ADMINISTRATION A three-member Executive Board shall be comprised of the Recreation Superintendent, Sports Coordinator, and Advisory Board for the purpose of working with the aforementioned groups in the area of improvement of the baseball program. The final decisions concerning policies and the conduct of the City of Norman Youth Baseball League Program shall rest with the Executive Board and shall be subject to approval by the Board of Parks Commissioners. CITY OF NORMAN YOUTH SPORTS PROGRAM VISION The City of Norman Youth Sports Programs exist to provide an opportunity for each player and team to compete and develop their skills through a quality sports experience. YOUTH BASEBALL GUIDING PRINCIPLES To promote the appreciation, skill development, and advancement of youth baseball. To promote the playing of amateur baseball. To provide a healthy, organized sports activity for young people. To promote fair play, skill development, and good sportsmanship. To afford the opportunity to participate in athletic competition. To help in the process of developing future citizens with a proper attitude toward life. REGISTRATION / ELIGIBILITY There are no residency restrictions for players and/or teams competing in the City of Norman Youth Baseball League, however each player must meet the age eligibility requirements (page 2). ENROLLMENT GUIDELINES 1. Financial Assistance is available to those who qualify. 2. Parents are required to register their child online at www.youthsportsofnorman.com. Registration dates and fees will be determined by the Parks and Recreation Department. 3. Registration fee is due at the time of enrollment. 4. All players in the City of Norman Youth Baseball League Program must be properly registered with the Norman Parks and Recreation Department. Any player not properly registered who plays in a game shall cause that team to forfeit each game in which he/she participated. A. A player is properly registered when that player enrolls online during the time allotted, pays the appropriate league registration fee, has a birth certificate on file with the City of Norman Parks and Recreation department, and playing for one team within a specific age division. 5. No pickup players will be allowed on any team in any league. Pickup players are defined as any player not properly registered with the City of Norman Parks and Recreation Department. 6. No player shall be eligible to play a game under the jurisdiction of the City of Norman Youth Baseball League Program if he/she has received monetary consideration for services rendered as a player. 7. A player who is eligible to participate in multiple age divisions is permitted to do so as long as he/she is properly registered with the City of Norman Parks and Recreation Department. Players playing in multiple age divisions are responsible for each league fee associated with that age division. 8. Once a player is assigned to a roster and then withdraws, he/she is ineligible to play for another team in the City of Norman Youth Baseball League Program for the remainder of the season. 9. Following the registration deadline AND prior to the first regular season, players who are not currently on a team will be added to an existing team or combined to form a team. If a coach cannot be found for players that have been combined to form a team, the City of Norman Parks and Recreation Department will issue a full refund. 10. Following the registration deadline AND prior to the first regular season, for each player who withdraws an eligible player may be added to that team s roster as long as they properly register. Late registration fees may apply. A. Refunds will not be given to families with players on teams who are forced to forfeit games due to not having the minimum number of players needed to start or continue games. 11. PROFESSIONAL ENVIRONMENT As a volunteer coach in a City of Norman Youth Sports Program you are expected to set a positive example in words and actions. Any volunteer coach who is involved in a verbal or physical altercation, or an occurrence of unsportsmanlike conduct will be subject to disciplinary action. COACH EXPECTATIONS I will place the emotional and physical well-being of my players ahead of a personal desire to win. I will treat each player as an individual, remembering the large range of emotional and physical development for the same age group. I will do my best to provide a safe playing environment for my players. I will promise to review and practice basic first aid principles needed to treat injuries of my players. I will do my best to organize practices that are fun and challenging for all my players. I will lead by example in demonstrating fair play and sportsmanship to all my players. I will provide a sports environment