Project Scope This project will install three ADA accessible pedestrian ramps at the SR 527 and Seattle Hill Road intersection and construct an approximate 212 ft.long sidewalk link between the west side (southbound) SR 527 transit stop and existing sidewalk to the north. After completion, pedestrians will have improved access to the transit stop and existing sidewalk system. 2. Project Justification, Need, or Purpose The intent of this project is to improve pedestrian accessibility in the vicinity of SR 527 and Seattle Hill Road by installing ADA compliant pedestrian curb ramps and constructing a new sidewalk on the west side (southbound) of SR 527. The new sidewalk fills in the current sidewalk gap between existing sidewalks on the northwest side of the intersection and the transit stop located southwest of the intersection. The posted speed on heavily traveled SR 527 is 45 MPH with vehicular volumes over 32,000 vehicles per day. Mill Creek, similar to other cities in the area, is experiencing phenomenal growth in housing, with several new proposed developments planned on Seattle Hill Road. With growth and the challenging transportation delays experienced in Snohomish County, the local residents are rapidly moving to nonmotorized options for their desired mode of travel.

In addition, this TAP project is an excellent extension of WSDOT s bicycle and pedestrian improvement project on SR 527 between 15th Ave SE and Seattle Hill Road that is currently under construction. SR 527 is a major principle arterial connecting Mill Creek with the Regional Centers of Everett to the north and Bothell Canyon Park to the south, and the Paine Field/Boeing Everett Manufacturing Industrial Center. 2. Describe how the project supports existing and/or planned population/employment activity in the center. According to PSRC s Opportunity Mapping tool, which identifies where opportunity-rich communities exist, three quadrants of the intersection (northwest, southwest and southeast) exhibit high opportunities for education, economic health, housing and neighborhood quality, transportation/mobility, and health and environment. moderate opportunity for these major categories. 3 of 6 Community Transit s Bothell to Boeing BRT (Bus Rapid Transit) Swift Green Line on SR 527 will link commuters with employment opportunities in two major employment/business centers. The Bothell to Everett corridor connects 25,000 technology jobs in Canyon Park with 65,000 aerospace and manufacturing jobs around Boeing/Paine Field (2019). Enriching the sidewalk network and easing access to transit improves multimodal opportunities for the local community. 3. Describe how the project helps the center develop in a manner consistent with the adopted policies and plans for the center. Comprehensive plans for Snohomish County and the City of Mill Creek include policies to develop and operate a highly efficient, multimodal system that support the regional growth strategy and are consistent with VISION 2040 and Transportation 2040 regional land use and transportation plans. From Snohomish County s 2015 Comprehensive Plan: 1) The continuous development and growth of the nonmotorized network in Snohomish County will reduce impacts to the environment (reduce greenhouse gases and vehicle demand), encourage enhanced community access, and promote healthy lifestyles and exercise. A countywide network of bicycle and pedestrian facilities is needed to allow bicycling and walking for people of all ages and incomes as a practical alternative to automobile travel in some cases. It will also make the broader community more accessible, enjoyable and safer and, 2) The public works and parks departments, along with cities, tribes, and the state, will collaborate in the pursuit of grants from both the public and private sectors to fund the development of bicycle and pedestrian facilities From the City of Mill Creek s 2015 Comprehensive Plan: Emphasize transportation investments that provide and encourage alternatives to single-occupancy vehicle travel and increase travel options, especially to and within centers and along corridors connecting centers Improving access to transit and completing sidewalk networks are key for the growth of the local community and an important step for-a fully multimodal community. Criteria: Bicycle and Pedestrian Projects 1. Describe how the project extends or completes a regional or local bicycle and pedestrian system, and/or adds facilities to an existing bicycle and pedestrian system or network. WSDOT's current project, 15th Ave SE to Seattle Hill Rd Bike and Pedestrian Improvements restripes and re-channelizes SR 527 between 15th Ave SE and Seattle Hill Rd. This re-striping project provides improved pedestrian facilities on the east side of SR 527 by providing a wider shoulder delineated with an eight-inch profiled plastic wide line. This TAP project complements the re-striping on SR 527 by improving the ADA ramps at Seattle Hill Rd and fills in a sidewalk gap between existing sidewalks on the northwest side of the intersection, connecting the transit stop located southwest of the intersection. 