NOTICE OF RACE On behalf of the International Melges 32 Class Association, it is with pleasure that I invite you to San Francisco, California for the 2010 Melges 32 World Championship, hosted by the St. Francis Yacht Club. San Francisco Bay happens to be one of my favorite racing venues in the world, with its flat water and breeze-on conditions. This will be a perfect venue for our second Melges 32 World Championship, and the first in North America. In addition to the scenic skyline, spectacular Golden Gate Bridge and a long tradition of hosting world championships, St. Francis Yacht Club guarantees world class regatta management and an event to remember. NOTICE OF RACE On behalf of the members, officers, and directors of the St. Francis Yacht Club, it is my pleasure to invite you and your crew to the 2010 Melges 32 World Championship. The regatta will take place September 20-25, 2010 when optimal weather and wind conditions on San Francisco Bay prevail. We are looking forward to hosting a memorable event with exciting competition in one of the world s premiere racing venues. NOTICE OF RACE 1. ORGANIZING AUTHORITY The Organizing Authority (OA) is the St. Francis Yacht Club (StFYC) in conjunction with the International Melges 32 Class Association (IM32CA). 2. RULES 3.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2009-2012. 3.2 The class rules for the purposes of the definition of rules are the International Melges 32 Class Rules (IM32CR). 3.3 Rule 40 is changed to read: Competitors shall wear personal flotation devices as approved by the U.S. Coast Guard in accordance with U.S. law, except briefly while changing or adjusting clothing or personal equipment at all times while racing. Wet suits and dry suits are not personal flotation devices. 3.4 In accordance with US SAILING prescription to RRS 88, only the following prescriptions of US SAILING will apply: 3.4.1 US SAILING prescribes that: Add RRS 61.4. 61.4 Fees for Protests and Requests for Redress US SAILING prescribes that no fees shall be charged for protests or requests for redress. 3.4.2 After RRS 68 add: US SAILING prescribes that : (a) A boat that retires from a race or accepts a penalty does not, by that action alone, admit liability for damages. (b) A protest committee shall find facts and make decisions only in compliance with the rules. No protest committee or US SAILING appeal authority shall adjudicate any claim for damages. Such a claim is subject to the jurisdiction of the courts. (c) A basic purpose of the rules is to prevent contact between boats. By participating in an event governed by the rules, a boat agrees that responsibility for damages arising from any breach of the rules shall be based on fault as determined by application of the rules, and that she shall not be governed by the legal doctrine of assumption of risk for monetary damages resulting from contact with other boats. 3.4.3 After RRS 76.1 add: US SAILING prescribes that an organizing authority or race committee shall not reject or cancel the entry of a boat or exclude a competitor eligible under the notice of race and sailing instructions for an arbitrary or capricious reason or for reason of race, color, religion, national origin, gender, sexual orientation, or age. 3.4.4 Add RRS 76.3: US SAILING prescribes that a boat whose entry is rejected or cancelled or a competitor who is excluded from a race or series shall be, upon written request, entitled to a hearing conducted by the protest committee under rules 63.2, 63.4, 63.6. 4. ADVERTISING 4.1 IM32CR C.8. ADVERTISING shall apply. 4.2 In IM32CR C.8.1, the reference to RRS 79 is changed to RRS 80 to conform to the RRS. 5. ELIGIBILITY AND ENTRY 5.1 The event shall be open to boats whose Owner is a current member of the International Melges 32 Class Association. 5.2 IM32CR Section C.9. MEMBERSHIP AND ELIGIBILITY, and all subsections, shall apply. 5.3 All competitors shall be in compliance with the ISAF Eligibility Rules, ISAF Sailor Classification Code and Melges 32 Class Rules. As per Class Rule C. 9.5, IM32CA delegated to a Classification Code Committee the authority in determining a competitor s status within the spirit of the class rules. A representative of the ISAF Sailor Classification Commission will be present during registration and will carry out spot checks. 5.4 Each entrant must submit a completed Entry Form by registering online via the link at the StFYC website: www.stfyc.com and pay the entry fee no later than Wednesday, August 18, 2010. Original signatures must be provided at registration. Late entries will be accepted only with the prior approval of the Organizing Authority and IM32CA.

