www.hongkongraceweek.com Notice of Race Page 2 of 6 Hong Kong Race Week Incorporating the ASAF Youth Sailing Cup 12-17 February 2015 Organised by the Hong Kong Sailing Federation (HKSF) Venue: Royal Hong Kong Yacht Club Middle Island, Hong Kong NOTICE OF RACE 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2013-2016 (RRS). 1.2 The Notice of Series for the ASAF Youth Cup Series published by ASAF on 23 May 2014 will apply. 1.3 The prescriptions of the HKSF, attached to this Notice of Race, will apply. (See Attachment A). 1.4 The class rules of each class racing will apply. These may be changed, where permitted, by the Sailing Instructions (SIs). 1.5 RRS Appendix P, special procedures for RRS 42 will apply. 1.6 When Final Medal Races are held, the version of ISAF Addendum Q, Umpired Fleet Racing, which is current as of the 14 February 2015 will apply. 1.7 If there is a conflict between languages the English text will take precedence. 1.8 This event is designated a Clean Regatta by the Sailors for the Sea Organization, a nonprofit organization that educates and empowers boaters to protect and restore our oceans and coastal waters. Our goal is plastic water bottle reduction. 2 ADVERTISING 2.1 A boat wishing to display advertising on her hull, sails or spars shall be in possession of a valid Advertising License, issued by her National Authority as provided in ISAF Regulation 20 (Advertising Code) unless that Authority has in its prescriptions prescribed otherwise. 2.2 If so required by a notice posted on the notice board no later than two hours prior to the warning signal of the first start of the practice race, boats shall display b o w n u m b e r s a n d advertising chosen and supplied by the Organising Authority as provided for in ISAF Regulation 20. 2.3 Competitors aboard boats ranked first, second or third in the regatta at the beginning of each day shall wear yellow, blue and red bibs, respectively, while racing. The bibs will be provided by the Organising Authority.

www.hongkongraceweek.com Notice of Race Page 3 of 6 3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats of the following classes; Optimist Laser 4.7 Laser Radial 29er 420 Hobie 16 RS One Techno 293 Access 303 2.4 Metre 3.2 Further eligibility requirements for any boat intending to be eligible for scoring as part of the ASAF Youth Sailing Cup Series are set out in the ASAF Youth Cup Notice of Series. 3.3 Other classes may be considered by request to the Organising Authority (minimum 10 boats). 3.4 Eligible boats may enter by completing the on line form at www.hongkongraceweek.com, together with the required fee by 12 January 2015 3.5 Charter boat deadline for international entries is 12 December 2014. Charter boats will be allocated on a first come first served basis and are subject to availability. 3.6 Late entries will be accepted under the discretion of the Race Committee and will be subject to a 100% late entry fee penalty. 3.7 The Race Committee, acting under RRS 76.1, may cancel the entry of any boat or class of boats depending on the prevailing or forecast weather or sea conditions. 4 FEES 4.1 Required fees are as follows: Class Singlehanded Doublehanded Charter Boat Fee HK$300 HK$500 Contact Organising Authority 5 FORMAT 5.1 The regatta will consist of an Opening Series of fleet races and a Medal Race or a Final Race. Boys and Girls will sail combined but fleets may be split, depending on the entry size. There will be a green fleet for the Optimist class. 5.2 For any of the ASAF youth series classes where there are a minimum of 15 eligible entrants from at least 5 MNAs, Medal Races for that class will be run for the top 10 sailors in each fleet (top 8 sailors in the 29er and Hobie 16). Other Medal Races may be held at the organisers' discretion, depending on the size of the entry. This will be confirmed before the start of the opening series. 5.3 There will be a Final race for those that did not qualify for the Medal Race (when one is held), and for those fleets where there is no Medal Race.

