BOWLS NEW ZEALAND - CONDITIONS OF PLAY REGIONAL PLAYOFFS NATIONAL CLUB CHAMPIONSHIP SINGLES, PAIRS, TRIPLES, AND FOURS COMPETITION 1. STATUS 1.1 These Conditions of Play are supplementary to Bowls New Zealand Regulation 10 National Events. 1.2 These Conditions of Play are also made in accordance with Law 55.3 of the Laws of the Sport, which permits Bowls New Zealand as a Controlling Body to establish conditions of play to cover certain aspects of the sport. These Conditions of Play set out the conditions of play for the Bowls New Zealand National Club Championship Singles, Pairs, Triples and Fours Competition Event and applies to all players, Clubs and Centre s participating in the Event. These Conditions of Play do not apply to International Competition which must be played strictly in accordance with the Laws of the Sport. 1.3 These Conditions of Play have been developed and issued by the Bowls New Zealand Chief Executive in accordance with Regulation 10 National Events. 2. NAME, DATES, VENUES and REGIONS 2.1 The name of the Event is: Bowls New Zealand National Club Championship Singles, Pairs, Triples and Fours Regional Finals 2.2 DATES: All Regional Playoffs shall be played prior to 3 rd April, 2018 2.3 REGIONAL VENUES: To be confirmed between the Centres within a Region and notified to the Bowls New Zealand Tournament Director as soon as possible. 2.4 REGIONS Northern (Zone 1) Far North, Northland, North Harbour, Auckland Northern (Zone 2) Counties Manukau, Thames Valley, Waikato, Bay of Plenty Central (Zone 1) Taranaki, Wanganui, Kapiti, Wellington Central (Zone 2) Gisborne East Coast, Hawkes Bay, Manawatu, Wairarapa Southern (Zone 1) Nelson, Marlborough, Buller, West Coast, Canterbury Southern (Zone 2) South Canterbury, North Otago, Dunedin, Central Otago, South Otago, Southland 3. CONTROLLING BODY 3.1 The Controlling Body is Bowls New Zealand for the National Final. 3.2 The Centre Tournament Director at a Regional playoff will be confirmed by the Bowls New Zealand Tournament Director. 4. DEFINITIONS 4.1 The words and phrases used in these Conditions of Play shall have the same meaning as defined in Regulation 10 National Events and the Constitution of Bowls New Zealand, unless otherwise specified in these Conditions of Play. For avoidance of doubt, the conventions used in the Laws of the Sport shall not apply to these Conditions of Play unless expressly stated. Bowls New Zealand Tournament Director means the person appointed by Bowls New Zealand for the National Finals on such terms and conditions as Bowls New Zealand determines. 2

5. ENTRY Centre Tournament Director means the person confirmed to the Bowls NZ Tournament Director (in accordance with clause 13 of Regulation 10) to be the Tournament Director at a Regional Playoff. Event means the Bowls New Zealand National Club Singles, Pairs, Triples and Fours Competition. Laws of the Sport means the World Bowls Laws of the Sport of Bowls (Crystal Mark Third Edition) and includes the domestic regulations of Bowls New Zealand. Open Tournament means a competition, tournament or event for the game of Bowls which is open for entry to any member of any Club or Centre. Season is the period of competition for the game of Bowls which for the purposes of these Conditions of Play shall commence on 1 st July and end on 30 th June the following year. 5.1 Entries & Entry Fees (a) (b) (c) (d) Each Centre must hold a Centre Qualifying Competition for this Event. Entries must comprise of players from the same Club. The winner or the best performed host Centre team or individual in each discipline will progress to the Regional Playoffs. If the winners in any discipline are unable to attend the Regional Playoffs, then Bowls New Zealand Domestic Regulation Clause 7 in respect of substitutes and replacements will come into effect and the Bowls New Zealand Tournament Director must be notified immediately of any such requests for substitutes or replacements. Only winning Centre teams may participate in this competition. Existing Centre competitions, including Champion-of-Champion events can be used as a Centre Qualifying Competition but entries accepted from outside of the Centre must be excluded when finding the best performed team or individual from the Centre to go to the Regional Playoffs. (e) Each centre participating at a Regional Final will be required to pay a National entry fee $60 per team per event. (f) Entry fees for Centre Qualifying Competitions are to be set by the Centres within a Region. If a Centre decides to contribute to the expenses of teams attending Regional and/or National Playoffs then they must take this into consideration when setting entry fees. 6. TRIAL ENDS 6.1 Pursuant to Law 5.1 of the Laws of the Sport trial ends will be allowed before competition commences each day. 6.2 Should players be required to change greens during the day an extra set of trial ends will be allowed. 7. PLAYING FORMAT (Applicable for both Men and Women) 7.1 Playing Format (a) Singles 21 shots up 4 bowls or 2¾ hours Pairs 18 ends 3 bowls or 2¾ hours Triples 18 ends 2 bowls or 2¾ hours Fours 15 ends 2 bowls or 2¾ hours (b) The time signals for each game shall be as follows: 3

