; 13.2.7. It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event; 13.2.8. They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew. 13.3. The organisers accept no liability whatsoever for loss, damage, death or personal injury of any description whatsoever that may be sustained by boats, owners, crews or guests taking part in this series of races using jetties, ramps, moorings, parking premises or any other facilities or using or accepting assistance from launches or boats by them or otherwise, however occasioned whether by negligence of their members or servants or not. 14. Insurance 14.1. It is a condition of entry for each boat owner to have their boat adequately insured against any risk including civil liability to third parties and to ensure that such insurance is valid for any race in the series they enter. The OA may require proof of insurance 15. Safety and rules compliance 15.1. The OA and Race Committee reserves the right to inspect any competitor to verify the regulations have been complied with. Such inspections will be carried out by Equipment Inspectors on behalf of the Race Committee 15.2. Anchors shall not be carried forward of the stem whilst racing, except when anchoring 15.3. When required to carry a life raft crew numbers shall not exceed the stated life raft(s) capacity 16. Personal Safety

16.1. RRS 1.2 and 40 shall apply. It is the skipper s responsibility to ensure that suitable lifejackets, safety harnesses are carried for each member of the crew. Lifejackets of the type identified in World Sailing OSR requirements as identified in 5.0.1 (or better) are recommended AND lifejackets SHALL be worn by all members on deck whilst seaward of the lock Notes The Sailing Committee (SC) in the light of feedback from skippers and crew have made several changes to the calendar Easter Bunny Has been reduced to a single day, with the intention that as many races will be held on the day as practical. SC selected the Saturday as being least intrusive to surrounding public holidays The Long Series is now retitled The Liverpool Bay Championship It will include long races outside the river Mersey, including the Isle of Man Midnight race. The Sailing committee wish to develop new ideas for these longer duration races. This may include a race to Piel Island, a race to Hilbre Swash with a planned overnight stay and windward leeward regatta on the Sunday. Because we cannot predict the weather the club requests that you reserve both the Saturday AND Sunday to allow for a favourable date. The intention is to hold most races on the Saturday in order to give crews a change to recover on the Sunday prior to returning to work Mersey Regatta Championship The club wishes to promote the spirit of the Kindred clubs. Historically the IoM dates have clashed with the WCSC & WYC Regatta s. The WCSC & WYC Regattas normally take place over a low water at Wallasey. The club intends putting on a set of races either side of those clubs regatta in the format of a low water racing. It will mean locking out on a falling tide and returning to the marina on the following rising tide. SC will devise a means of allocating points across all races. The Novice race This has been introduced as an experiment for this year. It is intended for members of the crew who do not normally helm the boat. The only stipulation is that the helm MUST not regularly helm the boat. Regularly means more than several times a year. The aim of this race is to encourage other members of the crew to get experience helming racing boats. All crew must be members or day members. The requirement that the helm be a full member is waived Admirals Cup This resurrects the interstation race between LYC/TSC and Royal Mersey YC. Precise details have yet to be determined but it will involve racing together on the same course. Ladies Race As in previous years the boat MUST be helmed by a woman AND the main trimmed by a woman. All crew must be members or day members. The requirement that the helm be a full member is waived. Low Water Series Is to form a single day with as many races as possible within the available time. This date may be replaced with another Liverpool Bay Championship series race Tinsel Star Remains as a fun race in between Christmas and New Year. It is scheduled as a race but entrants may have to complete various tasks which do not form part of a usual race etiquette it s a bit of fun on the water.

Commodores Cup The Commodores Cup is a race put on by the club, where we invite Commodores from the various Kindred Clubs to sail on our boats. It is not a general race open to all comers. The race captain will request boats that can be involved in this event Summer Series It is likely that we will lose one of the Summer Series races scheduled in July when the Clipper race finishes in Liverpool Midweek Series SC looked at the possibility of re introducing the mid-week races (usually held on a Wednesday night in the summer). However there were no suitable dates identified in the light of other race commitments.