for my team that is free of drugs, tobacco, and alcohol, and I will refrain from their use at all youth sports events. I will be knowledgeable in the rules of each sport that I coach and I will teach these rules to my players. I will use those coaching techniques appropriate for all of the skill that I teach. I will remember that I am a youth sports coach and that the game is for children and not adults. BASEBALL COACH AND UMPIRE INTERACTION By rule, only the head coach or designated head coach is allowed to approach an umpire, appeal a call, or file a protest during a game. All coaches are allowed to leave the dugout to attend a player who is ill or injured. UNSPORTSMANLIKE CONDUCT includes but is not limited to: 1. Arguing with umpires or other league officials after being instructed to return to his/her position; 2. Assistant coach leaving their position to argue with an umpire or other game official; 3. Leaving the dugout without authorization during a live ball; 4. Use of bullhorns or amplifiers for coaching purposes during the game; 5. Taunting; 6. Wearing anything that endorses drugs or sexually incentive clothing or headwear; A. League officials have the final authority regarding this matter. PENALTY: 1 st Offense: Warning. 2 nd Offense: Ejection from the field of play and dugout. Continued displays of unsportsmanlike conduct by the coach will result in additional discipline as determined by the Sports Coordinator. 7. Words or actions meant to incite or attempt to incite spectator or player demonstrations; 8. Words or actions meant to intimidate; 9. Call Time or use words or phrases in an attempt to cause a pitcher to balk while the ball is live and in play; 10. Engaging in inappropriate behavior or language; 11. Abusive, harmful, or unwarranted disruptions to the game; 12. Throwing bats, helmets, gloves, or other equipment in anger; 13. Making intentional contact with an umpire; 14. Words or actions meant to provoke a player, coach, umpire, league official, or spectator to harm another. 15. Being intoxicated on alcohol or any illegal substance while coaching. PENALTY: Regular Season: Ejection and the offender is required to leave Griffin Community Park or Reaves Park. Continued displays of unsportsmanlike conduct by the coach will result in additional discipline as determined by the Sports Coordinator. Post Season: Ejection and the offender is required to leave Griffin Community Park or Reaves Park. Continued displays of unsportsmanlike conduct by the coach will result in a suspension from Griffin Community Park and Reaves Park for the remainder of the post season. Any concerted activity that is in poor taste as determined by the Sports Coordinator will result in forfeiture and possible suspension from further participation. Coaches, parents/spectators, league officials, umpires, or players who threaten, physically harm, or abuse any player, umpire, league official, or spectator at any time for any reason will be subject to immediate dismissal from Griffin Community Park or Reaves Park and effective immediately, suspended from all City of Norman Youth Sports Program sanctioned events for the remainder of the season. 2018 NORMAN YOUTH BASEBALL LEAGUE GUIDELINES AND RULES 3
SPECTATOR ENVIRONMENT As a parent/spectator in a City of Norman Youth Sports Program you are expected to set a positive example in words and actions. Any parent/spectator who is involved in a verbal or physical altercation, or an occurrence of unsportsmanlike conduct will be subject to disciplinary action. PARENT/SPECTATOR EXPECTATIONS I will encourage good sportsmanship by demonstrating positive support for all players, coaches, and officials at every game, practice, or other youth sports event. I will place the emotional and physical well-being of my child ahead of my personal desire to win. I will insist that my child play in a safe and healthy environment. I will require that my child s coach be trained in the responsibilities of being a youth sports coach and that the coach upholds the Coaches Expectations. I will support coaches and officials working with my child in order to encourage a positive and enjoyable experience for all. I will demand a sports environment for my child that is free from drugs, tobacco, and alcohol and will refrain from their use at all youth sports events. I will remember that the game is for youth, not adults. I will do my very best to make youth sports fun for all participants. I will ask my child to treat other players, coaches, fans, and officials with respect regardless of race, sex, creed, or ability. I will help my child enjoy the youth sports experience by doing whatever I can such as being a respectful fan, assisting with coaching, or providing transportation. UNSPORTSMANLIKE CONDUCT includes but is not limited to: 1. Taunting; 2. Leaving the stands or your seat to attempt to argue with an umpire, league official, coach, another parent/spectator, or player; 3. Wearing anything that endorses drugs or sexually incentive clothing or headwear; A. League officials have the final authority regarding this matter. PENALTY: 1st Offense: Warning. 