2. Describe how the project addresses a need in the community and reduces key barriers to use and functionality, i.e., safety and comfort, distance, slope, gaps, etc. Based on a one-day manual count taken in August 2016, there were 78 pedestrians and 52 bicyclists observed moving through the SR 527 and Seattle Hill Road intersection. Snohomish County is experiencing the same population explosion as the rest of the Puget Sound region, and new housing developments in the local area are rapidly being developed to fill in the gap in available housing. The increase in local housing, also brings an increase in pedestrians and transit users. The new sidewalk fills in a sidewalk gap between existing sidewalks on the northwest side of the intersection with the transit stop located just southwest of the intersection. These proposed pedestrian improvements will provide better accessibility to SR 527 and will complement the recent WSDOT project which will construct bike and pedestrian improvements project between 15th Ave SE and Seattle Hill Road. The lack of updated and continuous sidewalk facilities can be an obstacle, especially for those with disabilities. The proposed pedestrian improvements will promote non-motorized modes of travel between neighborhoods, and encourage local residents to walk to employment, recreational areas, shopping and transit facilities. 3. Describe the connections to other multimodal facilities the project provides. This project provides new and convenient multimodal options and an active transportation connection to the Regional growth centers of Bothell Canyon Park and Everett, and major

connection to the Regional growth centers of Bothell Canyon Park and Everett, and major employment opportunities at the Paine Field/Boeing Everett Manufacturing Industrial Center. 4 of 6 This project provides improved transit access and a connection to the existing sidewalk system located northwest of the project. A Bus Rapid Transit (BRT) system will run along SR 527 beginning in 2019, connecting Bothell with Boeing/Paine Field. The SR 527 BRT system will offer a solution for quick east-west transit in Snohomish County. BRT Bus Rapid Transit provides a fast, frequent, and convenient transit option by adding transit elements within a corridor such as stations spaced approximately one mile apart with stops every 10 minutes; transit-priority traffic signals; peak-only lanes used by buses; and off-board fare collection. There is substantial residential development to the east of SR 527 in the immediate area of the intersection, and several new developments are currently going through the Snohomish County permitting process. In light of these current and future development plans, the number of bicycle, pedestrian and transit users will increase significantly at major junctions along the BRT line including Seattle Hill Road. 4. Describe how the project will benefit a variety of user groups, including those groups identified in the President's Order for Environmental Justice, seniors, people with disabilities, those located in highly impacted communities and/or areas experiencing high levels of unemployment or chronic underemployment. PSRC s Project Selection Resource Map provides information on the disabled population, poverty, elderly population, and minority population. According to 2010 Census data, the diverse and vibrant community demographic at the SR 527 and Seattle Hill Road intersection consists of: rthwest quadrant -- 33% were non-white, 8% were elderly, 9% were disabled, and 9% lived in poverty; Southwest quadrant -- 33% were non-white, 8% were elderly, 9% were disabled, and 9% lived in poverty; Southeast quadrant -- 33% were non-white, 4% were elderly, 9% were disabled, and 2% lived in poverty; rtheast quadrant --22% were non-white, 19% were elderly, 9% were disabled, and 5% lived in poverty. All population groups will benefit from the proposed pedestrian improvements. The area adjacent to the east side of SR 527 is designated as Very High Opportunity and the area adjacent to the west is designated as High Opportunity. Pedestrian improvements and ease of access to transit are extremely important for those on limited budgets and crucial for persons who need access to public transportation. This project provides necessary improvements in this opportunity rich community benefiting Snohomish County and City of Mill Creek s diverse population by supporting their vision of a multimodal community. 5. The project will be delayed several years until funding is obtained for the full signalization of the SR 527 Seattle Hill Road intersection. PSRC Funding Request 1.
