NOTICE OF RACE AND RACE CONDITIONS 2008 GULFPORT TO PENSACOLA RACE JUNE 27, 2008 Sponsored by: Gulfport Yacht Club, Southern Yacht Club and Pensacola Yacht Club Sanctioned by the Gulf Yachting Association The organizing authority is the Southern Yacht Club Race Committee 1. MANAGEMENT AND RACING RULES: 1.1 The Race will be under the management of the Southern Yacht Club Race Committee. 1.2 The Racing Rules of Sailing, 2005-2008, including US SAILING prescriptions shall apply from the Warning Signal until a boat shall have rounded Ship Island Pass buoy # 24. The International Regulations for Prevention of Collision at Sea, 1972, shall govern once boats have rounded Ship Island Pass buoy # 24. 2. FLEET DIVISIONS AND RATINGS: PHRF Fleet, Cruising Division and Multihull Division. All entries must have a valid Performance Handicap Racing Formula Certificate issued by the Gulf Yachting Association PHRF Rating Committee. Cruising Division will be divided into Spinnaker and Non Spinnaker Classes. Attention is called to Special Regulations for Cruising Division and Multihull Divisions included in this Notice of Race. 3. TIME ALLOWANCES: -- will be calculated in accordance with a boat s GYA PHRF rating and a distance of 100.2 nautical miles. This distance is not subject to protest. 4. COURSE: 4.1 All classes will sail the same course: From the Starting Line to Gulfport Ship Channel MARKER # 44, leaving it to STARBOARD, thence to the western point of Ship Island leaving Gulfport Ship Channel marker # 24 to PORT, thence to Gulfport Ship Channel Entrance Lighted Buoy RW GP Mo (A), leaving it to PORT, thence to the Finish Line, leaving Mobile Ship Channel Entrance Buoy RW M Mo(A) Strobe FL 2.5s to PORT en route. 4.2 The Warning Signal for the first class to start will be 11:55, June 27, 2008. 5. ELIGIBILITY: 5.1 Any sailing boat representing a recognized yacht club or sailing association. All boats must possess a valid PHRF rating certificate issued by the GYA Performance Handicap Rating Committee. 5.2 The following list of safety equipment is required and is subject to inspection: Soft wood plugs Two buckets, each one gallon minimum capacity Two gallons emergency water Anchor and rode Minimum of two fire extinguishers Water resistant flashlight One manual bilge pump First Aid kit and manual Navigation Lights USCG approved PFD s with whistle for each VHF radio crew member USCG required distress signals Horseshoe type life ring with pole and self Tools and spare parts activating light, or Man Overboard Module Taut double lifelines of wire, at a height not less than 18 inches above the working deck, except to converge with deck forward.
Notwithstanding the above requirements, the Committee strongly recommends compliance with the requirements of a Category 3 race under ORC Special Regulations. 5.3 Each Multihull boat must comply with Special Regulations Governing Minimum Equipment and Navigational Standards for Multihull Yachts as established by the GYA Offshore Council. The Gulfport Pensacola Race has been designated a Category 2 thereunder. A copy of these regulations is available on request. 5.4 The Skipper must be an amateur and a member of a recognized yacht club or sailing association. 5.5 Racing numbers must be displayed prominently on both sides of mainsails, spinnakers and each overlapping headsail having a luff perpendicular exceeding 130% of the base of the foretriangle. Boats without sail numbers will not be scored. 6. ENTRIES AND FEES: 6.1 Each entrant must submit a complete entry by the entry deadline, midnight, Friday, June 21, 2008, with the Gulfport Pensacola Race Committee, c/o Southern Yacht Club, 105 North Roadway Drive, New Orleans, LA 70124-1694. 6.2 ENTRY FEE for non members of USSA: $65.00; for USSA members: $60.00; evidence of USSA membership must be submitted with entry. All entries must be accompanied by a valid GYA PHRF rating certificate. 6.3 Each Skipper MUST file with his entry a signed compliance form certifying: a) Agreement with the conditions of the 2008 Gulfport to Pensacola Race. b) That a copy of the conditions will be available to each member of the crew prior to the race. c) That the boat is in compliance with sub paragraph 5.2 above. d) That the rating certificate is valid. e) That Man overboard briefings and/or drills will be held prior to the race. 7. SAFETY AND PRECAUTIONS: 7.1 All boats will be subject to inspection as to compliance with the requirements of sub paragraph 5.2 above and her rating certificate. Random inspections may be held at the conclusion of the race at the discretion of the Race Committee. Boats to be inspected will be notified by the Race Committee at the Finish Line. Instructions will be given orally at the Finish Line and confirmed on VHF Channel 68. All boats should monitor VHF Channel 68 upon finishing for clearance or for inspection; boats will be hailed by sail number. 7.2 All boats must monitor VHF Channel 16 each hour on the hour and for five minutes thereafter until she has finished. Any official communication to the participants will be broadcast by the U. S. Coast Guard with the additional authority of the Race Committee, which will be so identified in the radio transmission. 7.3 Each Skipper MUST file with the Race Committee by 10:00 AM, June 27, 2008, a written crew list, giving names, addresses and telephone numbers of each crew member. Crew lists may be filed by delivery to a member of the Race Committee prior to its departure from the dock. The Race Committee will NOT accept crew lists or changes afloat. Failure to file a crew list may subject a boat to disqualification. 7.4 In the event that a boat be found not in compliance with the Minimum Equipment Standards (para 5.2 above) she shall be subject to protest by the Race Committee. The penalty imposed should be commensurate with the violation. The maximum penalty shall be the barring of the Skipper for participation in GYA events for one year.