www.hongkongraceweek.com Notice of Race Page 4 of 6 6 SCHEDULE 6.1 Registration: 12 & 13 February 2015 From 1000hrs to 1730hrs 6.2 Measurement and inspection: 12 & 13 February 2015 From 1000hrs to 1730hrs 6.3 Practice Race: 13 February 2015 6.4 Dates of racing: 14 to 17 February 2015 6.5 Number of races: Class Max number of races Target races per day All classes 10 3 except final day, when only the Medal Race or Final Race will be sailed 6.6 The scheduled time of the warning signal is Classes Dates Warning Signal Practice race All 13 February 2015 1455hrs First race each day All 14 to 17 February 2015 1055hrs No warning signal will be made after 1500hrs on 17 February 2015. 7 MEASUREMENTS 7.1 Each boat shall produce a valid sail measurement certificate as required by their class rules. 8 SAILING INSTRUCTIONS 8.1 The SIs will be available at registration and on the event website at www.hongkongraceweek.com. 9 VENUE 9.1 Racing will take place in any of the Middle Island/Repulse Bay/Deep Water Bay/Stanley/Tai Tam areas, as decided on the day by the Race Committee. 10 THE COURSES 10.1 The courses to be sailed will be windward, leeward or trapezoid courses. 11 INTERNATIONAL JURY and PENALTY SYSTEM 11.1 An International Jury will be appointed in accordance with RRS 91(b). Its decisions will be final as provided in RRS 70.5. 11.2 For the 29er and Hobie 16 classes RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 12 SCORING 12.1 Three races are required to be completed to constitute the Opening Series. 12.2 The Low Points System will be amended in the SIs to account for the Medal Races and to allow discards.

www.hongkongraceweek.com Notice of Race Page 5 of 6 12.3 The ASAF Youth Sailing Cup, including the ASAF Nations Cup, will be scored separately in accordance with the ASAF Youth Sailing Cup Notice of Series. 13 SUPPORT BOATS 13.1 Support boats shall be marked with a pink flag. Support boats are required to register with the Race Committee. 14 BERTHING 14.1 Boats shall be kept in their assigned places while they are in the boat park. 15 PRIZES 15.1 The number of prizes to be awarded in each class will be: 3-5 entrants 1 prize 6-7 entrants 2 prizes 8-14 entrants 3 prizes 15-25 entrants 4 prizes 26 or more entrants 5 prizes. 16 MEDIA & IMAGE RIGHT WAIVER 16.1 By entering this regatta, each skipper and crew on the competing boats grant at no cost the absolute right and permission to use their names, voices, images, likenesses and biographical material, as well as representations of their boats in any media (including television, print and internet) to the Organizing Authority and the sponsor(s) and affiliated companies. Clause 20.1 of the ASAF Youth Sailing Cup Notice of Series shall also apply. 17 DISCLAIMER OF LIABILITY 17.1 Yacht racing can be dangerous. The attention of owners and skipper is drawn to RRS Fundamental Rule 4: "The responsibility for a boat s decision to participate in a race or to continue racing is hers alone" and to Special Regulation 1.02 (first point) which begins "The safety of a yacht and her crew is the sole and inescapable responsibility of the Person-in-charge... 17.2 The Organising Authority, the sponsor(s), the Venue and the Race Committee will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event. 17.3 Owners and skippers are invited to co-operate closely with the Organising Authority, Race Committee and HKSF Office in completing the formalities of their boat entries quoted in this Notice of Race (NoR). It is the sole responsibility of the owners and/or skippers to comply with the deadline dates and failure to do so in respect of any aspect will be treated as a failure to enter the Event (see NoR 3.3 above). 18 INSURANCE 18.1 All boats competing shall carry current third party property insurance cover and third party personal liability insurance cover valid in Hong Kong. The minimum third party personal liability cover shall be at least HK$1 million. Proof of insurance shall be available for inspection if requested. The Organising Authority will provide adequate insurance for the boats supplied by the Organising Authority. 19 FURTHER INFORMATION 19.1 For further information please contact info@hongkongraceweek.com

