Extra Hitter (EH) An unlimited number f extra hitters (EH) will be allwed, up t and including batting the entire line-up. A team using the EH is required t let the ppsing manager and the hme plate umpire aware prir t the start f the game. This must be addressed when cvering fields and grunds rules. Bth teams must exchange line-up cards with the ppsing team and the hme plate umpire. A team using EHs must maintain the same number f batting psitins used in their initial line-up fr the entire game. If a team is unable t maintain the batting line-up due t player injury r ejectin, the injured player is remved frm the batting rder with n penalty. This rule is in effect even if the team drps belw 9 players. If a player leaves the game fr any ther reasn, then the missing batter will be cnsidered ut. The player in the EH psitin, while nt in a defensive psitin, will be treated as such fr substitutin purpses. The re-entry rule applies fr the EH. Once a pitcher leaves the field and ges t the bench, he cannt return t pitch even if he ccupies the EH psitin (EH is nt a defensive psitin). Thrwn Bat - Safety rule Any player that intentinally thrws his/her bat will autmatically be called ut and receive a warning frm the umpire. If the umpire believes the thrwn bat was unintentinal, a warning will be given t the team. If it happens a secnd time (intentinal r unintentinal), the player will be called ut and ejected fr the remainder f that game. On any thrwn bat event, all play will stp. All runners will return t their base at the time f the pitch. Catch & Carry rule There is n catch and carry allwed. All players must catch the ball with bth feet inside the ut f play lines. If a player makes a play in ful territry and his mmentum carries him ut f play after making the catch, the batter is ut, the ball is dead and all base runners will be advanced ne base.
Umpires Umpires will be scheduled by the league. Our umpires are all trained during the winter by prfessinal umpires. Umpires nly accept cash. The team listed as hme team in a particular game will be respnsible fr paying the umpire, if there is nly ne. Fr example, in a weekend duble header, when there is ne umpire, the hme team in the first game will pay the umpire and then in the secnd game, the hme team fr that game will pay the umpire. Age grups 12u, 11u, 10u, 9u and 8u will have ne umpire per game fr the regular seasn. If an umpire des nt shw r calls in with issues in getting t the game, the hme field manager shuld cntact the league cmmissiner immediately t determine if anther umpire might be available. If ne is nt available, the managers can elect t use caches/parents fr that game r DH. The hme field team is respnsible fr cntacting the umpire(s) n later than three hurs befre game time f the first game, if the games will be cancelled r times/lcatins changed due t inclement weather. Failure t d s will result in the hme field team having t pay fr the umpire(s) fr that first game. The fee fr an umpire shwing up is $50 per umpire. Head-first Slide at Hme All age levels: A player sliding head-first int hme base will be called ut. Bat Size and Standards 8U - 12U teams - USA Baseball Bat Standard restrictins 13U teams - USA Baseball Bat Standard restrictins 14U teams - NO restrictins JV teams - bats are restricted t the BBCOR standards Varsity teams - bats are restricted t the BBCOR standards PSL teams - bats are restricted t the BBCOR standards **BBCOR bats can be used at any age level** Caches have t agree at the hme plate cnference that their players are legally and prperly equipped. If the umpire frgets t ask that questin then the rule still applies and by participating in the league yu agree that yur players are legally and prperly equipped fr all games. Oppsing caches/players must bring an illegal bat t the attentin f the umpire. If an illegal bat is fund then it will be taken ut f the game immediately. It must be brught t the umpire s attentin immediately as there is n penalty fr an illegal bat that was used after the fact. The cach will receive a warning fr the first time an illegal bat is used by any f his players. League staff shuld als be ntified by the ppsing cach after the game via email s that we can track infractins. If anther illegal bat is used in the same day, the head cach will be ejected frm the game and league suspensin rules will be in place. If league staff receives infrmatin that a cach/team has had multiple illegal bat infractins then the league ffice may take further actin against that cach r team. Other Rules Unifrms - All Players must have unifrms with numbers visible n the back f the jersey.