8. OWNERS AND SKIPPERS RESPONSIBILITIES: 8.1 The term, Skipper, as used in these conditions and the Sailing Instructions shall mean the person, whether or not the owner of the boat, who is designated on the entry form as Skipper and who is in charge of the boat. 8.2 The safety of a boat and her crew is the sole and inescapable responsibility of the owner, who shall do his best to ensure that the boat is fully sound, thoroughly seaworthy and manned by an experienced crew who are physically fit and sufficient in number to sail the boat in adverse conditions. The owner must ensure that all safety equipment is properly maintained and stowed and that the crew know where it is kept and how it is used. NO SINGLEHANDED ENTRIES WILL BE ACCEPTED. 8.3 Neither the establishment of these special regulations, their use by the sponsoring organizations, nor the inspection of a boat under these regulations in any way limits or reduces the complete and unlimited responsibility of the owner. 8.4 It is the sole and exclusive responsibility of each boat to decide whether or not to start or continue to race. 8.5 The Skipper shall be responsible for the boat, its handling and safety, the conduct of the crew while ashore as guests of a host club, and compliance with these Conditions and the Sailing Instructions. 9. CONDUCT: 9.1 In the event of a serious breach of conduct, the destruction of club or other property, or failure to move a boat or crew from a club s premises, the Gulfport Pensacola Race Committee may reject a boat s entry, hold the boat Owner and/or Skipper responsible for damage, and notify all other yacht clubs of the offense in order that they may take such action as they deem appropriate. 10. NOTICE TO CONTESTANTS: 10.1 The Race Committee reserves the right to amend these Conditions and the Sailing Instructions. Such amendments and other notices will be posted on the bulletin board at Gulfport Yacht Club within one hour of the end of the shippers meeting. It shall be the responsibility of each Skipper to consult the bulletin board prior to the race. 11. SCORING: PHRF scoring will be based on lowest corrected time. Ties in the event of a tie, duplicate prizes will be awarded. 12. ABANDONMENT OF RACE Must be reported as SOON AS POSSIBLE to the Race Committee at the Pensacola Yacht Club. Telephone (850) 433-8804. Failure to report promptly will prevent the offending boat from entering next year s race. 13. 14. SKIPPERS MEETING at 1830 hours, Thursday, June 26, 2008, in the Gulfport Yacht Club. EACH ENTRY MUST BE REPRESENTED. ANY BOAT NOT REPRESENTED MAY BE SCRATCHED FROM THE ENTRY LIST. 15. DOCKING: The Pensacola Yacht Club has made arrangements for the docking of the fleet through Monday, June 30, 2008 without charge to the skippers. Upon finishing the race, the Pensacola Dockmaster will assign berths to boats as they arrive at the Yacht Club pier. If boats are rafting someone must be aboard at all times in order to move if necessary. Anyone failing to observe these instructions will be subject to fine by the SYC Race Committee and/or prohibited from sailing in future Gulfport Pensacola Races. 16. CERTIFICATE: A valid PHRF certificate issued by the GYA PHRF Committee is required as amended herein. 2. HEADSAILS: A single headsail, of the maximum size used for PHRF rating, or smaller, may be carried and tacked at the usual tack point with its luff attached to the forestay by the means provided by the sailmaker. 3. WHISKER POLES: Whisker poles shall not exceed the corrected J dimension as shown on the vessel s PHRF certificate. Whisker poles must be affixed to the mast and be attached or adjacent to the clew of the headsail. Whisker poles must be carried opposite to the main boom except during a jibe. Only one whisker pole may be carried at any one time. 4. SPINNAKERS: NO spinnaker may be carried 5. BLOOPERS: NO blooper may be carried 6. POLELESS SPINNAKER OR GENNAKER: NO poleless spinnaker or gennaker may be carried. 7. STAYSAILS: Forestaysails shall be allowed if tacked a minimum of 1/3 of the corrected J dimension behind the jib tack point and shall not exceed the rated overlap measurement for which the boat is rated. 8. YAWL AND KETCH RIGS: Yawl and Ketch rigs may carry mizzen staysails. 9.
