1 st 49er INTERGALACTIC CHAMPIONSHIP SAILING INSTRUCTIONS The Iate Clube do Rio de Janeiro (ICRJ) is pleased to invite 49er & 49erFX sailors to take part in the 1 st edition of the 49er INTERGALACTIC CHAMPIONSHIP between the dates of 5th 8th December 2013. Organized in cooperation with FEDERAÇÃO DE VELA DO ESTADO DO RIO DE JANEIRO CONFEDERAÇÃO BRASILEIRA DE VELA 1. RULES This is an event governed by: 1.1. The rules as defined in the Racing Rules of Sailing. 1.2. No National Authority prescriptions will apply. 1.3. If there is a conflict between the Notice of Race and the Sailing Instructions (SIs), the SIs will take precedence. 1.4. If there is a conflict between languages the English text will take precedence. 2. ADVERTISING 2.1. Rigs and competitors may be required to carry advertising for event sponsors which will be supplied by the local organizing committee in accordance with ISAF Regulation 20. 2.2. On the sail and boat the event sponsor s branding shall be placed as described in Sailing Instructions. 3. NOTICE TO COMPETITORS 3.1 Any changes made to Sailing Instructions Will be posted before 11:00 on the Day that changes Will take effect. 4. ELIGIBILITY AND ENTRY REGULATIONS 4.1. All entries shall meet the requirements of ISAF Regulation 19 Eligibility Code. 4.2. The Event shall be open to all nations. 4.3. A minimum of 5 entries is required to validate the event 4.4. The deadline for valid entries is December 4th 2013. 4.5. Competitors shall have an ISAF Sailor Number before the entry deadline. 4.6. Competitors membership of a 49er Class Association and International 49er Class shall be fully paid up before the entry deadline. 4.7. Entries shall be made by sending the entry form to vela@icrj.com.br. 4.7.1. An entry is not valid until paid up at the Race Office. Entries must be paid up at first arrival at the ICRJ, no later than 4 th December. 4.7.2. Entries made after the entry deadline must approved by the Race Director. 4.8. The following documentation will be required at Registration on site: 4.8.1. Proof of valid third party liability Insurance 4.9 This event will count as the Rio de Janeiro State Championship. All teams are eligible to compete in this event.
5. FEES 5.1. The Entry Fee is 120 Euros per boat. 5.2. Payment shall be made in cash at the Race Office in Euros or in Real at the exchange rate fixed by the Race Office. 5.3. Those wishing to pay by bank transfer shall first contact the club for authorization and information about bank account. 6. SIGNALS MADE ASHORE 6.1 Warning signals made ashore will hoisted on main pole, located at the middle of the Yacht Club varanda. 6.2 When postponement flag is hoisted ashore, it s meaning as described in the Racing rules is changed from 1 minute to not before 45 minutes. 7. FORMAT 7.1. Racing will be over 4 days. 7.2. Number and format of races will be defined in meeting with all registered sailors. It is possible to race 49er and 49er FX at the same time, however decision to do so is to be made during sailors meeting. 8. SCHEDULE 8.1. The scheduled time of the warning signal for the first race each day is 13:00 hrs. 8.2. The warning signal for the last race of each day shall not be made within 1 hour of the official sunset time. 8.3 Racing will be held every day, subject to format decided in sailors meeting. 8.4 Skippers Meeting will be on the 5 th at 10:00 at the ICRJ Varanda 8.5 On the 6 th a BBQ will be served to all teams at the ICRJ. 8.6 On the 7th a special evening is being planned for all teams. Information to be disclosed in near future. 8.7 Prize giving ceremony will be held at the ICRJ after the boats arrive from the water as soon as possible. 9. RACE COURSE 9.1 Race Courses will be defined in Skippers Meeting and be posted on Notice Board at the first opportunity. 10. MARKS 10. 1. Course will be set with inflatable yellow marks. 10.2 Starting and finishing line will be the Race Comittee boat and red inflatable Mark. 11. CLASS FLAG 11.1 Class Flag will be a white flag with the 49er logo. 12. STARTING SEQUENCE 12.1 Starting line will be between mast of Race Committee boat with Orange Flag and a Red inflatable mark on the opposite extremity. 12.2 A boat that starts after 5 full minutes have counted since starting signal will be considered as Did Not Start (DNS) this changes rule A4. 12.3 Race Committee Boat can maintain its position with the aid of engine. 13. CHANGES TO RACE COURSE 13.1 In order to change the next leg of the course, RC must set a new Mark. The RC must remove original mark on the first possible opportunity. When, in a subsequent change of course, the TC is allowed to use the original mark as the replacement. 14. FINISHING 14.1 Finish line is between Mast with Orange flag on RC boat and finishing Mark on the opposite extremity.
