Competing Clubs PLAYERS OATH: On behalf of the players at the 12U Festival of Water Polo here in Wagga Wagga we would like to take the following players oath. We shall play the rules within the spirit of the game and applaud all good plays whether they are made by our team or the opposition. We shall participate for our own enjoyment and benefit, and we shall respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. We reject the use of performance enhancing drugs and abide by the guidelines set forth by the Water Polo Australia Anti-Doping Policy. We shall show respect to tournament officials and will respect referees decisions. We would like to wish all teams every success at these championships. Thank You. Welcome from the WPA President Phil Garling Welcome to the 2017 12 & Under Boys and Girls Festival of Water Polo. On behalf of the Board of Water Polo Australia, I'd like to thank everyone who has been involved in the organisation of this event. I would like to especially thank hosts Wagga Wagga City Council and the Wagga Wagga Water Polo Association and the many volunteers who make this event possible. I also wish to acknowledge the generous support from our valuable partners the Australian Sports Commission, the AIS, the AOC and the SIS/SAS network. This year we will continue to develop our program called Think.Act.Play; please make sure you look out for signage and information during the tournament. Finally, I'd like to wish all the teams competing the best of luck. We are witnessing the emergence of a new wave of young players, all progressing along the pathway into the senior ranks. They are the future and are to be nurtured and encouraged. I look forward to seeing some well fought, good spirited games decide our 2017 champions.
COMPETITION RULES The rules of the competition will be in accordance with current Water Polo Australia National Aged Club Championship rules expect as follows: There will be three competitions Boys, Girls and Mixed. Teams must have a minimum of 6 players eligible to compete for every game. The rules relating to player eligibility and composite teams will be relaxed during the Festival the aim is to encourage maximum participation and all efforts will be made to accommodate all players who wish to compete. All games will be conducted over 4 quarters of 5 minutes running time with a 2-minute break between quarters and at half time. The teams will change ends at half time. Games will start on time and end on time there will be one central main clock for all games There will be no shot clock used but referees will have the power to change possession if they believe teams are not playing within the spirit of the rules of the game. Every player must play at least a quarter of every match except in the instances of injury and players fouled out. It is expected all coaches will enter into the spirit of the Festival by ensuring all players are given the opportunity to play at least a quarter of every match. On exclusion no timeframe is applied, the player must swim to the re-entry box, rise to surface within the box then re-enter. No shot on goal from a free throw. Field size is a maximum of 20 metres x 10 metres. Two fields of play will be used for the event. Ball size is Mikasa Size 2 match balls will be provided by the organising committee. There will be 5 field players and one goalkeeper in the field at all times, except in case of injury or exclusions. Please note any team that is behind by 10 goals or more will be permitted to use 6 or 7 field players and one goalkeeper. Should the margin between the teams fall to less than 10 goals then the team with the less goals will return to 5 field players and one goalkeeper. Each team will be required to provide either a referee or a scorer for the game immediately following their game. The referee may be one of the team officials e.g. coach but they must be a qualified referee referee shirts will be provided. There will be senior WPA Referees in attendance to provide feedback to referees and oversee games. The first game each
day will be staffed by WPA and local officials. There will be one referee and one scorer per game.. Timing will be conducted by a central timing system. Caps: The first named teams shall wear the light cap colour of their choice and the second named team a cap of contrasting colour predominately dark. The first named team will commence play to the LEFT of the Official Table. Balls: All games will use Boys will use the Mikasa W6000W ball size 2 flippa ball. Points: Win 3, Draw 2, Loss 1, Forfeit/Disqualification 0. In the event of a Forfeit/Disqualification the goal margin will be 5 0 unless a game is played and the margin is greater.
