I N T E R N A T I O N A L S K A T I N G U N I O N Communication No. 1844 OLYMPIC WINTER GAMES 2014 - SOCHI CLARIFICATIONS RELATED TO THE FIGURE SKATING TEAM EVENT AND REPLACEMENTS/SUBSTITUTIONS FOR MEDICAL REASONS 1. Preamble The Figure Skating events at the Olympic Winter Games 2014 will be conducted as per the ISU General and Special Regulations and Technical Rules Single & Pair Skating/Ice Dance 2012 as well as ISU Communications No. 1791, 1821 and 1839. The Figure Skating Team Event will be conducted as per Annex A of the Qualification System for the XXII Olympic Winter Games, Sochi 2014 as approved by the ISU and IOC. For substitutions/replacements for medical reasons see the special IOC Late Athlete Replacement policy as per point 2 below. 2. IOC Late Athlete Replacement Policy Contrary to the ISU Events for which the ISU Rules for substitutes/replacements apply, in the case of the Olympic Winter Games the IOC Late Athlete Replacement Policy applies exclusively. Consequently, in case of urgent medical reasons, the IOC Late Athlete Replacement Policy for the Sochi 2014 Olympic Winter Games applies (see Attachment) and as agreed between the IOC and the ISU, the corresponding deadlines as per ISU Communication No 1839, point 4, apply. Accordingly, for entries related to the Figure Skating Team Event as a whole, it is possible to make athletes replacements only up to and during the Team Leaders confirmation meeting for the Figure Skating Team Event, scheduled for 10.00 a.m. on February 5 th, 2014. After that time/date a replacement for the Team Event is not any more possible. Teams with only one skater/couple qualified for the individual discipline will therefore have no possibility to bring in a substitute skater/couple for the Team Event after that deadline, e.g. replace an active skater/couple due to injury or sickness after the Short Program with a substitute skater or a similar, even in presence of a medical certificate. For entries related to individual Figure Skating events (Pair Skating, Men, Ice Dance, Ladies) it is possible to make athletes replacements only up to and during the Team Leaders meeting for the Figure Skating (individual) events scheduled for 10.00 a.m. on February 10 th, 2014, for the same circumstances as mentioned above (injury and/or sickness). Any replaced athlete will not be able to be re-accredited after the replacement. 3. Exchange of a skater/couple between the Short Program/Short Dance and Free Skating/Free Dance of the Team Event The Skaters/Couples competing in the Free Skating must be the same as those having competed in the Short Program/Short Dance, however each Team has the option to replace up to two (2) entries (two Single Skaters or one Single Skater (Lady or Man) plus one couple (Pair Skating or Ice Dance) or both the Pair Skating and Ice Dance Couples) between the Short Program/Short Dance and the Free Skating/Free Dance provided such qualified Skaters/Couple is part of the accredited delegation on site

of the OWG (status of an active skater). The option of an exchange is only given to Teams, who have more than one qualified skater/couple for the individual Events(s) (Men, Ladies, Pairs or Ice Dance). Any exchange within the Team Event (after the Short Program/Short Dance) has no consequences for the participating of such skaters in the Individual events. 4. Clarification of Replacement versus Exchange of a skater/couple As per the above explanations, a skater s/couple s replacement is a complete withdrawal of an original entered skater/couple due to medical reasons who will be replaced with a substitute entered skater/couple into the same position as the withdrawn skater/couple via the IOC Late Athletes Replacement Policy. A replaced (withdrawn) skater/couple will have to return the ID-pass, cannot stay any longer in the Olympic Village and is to be considered as an inactive withdrawn athlete. Such a replacement is final. The exchange of a skater/couple during the Figure Skating Team Event is only possible for teams with more than one qualified competitors in a discipline. In such a case one skater can skate the Short Program/Short Dance for the Team while the Free Skating/Free Dance segment will be skated by another skater/couple. Consequently an exchange is not a replacement. 5. Additional Athletes Quota for the Figure Skating Team Event Independently of the IOC Late Athlete Replacement Policy and possibility of exchange during the Team Event as outlined above, there is the possibility of an Additional Athletes Quota for the Figure Skating Team Event for a restricted number of NOCs. As per Annex A of the Qualification System for the XXII Olympic Winter Games the NOCs/ISU Members who do not have qualified Skaters/Couples in an individual OWG competition/discipline (Single Lady, Single Man, Pair Skating, Ice Dance), may benefit of an Additional Athletes Quota and enter into the Figure Skating Team Event 1 Skater/Couple. If applicable, each NOC may benefit of this Additional Athletes Quota for only one discipline of the Figure Skating Team Event. However, the Additional Athletes Quota for the Team Event cannot be used for replacements or exchanges as outlined in points 2, 3 and 4 above. The Additional Athletes Quota of up to 10 Skaters will be used giving preference to the best ranked incomplete Teams according to the ranking of the Figure Skating Team qualification list. The Additional Athletes Quota beyond the 10 Skaters cannot be exceeded and if not sufficient, the lower ranked incomplete Teams according to the ranking of the Figure Skating Team qualification list, may in such case not be able to complete their Team. NOCs having Skaters in a discipline qualified for the respective individual OWG competition/discipline but who chose not to enter such Skater(s) into the individual OWG competition/discipline, may not benefit of the additional Athletes Quota. The Additional Athletes Quota is only available to complete a Team to participate in the Team Event. The Additional Athletes Quota places are not valid for the individual events. 