J/24 Fowey Trophy Saturday 22 nd & Sunday 23 rd April 2017 NOTICE OF RACE ROYAL FOWEY YACHT CLUB FOWEY GALLANTS SAILING CLUB 1. Invitation Port of Fowey Race Organising Committee (POFROC) and the J/24 UK Class Association (UKCA), invite J/24 sailors to the Fowey Trophy. This event is nominated by the UKCA as a World Championship Qualifier for the 2018 World Championships. 2. Organising Authority and Venue 2.1 The organising authority is the Port of Fowey Race Organising Committee (POFROC), an unaffiliated body owned and controlled by the Royal Fowey Yacht Club (RFYC) and Fowey Gallants Sailing Club (FGSC). 2.2 The venue will be based at FGSC on the River Fowey and sailing will take place outside the harbour approximately 1.5 miles from the moorings. 3. Rules 3.1 Racing will be governed by the rules as defined in The Racing Rules of Sailing and the prescriptions of the RYA. 3.2 The Fowey Harbour Byelaws and Notices to Mariners published by the Fowey Harbour Commissioners (FHC) apply both within the harbour and the approaches to it. (The Byelaws are available from FHC or at http://www.foweyharbour.co.uk/assets/file/pdfs/downloads/byelaws.pdf). Competitors are reminded that commercial shipping has right of way within the harbour and approaches. Failure to observe this Byelaw may result in disqualification without a hearing. Verbal instructions from the FHC staff and the safety boat crews shall be obeyed. 3.3 Boats shall comply with World Sailing Offshore Special Regulations Monohulls Appendix B plus VHF radio. 3.4 Personal flotation devices shall be worn at all times while afloat without the display of flag Y. This changes the definition of rule 40. 3.5 Boats shall not be hauled out during the event except with and according to terms of prior written permission of the Race Committee (RC). 3.6 This regatta is classified a Category C event in accordance with J/24 Class Rule 2.6. 3.7 The J/24 Class rules will apply. 4. Advertising and Bow Numbers Competitors may be required to display bow numbers and/or event sponsor s advertising in accordance with World Sailing Advertising Code, Regulation 20, Table 1 and as instructed by the UKCA. 5. Eligibility and Entry The event is open to full members of the UKCA. All owners and helms must be registered as a full member of the UKCA and will be required to produce evidence of this and show a valid boat certificate of measurement at registration. 6. No warning signal will be given after 1230 on Sunday 23 rd April. * Launching & Recovery is staffed by FHC and it strictly between these times. 7. Sailing Instructions 7.1 Sailing Instructions will be available online on the POFROC website (www.pofroc.org.uk) and the UKCA website (www.j24class.org.uk) by Friday 14 th April. Copies will also be available during Registration. No boat shall race until its entry has been accepted. 8. Entries & Entry Fee 8.1 The completed entry form, with Attachment 1 (and Attachment 2 if required), and fee of 150 per boat shall be received by on or before Thursday 13 th April. 8.2 For boats arriving by water and not requiring launching the fee is 80 per boat. 8.3 Late entries, with additional fee of 15 may be accepted at the discretion of POFROC until Thursday 20 th April. 9. Racing Area and Course Configuration Racing will take place in the bay outside Fowey Harbour on windward/leeward courses as defined in the sailing instructions. 10. Penalty System 10.1 Taking a Penalty, rule 44.1 and One-Turn and Two-Turns Penalties, rule 44.2 are amended in that a One-Turn penalty is substituted for the Two-Turns penalty. 10.2 The Scoring Penalty, rule 44.3, will apply. However the display of a yellow flag is not required. 10.3 The Exoneration Penalty, Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available. See the official notice boards at RFYC and FGSC for details. 10.4 The penalty for breaking rule 55, Trash Disposal, will be at the discretion of the protest committee. 11. Scoring The Low Point System of Appendix A will apply. Eight (8) races are scheduled of which three (3) are required to be completed to constitute a series. When fewer than five (5) races are completed a boat s series score will be the total of her race scores. 12. Crew 12.1 Any crew member under 18 years of age on 1 st April 2017 is required to submit a Parent or Guardian agreement by completing the declaration, Entry Form Attachment 2. 12.2 A member of the crew may only be substituted with the prior permission of the Race Officer (RO). The number of crew cannot be changed. 13. Registration and Measurement 13.1 Registration will take place at FGSC during the times prescribed in paragraph 6 (above). 13.2 The crews may be required to weigh-in at the discretion of the Race Committee (RC). Check measurements may be carried out in accordance with the J/24 Class Rules at any time. The RC may order spot checks on the water. 13.3 The following shall be presented to complete registration and confirm eligibility: a) A completed entry form, entry fee and late payment fee if applicable b) A signed entry agreement and disclaimer statement (Attachment 1) c) Proof of UKCA membership d) Proof of valid international measurement certificate e) A crew list, complete with individual weights recorded, if the weighing of crew members has been carried out f) A signed parent /guardian declaration form for under18 crew members (Attachment 2) 14. Hull Cleaning 14.1 Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats at any time during the regatta. 14.2 Careening by any means for the purpose of cleaning or inspecting the hull is prohibited. 15. Launching, Berthing, Haul Out and Parking 15.1 Launching, trailer and car parking (one vehicle per trailed boat) and haul out will be at the FHC Penmarlam Quay (www.foweyharbour.co.uk/leisure-information/boat-storage/penmarlam), with berthing in Fowey Harbour, all of which is included in the entry fee and shall take place at the times prescribed in paragraph 6 above. Launching times will be allocated by FHC staff on arrival at the launch site. 15.2 Berthing will be allocated at the Berrills Yard pontoon by FHC staff after launching or on arrival. 15.3 Full details on the use and location of Penmarlam Quay (if required) will be issued to entrants. 15.4 Haul Out at the regatta end shall be to a pre-announced priority order.

