ALL CLUBS ARE REMINDED THAT PRIOR TO KICK OFF SQUAD LISTS SHOULD BE INSPECTED TO CHECK FOR PLAYER ELIGIBILITY AND TEAM SHEETS EXCHANGED REPORTS 1. Chairman (Peter Brown) The Chairman raised concerns about the ongoing high levels of misconduct amongst officials and spectators at games this season. The trend seems to be getting worse, with games continuing to be abandoned and reports received about bad behaviour. The League is continuing with its stance of forwarding any reports of poor behaviour onto the relevant County Football Association. There also appears to be a growing trend of alleged racism during games which will not be accepted. Those teams who are involved are being monitored and the committee are continuing their schedule of pitch walking to observe games and to feedback where appropriate. The Chairman wished the committee and all member clubs and Happy Christmas and a peaceful New Year. 2. General Secretary (Jonathan Brown) a. Complaints / Appeals The General Secretary advised that during the past couple of months he had received a number of complaints from clubs, which once they had been fully investigated had been found to be unproven. The time taken to full investigate these type of complaints is proving to be excessive and as such going forwards, clubs would are reminded that any complaints must be made in accordance with League Rule 15 (C) to try and reduce the number of spurious complaints that are being submitted. Genuine complaints are of course welcomed, providing they are submitted in line with the rule as it stands.

b. TAKING OF PHOTOGRAPHS / FILMING OF FIXTURES Following correspondence received during the month relating to the recording of matches, the General Secretary advised that he had sought clarification from the Bedfordshire Football Association regarding best practice and guidance in this area. The guidance received is as follows:- There is no reason why individuals cannot use a camera to record the match and they do not need permission to record from the opposition. Many clubs use video as a coaching aid and photographs are regularly taken by parents. The only time we can stop somebody from filming or taking photographs is if we believe they may be used inappropriately (in which case this should be reported to the police) or if there is a looked after child who cannot be photographed for legal reasons. Photographs should focus on the activity rather than an individual. d. CYFL AGM 2018 The General Secretary advised that following the recent FIFA 2018 World Cup Draw, it had been noted that England were due to play their first World Cup game at 7pm on the same night as the AGM (18 th June). Therefore to avoid any clash, the AGM had been brought forward to MONDAY 4 th JUNE 2018, starting at 8pm at the County Lounge, Bedfordshire Football Association, Skimpot Road, Dunstable. e. Under 14 Kick Off Times Season 2018 / 19 The General Secretary advised that a brief survey had been sent out to all current Under 13 teams, to canvas opinions around the scheduling of kick off times for the Under 14 age group for the 2018 / 19 season. There had been a disappointing response rate with only 13 replies from the 34 teams currently participating in the Under 13 age group this season (38%). From the replies 84% of teams recorded their support for moving the kick off times for the Under 14 age group to 10.30 am, 8% wanted kick off times to stay as PM, while 8% were happy either way. Thanks were recorded to the following clubs for their support and feedback Arlesey Town Youth, ASD Phoenix Yellows, Barton Rovers Youth, Brickhill Wanderers, Crawley Green Youth Saints, Dunstable Colts, Dunstable Town, Dunstable Town Youth, Flitwick Eagles Blues, Leighton Town Youth, Luton Allstars, Luton United and Stotfold Amber. The committee discussed the results received and agreed at this current stage, with only just over a third of teams having responded, that it was difficult to make a definitive decision. The Committee agreed to chase up existing Under 13 teams for a response, with the closing date for

response to be 21 st December, to allow the subject to be discussed further at the January Full Council Meeting. 3. Fixture Secretary (Tony Gee) a. Fixtures Mr. Gee advised that all fixtures are proceeding okay and planning is going according to schedule. The second Under 11 mini season has now commenced as the development groups have been re-set. The Under 11 Autumn Cup and Shield have progressed through the various rounds, with the Finals set to be played on Sunday 10 th December at Flitwick Football Centre. A couple of teams have questioned what will happen with fixture scheduling towards the end of the season if they complete their games. The committee agreed that this situation will be reviewed on a regular basis, but is dependent upon the weather and how the scheduling of fixtures is affected. Mr. Gee also raised concerns about the continued low level of RESPECT marking from clubs, especially at the younger age groups. The committee agreed that they would continue to observe as many games as possible to monitor any teams with repeated reported issues and low marks. b. Committee Pitch Walking The following committee members - Steve Chamberlain, Ricky & Victor Shekle, John Thomas and Gary Wilson all reported the fixtures that they had observed during the month of vember. Observations were made again regarding the mechanics of checking the Whole Game system s Squad Lists for player eligibility. Clubs were reminded that best practice would suggest that having a print out of the squad lists for inspection is easier than the use of mobile phones, due to connection issues and potential loss of power. 4. Central Appointments System Update (Mike Desborough) Mr. Desborough provided a report for the committee to review, in which he detailed the referee appointments in vember. Wearing of Jewellery Laws of the Game Mike Desborough reported the following which has been forwarded onto all member clubs:-

