Purpose Hockey NSW is committed to preventing work -elated injuries and illness from occurring, however, if an accident or injury occurs, Hockey NSW will ensure that an effective first aid service is available to staff, contractors and visitors to minimise the impact of the injury/illness. Under WHS legislation Hockey NSW has an obligation and duty of care to protect the health and safety of its employees. To comply with the provisions of the Work Health and Safety Act and Regulation 2011 Hockey NSW shall implement a first aid management structure as detailed in the following procedure. 2. Definitions First Aid: is the initial care of the injured or sick. It attempts to reduce the severity of an injury or illness incurred by stabilising the condition and preventing further deterioration. First aid may be required in situations or incidents that include cardiac arrest, loss of consciousness and epileptic fits, as well as in work-related situations such as burns, eye injury, cuts or abrasions. First Aider: is a person who has successfully completed a nationally accredited training course or equivalent level of training that has given them the competencies required to administer first aid. Medical treatment: treatment that can only be given by a medical practitioner or other health professional (eg dentist, physiotherapist). 3. Roles and Responsibilities 3.1 Senior Management Responsibilities Ensuring that adequate first aid personnel and equipment are provided in accordance with relevant state legislation Ensuring venues have appropriate first aid facilities that Hockey NSW can access Providing training for First Aiders. 3.2 Manager/Supervisor Responsibilities Ensuring worker awareness of the location of the first aid facilities and personnel Organising transport and material safety data sheets (MSDS) for injuries requiring off-site treatment Monitoring the effectiveness of first aid services. Issued by: WHS Effective Date: 1 Oct 13 Rev: A Page 2 of 7 3.3 WHS Manager Responsibilities The coordination and evaluation of the first aid program Determining first aid requirements in accordance with the NSW Work Health and Safety Regulation 2011 and relevant code of practice Developing the first aid policy and procedures and reviewing the policy every two years or when there is a change to legislation or within the workplace Coordinating the training for the First Aiders Maintaining a record of Hockey NSW-appointed First Aiders and currency of the certificates Providing appropriate signage, first aid supplies and information to the First Aiders Maintaining a summary of injuries and first aid treatment provided by First Aiders. 3.4 Worker Responsibilities Acquainting themselves with first aid arrangements in their workplace Reporting any injury/illness they sustain at work Reporting any use of first aid material, when tending personal injury, to the designated First Aiders. 3.5 First Aider Responsibilities Providing initial treatment and basic life support when an injury or illness occurs Arranging appropriate medical treatment, including transfer to the doctor, hospital or home according to the severity of the condition Ensuring that all incidents and treatments are recorded on Part A of the Incident Report and Investigation Form Ensuring that all referred incidents, are reported to the appropriate manager/ supervisor for investigation Ensuring that first aid kits in his/her area of control are fully serviceable and stocked Maintaining an inventory of equipment and stock used Ensuring currency of his/her certificate. 4. Issued by: WHS Effective Date: 1 Oct 13 Rev: A Page 3 of 7 5. Procedure 5.1 First Aider The Hockey NSW office has designated First Aiders who hold Apply First Aid certificates. It is mandatory that all coaches hold senior first aid certification. Apply First Aid provides the competencies required to recognise and respond to common life threatening injuries and illnesses, including life support using cardiopulmonary resuscitation (CPR), and to manage the casualty and incident until the arrival of medical or other assistance. This qualification is renewable every three years. In addition, coaches and managers have access to the First Aid Room at Hockey NSW State Championships, and State Teams are given a First Aid kit to be taken to all training sessions and National Championships. The names and contact numbers of designated First Aiders for the Hockey NSW Office is indicated in Appendix A. Also, the names and contact numbers of the First Aiders are displayed above the first aid kits and on the notice board. 5.2 Training Designated Homebush First Aiders and coaches shall hold nationally recognised statement/s of attainment issued by a Registered Training Organisation (RTO) for the nationally endorsed first aid units/s of competency. Hockey NSW currently sends First Aiders to St John Ambulance for training. The WHS Manager will coordinate the training. Upon completion of first aid training, the First Aider must forward a copy of the certificate to the WHS Manager, who will keep a record of current First Aiders with expiry dates for all first aid certificates. The first aid certificate remains current for three years. At the end of this period, retraining is required to renew the certificate and retain an appointment as a First Aider. Retraining should be completed at least eight weeks before a certificate is due to expire. 