2nd Offense: Ejection from Griffin Community Park or Reaves Park. Continued displays of unsportsmanlike conduct by the parent/spectator will result in additional discipline as determined by the Sports Coordinator. 4. Words or actions meant to incite or attempt to incite spectator demonstrations; 5. Words or actions meant to intimidate; 6. Use of bullhorns or amplifiers during the game with the intent to distract or intimidate; 7. Engaging in inappropriate behavior or language; 8. Abusive, harmful, or unwarranted disruptions to the game; 9. Throwing equipment in anger; 10. Words or actions meant to provoke a player, coach, umpire, league official, or spectator to harm another. PENALTY: a. Regular Season: Ejection and the offender is required to leave Griffin Community Park or Reaves Park. Continued displays of unsportsmanlike conduct by the parent/spectator will result in additional discipline as determined by the Sports Coordinator. b. LEAGUE PLAYING GUIDELINES 1. Governing Rules A. The official games of the City of Norman Youth Baseball League are to be governed by the Official Baseball Rules of Major League Baseball unless otherwise designated by the rules in this booklet. Exception: Baseball Pitch Count Guidelines are to be governed by Little League International unless otherwise designated by the rules in this booklet. B. OBR Rule 9.01(c): Each umpire has authority to rule on any point not specifically covered in these rules. 2. Apparel Guidelines A. All players in all leagues shall be required to have a number plainly visible on their shirts, which will distinguish them from the other players on the team. Players must wear appropriate baseball pants. Jewelry will not be allowed on any player. Note: Teams should have matching uniforms by the second week of the season. B. Spikes or metal cleats are strictly prohibited on players in T-Ball through 12 & Under Kid Pitch. C. All T-ball players must wear protective headgear securely fastened with a chin strap while at bat, catching, on deck batter, or base runner. All other leagues will not be required to have a chin strap. A runner may only remove the helmet after returning to the dugout or during a time-out called by the umpire. 3. Age Division Requirements A. A minimum number of four teams is required for the City of Norman Youth Baseball League to host an age division. Exception: Coed and 5 Year Old T-Ball. B. Age divisions may be combined if the minimum number of teams are not enrolled. 4. Coaches A. A team may have as many coaches as it wishes, but only the head coach and up to three assistants will be allowed in the dugout during the game. 1. Buckets must remain inside the dugout. 2. Teams on defense may have one coach outside the dugout, directly positioned next to the dugout entrance. Exception: Coed T-ball and 5 Year Old T-ball. B. As a safety precaution and to minimize distractions, scorebooks and electronic devices are not allowed on the field of play. 5. Game Day Logistics A. The home team shall occupy the third base dugout for the first game. NOTE: If one or both teams are playing a double header on the same field, each team may occupy the same dugout as their first game. B. The umpire will gather both head coaches at the plate five minutes prior to game time. 1. At this time, both teams will need to gather inside their individual dugouts. Note: This is in place to insure the game begins in a timely manner. C. Once the defense takes the field and in between innings, the team on offense is only allowed two players outside the dugout while preparing for their at-bat: The hitter and on-deck batter. All other players must remain inside the dugout. D. Game time is start time as long as both teams have the minimum number of players to begin (Refer to Rule 7.A below). Once the game clock begins and one or both teams are not able to field the minimum number of players, then the game will be ruled a forfeit. Exception: If one or both teams are playing a double header on different fields. E. Game time shall begin once the home team takes the field or when the home plate umpire indicates when the game clock has started. F. Scorekeepers 1. Each team is responsible for providing a scorekeeper to record events that occur during the game. 2. The home team s scorekeeper will be designated as the official scorekeeper and will be responsible for reporting the final score to the Sports Supervisor. 