CORRESPONDENCE 3.1 Correspondence from Agricultural Advisory Committee dated September 23, 2016, regarding proliferation of construction of large homes on agricultural land. MOVED by Councillor Dingwall, SECONDED by Mayor Becker, THAT the letter from the Agricultural Advisory Committee dated September 23, 2016 be referred to staff for advice and further that staff be directed to include reference to other jurisdictions, such as the City of Richmond, in their report back to Council. 3.2 Correspondence from the Corporation of Delta dated September 27, 2016, regarding George Massey Tunnel replacement project Environmental Assessment. - 5 -

4 3.3 Correspondence from Metro Vancouver dated October 12, 2016, regarding progress Update on the Metro Vancouver Mixed Income Transit-oriented Rental Housing Study Transit Ridership Effects. 3.4 Correspondence from Fraser Health dated October 12, 2016, regarding RainCity Housing and Support Society - Harm Reduction Strategy. MOVED by Mayor Becker, SECONDED by Councillor Stark, THAT Council direct that a letter be sent under the signature of the Mayor to D. Victoria Lee, Chief Medical Health Officer and Vice President, Fraser Health requesting that no harm reduction strategies be imposed on City of Pitt Meadows without assurances of full dialogue and involvement by the City in both the decision-making and implementation strategies in our community. With Councillor Dingwall voting in the negative. MOVED by Councillor Bell, SECONDED by Councillor Murray, THAT Council direct Staff to organize an educational workshop for Council that will utilize outside expertise resources for the purpose of ensuring Council has a full understanding and background on this important issue of harm reduction including the strategies, practices and programs being used and/or considered within the community and region. 3.5 Correspondence from Metro Vancouver dated October 18, 2016, regarding Metro Vancouver 2015 Construction and Demolition Waste Composition Monitoring Program. J. NEW/OTHER BUSINESS 1. REPORTS 1.1 Appointment of Municipal Approving Officer and Deputy Approving Officer. (01-0570-01/16) - 6 -

5 MOVED by Councillor Bell, SECONDED by Councillor Stark, THAT Council: A. Pursuant to Section 77 of the Land Title Act reappoint Kate Zanon, Director of Community Services as the Municipal Approving Officer for the City of Pitt Meadows; AND B. Pursuant to Section 77 of the Land Title Act appoint Lisa Grant, Manager of Community Development as the Municipal Deputy Approving Officer for the City of Pitt Meadows. 1.2 Canadian Pacific Rail Update. (11-5460-06/16) MOVED by Councillor Stark, SECONDED by Councillor Dingwall, THAT Council: A. Receive the report, dated October 27, 2016, from the Department of Engineering and Operations regarding a Canadian Pacific Rail update; AND B. Direct Staff to include a rail grade obstruction analysis for the Harris Road and Kennedy Road crossings in the 2017 Business Plan; AND C. Direct staff to review the terms of reference of the rail Community Advisory Panel and return back with any required revisions and a committee resurrection strategy. 1.3 Golden Ears Bridge Expansion Joint Noise Update. (11-5240- 01/16) MOVED by Councillor Miyashita, SECONDED by Councillor Stark, THAT Council: A. Receive the report dated October 27, 2016 from the Director of Engineering and Operations regarding the Golden Ears Bridge Expansion Joint Noise Update for information. MOVED by Councillor Stark, SECONDED by Councillor Bell, THAT Council refer the Golden Ears Bridge Expansion Joint Noise issue to staff with respect to noise monitoring in the Wildwood area further to the table provided by Translink - 7 -

6 with respect to noise monitoring locations, times and weather conditions and report back to Council. With Councillor Dingwall voting in the negative. 1.4 Master Agreement on Cooperation for the Joint Use of Facilities and Coordination of Services. (06-2240-01/16) MOVED by Mayor Becker, SECONDED by Councillor Miyashita, THAT Council refer the Master Agreement on Cooperation for the Joint Use of Facilities and Coordination of Service to a future Council in Committee Meeting. 1.5 2016 Third Quarter Management Report. (0620-04/16) MOVED by Councillor Miyashita, SECONDED by Councillor Bell, THAT Council: A. Receive the 2016 third quarter management report dated October 27, 2016 from the Chief Administrative Officer for information. 2. BYLAWS AND PERMITS 2.1 Proposed Amendment to Council Procedure Bylaw. (09-3900- 02/16) MOVED by Councillor Bell, SECONDED by Councillor Miyashita, THAT Council: A. Give First and Second readings to Procedure Bylaw Amendment Bylaw No. 2746, 2016; AND C. Direct Staff to prepare a policy for consideration by Council to outline the selection criteria for the addition of Celebrate Pitt Meadows to the Council Agenda. K. COUNCIL LIAISON REPORTS - 8 -