5.3 First Aid Kits All workers must be able to access a first aid kit. This will require at least one first aid kit to be provided at the workplace. A car or home is considered to be a workplace if used for work purposes, therefore, a small kit must be provided. The size and distribution of the first aid kits is based on an assessment of the risks in the workplace and the number of employees at each site. Issued by: WHS Effective Date: 1 Oct 13 Rev: A Page 4 of 7 First aid kits are located as follows: Head Office, level one (Standard Workplace Kit) Working From Home (Small Workplace kit) Hockey NSW and private vehicles (Small Workplace kit) Hire vehicles (Standard/Small Workplace kit) The kits have a green cross on them and are clearly labelled First Aid. They must not be locked. The contents of the kits will vary according to the number of staff served by each kit and the nature of the workplace hazards. The recommended content of a Standard workplace kit and Small Workplace Kit is provided in Appendix B. Each kit will contain a list of contents for that specific kit size plus any additional first aid items deemed necessary. 5.4 Communication Coaches will carry a charged mobile phone on their person or have access at all times to enable communication with emergency services. 5.5 Use of First Aid Supplies The first aid supplies may be used as required by workers in consultation with a Designated First Aider. All illnesses and injuries shall be reported to the First Aider if they involve use of the first aid supplies. When off-site or working from home it is the workers responsibility to care for the equipment and use it appropriately. Misuse of the supplies provided would be considered a breach of the policy and the employer s goodwill and may result in disciplinary action depending upon the severity of the misuse. 5.6 Maintenance of First Aid Kits The First Aiders are responsible for the inspection, maintenance and restocking of the first aid kit in their area/vehicle. This includes: Recommending actions regarding use, contents, modifications and maintenance Checking the contents against the contents list monthly and documenting the check in the First Aid Monthly Checklist) Authorised by: Title: First Aid Policy and Procedure Page: 4

The Designated First Aiders, coaches and workers working from home will order first aid supplies through the WHS Manager using the First Aid Kit Restock Order Form. Refer to Appendix C. Alternatively, field supplies can be purchased from a local first aid shop/pharmacy and the cost reimbursed by Hockey NSW. 5.7 Provision of Worker Education and Training Information about the first aid arrangements must be provided to new workers during their induction. Information should include who to approach for first aid, reporting requirements and location of the first aid kits. This is the responsibility of the WHS Manager at Homebush and in the field, the coach at the site. Workers are to be reminded of first aid procedures and advised of any procedural changes during toolbox meetings. 5.8 Administration of First Aid In all cases the work site must be assessed to ensure that no further injuries can occur. The First Aider will administer appropriate first aid at the work site as able. If the injured person is mobile and requires medical attention the First Aider will assist him/her to the nearest Medical Centre or Emergency Department. This may only be done if the medical problem is minor and the condition is unlikely to deteriorate (if in doubt call an ambulance). Where a chemical exposure occurs the First Aider will obtain details of the chemical and delegate another person to obtain the safety data sheet so that it accompanies the injured person to the emergency department. 5.9 Homebush Office Emergencies In situations where emergency services are required, the First Aiders are to: Stay with the victim and administer first aid Delegate another person to contact emergency services and inform the SOPA and Hockey NSW Operations Manager Emergency services can be contacted by dialing 0 to get an outside line and then 000 Delegate a person to wait at the entrance of the building, on Willoughby Road, to direct the emergency services to the accident site. Issued by: WHS Effective Date: 1 Oct 13 Rev: A Page 6 of 7 5.9.1 Off-Site Emergencies In an emergency, a colleague is to contact emergency services (ambulance) on 000 and render assistance as able. 5.10 Precautions for First Aid Any worker assisting during the management of an accident must first ensure his/her own safety. Consider ALL human blood, or body fluids and tissue as potentially infectious. The following safe working procedures should be observed: Cover open cuts or sores that you may have with a water-proof bandage Disposable gloves must be worn The hands and other surfaces of the body that are splashed with blood or other body fluids should be washed with soap and water or where running water is not available, with hand sanitising gel as soon as possible. Resuscitation masks/laerdal face shields are provided in the kits and these should be used where practicable. 5.11 Recording and Reporting of Injuries At Homebush Office employees shall immediately report all injuries requiring first aid to a First Aider. The First Aider must inform both the manager and the WHS Manager of the injury. The First Aider Officer shall record all first aid treatment administered in the Treatment Recording Book. If the worker attributes the injury or illness to work, Part A of the Incident Report and Investigation form must also be completed. This form is found on the intranet or WHS Manual. All work-injured employees who require medical/hospital treatment are to obtain a WorkCover Certificate stipulating fitness/unfitness for normal or alternative duties. The WorkCover Medical Certificate is to be presented to the WHS Manager as soon as possible following the injury. Relatives will only be notified by the WHS Manager or Operations Manager if an worker is referred to hospital for a serious injury or illness. 5.12 Performance Monitoring First Aiders will have regular meetings, organised by the WHS Manager to discuss issues relevant to the delivery of first aid services. Any specific equipment issues should be raised with the WHS Manager. Monitoring of the first aid kits will be undertaken by the supervisor during workplace inspections.
