Canadian s Conduct Annual International Roadcheck July 7, 2017 This year s annual North American roadside safety inspection blitz International Roadcheck was conducted June 6-8 by enforcement agencies in Canada, the United States and Mexico. The event is coordinated by the Commercial Vehicle Safety Alliance (CVSA) in partnership with CCMTA member jurisdictions. In Canada, Roadcheck inspections are conducted at random across provinces and territories with only vehicles not bearing a valid CVSA decal subjected to inspection. (Figures do not include vehicles waved through due to the presence of a valid CVSA decal.) As part of this year s event 80.7 of commercial vehicles inspected successfully met CVSA s most comprehensive and stringent on-road inspection criteria. Over the three days, Canadian commercial vehicle enforcement officers conducted 7,748 North American Standard Level 1 Inspections, issuing 6,967 new decals to individual trucks, trailers and passenger-carrying vehicles that met CVSA s highest degree of safety and mechanical fitness. (A Level 1 inspection may consist of more than one vehicle/unit.) In total, 1,475 trucks, 20 passenger-carrying vehicles and 149 drivers were placed out of service () for various defects and violations. An out-of-service condition can occur for infractions as simple as a rear signal light not working to the extreme of faulty steering or brakes. Other defects may include wheels, tires, frame and load security. In many cases, drivers are able to make the necessary adjustments on site, are re-inspected successfully and continue on their way. A total of 1.9 of drivers were placed out of service for log book, driver qualification or paperwork problems. (Results from this year s initiative as well as Roadcheck 2016 and 2015 are shown in the attached tables.) /2

- 2 - This year s overall vehicle out-of-service rate of 19.3 is in line with the average of the last several years (2016: 18.5; 2015: 18.6; 2014: 22.1; 2013: 21.5; 2012: 18; 2011: 18.6; 2010: 20; 2009: 17.8). Brake system defects and brake adjustment issues accounted for 48 of violations cited. Despite ongoing efforts, brake-related defects continue to comprise nearly half of all violations cited during roadside inspections. Enforcement and industry officials alike know that education and awareness are key to improving commercial vehicle safety. As such, CVSA Region V officials strongly encourage governments, industry associations and individual carriers and drivers to take an active part in the upcoming Brake Safety Day on September 7 as well as Operation Safe Driver (OSD) Week October 15-21. Both events are hallmarks of CVSA and have been identified as best practices key to enhancing knowledge, regulatory compliance and overall highway safety. All industry players carriers, drivers and enforcement officials alike are urged to continue working together to achieve a sustained incremental drop in the CMV out-of-service rate nationwide in the years ahead. Roadcheck is used to benchmark the safety performance of the commercial vehicle industry, monitor the effectiveness of Canadian enforcement programs, increase awareness of commercial vehicle safety issues and remove unsafe vehicles from the road. The event is planned and carried out as a joint effort involving the Canadian provinces and territories, CVSA International, CVSA Region V (Canada), CCMTA and industry partners as part of an ongoing commitment to introducing safety measures and programs that result in safer vehicles, safer operators and safer highways. -30- For more information, please contact CVSA Region V (Canada) President Richard Roberts, at 604-575-3430.