3. Each team s scorekeeper is responsible for notifying their team s head coach (not the umpire) of any lineup infractions according to the rules of baseball. 4. 6. Bat Boy/Girl Guidelines A. Coaches and players in the T-ball and Coach Pitch divisions will be responsible for removing bats and other equipment in between at-bats. B. Bat boys/girls will be allowed in the Kid Pitch divisions under the following guidelines: 1. Bat boys/girls under the age of 18 must wear a batting helmet at ALL times. 2. Equipment may not be retrieved until the umpire calls Time. 3. Any child under the age of 18 who is not a participant in the league must have their parent(s) or legal guardian read and sign a Waiver and Release of Liability before their child may volunteer as a bat boy or bat girl. 7. Participation A. Teams must have a minimum of eight players to begin/continue a game. 1. A team is only penalized one out when starting a game with eight players. 2. With the exception of pitcher, teams using a continuous lineup may move freely on defense while maintaining the same batting order. While using a continuous lineup, and a player has to leave the game for reasons other than injury, illness, or personal/family emergency, that spot in the lineup becomes an out when that player s at bat comes around. B. Coaches are required to play players as designated under their specific division rules. 8. Game Schedules A. The Sports Coordinator has taken the initiative to minimize scheduling conflicts with previously scheduled school functions, holidays, and other anticipated activities as made known to the Sports Coordinator prior to preparing the schedule. Therefore, once the schedule is published all games will be played as scheduled. Exception: Inclement Weather/Game Suspensions 9. Inclement Weather/Game Suspensions A. In the event of rainfall prior to game time, the decision to play or not to play will be made by the Sports Coordinator. B. Parents and coaches are encouraged to call the Rainout Hotline at 405-366-5323 or visit http://www.youthsportsofnorman.com by 4:00 PM on the day in question. C. Parents and coaches will also be notified via email. D. Rain-outs will be rescheduled at a later day and time. E. After a game has begun, the responsibility for the continuance of the game due to weather shall rest with league officials and the home plate umpire. F. If a game is called due to rain, weather, light failure or other acts of Nature and cannot be resumed it is a regulation game if: 1. 4-Inning Game a. Two innings have been played or if the home team has scored more runs after 1 ½ innings, the game shall be declared a complete game. 2. 5-Inning and 6-Inning Game a. Three innings have been played or if the home team has scored more runs after 2 ½ innings, the game shall be declared a complete game. 3. 7-Inning Game a. Four innings have been played or if the home team has scored more runs after 3 ½ innings, the game shall be declared a complete game. G. All games that cannot be declared a regulation game shall be a suspended game and will resume from the point of suspension. 10. Thrown Bat A. T-Ball and Coach Pitch 1. If the batter intentionally or unintentionally tosses, throws, or flings their bat and it lands outside of the batter circle or comes in contact with the catcher or umpire, a warning will be issued to the offensive team. On the next offense committed by the same team, the batter will be called out. B. Kid Pitch 1. If the batter intentionally or unintentionally tosses, throws, or flings their bat and it lands outside of the batter circle or comes in contact with the catcher and/or umpire, the batter will receive a warning. 11. Post Season Tournament Guidelines (Spring League Only) A. 6 & Under through 14 & Under (Prep): 1. Divisions with six or more teams will conclude with a post season tournament. a. Divisions with eight or more teams will conclude with a split-tier post season tournament: Teams in the top half versus each other and teams in the bottom half versus each other. B. All Spring League post season tournaments will be double elimination format unless circumstances dictate otherwise. C. Regular season standings will determine seedings. In the case of identical records, the following tie-break procedure will be applied in this exact order: 1. Winning Percentage 2. Head-To-Head 3. Head-To-Head Differential 4. Total Runs For 5. Total Runs Against 6. Total Runs Differential 7. Lowest Number of Forfeits 8. Coin Toss D. During the post season, if both teams are tied after the final inning has ended AND/OR time expires before a new inning has begun, each inning thereafter will begin with a runner on second base and one out. The runner on second will be the runner preceding that inning s leadoff hitter. 