6. Deadline of Nominations for the Figure Skating Team Event February 5 th, 2014-10:00 h (Team Leaders Meeting) Final confirmation of skaters/couples participating in the Team Event. The confirmation includes all skaters/couples available for participation in the Team Event. After this Team Leaders meeting no more replacements (see point 2 above) will be possible. With respect to the exchange possibility within a Team the following dates and deadlines apply to confirm the names of skaters/couples (possibility of exchanges) who will skate for the Team in the segment in question. February 5 th, 2014-19:00 h February 7 th, 2014-10:00 h February 8 th, 2014-21:40 h February 9 th, 2014-10:00 h the Men and Pairs Team Event. the Ladies and Ice Dance Team Event. the Pair Skating Free Skating Team Event. the Men, Ladies and Ice Dance Free Skating/Free Dance Team Event Skaters/couples, who suffer an injury or sickness after the deadlines mentioned above - replacement deadline and the deadline for entering the name for a segment cannot be replaced or exchanged and their place, need to remain empty. 7. Representation at Team Leaders meetings - Important It is of significant importance that NOCs/ISU Members, qualified for participation in the Team Event, are represented at each of the announced Team Leaders Meetings on site. ATTACHMENT IOC LATE ATHLETE REPLACEMENT POLICY FOR THE SOCHI 2014 WINTER GAMES The deadline for the final lists of participating athletes in the Games of the XXII Winter Olympic Games in Sochi 2014 (the Sochi Winter Games ) is 27 January 2014. However, where urgent medical problems arise, or in other exceptional circumstances that are assessed on a case-by-case basis, the International Olympic Committee (IOC) may permit the permanent replacement of one athlete by another ONLY in the same sport and discipline. This can only occur after consultation with the relevant International Federation (IF) and, when deemed necessary by the IOC, an IOC medical expert. The replacement of athletes after 27 January 2014 is possible providing: (i) The replacement athlete is entitled, and qualified, to take part in the Sochi Winter Games as stipulated in the XXII Winter Olympic Games in Sochi 2014 - Participation and Qualification Criteria, published in 2011, and regularly updated by the IOC; (ii) No doping control issues are pending concerning the replacement athlete; (iii) The National Olympic Committee ( NOC ) of the replacement athlete had applied for accreditation for the athlete prior to the application for accreditation deadline on 1 October 2013. The following additional procedures must also be carried out in order for one athlete to be replaced by another: (a) The relevant NOC must fill out an Official Athlete Replacement Form for the athlete being replaced and the replacement athlete; including a valid medical certificate for the replaced athlete; The relevant NOC must fill out the Eligibility Conditions Form and, when required, the Sport Entry Form and the Parent/Legal Guardian Acknowledgment of Consent for Minors for the replacement athlete; (b) The accreditation card of the replaced athlete must be withdrawn and handed over to the Olympic Village Arrivals / Accreditation Centre (OVAC) in the Olympic Village, in order to allow for accreditation entitlements to be transferred to the replacement athlete (subject to the approval of the IOC, as referred to above). Following the transfer, the accreditation card of the replaced athlete shall be cancelled; (c) Athletes accredited with a P Accreditation already fulfill paragraphs (i), (ii), (iii) and (b), and NOCs need only to submit an Athlete Replacement Form and a valid medical certificate. Once approved they must hand over the accreditation card of the athlete being replaced. For P athletes, replacement and hand over of the Aa card may happen at the Venue Accreditation Office of the sport of the athletes concerned or at the Olympic Village Arrivals / Accreditation Centre (OVAC). As a general rule, it is possible to make athlete replacements only up to the time of the Technical Meeting/first Team Captains Meeting for the relevant sport and discipline, with the exception of the disciplines of Men s Ice Hockey and Men s and Women s Bobsleigh (P accreditations) as stated in the respective Qualification Systems. Subject to the consent of both the IOC and the relevant International Federation, late athlete replacements may be made at their discretion. This may occur up to 24 hours prior to the time of the Technical Meeting/first Team Captains Meeting for the relevant discipline/sport, or at such other later time as determined by the IOC and the relevant IF. In instances where a more timely decision is required, an ad hoc management board, comprised of IOC, IF and Sochi 2014 representatives, will be authorized to reach a verdict on the circumstances pertaining to that specific athlete s late replacement.
