1 WELCOME, ATTENDANCE AND ACKNOWLEDGEMENTS including - In Memoriam, Apologies, Proxies, Roll Call & Attendance, Acknowledgements 2 FAI REPORT - In Memoriam - Welcome address Dr. Rainer 'Exi' Hoenle, IPC President - Roll call, conducted by FAI - Apologies for absences - Verification of Delegates' authority - Approval of Proxies - Delegates' address list to be updated (Delegates should provide all relevant contact information) 2.1 FAI Representation at 67 th IPC Plenary Meeting 2017 Mr Frits Brink, FAI President, Me Susanne Schȍdel, FAI Secretary General and Mr Markus Haggeney, FAI Sports and Events Director will represent FAI at this, 67 th IPC Plenary Meeting 2017. 2.2 A Representative of the FAI will present an overview of FAI's activities in 2016, the results of the 111 th General Conference held in Bali, Indonesia, 14-15 October 2016, and FAI's plans for 2017. 2.3 IPC President, Dr. Rainer 'Exi' Hoenle has reported, through the IPC Website on FAI matters. Delegates are invited to raise any matter relevant to FAI/IPC issues and relations. IPC President's report to the FAI GC in Bali, Indonesia. Annex 1 3 IPC PRESIDENT''S ADDRESS 3.1 President's Report IPC President Dr. Rainer 'Exi' Hoenle will present his report, covering IPC activity in 2016, to the Plenary. Annex 2. 3.2 Decisions by the IPC Bureau President Hoenle will report on the IPC Bureau's work and its decisions during 2016. Annex 3 - Bureau Decisions to 23 May.2016, Nos. IBD 1/2016 to IBD 5/2016 incl. 4 CONFIRMATION OF MINUTES OF 2016 PLENARY MEETING 4.1 The Delegates will be asked to approve the Minutes of the 66 th IPC Plenary Meeting held in Frankfurt, Germany, 23-24 January 2016. 5 GENERAL ISSUES Website and Media - Appointment of Webmaster, Media Liaison Officer, Skydive TV. IPETA, CISM, Ranking System and Appointment of IPC Records Officer 5.1 Open Meeting - Open Meeting on Wednesday 24 th January 2017. President Hoenle will brief the Plenary on the Open Meeting discussions, and matters arising. In addition he will speak about the Extended Bureau Meeting held prior to the Plenary. 5.2 Website & Media Liaison Susan Dixon, IPC Webmaster and Media Liaison Officer, will report to the Plenary on activity in both areas during 2016. Annex 4 5.2.1 Appointment of IPC Webmaster The position of IPC Webmaster will be filled under agenda item 27.5 Appointments and Elections. 5.2.2 Appointment of IPC Media Liaison Officer The position of IPC Media Liaison Officer will be filled under agenda item 27.6 Appointments and Elections. 5.2.3 IPC Media Partner - Skydive-TV President Hoenle will invite the representative of Skydive-TV to brief the Plenary on the activities of Skydive-TV during 2016. The Plenary will discuss IPC's relationship with Skydive-TV and decide upon any proposal regarding future arrangements and co-operation for 2017. 5.3 IPETA 5.3.1 President Hoenle will update the Plenary on the IPETA project development and issues since the 2016 Plenary Meeting 5.3.2 Appointment of IPETA Directors (five) The Plenary will appoint five people to the board of Directors of IPETA, as per 27.2.1 and 27.2.2 of this agenda. The Bureau will nominate two of the five people and the Plenary will accept three other nominations to elect the five people to the Board of IPETA for 2017. 5.4 CISM Report Col. Gernot Rittenschober, President, CISM Parachuting Committee, will present his report for 2016. Annex 5. 5.5 Ranking System Delegates may discuss the current status of the Ranking System. 5.6 IPC Records Officer Randy Connell, IPC Records Officer, will report to the Plenary on activity in this area during 2016. Appointment to this position will be filled under agenda item 27.7. Annex 6 5.6.1 Proposal to alter the Title and Duties of the IPC Records Officer. Annex 7 5.6.2 Proposal to alter Sporting Code, Section 5 to allow Night Records for Large Formations. Annex 8 5.7 Proposal to Create a Working Group on Parachuting for the Disabled Patrice Girardin, IPC Delegate, France, will present a proposal from the French Federation for the creation of a Working Group on Parachuting for the Disabled. Annex 9 6 FINANCE 6.1 IPC Finance Secretary and Finance Working Group Chair, Peter Pfalzgraf, will present the Finance Secretary Report for 2016. Annex 10, and Provisional Balance Sheet to 01December 2016 Annex 11 6.2 The Finance Working Group Chair, Peter Pfalzgraf, will present the amended budget for 2016 and the draft budget for 2017. 