14.2 RC boat is allowed to maintain its position with the aid of engine. 15. TIME LIMIT 15.1 Racing time limit is according to class rules. 16. PROTESTS and Redress 16.1 Protest forms are available at Race Office and must be delivered within time limit or on the first opportunity possible. 16.2. Protest time limit shall be set as 60 minutes after the arrival of the Race Committee to shore. 17. SCORING 17.1 A minimum of 3 races are required to constitute a series. 17.2 The use of discards will be set according to scoring format decided in skippers meeting and posted on the Notice Board at first possible opportunity. 18. EQUIPMENT AND EQUIPMENT CHECKS 18.1. All competitors shall use their own equipment. 18.2. There will be no official measurement prior to the first race. 18.3. Competitors are reminded that they are responsible for making sure that their equipment complies with class rules at all times. 18.4. Measurement and equipment checks may be made throughout the event. 19. VENUE 19.1. The regatta site is: Iate clube do Rio de Janeiro Av. 20. PENALTY SYSTEM 20.1. Discretionary penalties will be awarded for breaches of safety regulations, trash disposal and the requirements of the organizing authority relating to advertising and media coverage of the event. 21. PROTEST COMMITTEE 21.1. A Protest Committee will be formed each day by registered sailors. 22. SCORING 22.1. The scoring will be Low Points Scoring System in accordance with RRS A4 and B8.2. 22.2. A minimum of 3 completed races are required for a valid Championship. 22.3. Discards will be applied following format decided in sailors meeting. 23. COACHES & SUPPORT BOATS 23.1 A selection of Coach Boats are available to charter http://goo.gl/o9pvr7 23.2. All coaches and team leaders must register in order to be allowed entrance at the venue. 23.3. All coach and support boats must be registered and pay the Registration Fee of 30 Euro per boat kept at the venue. 23.4. The following documentation will be required at Registration on site: 23.4.1. Proof of valid third party liability Insurance 23.4.2. Boat Driving License (if applicable). 24. BERTHING AND CLUB USE 24.1. On completion of registration and continuing until the end of the regatta, when ashore (other than when launching and retrieving), all boats shall be kept in their assigned places. Removal of any boat from the assigned place shall require prior written approval from the Race Committee. Access to boats in the storage area during certain hours, including hours of darkness may be restricted. 24.2. All competing boat and equipment shall be launched and retrieved from the designated areas. 24.3. All boats registered in the event are allowed to keep their boats in the Club for a maximum period of 30 days. An extension to this period must be authorized by Race Office. A fee might be charged being the same as the one charged to members of the club. 25. SAFETY 25.1. Competitors are required to comply with Class Rules. 26. PRIZES 26.1. Medals will be awarded to the first three Men and Women. 26.2. A bottle of Cachaça (Brazilian Traditional Spirit) shall be awarded each day to the team with less points on that day. 26.3 An airplane ticket voucher will be awarded to the top 49er team at the end of the event, to be used exclusively to return to the 2 nd edition of the event in 2014. Conditions may apply. 26.4 For a team to be eligible to win prizes it must attend all social events of the Championship. 27. DISCLAIMER OF LIABILITY 27.1. Competitors take part in all races at their own risk. The Iate Clube do Rio de Janeiro or any of its officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. 27.2. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS4.
28. INSURANCE 28.1. Competitors shall possess valid third party liability insurance with a minimum cover of 1M 28.2. Coaches and support boat drivers shall also have valid third party liability insurance with a minimum cover of 1.5M. 29. DRUG TESTING 29.1. Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event. 30. TELEVISION AND MEDIA 30.1. In registering for the event, competitors automatically grant to the Iate Clube do Rio de Janeiro the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproductions of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation. 31. OFFICIAL CEREMONIES 31.1. Attendance at the Sailor Meeting, Prize Giving and Closing Ceremony is mandatory. 32.
