EFG Sailing Arabia -The Tour NOTICE OF RACE Version: 31/05/2016 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 No national prescriptions will apply. 1.3 A modified version of the ISAF Offshore Special Regulations for Race Category 3 Monohulls with liferaft, EPIRB, AIS Cl. B transponder and AIS individual beacons will apply. 1.4 The Farr30 Class rules will apply. 1.5 Prohibited and restricted areas (e.g. around gas & oil installations as well as military areas) shall be observed. 2 ADVERTISING 2.1 ISAF regulation 20 will apply. 2.2 Each team will be required to carry event branding and sponsor advertising as outlined in Appendix 4 Advertising. 3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all Farr30 complying with the Class Rules. 3.2 Eligible boats may enter by completing the form at the end of this document and sending it, together with a payment of 1,500 OMR as a first instalment, to Maryam Al Jadidi, SATT Event Manager, maryam@omansail.com by 1st October 2016. 3.3 Late entries (after 1 st October 2016) may be accepted subject to the availability of places and charged an additional fee of 500 OMR. 4. CAMERAS AND ELECTRONIC EQUIPMENT 4.1 Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organizing authority. Information from this equipment shall not be used by a boat as evidence in a hearing. This changes rule 63.6. 5 FEES 5.1 The entry fee is 3,500 OMR. 5.2 Entry Fee Deposit / Instalment #1 (Non-Returnable) OMR 1,500 shall be paid prior to 1st October 2016. All remaining fees and charges (including the OMR 2,000 balance of the Entry Fee) shall be paid prior to 1st January 2017. 5.3 Late Registration for Entry may be accepted on or after 1st October 2016 subject to a penalty Fee of OMR 500. 6 CHARTER BOATS Oman Sail is providing a race boat charter service and other optional packages for the event. For further information see Appendix 3 CHARTER PACKAGES & AGREEMENT. 6.1 A refundable bond of 1,000 OMR shall be received by the OA before Monday 1 st February 2017 to cover any damage to the boat or loss of the equipment on board (see Appendix 2 inventory). 7 SCHEDULE 7.1 Final registration, measurement and scrutineering will open at the official event marina in The Wave Muscat (Sultanate of Oman) on Wednesday 9 th February 2017 at 10:00, and close on Saturday 12 th February 2017 at 16:00. 7.2 The event will start at The Wave Muscat (Sultanate of Oman) on Monday 13 th February 2017, with the EFG Warm-up Race (non scoring). 7.3 Schedule: refer to provisional schedule in Appendix #1. 8 (Spare) 9 SAILING INSTRUCTIONS The sailing instructions will be available at registration. 10 VENUE 10.1 Information about the venues and racing areas will be available in the sailing instructions and on the event website (www.sailingarabiathetour.com ). 11 THE COURSES The racing will comprise of both Inshore and Offshore races. 11.1 The racing will take the fleet from Muscat (Sultanate of Oman), Sohar (Sultanate of Oman), Khasab (Sultanate of Oman), Abu Dhabi (UAE), Doha (Qatar), Dubai (UAE). The courses to be sailed will be detailed in the Sailing instructions. Provisional navigation road book will be published as Appendix #2 not later than 31 th August 2016. 11.2 Inshore racing may be held before each offshore leg starts, at the discretion of the Race Committee. If inshore racing precedes an offshore leg it is not the intention to return to shore before the offshore starts. Crew changes are not permitted in this specific case. 11.3 Inshore VIP style races will be held at various venues, mainly in Muscat, Doha and Dubai. 11.4 Each offshore course will be raced through intermediate scoring gates which will be defined in the Sailing Instructions. The purpose of this is to allow the race committee greater opportunities for running racing in a variety of sailing conditions. 12 PENALTY SYSTEM 12.1 For inshore racing only, Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty (being one 360 turn including one tack and one gybe).. 12.2 The Scoring Penalty, rule 44.3, will not apply. 13 SCORING 13.1 The low point scoring system will be used. The details of the scoring system is as follows: 13.2 Two races are required to be completed to constitute a series. 13.3 (a) All offshore legs will count towards a team s final score. (b) When more than three inshore races are held at the same venue, teams will discard their worst race from that venue s total score. (c) A team s inshore ranking in each venue will count as points towards their final score. (d) Scoring factors: Type of race Distance Scoring factor Comment Inshore race (each) na 0.50 None Offshore race Under 130 NM 1 None Offshore race Above 130 NM 1.5 None Last offshore race (Doha Dubai) 2 Whatever the distance covered 14 SAILS 14.1 Each team will use no more than the following amount of sails for the duration of the regatta: 1 Mainsail, 2 jibs (one of which shall be the Farr30 Class heavy weather jib), and 2 spinnakers which will be provided for the duration of the regatta. 14.2 The provided spinnakers will be a mast-head all rounder and a fractional reacher. These will be branded with the event logo and will be provided by the organising authority at registration. It will be the team s responsibility to ensure these spinnakers remain in good conditions. 15 HAUL-OUT RESTRICTIONS Race boats shall not be hauled out, pulled over or deliberately laid over on its side in order to facilitate cleaning of the underwater section of the hull, except with and according to the terms of prior written permission from the race committee. 16 GUEST SAILORS The race committee may require teams to take guest sailors on board for inshore races. The organising authority will manage the allocation of all guest sailor slots. A guest sailor shall not take an active part in the sailing of the boat in any way whatsoever, and shall remain aft of the helmsman at all times during racing. 17 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 18 PRIZES Prizes will be given as follows: 1 st Overall 2 nd Overall 3 rd Overall Top GCC Team (or next in ranking, if the same as 1 st overall) 19 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 20 INSURANCE Each participating boat shall be insured for Hull & Marine Third Party Liability Insurance (including liability to guests on-board) with a minimum limit of EUR 1,500,000 unless otherwise specially agreed by the Racing Committee). Such insurance shall be provided by recognised and approved insurers. Which may include: Bow stickers Shall be provided at registration or applied beforehand on request Displayed on both sides of the hull Skippers responsibility that the stickers remain clear and attached to the hull Note: the title sponsor boat will be allowed to opt out of using the bow sticker. In this case this does not exempt other boats from displaying the bow sticker. Navigation equipment: Please note that laptop, Ipad, USB GPS, NMEA cable or NMEA interface and navigation software* is not part of the core inventory.