I am concerned at the level of feedback I am receiving regarding players participating in matches having not removed items of jewellery, in both male and female football. The Laws of the Game state the following (Page 55 Law 3: Players Equipment); a player must not use equipment or wear anything that is dangerous. All items of jewellery (necklaces, rings, bracelets, earrings, leather bands, rubber bands etc.) are forbidden and must be removed. Using tape to cover jewellery is not permitted. The players must be inspected before the start of the match and substitutes before they enter the field of play. If a player is wearing or using unauthorised/dangerous equipment or jewellery, the referee must order the player to a) remove the item and/or b) leave the field of play at the next stoppage if the player is unable or unwilling to comply. A player who refuses to comply or wears the item again must be cautioned (shown a yellow card). It is of paramount importance that this law is enforced, for the players safety and for your own protection. If a serious injury occurs as a result of an item of jewellery not being removed, the first question asked will be why did the referee allow the player to play. All leagues will also be reminded of Law 3 so this can be cascaded to their clubs. 6. Treasurer (Jane Brown) The Treasurer reported that she was pleased with the efficiency and timely payments being made by clubs in relation to pitch fees and fines. Those clubs using BACS payments instead of cheque are helping speed up the processing, although clubs are reminded to use any fine references when making payments to make things even easier! 7. Social Media (Pamela Johnson / Tony Gee) Prior to the meeting, Mrs Johnson had circulated a proposal to the committee regarding the platform of the website. Having reviewed the proposal, the committee agreed that the proposal be accepted and that Pitchero should be invited to provide the platform for the CYFL website. 8. Child Welfare Officer (Tony Gee) thing to report 9. Sponsorship The committee discussed various sponsorship options that have come to light over the past few weeks. The Chairman and Mr. Gee were asked to continue their various discussions concerning sponsorship options for the 2018 Cup Final Super Sunday and also for the 2018 / 19 playing season and to report back to the committee at the next meeting. 10. Sub-committees 1. Sub-committee Discipline a. n-fulfilled Fixtures The General Secretary confirmed that the following fixtures had not been fulfilled during the month of vember. In accordance with league rules, the team highlighted in yellow had been charged with the non-fulfilment of the fixture. Details of the committee decision relating to these fixtures can be found within the accompanying Club Discipline Summary spreadsheet (see vember tab highlighted in red). 8 th October 2017 Under 15, Division 2 Bedford Town FC Eagles V Newport Pagnell Youth Spartans Game was allegedly not completed due to the fact that goals nets and corner flags were not available and a friendly game played instead. Result of friendly game was 1-5. Teams are reminded that the Laws of the Game allow for games to be played if goals nets are not available. An amendment to the Laws of the Game for Season 2017 / 18 now allow for games to be played if corner flags are not available also. Having investigated and reviewed reports received from both clubs and the match referee, it was ruled that the correct duration of the game was not played as the referee unfortunately played an incorrect length of time for both halves (believing that each half should only have been 25 minutes in duration). M&DH Clapham Sports were thanked for their honesty and the fullness of their report and observations. c. Abandoned Fixtures 12 th vember 2017 Under 12, Division 3 Luton Nations Community V Barton Rovers Youth (score 0-1 @time) The above fixture was abandoned by the match referee following alleged misconduct between officials. The matter has been referred to the Bedfordshire Football Association following reports by the match referee. The CYFL continue to monitor any action taken by the County Association before deciding upon status of the game. AWAITING UPDATE FROM THE COUNTY FA 19 th vember 2017 Under 15, Division 1 Newport Pagnell Town Tigers V Shefford Saints Reds (score 2-1 @Time) The above fixture was abandoned by the match referee following alleged misconduct between officials. The matter has been referred to the Bedfordshire and Berks & Bucks Football Associations following reports by the match referee. The CYFL continue to monitor any action taken by the County Associations before deciding upon status of the game. AWAITING UPDATE FROM THE COUNTY FA d. Ineligible Players Crawley Green Youth (Under 18 Crusaders) Crawley Green Youth were duly charged with fielding an ineligible player in fixture V Kempston Rovers Colts Tigers on 29 th October 2017. Player Ben Wills suspended as had only completed 2 games of 3 game suspension imposed by Bedfordshire Football Association. The Bedfordshire Football Association had found the player and club guilty of failing to respect the suspension imposed and actioned a further suspension on the player. Kempston Rovers Colts Lions (Under 15) Kempston Rovers Colts Lions were duly charged with fielding the following ineligible players in the following fixtures:- Flynn Knowles 22 nd October, 29 th October, 5 th vember Ahmed Tassadaq 5 th vember Both players were registered with Kempston Rovers Colts Pumas and had played for different teams without permission of CYFL Management Committee. Atletico Europa (Under 15) Atletico Europa were duly charged with fielding an ineligible player in fixture V Biggleswade United on 12 th vember. Ashton Joyce had been in the process of being transferred from Bedford Park Rangers. However transfer had not been completed and hence Ashton Joyce was not eligible to play for Atletico Europa. Kempston Rovers Tigers (Under 18) Kempston Rovers Tigers were duly charged with fielding an ineligible player in their fixture V Kempston Rovers Lions on 12 th vember. Thanks were recorded to Kempston Rovers Colts as a club for drawing this to the attention of the CYFL Management Committee.