12. Protests A. The protest fee is $100 cash. B. Umpires must be notified of a protest prior to the next pitch, play, or attempted play. C. Protests will only be allowed for age violations, pitching violations, or rule interpretations only. D. Protests will not be allowed on judgment calls. E. On a game-ending play or final out of the game, the protest must be filed prior to the umpires leaving the field of play. 13. Appeal of Umpire Decisions (Official Baseball Rules of Major League Baseball 8.02) A. Any umpire s decision which involves judgment, such as, but not limited to, whether a batted ball is fair or foul, whether a pitch is a strike or a ball, or whether a runner is safe or out, is final. No player, manager, coach or substitute shall object to any such judgment decisions.rule 8.01 to 8.02(a) 1. Rule 8.02(a) Comment. (Rule 9.02(a) Comment): Players leaving their position in the field or on base, or managers or coaches leaving the bench or coaches box, to argue on BALLS AND STRIKES will not be permitted B. If there is reasonable doubt that any umpire s decision may be in conflict with the rules, the manager may appeal the decision and ask that a correct ruling be made. Such appeal shall be made only to the umpire who made the protested decision. C. If a decision is appealed, the umpire making the decision may ask another umpire for information before making a final decision If the umpires consult after a play and change a call that had been made, then they have the authority to take all steps that they may deem necessary, in their discretion, to eliminate the results and consequences of the earlier call that they are reversing, including placing runners where they think those runners would have been after the play, had the ultimate call been made as the initial call,disregarding interference or obstruction that may have occurred on the play; failures of runners to tag up based upon the initial call on the field; runners passing other runners or missing bases; etc., all in the discretion of the umpires. No player, manager or coach shall be permitted to argue the exercise of the umpires discretion in resolving the play and any person so arguing shall be subject to ejection. 2018 NORMAN YOUTH BASEBALL LEAGUE GUIDELINES AND RULES 7

Because of the instructional nature of this league, there will be no umpires. Coaches are strongly encouraged to keep the game moving at a steady pace. 2. The home team will furnish the scorekeeper to make sure the proper batting order is kept, but each team may keep a scorebook if desired. 3. No intentional walks. 4. There will be no infield fly rule. 5. Equipment A. An official t-ball bat may be used in the t-ball league whether it states softball or baseball. B. Bats must be stamped with the new USSSA 1.15 BPF Mark, or BBCOR.50 Certified Mark, or made of wood. C. Bats or any other equipment that are determined to be illegal will be removed from competition. D. Any type, size, or color of glove may be used at any position. E. Batting helmets with chin straps for batters and runners is required. F. Facemasks are not required. 6. Game Management A. For 6 PM games, the game clock will start promptly at 6 PM, weather permitting. All games following the conclusion of the 6 PM game will begin at the next appointed game time or at each head coach s discretion, whichever comes first. B. Teams should be given no more than two minutes between half-innings to get players situated on defense and offense. 7. Lineup A. Each coach shall give the batting order to the official scorekeeper and the opposing coach at least 10 minutes prior to the scheduled game time. B. Each coach should give the last names and numbers of participants in the game. 8. Participation A. Though injury, illness, or weather may present exceptions, EVERY player will bat and play defense. 9. Coaches on the Field A. The batting team may have three coaches on the field: first base coach, third base coach, and a coach to help the batter. B. The team in the field may have two coaches on the field: one coach for the infield and one coach for the outfield. C. The fielding coach may not touch the ball while it is in play. D. A ball coming in contact with the a coach is ruled a single base hit, the batter-runner is awarded first base, and all other runner or runners will be awarded one base if forced only. 2018 NORMAN YOUTH BASEBALL LEAGUE GUIDELINES AND RULES 8