MELGES 32 WORLD CHAMPIONSHIP 2010 5.5 No later than Wednesday, August 18, 2010 each entry is required to submit a Crew Declaration to Joy Dunigan, IM32CA Administrator, digitally online, e-mail to classadmin@melges32.com or fax at +1 (912) 756-6728. 5.6 No later than Tuesday, September 21, 2010 each entry is required to submit an Owner Compliance Declaration and Sail Declaration prior to the close of registration to Joy Dunigan, IM32CA Administrator, digitally online, e-mail to classadmin@melges32.com or fax at +1 (912) 756-6728. 5.7 No entries will be accepted after Wednesday, September 15. 6. CLASSIFICATION 6.1 The ISAF Classification Code, Regulation 22, will apply. Details of the ISAF Classification Code and information on how to apply can be found on the ISAF website at www.sailing.org/classification. 6.2 No later than Wednesday, August 18, 2010, each entrant shall submit a completed Crew Declaration Form (IM32CR Appendix 3.1) to Joy Dunigan, IM32CA Administrator at classadmin@melges32.com or fax at +1 (912) 756-6728 for verification. The Crew Declaration Form should list all crew, together with their classification and, for Group 1 sailors, their ISAF Sailor ID number and expiration. 6.3 All accepted Crew Declarations will be posted on the Melges 32 website, www.melges32.com upon receipt. 6.4 The earliest time a classification protest may be submitted is 1000 hours on Wednesday, September 8, 2010. The Classification Protest Time Limit under ISAF Regulation 22.1 is 1800 hours on Tuesday, September 21. 6.5 A boat will not be eligible to race until all crew classifications have been checked for compliance. 6.6 A representative of the ISAF Sailor Classification Commission may be present during registration and may carry out spot checks and interviews. 7. REGISTRATION 7.1 To complete registration, all entrants shall complete the online entry form (www.stfyc.com), have submitted all required class forms, paid all entry fees and submitted a completed Entry Form and Signed Release Agreement with original signature. 7.2 Only boats that have completed registration by 1800 hours on Tuesday, September 21, 2010 will be eligible to race. Late registration may be allowed only with the prior approval of the Organizing Authority and the IM32CA. 8. ENTRY FEE 8.1 The fee is $1,000 US Dollars if received by August 18, 2010. Entries received after August 18, 2010 will be assessed a late fee of $150. All boats preceding hull No. 196 will be assessed an additional $250 ISAF fee. 8.2 All fees must be paid prior to racing for entry to be valid. 9. NOTICE OF RACE 10. MEASUREMENT AND WEIGHING 10.1 All competitors should observe class measurements rules. 10.2 All crew weight must be checked before 1700 hours on Tuesday, September 21st. There will be no re-weigh checks during the championship. Crews can weigh in at any of the times listed in NOR #9 (Schedule of Events) to meet this requirement. 10.3 There will be the following measurement checks: Sail measurement Corrector Weight Lifeline Safety Equipment Random Measurement Checks Mast Cylinder 10.4 The entry lists for sails checks, boat inspections and crew weighing shall be prepared by the Class, in a random order, to be confirmed by owners. For sail measurement, two members of the crew from each boat are requested to help. 11. REPLACEMENT OF CREW 11.1 Crew substitutions before and during the event are permitted. A revised crew list must be submitted to Joy Dunigan, IM32CA Administrator and approval received prior to the race to which it applies. 11.2 Crew substitutions may weigh-in during the designated Substitute Crew Weigh-In period, from 0830 0930 hours, on the first day that they will compete. 12. HAUL OUT RESTRICTIONS 12.1 All boats shall be afloat in the San Francisco Marina no later than 1200 hours on Tuesday, September 21. 12.2 Boats shall not be hauled out during the series, except with and according to the terms of prior written permission of the Race Committee. 12.3 The Organizing Authority may impose haul-out restrictions. 13. SAILING INSTRUCTIONS The Sailing Instructions will be available during registration. 14. VENUE / RACING AREA The intended racing area will be Berkeley Circle. 15. COURSE Courses will be windward/leeward. 16. SCORING 16.1 The Low Point Scoring System of RRS Appendix A will apply, with the following modification: when fewer than six races have been sailed, a boat s series score will be the total of all her race scores; when six or more races have been sailed, a boat s series score will be the total of her race scores excluding her worst score. 16.2 Up to (10) races may be held. A maximum of 3 races may be held on any racing day. 16.3 Four (4) races are needed for the regatta to be scored as the Melges 32 World Championship. 17. VHF / RADIO COMMUNICATION 17.1 During the starting procedure, in addition to sound and flag signals, the Race Committee may use VHF 72 channel to call out OCS sail numbers or bow numbers. The use of VHF radio communication, or failure to do so, by the Race Committee, shall not be considered a valid reason for protest or request of redress in any case. 17.2 A yacht shall neither make radio transmissions while racing, nor receive radio communications not available to all yachts. This restriction also applies to mobile phones. 18. PRIZES Prizes will be awarded based on participation. 19. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 20. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1,000,000.00 per event or the equivalent if expressed in other currency. Proof of insurance shall be provided upon registration. 21. TELEVISION AND PHOTOGRAPHERS RIGHTS Competitors give absolute right and permission for video footage or photographs of themselves or their boat to be published in any media for press, editorial or advertising purposes.
