Base Umpire Duties and Mechanics Wrks t get all fur elements f the play in clear view. Ball, runner, fielder s ft n the base, r tag. Calls plays in their area, but has eyes n the ther plays t. Understands the Inside-Outside thery Training Pints and examples f desired perfrmance: Buttn hks n mre than 10-12 feet inside the baseline n base hits t the utfield. Stays utside the baseline n balls hit t the infield, except when mving inside frm behind shrtstp t make a call at 1st base. Pre-reads the situatin and psitining f utfielders. Reads where the play is ging and mve quickly t the best psitin pssible. Uses gd angle and distance mechanics and calling depth. Is ready t respnd t a secndary play. Watches fr interference by the runner and bstructin by the fielder and knws hw t emply the dead ball mechanics. Give the safe signal when a runner passes a fielder and there might be a questin as t why the umpire didn t call interference r there was a questin abut whether the runner was tagged n the play. (Nte this will be n the NFHS test!) Watches fr illegal pitches, call when apprpriate. Watches actin arund plate n a pitch: check swing, ful ball ff ft, r plays at the plate (when there are n ther respnsibilities) and is ready t assist partner. Starting On the Line Start at a depth f 18-21 feet frm first base and walk the line. Be stpped and square t the plate befre the pitch reaches hme plate, t enable quickness int the infield and at the prper angle and calling depth. Training Pints and examples f desired perfrmance: N clser than 18 feet n a frce play. 45-degree angle thrugh the bag at 1 st base. Has a way t determine what 21 feet frm first base is. (I.e. Casual steps that = 21 feet, small markings n field r fences.) Gets t the fence n ful balls hit near the ut-f-play fence, dugut, and utfield, and makes the call if in his area, r when the fielder is facing away frm the plate umpire. Makes eye-cntact with the plate umpire. Starting Off the Line Has apprpriate distance behind the infielders, nt t deep. Training Pints and examples f desired perfrmance: In nrmal defensive sets this means just ff the shulder, and tw steps behind where they end up when the pitch is released. Is able t quickly pivt ut f the fielder s way and nt make them wrry abut where yu are s they have the freedm t make the play. (Same as with the catcher at hme plate.) Is capable f adjusting when the defensive set is nt nrmal.

When behind 2B n duble play ball, mves tward secnd base, makes call there and then pivts t first base fr call there. When behind SS, can get int the infield (when called fr) fr a play at first base. Wrks t get as clse t a 90-degree angle n a steal as pssible. Knws when t pass ff a lead runner t the plate umpire, and be in psitin t make calls n subsequent runner(s). Frm C slt, des nt cme straight tward the pitcher s plate, but mves mre behind the circle t watch batter-runner at 1b and any runner cming t 2b. The plate umpire has the first play frm the utfield at 3B. Chasing Fly Balls (ging ut) NCOA Leadership Team has bserved that t many umpires are deciding in their pregames nt t chase fly balls. NFHS and NCOA want umpires t chase truble balls in tw-man, if the ball is in their chase area and ther circumstances are favrable. Having an umpire ut n a truble ball gives the crew much mre credibility n a call that is hard t make frm hme plate. Training Pints and examples f desired perfrmance: A Truble Ball is a fly ball r a sinking line drive that ends up being difficult fr a plate umpire, base runners, r base caches t immediately determine catch/n catch. These may include fly balls near the hme run fence (especially if it is a temprary hme run fence), shestring r diving catches, r fly balls where tw r mre fielders are cming tgether. A Truble Ball is nt a pp up r high fly ball that can be easily caught with little mvement frm the fielder, r a deep fly ball that is bviusly well beynd the cnfines f the playing field. Knw yur chase area and be able t quickly determine if there is a need t chase a fly ball. If nt, buttn hk int the infield. Cnsider windy cnditins which might impact yur decisin. If a ball shuld be chased, use these general guidelines. The NFHS manual des nt have specific chase areas listed fr tw-man mechanics, yet they want us t chase when necessary. S the fllwing are merely NCOA guidelines which shuld be cnsidered and mdified based n an umpire s experience level, quickness, and recgnitin f what is truly a truble ball. These areas and hw t cmmunicate when ging ut n truble balls shuld be discussed in pre-game. On the Line the area between the ut-f-play-fence t centerfielder cming tward yu. If a fly ball is near the right field line, straddle the line and be stpped when the ball tuches a player r the grund. Dn t need t g ut t far. B-Slt the area between the right fielder and centerfielder. C-Slt the area between the left fielder t centerfielder. Shestring catches in these areas. Fly balls near fence in these areas, especially temprary fences. In all cases, base umpire shuld turn their back t hme plate as much as pssible t signal they are chasing, and that the plate umpire needs t take the infield. When chasing, take an angle parallel t the flight f the ball, and try t be

stpped t see the play, and certainly when making the call. After ruling in the utfield the umpire lets the ball return his visin back t the infield but stays ut until all f the play is cmplete. Plate umpire when the ball ges up, lk at yur partner t see if they are chasing. Dn t lk at the flight f the ball. Returning frm the utfield. The NFHS manual clearly states that when a base umpire chases a fly ball, the plate umpire mves int the infield and reverts t a One-Man system. The base umpire is t stay in the utfield until all play is ceased. Because f this, even mre judicius abut chasing fly balls when yu culd leave yur plate umpire in a difficult psitin. Fr example, when the bases are laded. Hwever, the manual als says, when we deviate, we cmmunicate. It wuld nt be imprper t deviate frm any mechanic if there is a breakdwn in cverage which culd leave yur partner having neither a gd angle nr prper distance t make a call. If this situatin ccurs, and yu can help yur partner, the base umpire shuld ludly cmmunicate t his partner which base he is returning t make a call. This prcedure fr cmmunicating shuld be pre-gamed. Scenaris diagram and explain each umpires mvements S1 - Runner n 2B nly, with ne ut. Grund ball is hit t F6. S2 - Runner n 3B nly, with n uts. Grund ball is hit t F5. S3 - Runners n 1B and 3B, with ne ut. Runner n 1B is stealing as batter swings and misses fr strike tw. S4 - Runners n 2B and 3B, with ne ut. Batter gets a base hit t F7.