10. Batters and Runners A. The batter may not swing at the ball until the pitcher has made a pitching motion. B. Any batter who fails to put the ball in play with five swings, is out. If the ball is fouled on the fifth swing, the batter is out. C. No bunts. Penalty: batter is charged with one strike. D. Once the initial play is over, the runner is obligated to use the white base. E. Though a runner may be considered out, they will remain on their intended base. F. The runner must stay on the base until the ball is hit. No lead offs or steals. G. Base Running 1. When a ball is hit to the infield in front of the 10 line, the runner(s) may only attempt to advance one base. Exception: The final batter and runners may run around all the bases. 2. When a ball is hit to the outfield the runner(s) MAY advance to second base. a. Once the ball has been relayed to the infield the runner(s) may not attempt to advance pass their intended base. 3. If the runner overruns the base, the runner is subject to be out. H. Overthrow Rule An overthrow occurs when a batter-runner is in the process of advancing to a base and the ball being thrown to the intended base is not fielded cleanly by the receiving fielder prior to the runner arriving to the base. 1. No advance is allowed on an overthrow by any runner. 2. A throw to any base, if missed, constitutes an overthrow. The runners are only awarded the base they were advancing to when the ball is thrown. 11. Fielders and Pitcher A. D. Any type, size, or color of glove may be used at any position. E. Batting helmets with chin straps for batters and runners are required. F. Facemasks are not required. 5. Game Management A. For 6 PM games, the game clock will start promptly at 6 PM, weather permitting. All games following the conclusion of the 6 PM game will begin at the next appointed game time or at each head coach s discretion, whichever comes first. B. Teams should be given no more than two minutes between half-innings to get players situated on defense and offense. 6. Lineup A. Each coach shall give the batting order to the official scorekeeper and the opposing coach at least 10 minutes prior to the scheduled game time. B. Each coach should give the last names and numbers of participants in the game. 7. Participation A. Though injury, illness, or weather may present exceptions, every player will bat in each inning. 8. Coaches on the Field A. The batting team may have three coaches on the field: first base coach, third base coach, and a coach to help the batter. B. The team in the field may have two coaches on the field: one coach for the infield and one coach for the outfield. C. The fielding coach may not touch the ball while it is in play. D. A ball coming in contact with the a coach is ruled a single base hit, the batter-runner is awarded first base, and all other runner or runners will be awarded one base if forced only. 9. Batters and Runners A. The batter may not swing at the ball until the pitcher has made a pitching motion. B. The batter is allowed five swings to put the ball in play. A ball in play is a fair ball when the batter makes contact with any portion of the ball and it travels beyond the dirt circle. Any batter who fails to put the ball in play with five swings is out. D. Double First Base: 1. Once the ball is hit a. and an attempt is made to throw out the runner at first base, the runner attempting to reach first base should use the colored base unless the fielder is drawn to the side of the colored base. In this case, the runner may use the white base. b. and there is no attempt to throw out the runner at first base, the runner attempting to reach first base may use either the white or colored base. 2. Once the initial play is over, the runner is obligated to use the white base. E. A runner who is put out will return to the dugout. F. The runner must stay on the base until the ball is hit. No lead offs or steals. G. Base Running 1. When a ball is hit to the infield in front of the 10 line, the runner(s) may only attempt to advance one base. Exception: The final batter and runners may run around all the bases. 2. When a ball is hit to the outfield the runner(s) MAY advance pass first base at their own risk. a. Once the ball has been relayed to the infield the runner(s) may not attempt to advance pass their intended base. 3. Once the umpire determines that the ball has been relayed to the infield, he/she will then hold up both arms to signify to runners and coaches that the runners may not attempt to advance pass their intended base. 4. A runner in the process of advancing to a base while the ball is being relayed to the infield is liable to be put out and may not advance past their intended base. 5. If the runner overruns the base, the runner is subject to be out. H. Overthrow Rule If the ball is not caught and goes past the first base foul line, "Time" will be called, runners will be returned to the last base touched, and the batter/runner will be awarded first base. 1. No advance is allowed on an overthrow to first base for any runner. 2. Runners going to second or third base may advance at their own risk on an overthrow to their intended base. 10. 