The commencement of play and the expiry of time shall be signalled by the Umpire by a bell or some other means clearly audible to the players concerned. Where the time limit is not common to all games on any green, the Umpire shall notify the opponents or Skips in individual games when the time limit has expired. (c) (d) (e) (f) (g) (h) If in a time limit game the jack has been delivered before the time signal the end continues and if it is subsequently made dead it should be replayed until it is completed. Ends made dead shall be replayed in accordance with Law 20 of the Laws of the Sport. Absentee Players: If, 15 minutes after the scheduled start time for a game, one or more players are absent from a team, the defaulting team will forfeit the game to their opponents. In all qualifying games three points will be awarded for each game won. One point will be awarded for each game drawn. Where match points are equal, the winner will be the side with the highest net total of shots. If the match points and the net total of shots are equal the side with the lowest total shots against will be the winner. If match points, net total of shots, lowest shots against are all equal the winner will be the team who won the game when the two teams met. 7.2 Alterations to the Format & Length of Games (a) (b) The Controlling Body reserves the right to alter the format, times of play and greens to suit local unforeseen circumstances, giving as much notice as practical. Where a programme is interrupted or cannot be completed due to inclement weather or local conditions, the Controlling Body may amend the format and length of games to achieve a result. 7.3 Restricting the Movement of Players 1) In time limit games, the movement of players during play shall be restricted as specified in Appendix A.4.1 Laws of the Sport. After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances. (i) Singles Game: The opponents: after delivery of their third and fourth bowls (ii) Pairs Games (each player playing three bowls): a) the leads: after delivery of their third bowl; and b) the skips; after delivery of their second and third bowls (iii) Triples Games (each player playing two bowls) a) the leads after delivery of their second bowl b) the seconds after delivery of their second bowl and c) the skips after delivery of each of their bowls (iv) Fours Game: a) the leads: after the second player in their team has delivered their second bowl b) the seconds: after delivery of their second bowl c) the thirds: after delivery of their second bowl and d) the skips: after delivery of each of their bowls 4

(c) (d) In exceptional and limited circumstances, a Singles player can ask the Marker for permission to walk up to the head, or a Skip can ask that a player walks up to the head earlier than described in Appendix A.4.1. If a player does not meet the requirements of Appendix A.4.1, Law 13 of the Laws of the Sport shall apply. 7.4 Defaults If a team or player defaults their score will be recorded as a loss. The non-offending team will be awarded a win and the average net total of shots scored by the winning teams in the same discipline in the same round of the same section. 8. SUBSTITUTES 8.1 Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Domestic Regulation Clause 7. 9. FOOTWEAR & CLOTHING 9.1 Shoes or sandals may be worn by players when playing on a bowling green. All footwear must be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface. 9.2 Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green. 9.3 For any Tournament other than a Club Tournament, players in Singles and members of Teams or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body. This means all members of a Team or Side wearing the same colour trouser/shorts. Any garment may have logos displayed, but the Controlling Body may impose conditions relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor. 9.4 Failure to comply with clause 9.3 will result in the offending Team or Side being defaulted for each round until they comply with clause 9.3. 10. SMOKING AND ALCOHOL 10.1 Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol policies apply: (a) (b) There shall be no smoking anywhere in a Club house or on the greens at a National Event. Smoking may only occur in designated smoking areas. The drinking of alcohol at a National Event is restricted to the Club house at each venue. Drinking outside of the Club house including on the greens is strictly prohibited. 11. OFFICIALS 11.1 The Centre Tournament Director shall appoint the Chief Umpire after consultation with the Bowls NZ Tournament Director. All Umpires must be Level 2 or above. 11.2 The Chief Umpire will also be responsible for the appointment of Markers. 5

12. JURY OF APPEAL 12.1 A Jury of Appeal shall be appointed by the Bowls NZ CEO for the purpose of deciding upon any points not provided in the conditions of play and/or for dealing with any referrals or appeals from decisions made by Technical Officials (Law 43.2.6 of the Laws of the Sport and Rule 14.4 of Regulation 10). 6

Terms and Conditions 1. Declaration: I declare that all information supplied in this Entry Form is true and correct. If any of this information changes, I acknowledge that I will notify Bowls New Zealand of the changes, in writing, as soon as possible after they occur. If any of the information I have provided is not true or is misleading, I acknowledge that I may not be eligible to play in the Event. 2. Bound by Rules: I agree to be bound by the constitution, regulations, policies and rules of Bowls New Zealand (including but not limited to the Bowls New Zealand Code of Conduct) or the Laws of the Sport of Bowls Crystal Mark 3 rd Edition and any reasonable directions of Bowls New Zealand. 3. Use, Security and Access: I understand that my personal information will only be used for the purposes listed in paragraph 4 below, and that, in accordance with the Privacy Act 1993: a) my personal information will be held securely; b) I will have access to my personal information; and c) my personal information will be corrected upon request. 4. Accept Risk of Bowls: I have voluntarily accepted and assumed the inherent risk of danger and injury in bowls. 6. No liability: I will not hold the Bowls New Zealand or their respective officers or employees, responsible for any claims, losses, expenses and costs (including legal costs) which may arise from or in connection with, my participation in the Event, except in the case of gross negligence or a wilful act or omission on the part of Bowls New Zealand. 7. Indemnity: I indemnify Bowls New Zealand and its respective officers or employees, from all claims, losses and expenses (including legal costs) suffered or incurred at any time as a result of, or resulting directly or indirectly from, my failure to observe the constitution, regulations, policies, rules of Bowls New Zealand or the sport of bowls and the reasonable directions of Bowls New Zealand. 8. Medical Treatment: I consent to receiving any medical treatment that may be deemed necessary in the event of an injury, accident or illness during the Event and authorise Bowls New Zealand to contact such medical emergency personnel as Bowls New Zealand may think necessary. 9. Minor: I further warrant that if I am signing this waiver on behalf of a child under 18 years of age ( Minor ), I am a parent or legal guardian of such child and am legally entitled to sign this entry form. In my judgement, the Minor has sufficient competence and experience to participate safely in this Event. I have explained to the Minor this declaration and the Minor has understood and agreed to abide by the constitutions, regulations, policies and rules of Bowls New Zealand (including but not limited to the Bowls New Zealand Code of Conduct) or the sport of bowls and any reasonable directions of Bowls New Zealand, at all times. 9

10. Interpretation: Every reference to I and my in this document includes the applicant and the parent/guardian/caregiver of the applicant (if applicable).