16. Radio Communications Except in an emergency, no boat shall make radio transmissions while racing or receive radio communications not available to all boats. This restriction also applies to mobile telephones. Each boat shall carry a VHF radio capable of transmitting and receiving on VHF Channels 16 and 37. Any communications from the Race Officer (RO) will be via Channel 37. 17. Prizes At the end of the regatta, prizes will be awarded in the Open category and if three or more Westerly s have entered then also in the Westerly category. 18. Disclaimer of Liability Competitors participate in the regatta entirely at their own risk (see rule 4, Decision to Race). The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta. 19. Inspections The fact that the race committee conducts inspections of a boat and her documents does not reduce the responsibilities of each competitor set out in this Notice of Race. 20. Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 3,000,000 per incident or the equivalent. 21. RYA Racing Charter Competitors should note that POFROC has implemented the RYA Racing Charter and that, when entering, competitors will be required to undertake to sail in compliance with the Charter, which can be found at the front of the RYA rule book (Racing Rules of Sailing 2017-2020) or at www.rya.org.uk/racing/charter 22. J/24 Fowey Trophy 2017 Entry Form ATTACHMENT 1: Agreement and Disclaimer In consideration of my acceptance as a competitor in the J/24 Fowey Trophy 2017, I as the Owner/Charterer of the boat defined above hereby acknowledge and agree that: 1. I will be bound at all time during the regatta; by World Sailing s Racing Rules of Sailing (RRS), the International J/24 Class Rules, the Sailing Instructions, the Notice of Race and the Byelaws of the Fowey Harbour Commissioners. 2. I will at all times during the regatta have valid and adequate insurance cover for the above boat and in particular hold insurance against third party claims to a sum not less than 3,000,000 and will provide proof of such insurance at time of registration for the event. 3. Nothing done by the OA and all parties involved with the organisation and sponsorship of the event can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, either prior to, during or after the regatta. 4. I am acquainted with RRS Fundamental Rule 4, Decision To Race - The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. It is for the boat to decide whether she is fit to sail in the conditions in which she finds herself. By launching or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them. 5. I accept full responsibility for the seaworthiness and safety of the boat, including the ability of the crew, whether afloat or ashore, and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility. 6. I am a current member of the J/24 Class Association and I accept full responsibility for the behaviour and dress of the crew, any representatives I may have and of my guests. 7. I understand that if the boat is in the charge of any person other than the undersigned, it is the responsibility of the undersigned to bring the attention of the person in charge of the boat to the provisions of this entry form. 8. The OA, the sponsors and their agents shall have unrestricted right and permission to use my name and that of the crew, in text, photograph or video of either myself, the crew or the boat. Including the right to publish or broadcast all such material (including but not limited to Press and TV advertisements and the Internet), for either editorial advertising purposes or to use the same in press information and that my name and biographical material may also be used or reproduced in any way known in connection with the regatta. Declaration I have read this agreement and fully understand its contents and hereby accept the liabilities and responsibilities contained therein. I agree to be bound by the Racing Rules of Sailing and all other rules that govern this race. In particular, I confirm that I have read the Notice of Race and accept its provisions and agree that my boat will conform to the requirements set out in the Notice of Race throughout the event. By launching, or going to sea, competitors confirm that the boat is fit for those conditions and they are competent to sail and compete in them. Nothing done by the organisers can reduce the responsibility of the owners and competitors, nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the event. The provision of patrol boats does not relieve owners and competitors of their responsibilities.