6. Coaches A. The batting team may have three coaches on the field: first base coach, third base coach, and pitching coach B. A fourth coach or parent volunteer may assist in the dugout with the batting lineup. C. Only one defensive coach shall be allowed outside the dugout, but must remain next to the entry of the dugout. D. All subsequent coaches must remain in the dugout. 7. Pitching Coach A. The pitching coach must be at least 18 years of age. B. Once the batter sets both feet inside the batter s box and the catcher is in a traditional ready position, the pitching coach will then have five seconds to pitch the ball. C. When a batted ball hits the pitching coach 1. and in the umpire s judgment the coach did not make a legitimate effort to avoid contact, the batter is declared out and no runners will advance. 2. and in the umpire s judgment the coach made a legitimate attempt to avoid contact, the ball becomes dead and a no-pitch is declared. 8. Pitchers and Fielders A. The pitcher will have a designated area in which to stand prior to the ball being hit. B. All fielders must stay behind the restraining arc line (which is drawn at 30 from home plate) until the ball is hit. If a player enters the arc before the batter hits the ball, batter is awarded first base and all base runners are awarded one base. Exception: When the batter shows bunt. 9. Batters and Runners A. Each batter will be allowed five pitches or three strikes. B. Batter is not out if they continue to foul off the fifth and succeeding pitches. C. Batter is out on a dropped third strike and may not attempt to advance to first base. D. Teams may bunt a maximum of two times per inning. 1. Fake bunts are not allowed. A batter that shows bunt is committed to an attempt to bunt or take the pitch. Penalty: Batter is out and no runners may advance. E. Lead offs and steals are not allowed. If a runner leaves a base before the ball is hit, Time will be called, no pitch will be declared, and the runner who left early will be declared out. F. The runner at third base is not allowed to advance home on a passed ball from the pitching coach. G. Avoiding Contact It is the runner s responsibility to avoid contact with a fielder. 1. The runner is required to use one of three methods when attempting to avoid contact with a fielder: a. Sliding; b. Giving yourself up; c. Running in a direction away from the fielder. Penalty: Runner shall be declared out. 2. Head first slides are not allowed. 3. If the contact is declared malicious, the runner will be ejected from the game. H. A courtesy runner may be used for the catcher of record. 1. The courtesy runner will be the last recorded out or last batter not on base. I. Only one defensive coach shall be allowed outside the dugout, but must remain next to the entry of the dugout. 5. Pitching Guidelines A. The maximum number of pitches a pitcher may throw in one game is 75 pitches. Exception: If a pitcher reaches his/her limit while facing a batter, the pitcher may continue to pitch until the batter reaches base, is put out, or the third out is made to complete the inning. B. In suspended games resumed on another day, the pitchers of record at the time the game was halted may continue to pitch to the extent of their eligibility for that day, provided said pitcher has observed the required days of rest. (Little League International Regulation Rules for Baseball, Regular Season Pitching Rules Baseball VI, (k), 3) Note: As long as the pitcher has observed the required days of rest, he/she is eligible to pitch up to 75 more pitches. C. Pitchers are not allowed to pitch in more than one game each day, regardless of pitch count. D. In between innings the pitcher will have one minute or a maximum of five warm-up pitches, whichever comes first. When a new pitcher is brought in, he will be allowed two minutes or seven warm-up pitches, whichever comes first. E. Pitch Counters 1. Pitch Counters are required to provide pitch count information when requested by the other team s pitch counter and/or each team s head coach. 2. It is the responsibility of the pitch counter to inform their team s head coach when a pitcher has delivered his/her maximum number of pitches. F. During a game, in the event of a conflict regarding the number of pitches a pitcher has thrown, the home plate umpire will make the final decision on the correct number of pitches. G. Visits to the Pitcher 1. Two trips to the same pitcher in the same inning will result in this pitcher s automatic removal from the pitching position. Exception: Potential injury to the pitcher. 2. A coach is considered to have concluded his visit to the mound when he leaves the dirt circle surrounding the pitcher s rubber.