6.3 Peter Pfalzgaf, Chair, Finance Working Group, will present proposals, if any, arising from the Open Meeting of the Finance Working Group and from other Finance Working Group meetings. 7 ASIANIA 7.1 Dr Maubarak Suwailem A. Alsuwallem, President, ASIANIA Parachute Federation, will report on ASIANIA matters. 8 COLPAR 8.1 Gustavo Eduardo Reyes will report on Latin American parachuting activity in 2016. 9.1 Elisabet Mikaelsson, IPC World Games Liaison Officer, will report on the Test Event for the World Games held in Wroclaw, Poland 28 June - 3 July 2016 and the forthcoming World Games 2017 to be held in Wroclaw, Poland 20 30 July 2017. Canopy Piloting will be the participating parachuting discipline. Annex 13 9.2 FAI Representative Report on the current Status 9.3 Appointment of IPC World Games Liaison Officer The position of IPC World Games Liaison Officer will be filled under Agenda Item 27.4 10 FAI WORLD AIR GAMES 10.1 At the IPC Plenary 2016 it was decided that until an future FAI World Air Games was announced there was no need to appoint a World Air Games Liaison Officer. The situation remains the same. 10.2 FAI Report on the current Bid Process for the FAI World Air Games 2020 and status and todos related to Air Games Series 11 MONDIAL FAI WORLD PARACHUTING CHAMPIONSHIPS 11.1 Mondial 2016 USA Delegate, Kirk Verner, will report to the Plenary on the Mondial held at Skydive Chicago, Illinois, USA, 09-23 September 2016. 12 FREEFALL STYLE AND ACCURACY LANDING 12.1 Gunter Berendt, Committee Chair, will comment on the Committee s activities in 2016 Annex 14 and address the topics discussed by the Committee in 2016. 12.2 Gunter Berendt, Committee Chair will report on the 34 th Freefall Style and Accuracy Landing World Championships, and the 8 th Junior Freefall Style and Accuracy Landing World Championships which took place at Skydive Chicago, Illinois, USA as part of the Mondial 2016, 9-23 September 2016. He will also present his report as Chief Judge of those championships. Annex 15 12.3 Bids to host future Freefall Style and Accuracy Landing FCEs 12.3.1 9 th FAI European Freefall Style and Accuracy Landing Parachuting Championships and the 6 th FAI European Junior Freefall Style and Accuracy Landing Parachuting Championships, 2017 Zoran Lakic, IPC Delegate Montenegro, will update Delegates regarding these events to be held in Podgorica, Montenegro, 21-31 August 2017. This bid was accepted at the 2015 Plenary Meeting. 12.3.2 FAI WPCs in Freefall Style and Accuracy Landing 2018 Ani Stamenova, IPC Delegate, Bulgaria, will update Delegates regarding their preparation to host the 35 th FAI World Freefall Style and Accuracy Landing Parachuting Championships and the 9 th FAI World Junior Freefall Style and Accuracy Landing Parachuting Championships, at Aero club Montana, Bulgaria 17-28 August 2018. This bid was accepted at the 2016 Plenary Meeting 12.3.3 FAI WPCs in Freefall Style and Accuracy Landing 2019 Argentina will present a bid to host the 17 th FAI World Cup in Freefall Style & Accuracy Landing at Cordoba, Argentina 17-26 May 2019. Annex 16 12.3.4 Nations wishing to host future FCE s in Freefall Style and Accuracy Landing are requested to inform the Plenary. 12.4 Proposals to amend the Freefall Style and Accuracy Landing Competition Rules 12.4.1 Gunter Bernedt, Committee Chair, will propose and open for discussion any amendments to the Freefall Style and Accuracy Landing Competition Rules arising from the Open Meeting and from the Committee deliberations held prior to the Plenary Meeting. 13.1 Mark Szulmayer, Committee Chair, will report on the Committee's activities in 2016 and address the topics discussed by the Committee in 2015. Annex 17 13.2 Mark Szulmayer will report on the 22 nd FAI World Formation Skydiving Championships which took place at Skydive Chicago, Illinois, USA as part of the Mondial 2016, 9-23 September 2016. 