All n-field caches fr all levels (8U ODL) wh step n the field befre, during r after the game must abide by the NVTBL dress cde. Acceptable tps include a team jersey, team t- shirt (LS r SS) r team jacket. Acceptable bttms include baseball pants, team shrts (team clr) r team athletic pants (fleece pants r perfrmance pants). All cach s attire (tps and bttms) must match the team clrs. A fine f $100 will be levied n each ccurrence against teams vilating this rule. Metal Cleats N metal cleats fr 8U 12U. Prtests - N prtests will be recgnized. All umpire decisins are final. Team Size - Teams may play games with fewer than 9 players if necessary. If requested, the ppnents may prvide additinal defensive players. Player Mvement Plicy - Travel team players shuld expect t be fully cmmitted t their team fr the duratin f the seasn (i.e. Spring/Summer r Fall). Caches are nt permitted t recruit players during the seasn (i.e. Spring/Summer r Fall). Once the seasn has cncluded, players are able t tryut fr a different team. If a player requests a change in team during the seasn, they must btain a release frm the head cach. If the cach apprves the release, he/she shuld email NVTBL with the player s name and the reasn fr the release. If the cach des nt apprve the release, that player is nt eligible t play fr a new team fr that seasn. Player Ejectin Plicy Player is suspended frm participatin in NVTBL fr the next game. Parent Ejectin Plicy Parent is suspended frm participatin in NVTBL fr 8 calendar days frm the date f ejectin. Ejected parent s child is als suspended fr 8 calendar days and may nt participate in any NVTBL practices r games. Manager/Cach Ejectin Plicy 1 st ccurrence - Manager/cach is suspended frm participatin in NVTBL fr 8 calendar days frm the date f ejectin. 2 nd ccurrence Manager/cach is suspended frm participatin in NVTBL fr the remainder f the seasn and may nt be allwed t participate in future seasns. If a sudden emergency causes a pitcher t be summned int the game withut any pprtunity t warm up, the umpire-in-chief shall allw him as many pitches as the umpire deems necessary. Time limit When the bases are unccupied, the pitcher shall deliver the ball t the batter within twelve (12) secnds after he receives the ball. Each time the pitcher delays the game by vilating this rule, the umpire shall call Ball. The twelve (12) secnd timing starts when the pitcher is in pssessin f the ball and the batter is in the bx alert t the pitcher. The timing stps when the pitcher releases the ball. Run rule 15 runs after 3 innings r 10 runs after 4 innings= game is cmplete There will be a 5 run maximum rule per inning (n mre than 5 runs can be scred), except fr the last inning f the game (either the 5th inning, r the last inning based n the time limit). Infield Fly The infield fly rule will NOT be in effect. Stealing Free stealing will be allwed. A player must nt leave his/her base t steal until the ball crsses the plate. Players Managers f 8u teams will be allwed t have 10 players n the field (4 utfielders). This is nt mandatry, and if ne team elects t have 10 players n the field, the ther manager can elect t nly have nine. Pitchers The regular seasn will be kid pitch. The pitching distance frm the mund will be 46 fr all 8u games. There will be n cach pitch at 8u. There will be n pitcher time limit between pitches. It is up t the umpire s judgment t mve the game alng, if he feels that the pitcher is taking an inrdinate amunt f time. There will be n balks in the 8u divisin. Umpires shuld let the pitcher knw f any flagrant mves that wuld nrmally be cnsidered a balk. Pitchers will be limited t 50 pitches per day. This excludes warm-ups. If a pitcher reaches his 50 pitch limit while pitching t a batter, he is allwed t finish pitching t that batter, even if his pitch cunt exceeds 50. The hme team scre bk will be used by the umpire t determine if the pitcher has reached his/her limit. Screbks shuld be clear in shwing where the pitcher pitched. The visiting team shuld check every inning t make sure the hme team bk is accurate. Use f a pitcher ver the limits prescribed abve will mean the immediate remval f that pitcher in the game. Bunting Intentinal bunting will nt be allwed at the 8u level. If a batter, in the determinatin f the umpire, appears t have tried t intentinally bunt, the play will be called dead and the pitch is a n pitch.
Outfielders Outfielders must be clearly present in the utfield befre a pitch is made. The distance shuld be a minimum f 30 feet frm where the infielders nrmally play. This will be a judgment call by the umpire. The intent f this rule is t have utfielders playing their psitins and nt crwding int the infield. If an utfielder is fund t be playing t clse in, the umpire will issue a warning t the player and manager and have the manager mve the utfielder int prper psitin.