www.hongkongraceweek.com Notice of Race Page 6 of 6 Appendix A Prescriptions of the HKSF Appendix HK1 HKSF Prescriptions The HKSF prescribes that these rules become effective in Hong Kong on 1 January 2013. Rule Prescription 67 Damages 1 No claim for damages arising from breaches of these rules or the sailing instructions shall be adjudicated upon by any race committee or appeal authority, but shall be subject to the jurisdiction of the courts. 2 A boat which acknowledges infringing a rule by retiring or taking a penalty does not thereby admit liability for damage. 3 4 The findings of fact and decisions of protest committees shall be relevant only to the purposes of the ISAF Racing Rules of Sailing and shall not be referred to in any proceedings for damages without the written consent of the protest committee. Notwithstanding 3 above, any owner of a boat may be liable for damages arising from a breach of these rules and may be subject to limitations under the Merchant Shipping Ordinance or related ordinances or regulations of the laws of Hong Kong. 69.3 Allegations of Gross Misconduct- Action by National Authority or Initial Action by the ISAF 1 2 3 When HKSF receives a report alleging a gross breach of a rule, good manners or sportsmanship, or has brought the sport into disrepute under rule 69.2 or a report required under rule 69.1(c) or 69.1(e), there shall be an investigation comprising of a panel consisting of not less than three members of the Council, who shall be officers of the federation or members of the Racing Rules and Appeals Committee, to consider the case. Such investigation, may exercise the full powers of the Council, including holding a hearing, and any action shall be reported to the Council at its next meeting after the decision is reached. When this investigation conducts a hearing in a case that has been the subject of an appeal under rule 70 and finds facts that differ from the facts found by the protest committee, it may direct that the Racing Rules and Appeals Committee reopen the appeal and reconsider its decision. 70.5 Right of Appeal An organizing authority shall obtain approval from the HKSF for the denial of appeal in accordance with rule 70.5. The letter of approval shall be available for inspection during the event. 78 Compliance with Class Rules; Certificates The race committee may inspect or measure any boat at any time. 88 National Prescription to IRC Rules on the carrying of spinnakers in Category 3 races Existing prescription valid up to 31 May 2013: For races under HKSFjurisdiction requiring compliance with ISAF Special Regulations Category 3 or above, a boat may carry one more spinnaker than shown on her current certificate of area not greater than rated SPA without an increase in rating. Any such prescription shall be referenced in a Notice of Race. This prescription changes IRC Rule 21.6.1.(a) as provided under IRC rule 21.6.1.(b). New prescription adopted from 1 June 2013: For races under HKSF jurisdiction requiring compliance with ISAF Special Regulations Category 3 or above, IRC Rule 21.6.1 is varied in accordance with IRC Rules 11.2 and 11.3. 88.2 Changes to National Prescriptions If an Organizing Authority wishes to change any of the HKSF prescriptions for an event, HKSF approval is required for such changes 91(b) International Jury An Organizing authority shall apply no later than 4 weeks before the regatta for approval from the HKSF for the constitution of an international jury. The letter of approval shall be available for inspection during the event. Appendix G IDENTIFICATION ON SAILS G2 All boats falling within the category of Other Boats shall carry HKG national letters and the sail number allocated either by HKSF or a Member Club under its Sail Number Policy, in accordance with the requirement of rule G1.3 Positioning. Other Boats for the purpose of rule G2 means any boats that are not ISAF International Class Boats or boats of a Recognized Class (where a Recognized Class can have a similar definition to that of a Class as defined in ISAF Regulation 20, Advertising Code, regulation 20.10(b)). ISAF Regulation 20, Advertising Code The following change to the HKSF Prescription on Advertising is effective from July 1st 2014: Regulation Prescription 20.2.3 Right to Display Advertising on a Boat When the right to display advertising on a boat is subject to prior authorisation by the national authority in accordance with regulation 20.2.3.3, the approval of the HKSF is automatically granted provided that such advertising is permitted by the relevant rules of the class, rating system or handicapping system. 20.8.2 Fees When the person in charge of a boat chooses to display Advertising, the HKSF will not impose a fee as permitted by regulation 20.8.2

The deadline for international entries to request charter boats by is 12 December 2014. Charter boats will be allocated on a first come first served basis and are subject to availability.
