TURNER RECREATION COMMISSION YOUTH Basketball Bylaws 831 South 55 th Street Kansas City, KS 66106 TRC will offer exceptional leisure service opportunities to people of all ages that contribute to our user s health and wellness, creating a sense of community and family through our commitment to partner with other service providers. Our goal is to maximize community resources, build economic vitality to make living in Turner a very special place to be. Except for the rules covered in these by-laws, all other rules of the TRC Youth Basketball League will be those of the Kansas State High School Activities Association (KSHSAA). The Turner Recreation Commission sets the rules and reserves the right to interpret the rules in the best interest of the Turner Recreation Commission s Youth Basketball League. THE TRC CODE OF CONDUCT IS FOLLOWED BY ALL! I. Eligibility: a) A 2nd & 3rd Grade participant shall NOT be 10 years old prior to September 1, of the current year. b) A 4th & 5th Grade participant shall NOT be 12 years old prior to September 1, of the current year. c) A 6th & 7th Grade participant shall NOT be 14 years old prior to September 1, of the current year. II. Basketball Size: a) The 2 nd -3 rd grade leagues use junior size basketball 27.5 b) The 4 th -5 th grade leagues use junior size basketball 27.5 c) The 6 th -7 th grade girls leagues use intermediate size basketball 28.5 d) The 6 th -7 th grade boys leagues use intermediate size basketball 28.5 III. Team Organization: a) All players must be registered with TRC prior to being allowed to participate. Any team who plays an ineligible player will forfeit those games. b) Once a team is established, each player assigned to that team will remain on that team. No player may switch teams under any circumstances. c) Participants who register after deadline are placed on a waiting list and placed on teams on an as-needed basis d) Any coach, parent, or player found to mislead TRC or falsify registration forms are banned from the league for the current season and no refunds will be granted. e) TRC can combine grade/age divisions based on enrollment numbers f) Teams are responsible for knowing and understanding the team sportsmanship policies and behavior before, during, and after a contest. IV. Equipment: a) All players must wear rubber-soled tennis or court shoes at all practices and games. All players must have shoes - no bare feet or socks only. No boots or cleated, turf, dress or hard soled shoes shall be worn on the gym floors! b) No jewelry will be permitted, this includes, necklaces, earrings, bracelets, wrist watches, rings etc Tape cannot be used to cover up jewelry. c) Each coach is given 4-6 practice basketballs to be turned in to the Sports Director at established meeting date.

V. Facility Use: a) Coaches must carry and provide their practice permit in order to use the facility. b) The coach is responsible to admit only team members for practice and is responsible for all damages during that time. A coach may restrict the attendance of spectators for distraction reasons. c) Coach s attendance is required to hold practice. d) Participants must remain in the gymnasium and NOT on stages, in classrooms, roaming halls, or any other non-permitted place. e) Practice time limited to a maximum of 1 hour, twice per week or 2 hours, once per week. f) TUSD takes priority in use of facilities followed by TRC programs/teams. g) Do not bring food or drinks into the buildings or game sites. h) Alcoholic beverages, smoking and or any type of tobacco are prohibited on all TUSD & TRC property. TRC reserves the right to revoke facility usage privileges due to any reason that disrupts normal operation, or compromises the safety or security of TRC & TUSD202 property or staff. i) Facility usage is based on availability and requires a minimum of a 48 hour notice of request. VI. Players: a) Players must attend at least one practice per week to be eligible to participate in games. If a coach is having problems with players not attending practice, the Sports Director must be notified before any action can be taken. b) Number of players: 1. There are no more than 5 players on the court at one time 2. Teams must have a minimum of 4 players on the court to start a game 3. If the game begins with 4 players, other late arriving players may enter the game during any dead ball period. The referee must be notified when a late arriving player is added to the line-up. 4. All players must be listed on teams roster at start of the game c) Maximum players on a roster will be 10. d) Number of players necessary to continue a game: 1. A team must forfeit if for any reason there are less than 3 players available and eligible to continue a e) Medical Absence And Reinstatement: 1. Any player who, due to injury or illness requiring medical attention, wishes to resume practice and participation in games must submit a written release form from the treating physician prior to engaging in the chosen activity to the TRC office. VII. The Game: all KSHSAA rules apply with the following exceptions: a) Home team (as listed on game schedule) provides scorekeeper and visiting team provides clock manager b) Games begin as scheduled, or if previous game runs late forfeit time will be 5 minutes after completion of the c) Teams are encouraged to arrive 15 minutes prior to scheduled game time. d) A team failing to field 4 players at the scheduled game time shall receive a 5 minute grace period or the game is a forfeit. Game time is reduced by 5 minutes if game starts late. e) Coaches are strongly encouraged to lend players if a team is short players. f) If game time arrives and each team has at least four players, then the game will begin. g) Coaches are allowed to play a forfeited game, but the game is recorded as a forfeit. The score for a forfeited game is 20 0. Officials will work forfeited game, but will end the game 10 minutes prior to start of next scheduled h) Basket and Bench Seating Assignments - There shall be no choice of basket at the beginning of any 1. The home team will wear light-colored uniforms. 2. The visiting team will wear dark-colored uniforms. 3. The home team shall warm up to the left (facing the floor) and that shall be their basket the first half. 4. The visiting team shall warm up to the right (facing the floor) and that shall be their basket the first half. 5. The home team shall be assigned the bench to the right (facing the floor) of the scorers table. 6. The visiting team shall be assigned the bench to the left (facing the floor) of the scorers table. i) Game Length: 4 th -7 th plays 4 8 minute quarters. Halftime is 5 minutes.