13.2.1 The report of the Chief Judge, Karla Cole, is attached. Annex 18 13.3 Bids to host future FCEs in Formation Skydiving 13.3.1 The 14 th FAI European Formation Skydiving championships and the 21 st FAI World Cup in Formation Skydiving 2017. Gunter Berendt, Delegate for Germany will update Delegates regarding these events which will take place in Saarlouis, Germany 07-14 August 2017. This bid was accepted at the 2016 Plenary Meeting. 13.3.2 Bids to host the 23 rd FAI World Formation Skydiving Championships 2018 Australia will present a bid to host the 23 rd FAI World Formation Skydiving Championships at The Gold Coast, Queensland, Australia 04-13 October 2018. Annex 19 Russia will present a bid to host the 23 rd FAI World Formation Skydiving Championships at Vosnerenka, Krasnoyarak, Russia 10-19 August 2018. Annex 20 13.3.3 Nations wishing to host future FCE s in Formation Skydiving are requested to inform the Plenary. 13.4 Proposals to amend the Formation Skydiving Competition Rules 13.4.1 Mark Szulmayer, Committee Chair, will propose and open for discussion, amendments to the Competition Rules, Formation Skydiving and Vertical Formation Skydiving arising from the Formation Skydiving Open Meeting and resulting from the Committees deliberations held prior to the Plenary Meeting. Annex 17 Open Meeting Agenda 14 CANOPY FORMATION 14.1 Rina Gallo, Committee chair, will report on the Committee s activities during 2016 and address the topics discussed during that year. Annex 21 14.2 Rina Gallo will report on the 17 th FAI World Canopy Formation Championships which took place at Skydive Chicago, Illinois, USA as part of the Mondial 2016, 9-23 September 2016. The Report of the Chief Judge, Bernard Nicolas, is attached. Annex 22 14.3 Bids to Host Future FCEs in Canopy Formation 14.3.1 The FAI 7 th European Canopy Formation Championships 2017 Gunter Berendt, Delegate for Germany will update Delegates regarding these events which will take place in Saarlouis, Germany 07-14 August 2017. This bid was accepted at the 2016 Plenary Meeting. 14.3.2 Bids to host the 18 th FAI World Canopy Formation Championships 2018 Australia will present a bid to host the 18 th FAI World Canopy Formation Championships at The Gold Coast, Queensland, Australia for 04-13 October 2018. Annex 19 Russia will present a bid to host the 18 th FAI World Canopy Formation Championships at Vosnerenka, Krasnoyarak, Russia from 10-19 August 2018. 15.1 Ron Miasanikov, Committee Chair, will report on the Artistic Events Committee s activities in 2016, and address the topics discussed by the Committee during 2016. Annex 23 - Report on Competitors Workshop (Annex 23a) 15.2 The 11 th FAI World Artistic Events Championship, Chicago, USA Ron Miasanikov, will report on the 11 th FAI World Artistic Events Championship which took place at Skydive Chicago, Illinois, USA as part of the Mondial 2016, 9-23 September 2016. 15.2.1 The report of the Chief Judge, Artistic Events, Thi Bich Van He, is attached. Annex 24 15.2.2 The 11 th FAI European Artistic Events Championships 2017 and the 12 th FAI World Cup in Artistic Events 2017 Peter Pfalzgraf, Delegate for Germany will update Delegates regarding these events which will take place in Saarlouis, Germany 07-14 August 2017. Annex 56 25 AWARDS 25.1 FAI Gold Parachuting Medal A proposal from the USPA to award the FAI Gold Parachuting Medal to B.J. Worth Annex 57 A proposal from Argentina to award the FAI Gold Parachuting Medal to José Angel Bassano. Annex 58 25.2 Leonardo devinci Diploma The nomination of José Angel Bassano for this award in 2016 by Argentina, failed to meet the criteria for this award and was deferred to this 2017 Plenary for further discussion. The IPC Delegate from Argentina would like to alter the Proposal to one for an FAI Gold Parachuting Medal for José Angel Bassano. 25.3 Faust Vrancic Medal A proposal from the Canadian NAC to award the Faust Vrancic Medal jointly to Mr Klaus Rheinwald and Mr. Michael Cooper, will be discussed. Annex 59 25.4 Proposal to establish the David Reader Award in Indoor Freestyle A proposal, supported by the Norweigan NAC, to establish the David Reader Award in Indoor Freestyle, will be presented by Mohammed Al-Delayed.