j) For any reason; one completed half or more constitutes a complete If less than one half is played, then a rescheduled game occurs. k) Continuous Clock: the clock will run continuously for all grade divisions, except for the last two minutes of the game, which will be regular clock; team and official time-outs, not for foul shots or violations. If a team is leading by 10 points or more during the last two minutes of the game, the clock will run continuously. l) Teams receive two 30 second timeouts per half with no carry over m) Overtime: one 2 minute period. If game is still tied, game will go to sudden death; first team to score will be the winner. Each team will be assessed with one timeout with no carry over n) Jump ball administered only to start the first quarter. o) Free Throws: 4th & 5th shoot from 12 feet, and 6th & 7th shoot from 15 feet. Players may not enter lane until the ball has touched the rim. p) Bonus free throws are 1 & 1 on the 7th team foul and automatic 2 free throws on the 10th team foul. q) Officials may be lenient on some fouls and violations depending on the situation, grade level and spirit of the r) All technical fouls are penalized by two free throws and possession of the ball at half court s) 1st Technical opposing team shoots two free throws and receives possession of the ball at half court. In the second half pressing will be allowed with the following stipulations: 1. A team may not use a full-court pressure defense after leading by ten or more points. 2. Team will not be allowed to defend until the offensive player with ball is three feet inside the mid-court line. 3. The penalty for violating this rule will be a warning on the first offense and a technical foul on any succeeding offense. x) Note: for the purpose of this rule, full-court pressure defense will be defined as any defense that is assumed beyond and up to the mid-court line. y) Once a team is leading by 20 points or more in the 4 th -7 th grade divisions, the scoreboard will be inactive until score reaches under a 20 point deficit for the remainder of game z) Turner Recreation provides jerseys which are required to be worn at games. There will be no tape permitted on these jerseys. aa) Each team must dress uniformly and each player must have a distinct number with the minimum of six (6) inches tall on either the front or back of the jersey. bb) PROTESTS ARE NOT ALLOWED: The referee s decision is final. X. Coaches and Officials: a) Harassment of the officials by coaches will result in ejection from the b) The referee s pre-match conference consists of at least one coach and a designated team captain. c) It is suggested that coaches have a meeting with parents of players during the first week of practice or the playing season to discuss rules. d) Officials may be lenient on some fouls and violations depending on the situation, grade level and spirit of the game e) All coaches must remain in the coach s box. The only exceptions are: 1. During a charged timeout or during intermissions 2. Confer with the score table 3. Attend to an injured player after being beckoned onto the floor by an official 4. While within the confines of the bench, replace or remove a player during a substitution

5. A spontaneous reaction to an outstanding play by a player of their team or to acknowledge a player that has been substituted for. Any person on the bench is subject to the bench rule and is the coach s responsibility. 6. Only head coaches are allowed off the bench to be compliant with the articles above, but must immediately return to their seat. Coaches failing to adhere to this rule will be assessed a warning for the first infraction. A second infraction will result in a direct technical foul and may be ejected from the game f) Teams are only allowed a head coach and one assistant coach on the bench per team. g) Head coaches are responsible for their assistant coaches, players and spectators. h) All coaches are required to have a photo id badge, and wear at all practices & events. i) Any coach found to mislead TRC, falsify registration forms or participate with players that are not of the appropriate age or grade will be suspended for the entire season and forfeit all games played. j) All coaches must pass a national background screening; complete TRC s coaches education program and all coaches must attain a badge which must be worn outside their shirt during practices and games. XI. General: a) There are no protests allowed in TRC s Youth Basketball League except concerning player eligibility. b) The decision of the referee and supervisor is final. c) The court supervisors are in charge of the facilities at all times. d) Court supervisors may not overrule any rule decision made by an official during a game, nor may infringe upon an official s jurisdiction, but may be used for advice or a rule interpretation when asked upon. e) The court supervisor will act to stop unsportsmanlike conduct by spectators. The court supervisor can ask the coaches to help in the event their team s supporters are acting in an unsportsmanlike manner f) Unsportsmanlike behavior may result in penalties being imposed upon the offending individual, including coaches, participants, or spectators. Penalties are decided by a panel made up of the Facility Supervisor, Immediate Supervisory Staff in charge of the activity, and the TRC Discipline Review Committee. The set procedure is further clarified in the TRC s Code of Conduct policy, available in TRC Office or at www.turnerrec.org under youth sport policies. g) Game Schedules are available no later than 1 week prior to start of the season. h) There is no postponement or reschedule of league games for teams participating in outside leagues and/or tournaments. i) Any games postponed or canceled due to inclement weather will be announced on the TRC Weather Lines at 913-287-6787 or 913-287-1006. Weather Lines during the weekday will be updated at 4 pm, and at 7:30 am on weekends for any cancelations or postponements j) Only 1 st & 2 nd place receive medals in4th-7th grade divisions. k) In the case where TRC inner leagues with an outside organization(s) due to low number of participating teams, TRC will not furnish awards for placement l) League Standings: Tie breaker procedures takes into account only the games that counts toward league standings. The procedure for teams who are tied in league play is as follows: 1. Win/loss/tie record 2. Head-to-head play 3. Least total points scored against (head-to-head only games) 4. Points scored for (head-to-head only games) XII. 2 nd -3 rd Specific Rules: a) Free Throws: teams shoot free throws from 10 feet. b) Game Length: 4 six minute quarters. Halftime is 5 minutes. c) Continuous Clock: clock will only stop for timeouts, injuries and free throws. d) Teams may not press at any time during a e) Team will not be allowed to defend until the offensive player with ball is three feet inside the mid-court line.

f) One coach will be allowed on the court from each team. Offense: coach must stay between the half-court line and the 3 pt. Arc. Defense: coach must stay behind the base line. g) Teams will play on 8 6 goals. h) Only use score clock for time & identification of quarters.
